ORGANIZING THE BARANGAY TASK FORCE FOR PEACE AND


DEVELOPMENT OF BARANGAY 905

WHEREAS, the Local Government Code of 1991 mandates local government units to promote the
general welfare of its constituents;

WHEREAS, Executive Order No. 773 series of 2009 mandated the reorganization of the Peace and
Order Council in all levels to provide a forum for a dialogue and deliberation of major
issues and problems affecting peace and order and public safety and to recommend
measures to improve or enhance peace and order and public safety in their respective
areas of responsibilities, including anti-criminality or anti-insurgency measures;

WHEREAS, the Barangay Development Council (BDC) serves as the primary institutions that
coordinated and sets the direction of all economic and social development efforts at
the barangay level;

WHEREAS, President Rodrigo Roa Duterte through Executive Order No. 70 s, 2018, institutionalized
the Whole-of-Nation Approach as the government’s policy for the attainment of
inclusive and sustainable peace;

WHEREAS, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) issued
Joint Memorandum Circular providing the guidelines on the operationalization of
Executive Order No. 70 through the Regional/Local Task Forces and the adoption of
an enabling umbrella program;

WHEREAS, DILG Memorandum Circular No. 2019-125 with thw subject “Guidelines for the Local
Government Units in the Implementation of Executive Order No. 70, s, 2018”
stipulates the organization of Barangay Task Forces to end Local Communist Armed
Conflict;

WHEREAS, DILG Memorandum Circular No. 2020-095 with the subject “Remedial Measures on the
Localization of Executive Order No. 70 and All DILG Peace building Initiatives”
provides for the implementation of the Capacitating Urban Communities for Peace
and Development initiative to address;

WHEREAS, DILG-NCR Regional Memorandum Circular No. 2020-06 with the subject “Organizing
and Strengthening Barangay Task Forces for Peace and Development” localizes
certain provisions of DILG MC No. 2019-125 for peace building in an urban setting;

NOW, THEREFORE, I, THELMA B. ZAMBRONA, Punong Barangay of Barangay 905, by the power vested
in me by law, hereby order the organization of the Barangay Task Force for Peace and Development
Council (BTF-DC)- Barangay 905;

Section 1. Composition. The Barangay Task Force for Peace and Development shall be composed
of all members of the Barangay Development Council (BDC) and the Barangay Peace and Order
Committee (BPOC) OF Barangay 905, Zone 100, District VI, City of Manila, and shall be chaired by the
Punong Barangay;

Section 2. Functions. The BTF-DP Barangay 905 shall perform the following functions:

i. Ensure the implementation of EO 70, in their area of jurisdiction.


ii. Take the lead in the planning and implementation of the Retooled Community
Support Program (PCSP) / Capacitating Urban Communities for Peace and
Development (CUCPD);
iii. Enlist the assistance of any department, bureau, office, agency, or instrumentality of
the government, the government-owned and controlled corporations (GOCC’s), state
universities and colleges (SUC’s), in accordance with their respective mandates in the
implementation of the RCSP/CUCPD;
iv. Actively support the implementation of the Capacitating Urban Communities for
Peace and Development effort;
v. Ensure social preparation and the participation of the community in all phases od
CUCPD implementation;
vi. Facilitate the convergence of all stakeholders and ensure the participation of the
community members in development planning;
vii. Ensure the delivery of basic services and inclusion of policies, programs, projects And
activities in all local plans and budgets necessary to implement the solutions to issues
identified by the Barangay Task Force and specified in the Barangay Peace
Consolidation Action Plan (BPCAP), formulated as part of the Barangay Peace and
Order and Public Safety (BPOPS) Plan;
viii. Strengthen and empower Barangay Based Institutions (BBI’s);
ix. Establish and strengthen citizenship and community participation mechanisms to
guarantee sustainability of RCSP/CUCPD implementation;
x. Provide relevant feedback and recommend remedial measures to the City/Municipal
Task Force on the risks and opportunities surrounding the CUCPD effort;
xi. Lead all citizenship building and community participation efforts to sustain CUCPD
implementation; and
xii. Perform such other duties and functions as the City Task Force – ELCAC may direct.

Section 3. Integration of Plans. The BTF-PD Barangay 905 shall integrate the BPCAP into the
Barangay Peace and Order and Public Safety Plan and it’s corresponding budget.

Section 3. Integration of Plans. The BTF-PD Barangay 905 shall integrate the BPCAP into the
Barangay Peace and Order and Public Safety Plan and it’s corresponding budget.

Section 4. Separability. If any provision of this Order is declared invalid or unconstitutional, the
other provisions or thereby affected shall remain valid.

Section 5. Effectivity. This order shall take effect immediately.
