Introduction

According to Addison Waters (3, November 2020) a community needs assessment is a

way of collecting data and surveying stakeholders to understand gaps in community services, as

well as the strengths and assets available in your community. Whether you’re developing a new

volunteer program or reviewing an existing project, it’s important to know what your community

actually needs and the resources available to you. That’s where a community needs assessment

comes in; it can be used to inform and improve any community development initiative. Finding

out the specific needs of your community – not just those patients but also the needs of

community members who do not seek services at your center – can help maximize the results of

your outreach efforts. Doing an assessment also helps you build valuable relationships and

encourages community members to actively participate in making lasting improvements. It’s a

critical first step in creating trust, community ownership, and sustainability

For those of us who work in community health and development, it's important to

understand community -- what a community is, and the specific nature of the communities we

work in. Anything we do in a community requires us to be familiar with its people, its issues, and

its history. Carrying out an intervention or building a coalition are far more likely to be successful

if they are informed by the culture of the community and an understanding of the relationships

among individuals and groups within it.Taking the time and effort to understand your community

well before embarking on a community effort will pay off in the long term. A good way to

accomplish that is to create a community description -- a record of your exploration and findings.

It's a good way to gain a comprehensive overview of the community -- what it is now, what it's

been in the past, and what it could be in the future. Much of your best and most interesting

information may come from community members with no particular credentials except

that they're part of the community. It's especially important to get the perspective of those who

often don't have a voice in community decisions and politics -- low-income people, immigrants,

and others who are often kept out of the community discussion. In addition, however, there are

some specific people that it might be important to talk to. They're the individuals in key

positions, or those who are trusted by a large part of the community or by a particular

population, which are the Barangay Officials. A community health assessment, also known as

community health needs assessment, refers to a state, tribal, local, or territorial health

assessment that identifies key health needs and issues through systematic, comprehensive data

collection and analysis. A community health improvement plan is a long-term, systematic effort

to address public health problems based on the results of community health assessment

activities and the community health improvement process. A community health assessment gives

organizations comprehensive information about the community’s current health status, needs,

and issues. In turn, this information can help with developing a community health improvement

plan by justifying how and where resources should be allocated to best meet community needs.

Developing a plan for identifying local needs and resources can help changemakers

understand how to improve their communities in the most logical and efficient ways possible.

Needs can be defined as the gap between what is and what should be. A need can be felt by an

individual, a group, or an entire community. It can be as concrete as the need for food and

water or as abstract as improved community cohesiveness. An obvious example might be the

need for public transportation in a community where older adults have no means of getting

around town. More important to these same adults, however, might be a need to be valued for

their knowledge and experience. Examining situations closely helps uncover what is truly needed,

and leads toward future improvement.

Resources, or assets, can include individuals, organizations and institutions, buildings,

landscapes, equipment -- anything that can be used to improve the quality of life. The mother in

Chicago who volunteers to organize games and sports for neighborhood children after school,

the Kenyan farmers' cooperative that makes it possible for farmers to buy seed and fertilizer

cheaply and to send their produce directly to market without a middle man, the library that

provides books and Internet access to everyone, the bike and walking path where city residents

can exercise -- all represent resources that enhance community life. Every individual is a

potential community asset, and everyone has assets that can be used for community building.

Globally, the intermediation of community health workers (CHWs) in healthcare delivery

is widening as they are inevitable to meet the universal healthcare provision and the millennium

development goals. The term ‘community health worker’ encompasses a wide variety of local

healthcare providers ranging from nurse-midwives to home-based care givers and salaried-staffs

to volunteers. The CHWs enable access utilisation of health services, and inculcate healthy

behaviours among the communities. They are preponderantly deployed to cater to underutilised

services, unmet health behaviours and underserved populations. The CHW’s contributions to

disease control, immunisation and family planning programmes are already established. In the

public sector, though the CHWs are primarily link-workers or motivators, yet they do undertake

curative services for malaria, tuberculosis and elderly care. The spectrum of the CHW

programmes varies across countries on their objectives, rollout and management. Their larger

penetration and sustainability are more observed with the public sector. Having identified the

potential of women in community mediation, predominantly females constitute CHWs universally.

