Saudi Aramco: Company General Use


What is the objective of CSMART?
CSMART is a new corporate system developed to enable proponent organizations to track,
monitor, and facilitates redeployment of contractors’ Saudi workforce. The system automates
the contractor’s workforce Saudization process end-to-end, including the following CSMART
functions: Workforce Profile, Contract Submittal, Workforce Timesheet, Saudi Workforce
Redeployment, and KPI & Reports.

What are the functions of CSMART?


CSMART has 5 functions: Workforce Profile, Contract Submittal, Workforce Timesheet, Saudi
Workforce Redeployment, and KPI & Reports.

What does CSMART stand for?


Contractor Saudi Manpower Administration & Redeployment Tracking.

Who are the system end-users?


1. Saudi Aramco Proponent Organizations:
o Planners
o Contract Advisors
o Saudization Officers
o Power User
2. Contractors’ companies’ representatives

What are the roles & responsibilities for the end users?
Planners:
o To set Saudization business plan target for their organization
o To extract Saudization report

Contract Advisors

o Administrative activities, such as; Contract award, and deduction rate adjustment
o Approve workflows, such as; approve the timesheet

Saudization Officers

o To review Saudization and training plan, approve the timesheet and monitor the
Saudization.

Power Users:
They will receive intensive training on CSMART to be the SME and focal point of contact for all
end users within their organizations. In addition, support Saudization Officers and Vendor users
with the following:
o CSMART Training and utilization
o CSMART Access
o Communicate challenges and issues.

Contractors’ companies’ representatives:


o Upload and maintain all data activities in CSMART
o Provide required documentation requested from Saudi Aramco’s organizations, such as;
Saudization & training plan.
o Manage workforce profile and contracts submittal.
o Submit timesheet, redeployment assignment and de-assignment

When is the expected date to start using CSMART?


Currently, we are on the rollout phase, in which we are mass uploading all the required data to
the system, from active contracts details to workforce profile. After that the system will be
ready to utilize.

How can we learn how to use the system?


We have developed a full e-Learning package covers all the system functionality and how to use
it. In addition, the power users will receive an intensive in-class training for CSMART.

Saudi Workforce Redeployment


• Assign a new workforce to active contract
• De-assign workforce from active contract
• Transfer the workforce from open contract to a new contract under same vendor.
• System notifications to the vendor to update the redeployment status within 120-90
days from the contract expiry date.
• Deployment pool for Saudi Workforces
• Hire the Workforce from the deployment pool by SA vendors.
• Track the workforce deployment activities for reporting and analysis purpose.

KPI & Reports Application Components


• List of KPIs like actual Saudization % vs target, Head Count KPI, etc.
• List of system reports to access the system data for analysis purpose.

Is there any link between CSMART & IKTVA Program?


No, CSMART focus on the Saudi Aramco Contracts workforce rather than the supplier himself.

Are SMP’s included in the KPI’s Calculation or not?
Yes, they are

Regarding the Old Contracts, is it possible or required to update Schedule-S?


Amending old contracts is under evaluation

Is there only two types of contracts (service & construction)?


The types of contracts included in CSMART are Long Form Contracts with Saudi provision that
has a validity end date of 2023 and more.

Is there a training session plan for Vendors?


Yes, the vendors will receive an announcement of CSMART system. In addition, we will provide
an awareness session to the vendors along with a proper training on CSMART.

When contractor assign workforce to the contract, the workflow is triggered for
proponent approval. But what happened if contractor assign multiple workforce to the
contract,is one workflow trigger for all or separate for each workforce?
Workflow will be triggered Separate for each workforce

Deductions will be process in CSMART or in MCM?


CSMART will only calculate the deduction amount.

Under Contract Details, who is Vendor representative?


We are currently in the process of collecting the assigned Vendor Representative from each
vendor, and then we will create SAP role access for them.

How the proponent knows who is their Department & Admin Area Saudization officers?
Proponent can view the Department & Admin Area Saudization officers through the contract
submittal application. Below screenshot FYR.

When submitting the neccessary documents, why does the contractor provide overall
Saudization targets?.
Overall Saudization targets are provided to determine the Headcount KPI calculation.

When the Saudi workforce release and go to deployment pool, is it available for the
same contractor only to utilize OR to all contractors?
All contractors.

How does CSMART support OOK Contracts?


CSMART system targeted Standard long form contracts with Saudization provisions. It doesn’t
target OOK.

Once CSMART go live, will still be required to generate Saudization & other reports
from the old systems?
The Service Entry sheet will be no longer used to track Saudization. The Saudization will be
tracked using timesheet in CSMART, the Saudization will be calculated automatically in CSMART
and the deduction should be made through MCM.

Currently Saudization is updated on a monthly base via ZSV160. After implementing
CSMART, will this means we will not depend anymore on ZSV160? Please advise.
For the time being, you will still continue on updating Saudization on ZSV160. However, after
CSMART is fully implemented, ZSV160 will be decommissioned.

How the system will calculate the deductions ? that would be helpful since we have
two types by time unit rate & work unit rate.
CSMART will calculate the Saudization deduction based on the selected method; by (manhour/
or headcount).

Note: CSMART will not process the deduction, deduction will be processed outside CSMART via
MCM.

If the contractor have not met the KPI for a certain quarter, is there a documentation
must be filled by proponent or contractor to be filled ?or directly take action ?
No, any actions for noncompliance to Saudization should be done outside CSMART.

How do the system calculate the headcount if the employee did not completed the
whole no. of days in a month like example, in 26 working days in a month and if the
employee work only 12 days. what will be the calculation in the end of the month? do
the system counted it?
Yes, the system will count the headcount according to the work schedule days.

Do we need to update IKTVA level in CSMART


Iktva is not monitored through CSMART.

How do we chose the category? (A,B,C,D …)


The categorization is already linked to its designated job title in CSMART, in which the system
will only allow you to choose the job title, and it will automatically link the specified category to
it. You can find more details regarding Jobs Categorization in Schedule S.
