CHAPTER I

THE PROBLEM

INTRODUCTION

Education is the process of acquiring knowledge, skills, values, and attitudes

through a variety of learning environments, lessons, and experiences. It is vital to both

societal and individual growth. Education encourages character development, self-

awareness, and personal improvement. It fosters self-confidence and a sense of purpose

by assisting people in identifying their strengths and passions. Progress in society and

creativity are both fueled by education. It gives people the knowledge and abilities to

solve issues, contribute to research, and develop science and technology. The world is

changing so quickly today that lifelong learning is essential. Because of the adaptability

that education fosters, people can continue to learn new things throughout their lives. In

conclusion, education is essential for society advancement, individual and communal

well-being, and personal growth. It enables people to have satisfying lives, give back to

their communities, and tackle difficult problems in the modern world. Definitions of

education have been offered by numerous educationists, philosophers, and authors. We

constantly hear the word in our daily lives since education is considered to be the most

significant activity in any culture. According to M.J. Langeveld (2022), education is

every interaction that happens. Every association that occurs between adults and children

is a field or a state where the educational work is in progress.


As the population grow, rising interest in educational technology has led to the

emergence of new advanced degree programs that are designed to prepare educators to

shift into an innovator’s mindset and become transformative technology leaders in their

classroom, school or district. According to David Warlick “We need the technology in

almost every classroom as well as in every student’s and also teacher’s hand, this is

because it is like the pen and the paper of our time, and also it is like the lens through

which we get to experience more of our world.” Educational technology, at its core,

represents the strategic implementation of a diverse array of tools, processes, and

techniques. Its primary objective is to facilitate an enriched engagement of the senses and

memory faculties in the educational process. Moreover, it delves into the realms of

perception, aiming to amplify teaching methodologies, practices, and, critically, enhance

the overall learning outcomes.

According to Forbes’s article by Daniel Newman who is a technology innovation

specialist, educational technology brought drastic positive changes in learning. It says

that advanced technologies enhanced the teacher’s instructions while simultaneously

making learning a fun experience for the students.

REPUBLIC ACT No. 2067 An Act To Integrate, Coordinate, And Intensify

Scientific And Technological Research And Development And To Foster Invention; To

Provide Funds Therefor; And For Other Purposes. This Act shall be known as the

“Science Act of 1958.” This policy of the state to promote scientific and technological

research and development, foster invention, and utilize scientific knowledge as an

effective instrument for the promotion of national progress.


A learning crisis affects many developing countries in Asia. Millions of children

attend school but are not learning enough. They cannot read, write, or do mathematics at

their grade level, and yet they pass to the next grade, learning even less because they have

not grasped the previous material. The magnitude of the crisis is staggering: in low- and

middle-income countries more than half of children are not learning to read by age 10.

Some causes of the learning crisis are well understood. The poor quality of teaching is a

key factor. Teachers often lack subject knowledge and have not had adequate training.

The August 2022 data from a World Bank report had some alarming statistics on

the education crisis in the Philippines. 91% of children in the Philippines struggle with

reading simple text at the age of 10. In fact, the Philippines scored highest on the

Learning Poverty index in the list of countries in Asia. Learning Poverty means the

inability to read and understand short texts by the age of 10. No matter how minuscule

this situation sounds, the situation of the education system in the Philippines is grave. The

report also indicated a 90% learning deprivation rate. And more than 5% of children in

In today’s fast-paced educational environment, teacher absences due to meetings,

illness, or other commitments can disrupt the learning process that also cause poor

learnings. To address this issue, the Researchers will develop the project entitled Project

TEACH: Teaching Innovative Instructional Devices Essential in utilizing Artificial

Intelligent Robot for Conventional Learning and Handy teaching Interactive pedagogy.

This study aims to improve and support the teaching and learning process in various
kinds of ways. It has various benefits not just for teachers but for students. Learning

becomes more interactive and dynamic thanks to the new tools and resources that

technology gives teachers to design compelling classes, presentations, and educational

materials. By making text-based instruction spoken, it improves accessibility for pupils

with visual impairments or reading challenges. Lessons can be made more interactive and

engaging with the use of text-to-speech technology, engaging students’ attention and

enhancing comprehension. By giving proper pronunciation examples, it can help students

in striving to enhance their pronunciation when studying a foreign language. By giving

children the chance to hear and practice the right pronunciation of words and phrases, it

improves in language development. Text-to-speech technology allows students to access

lessons at their own pace and convenience, encouraging self-directed learning. The use of

technology by teachers to produce audio versions of classes and materials can reduce

class time and simplify homework assignments. Although text-to-speech technology has

many advantages, it must be properly integrated into the educational setting by taking

into account the needs and preferences of specific students as well as teachers. Text-to-

speech can also be used alongside with other technologies and educational strategies to

further improve learning outcomes. In general, using technology in education improves

teaching and learning, expands access to high-quality education, and equips students with

the skills they need to succeed in a technologically advanced society. To make sure that

technology actually serves teachers and kids, it’s important to use it intelligently and in a

balanced way.