The main objectives of this study is:

 To determine what kind of issues do residents of the community experience in terms of

Environment, Health and Education.

 To know what action did the Barangay Officials take to resolve the issues and concerns

that are being raised in their office.

 And, to find out the future project of Barangay Officials Barangay Maturanoc in terms of

Environment, Health, and Education.

Methodology

This chapter tackles about the methods of the study. It reveals the procedures used to

distinguished or determine information about the theme from the respondents. The researcher

used qualitative research to gather data to respondents by the used of interview. Interview

means, a conversation where one participant or the interviewer asks questions, and the other

participants or the respondents provides answer. The instrument that the researcher was used is

structured interview, it explained that the researcher will ask question from a fixed

questionnaires. The researcher used interview questionnaire, as for the researcher determined

the issues, project, and future plan that the Barangay Maturanoc is currently facing and how the

Barangay Officials resolves the issue. The researcher used video recording or voice record to

record the answers of the respondents in interview questions.

proyekto para sa barangay, ‘di lang iisa,

marami.

 Sa ngayon, ang aming barangay ay

marami pang mga plano upang mas

maging mayos at gumanda pa ang

pamamalakad nila.

 Ayon lang ang hindi namin alam dahil

kung may meeting ‘yong mga scholar

na mga bata, wala naman kami roon,

hindi naman nila sinasabi sa amin.

sa lahat ng mag-aaral dito sa bahay.

 Sa ngayon po, hindi ko pa po alam

balak ng aming barangay.

 Makilahok sa mga usaping ukol sa mga

isyung pang-edukasyon.

One respondent said, that the project of the barangay when it comes to the cleanliness

of the surrounding is not provided because of the litter that found everywhere. That resident also

mentioned about the improper segregation. Meanwhile, seven residents claimed that there is a

program being conducted which is the Clean-Up Drive every Saturday to maintain the

cleanliness. While the other two residents said, there is a specific place that is clean or maybe it

is conducted not often. According to the treasurer of Barangay Maturanoc, Barangay Officials

conducting a Clean Up Drive every Saturday and collecting trash regularly every Wednesday. Sir

Erwin also said, that if they were given a chance, he wanted the barangay to have its own dump

truck to collect garbages. Additionally, residents suggested to have CCTV's to catch those who

violate the rule, and punish them with community service. Also the trash bins everywhere for

proper segregation and collecting all the garbages in the barangay.

Barangay Maturanoc gives vitamins, medicines, and vaccine to the residents for free

from LGU, distributed by the Barangay Health Workers (BHW). One resident said, she can not

feel the free medicines and vitamins that the BHW gives to residents. As a result of, not all

residents in Barangay Maturanoc received free medicines and vitamins from LGU, maybe

because some did not receive any news regarding the free medicines or vitamins. Or, some BHW

choose who should receive free medications. Furthermore, residents suggest that Barangay

Health Workers should prioritize the people who does not have enough money to buy their own

medications. Moreover, the residents suggest Feeding Program for children.

Three out of ten locals said that Barangay Maturanoc does not have project like

educational assistance or scholarship for the students living in the barangay. As what Sir. Erwin

said, the barangay does not have enough fund to offer educational assistance and scholarship

for the students. As for the five locals who said that the barangay have program for student, the

locals referring to Sangguniang Kabataan project and to Ms. Mika Suansing program "Tulong sa

mga Kolehiyo ng mag-aaral". And, the other two locals are not sure. So, basically, barangay

Maturanoc does not have program like educational assistance and scholarship for students. In

addition, the residents does not have idea if the barangay have a future plan program for the

students.

Results of assessments concerning the needs and desires of the community can help

the college to develop marketing and recruitment strategies. The staff of Prince George's

Community College (1977) conceptualized a "marketing process" to assess community and

individual needs and to translate them into needed services. In this case, once the service and

programs are determined, they are promoted by identifying the most appropriate message; how

they are intended; how they are received; and how the college responds to those acting upon

the message. The most important delivery system is identified, and instructional modes are

developed along with the selection of schedules and locations. Strategies for delivery systems

are designed to incorporate the greatest percentage of student retention. Finally, the entire

process is evaluated in terms of marketing research, The four components of the marketing

strategy plan service, promotion, delivery, and evaluation are meant to attract specific subgroups

of prospective students and to retain currently enrolled students.

