Fall Protection Plan

A fall protection plan is a site-specific plan that provides a systematic approach


towards eliminating or reducing the risk of falling from height by ensuring that all
reasonable fall protection measures and methods are being taken prior to the
commencement of the work.

The plan should be customised to address the unique conditions at individual


workplaces. All workplaces engaged in activities that require workers to work at height
shall develop and implement fall protection plan to ensure the safety of the workers
during their course of work.

a) Policy for Fall Protection

a. Commitment to prevention of injury of persons from incident of falling


from height and objects falling from height.

b. Commitment to comply with applicable legal and other requirements


whilst carrying out working at height of 3m and above.

c. This policy shall be communicated, understood, implemented and


maintained at all levels of the organization and to all interested parties.

b) Responsibilities

From top management to workers, everyone has roles and responsibilities


for the prevention of injuries whilst working at height. These roles,
responsibilities and accountabilities must be defined, documented and
communicated.

Supervisors
Supervisors in support and administrative areas are responsible for
providing the necessary direction and support to ensure the effective
implementation of the Fall Protection Program for their work areas.
Supervisors are responsible for the following:
• Comply with all Fall Protection Program procedures.
• Identify all fall hazards and activities in their workplace and implement
preventative measures for these hazards.
• Ensure all affected employees attend and complete required training.
• Ensure that all personal fall arrest or restraint systems are maintained in
accordance with the manufacturer’s specifications.
Employees
Affected employees are responsible for the following:
• Comply with all Fall Protection Program procedures.
• Maintain all Personal Protective Equipment (PPE) required to work at
heights.
• Inspect all fall protection equipment prior to use.
• Attend and complete all training requirements.
• Immediately report all damaged or defective fall protection equipment to
the supervisor
• Use all fall protection equipment in accordance with WSH regulations.

c) Risk Assessment and Control Measures

The primary responsibility for the implementation and enforcement of the


Fall Protection Plan (FPP) and is responsible for the following:
• Developing, implementing, and evaluating the Fall Protection Program to
ensure compliance.
• Reviewing Hazards and incidents associated with fall protection
equipment.
• Assisting supervisors with employee training

d) Fall Protection Equipment

Personal Protective Equipment


• Full body harnesses are required. The use of body belts is prohibited.
• The attachment point of the body harness is the centre D-ring on the back.
• Employees must always tie off at or above the D ring of the harness except
when using lanyards 3 feet or less in length.
• Harnesses or lanyards that have been subjected to an impact load shall be
destroyed.
• Load testing shall not be performed on fall protection equipment.

e) Inspection and Maintenance

A documented maintenance regime has to be in place to ensure all systems


and equipment is in good working order and serves their purpose.
The employee shall inspect the entire personal fall arrest system prior to
every use. The competent person will inspect the entire system in use at the
initial installation and weekly thereafter. The visual inspection of a personal
fall arrest system shall follow the manufacturer’s recommendations. Any
components of a personal fall arrest system noted to be damaged shall be
removed from service immediately

f) Training

Workers working at height must be able to perform their tasks safely. They
have to undergo a training program encompassing hazard identification,
assessing risks and consequences and necessary control measures.
Crucially, all workers must know how to use, maintain, inspect and take care
of their personal fall protection equipment.

g) Incident Investigations

Any accidents/incidents relating to falls from height must be investigated to


determine any underlying deficiencies, and corrective/preventive actions
taken subsequently to prevent recurrence.
