BARANGAY EXECUTIVE ORDER


No.003 Series of 2022

SUBJECT: REORGANIZING THE BARANGAY ANTI-DRUG ABUSE COUNCIL


(BADAC)

Pursuant to DILG Memorandum Circulars Nos. 98-227, 99-226, 2001-90,


2003-131, 2004-07, 2012-094, 2015-63, DILG-DDB Joint Memorandum Circular No.
2018-01, and DDB Board Regulation No. 3, series of 2017 all pertaining to the
creation, reorganization, strengthening and revitalization of local anti-drug abuse
councils in all levels of the government, the Barangay Anti-Drug Abuse Council
(BADAC) of Barangay Loo, Buguias, Benguet is hereby constituted as follows:

SECTION 1
Composition of the BADAC – The Barangay Anti-Drug Abuse Council (BADAC) shall
be composed of the following:

SECTION 2
Powers and Functions of the BADAC – The BADAC shall have the authority and
responsibility to perform the following:
a) Orient the BADAC Auxiliary Team of their roles and functions and in
formulating plan of action to address the problem;

b) Plan, implement and evaluate projects and programs on anti-drug abuse


preventions in the barangay;

c) Equip Barangay Tanods/BPATs and BADAC Auxiliary Team on their


functions and roles in the campaign against street-level illegal drug trade
through seminars or trainings;

d) Collaborative and coordinate with other agencies implementing projects


and programs on drug abuse at the Barangay Level;

e) Conduct Information, Education Campaign (IEC) on illegal drug demand


reduction;

f) Conduct a regular meeting at least once a month and call for special
meetings whenever necessary;

g) Continuously gather and update data on drug abuse and its effect on the
peace and order situation in the Barangay including the list if pushers and
users;

h) Submit reports to the Municipal Anti-Drug Abuse Council and copy


furnished the DILG Municipal Field Office;

i) Refer suspected drug users to the MADAC and other agencies for
corresponding counseling and rehabilitation;

j) Monitor the progress and disposition of drug-related cases filed, and;

k) Perform other related functions.

Composition of the BADAC Auxiliary Team/Committee on Operation – The following shall be


designated as members of the BADAC Auxiliary Team/ Committee on Operation:

B. Roles and Responsibilities

a. Establish rehabilitation or referral desks and process applicants for


rehabilitation of drug dependents; and

b. Maintain confidential list of suspected users, pushers, financiers and/or


protectors of illegal drug trade found in the LGU’s area of jurisdiction to be
submitted to the Municipal Anti-Drug Abuse Council copy furnished the PNP-
Anti-Drugs Special Operations Task Force.

c. Pre-operations
i. Identifying drug affected house clusters, work places, and sitios,
where manufacturer, delivery, sale, or use of prohibited drugs are
being conducted, and report the same to the PNP.

ii. Conduct Administrative searches of suspected drug dens/laboratories

iii. Conduct briefings, meetings prior to the launching of operations to


ensure positive results and safety of the operating teams and the
community

d. During Operations

i. Ensure safety of the community and regularity of the operations


ii. Any elected barangay official present during the operations to witness
the inventory of seized drugs or paraphernalia

iii. Extend assistance to the PDEA or PNP authorities if necessary in its


operation against illegal drugs including but not limited to the
preservation of evidence and protection of witnesses and suspects
against unlawful acts.

e. Post Operations

i. The Barangay Official present during the operation shall execute and
affidavit and acts as witness in court hearings in the prosecution of
drug cases.

ii. Submit reports of drug-clearing operations conducted. If any, to the


Municipal Anti-Drug Abuse Council copy furnished the DILG Municipal
Field Office.

iii. For operations conducted or initiated by PDEA or PNP, an elected


barangay official should be involved immediately after the raid and be
present to stand as witness during the conduct of inventory.

Section 4. Effectivity – this Order shall take effect immediately.