Despite the variety of programs that have been developed, not all programs are

available in each community. There are still young children and families who have not had access

to programs that fit their needs. Before offering new or additional programs, educators and

service providers would be best served by assessing the needs of their local community. Needs

assessment is the term used to describe efforts at collecting information to guide program and

service delivery efforts, and it is the first step in Jacobs' (1988) comprehensive model of planning

define needs assessment as "a systematic and ongoing process of providing usable and useful

information about the needs of the target population—to those who can and will utilize it to

make judgments about policy and programs". Two important concepts emerge from this

definition. First, there must be a purpose for the information gathered—it must be meaningful to

the lives of individuals, families, agencies, or communities. Second, the information is intended

to inform decisions about what priorities should be addressed and where scarce resources should

be concentrated. In the present research project, the information was being gathered on the

early literacy and school readiness needs of children, families, and communities to be used to

inform decisions about what types of educational interventions to design and implement. A

variety of techniques can be used to assess needs, including analyses of resources currently

available in communities, social indicator analyses, analysis of use of services, surveys and

telephone interviews, and structured groups (McKillip, 1987). In the present project, we used the

Delphi technique, which combines both survey and structured group approaches. The Delphi

technique takes a panel of carefully selected persons through a series of carefully designed

questionnaires generated from feedback from preceding responses (Reviere et al., 1996). The

collection of panelist opinion is typically conducted through the mail, email, or Internet

strategies, and in situations where facetoface meetings are either not practical or desirable

(Andranovich, 1995). The process usually takes place in several rounds, in which panel members

are separately asked to respond to specific questions. The first round asks openended questions

to generate a list of key issues and needs. The second round has the same panel rate those

issues and needs on the basis of their importance. The following rounds typically enable panelists

to review, reconsider, and, if desired, change their responses to the earlier rounds, based on

comparing their individual ranking with the mean group for that item. Additional rounds may

include further refinement. The technique provides insights into how a group of people view

specific issues and has several strengths (Carter & Beaulieu, 1992). First, the technique allows

for the sharing of information from people who are separated geographically. Second,

participants are free of social pressure, personality influence, and individual dominance. Third, it

allows for moreeffective sharing of information among a greater number of participants than

would be possible in a facetoface setting. Fourth, a wellselected panel of respondents can

provide a broad perspective on community problems and concerns. Finally, it allows participants

to remain anonymous.

Conclusion

This study discussed the issue, step how to resolve the issue, project and the future

plan of the Barangay Maturanoc, Guimba, Nueva Ecija. The researcher’s attention mainly focused

on the topic of Environment, Health and Education. The respondents of the study are the 10

random residents as well as 1 Barangay Official. The part in result and discussion will let the

reader understand if the issue, steps to resolve the issue, and project in terms of Environment,

Health and Education that the official discussed are match to the answers of the 10 residents.

The researcher’s conclude that, in order to improve the community and to have a

successful community, the leaders should conduct first a community needs assessement, to let

the higher positions know what the concern of the residents and what are needs to consider in

taking the steps of how to resolve the issue.

The researcher’s determined what issue in terms of Environment, Health, Education

that the residents currently facing in Barangay Maturanoc. The first issue in terms of

Environment is, improper waste segregation. The action that the Barangay Officials did is to

conduct clean up drive every Saturday. In addition, there is a specific place where Barangay

Officials conduct clean up drive and some areas in Barangay Maturanoc did not. Second issue in

terms of Health, as what the Official and residents said, Barangay Maturanoc give free

medicines. However, according to one resident, the free medicines did not reach to some.

Therefore, the Barangay Health Workers (BHW) are bias and choosing whom should receive a

free medicines. Lastly, the issue in terms of Education, the Barangay does not offering

educational program to youth. Since, the Sangguniang Barangay have own fund to help the

student in Maturanoc financially.
