INTERNATIONAL DOCTORAL PROGRAM IN INFORMATICS GRADUATE SCHOOL OF INFORMATICS KYOTO UNIVERSITY 1.

INTRODUCTION
The Japanese Government (Monbukagakusho) has started a new scholarship program for selected fields, the Special Scholarship for International Doctoral Program. Our school, the Graduate School of Informatics, Kyoto University, will join this program from the year 2008 and welcome eight new Ph.D. course students under this program. The new program has several attractive features including: (i) the official language is English (Japanese language skill is not required); and (ii) all tuition fees will be waived. Interested applicants should read the following rules and conditions for the scholarship carefully before submitting their applications. Selection will be performed by Kyoto University and successful students will be recommended to Monbukagakusho as candidates for the scholarship.

1.1 Scholarship
Ph.D. course students admitted to Kyoto University under the program will be financially supported for three years through the Japanese Government (Monbukagakusho) Scholarship.

1.2 Fundamental eligibility


Each applicant to join the International Doctoral Program in Informatics, Kyoto University, must satisfy all of the following conditions: (1) He/she must be from a country with which Japan has official diplomatic relations and must be currently studying/working outside of Japan. Those who are currently staying in Japan cannot apply to join this program. (2) He/she must be under 35 years of age as of April 1,2008. (3) He/she is not the holder of any doctoral level degree in principle.

Note: No one can submit another application for the Japanese Government (Monbukagakusho) Scholarship through another organization in parallel to this program.

2. DETAILED ELIGIBILITY 2.1 Academic qualifications


Each applicant must satisfy one of the following conditions by the end of September, 2008, otherwise the admission and scholarship will be cancelled.

(1) He/she is the holder of a master level degree. (2) He/she has been engaged in research for not less than two years at universities or research institutes following graduation from a university or after completion of a 16-year school education, and is approved to be eligible by the Graduate School of Informatics, Kyoto University. (3) He/she is 24 years of age or over and has an academic ability higher than or equivalent to master degree holders of the Graduate School of Informatics, Kyoto University.

2.2 Physical and mental health


Each applicant must be physically and mentally healthy enough to carry out his/her studies at Kyoto University.

2.3 Language ability


Each applicant must have a good command of English.

2.4 Other conditions


(1) Each admitted student must arrive in Japan between October 1 and October 7, 2008. (2) Any applicant who has the status of an active soldier in the end of March,2008 is ineligible. (3) For a student couple, the Japanese Government can offer a scholarship to only one party. (4) Any applicant who is going to receive a scholarship from his/her government or from any other foundation, will not be accepted as the recipient of the Japanese Government (Monbukagakusho) Scholarship. (5) If the applicant has studied at any Japanese university as a recipient of the Japanese Government (Monbukagakusho) Scholarship.

3. SCHOLARSHIP AND OTHER FINANCIAL SUPPORTS


The following will be offered to the admitted students. (1) Stipend: 170,000 yen per month. This will be provided for a maximum of 36 months. (2) Travel to and from Japan: Economy-class round trip airfare between the international airport closest to the admitted student's home address. However, the air ticket to return home from Japan will not be offered unless he/she leaves Japan immediately after the scholarship ends. (3) School fees:

The admitted students will be granted exemption from payment of the entrance and tuition fees. (4) Others: Japan Student Services Organization (JASSO) will partially reimburse medical expenses. All the students accepted by this program are also to be employed as RA (Research Assistants) under the "Kyoto University Global COE Program: Informatics Education and Research it is scheduled that about salary of RA. 4. COURSES AND NUMBER TO BE ADMITTED 4.1 Courses


The Graduate School of Informatics, Kyoto University, consists of .the following departments: Intelligence Science and Technology Social Informatics Applied Analysis and Complex Dynamical Systems Applied Mathematics and Physics Systems Science Communications and Computer Engineering

Each applicant must choose one of the above as his/her majoring field when applying for this program. The vast range of scientific subjects covered by the Graduate School of Informatics, Kyoto University, is described in detail on the schools homepage: (http://www.i.kyoto-u.ac.jp/English/).

4.2 Number of applicants to be admitted


Eight successful applicants will be admitted.

5. SELECTION AND ADMISSION 5.1 1st stage selection


The Graduate School of Informatics, Kyoto University, examines the documents submitted by applicants. The selected applicants are recommended to the Japanese Government as the applicants for the scholarship. The applicants will be informed of the result of this selection at around the end of April, 2008.

5.2 2nd stage selection


The Japanese Government examines the documents of the applicants recommended by Kyoto University and decides as to whether the applicants are acceptable as recipients of the Japanese Government (Monbukagakusho) Scholarship. The applicants will be informed of the final result before the end of August, 2008. The Graduate School of Informatics, Kyoto University, will at the same time send certificates of admission to those applicants finally admitted to the International Doctoral Program in Informatics.

6. DOCUMENTS FOR 1ST AND 2ND STAGE SELECTION


The following documents must arrive on or before January 10, 2008 at School Affairs Office Graduate School of Informatics Kyoto University Kyoto 606-8501, Japan. (1) Application Form (attached). (2) Application for Japanese Government (Monbukagakusho) Scholarship (attached). (3) Certificate of Health issued on or after October 1, 2007 (attached). (4) A copy of an official document indicating nationality. (this can be replaced by a photocopy of the applicants passport). (5) Certificates of Bachelor and Master Degrees (or their equivalent). (6) Official undergraduate and graduate level academic records. (7) Recommendation letter addressed to the president of Kyoto University written by the dean of the applicants graduate school. (8) Recommendation letter written by the applicants supervisor, or equivalent person, at the graduate level. (9) Recommendation letter written by the applicants supervisor, or equivalent person, at the undergraduate level. (10) (11) (12) (13) (14) Recommendation letter written by the head of the employing organization (if Research plan at Kyoto University (3 pages, A4 size). List of scientific publications. Brief description of academic achievements (3 pages,A4 size). A copy of Master Thesis (or its equivalent). If the thesis is not written in the applicant is currently working).

English, a translation or a summary should be prepared in English and attached thereto.

A copy of the applicants TOEFL or TOEIC score or equivalent to show the

applicants English skill. The applicants must submit TOEFL or TOEIC score in principle. If the documents to show applicant's English skill (such as TOEFL or TOEIC score) can't be submitted, we may evaluate English skill by interview, English publication paper written by the applicant, and so on. All of the above documents except for a copy of the applicants Master Thesis must be written in English. They will not be returned to the applicant.

7. PREPARATION FOR APPLICATION


Each applicant should contact his/her prospective supervisor at Kyoto University through an introduction by his/her supervisor at the home university before application. He/she should consult the prospective supervisor about qualifications for application to this program. This approach is highly recommended as the program is fundamentally based upon the Agreement of International Academic Exchange between the home university and Kyoto University.

8. APPLICATION PROCEDURE OF 2ND STAGE SELECTION


Kyoto University will inform those applicants who have passed the 1st stage selection of the application procedure for the 2nd stage selection by the Japanese Government.
