    EXECUTIVE ORDER No. 0011-2018

    AN ORDER ESTABLISHING A VIOLENCE AGAINST WOMEN AND THEIR CHILDREN


    (VAWC) DESK OF BARANGAY BALAGBAG, DIFFUN, QUIRINO

    WHEREAS, Republic Act 9262 underscores the commitment of the state on safeguarding the
    dignity of women and their children while guarantying full respect of the human rights and to protect
    them from violence and threats to their personal safety and securing;

    WHEREAS, Republic Act 9710, otherwise known as the Magna Carta of women, is a
    comprehensive women’s human rights law that seeks to eliminate discrimination against women by
    regognizing, protecting, fulfilling and promoting the rights of Filipino Women, especially those in the
    marginalized sectors. Section 12 D, Rule IV of the Rules and Regulations implementing the Magna Carta
    of women provides for the cases are fully addressed in a gender responsive women;

    WHEREAS, there is a need to set up VAWC Desk within the area of Barangay Hall of Barangay
    Balagbag, Diffun, Quirino to ensure confidentiality, privacy and safety of victims or survivors with a
    designated VAWC Desk Officer trained in gender-sensitive handling of cases;

    NOW, THEREFORE, I RODERICK M. CAMPANILLA, Punong Barangay of Barangay


    Balagbag, Diffun, Quirino by virtue of the powers vested in me by law, do hereby order:

    SECTION 1. The VAWC Desk shall perform the following duties and functions.

    1. Respond to gender-based violence cases brought to the Barangay


    2. Record and Report the number of gender based violence handled by the Barangay
    and submit a quarterly report on all VAWC cases to the Department of Interior and
    Local Government (DILG) and the Municipal Social Welfare and Development
    Office (MSWDO)
    3. Keep VAWC Case records confidential and secured, and ensure that the only
    authorized personnel can access it
    4. Assist victims of VAWC in securing Barangay Protection Order (BPO) and access
    necessary services
    5. Develop the Barangay’s gender responsive plan in addressing gender based violence,
    including support services, capability building and referral system
    6. Coordinate with and refer cases to government agencies, Non-Government
    Organization (NGO) institutions
    7. Address other forms of abuse committed against women and children, especially
    Senior Citizens, Women and children with disabilities, and other marginalized groups
    8. Lead advocacies on the elimination of VAWC in the community and
    9. Perform other related functions as may be assigned

    SECTION 4. EFFECTIVITY. This order shall take effect immediately upon approval.

    IN WITNESS WHEREOF, I HAVE HEREUNTO set my hand and caused the seal of
    Barangay.
