Job Description
CARE International in Yemen is currently seeking for a Partnerships officer who will be
responsible for providing clear guidance to area managers, the program development coordinator
and the country leadership team on engaging with partners.

Position: Partnerships Officer


Location: Sana’a, Yemen

Responsibilities:

The Partnerships officer is responsible for providing clear guidance to area managers, the
program development coordinator and the country leadership team on engaging with partners.
Partners are defined as 1) Yemeni non-governmental organization and 2) CARE member
partners this function will lead CARE Yemen in maintain and expanding its partnership
relationships the position helps to ensure the effectiveness and efficiency of sub-grants and
contracts support services to ensure quality program delivery.

Managing partnerships (national non-governmental organizations):

 Mapping of new/potential partners


 Coordinate CARE Yemen’s due diligence as well as capacity assessment processes
 Building relationships with current and potential partners
 Establish and maintain a current and potential partners’ database

Partnerships Technical Support:

 Develop and implement an efficient sub-recipient process through review of


guidelines/procedures/templates/coordination with partners/etc.
 Support the sub-recipients for compliance with CARE and donor priorities as outlines in the
work plans and ensure quality submissions.
 Actively participate and provide guidance on selecting sub-recipients and CARE partners,
including developing selection criteria, capacity assessments, maintaining a database of partners,
etc.
 Orient and train staff and partners on CARE’s Sub-recipient Agreement Policy and develop sub-
recipient training packages and user guidelines.
 Monitor sub-recipients’ compliance with sub-agreements and collect data as per developed tools
and guidelines.
 In coordination with the program team, monitor and review the performance of implementing
partners.
 Conduct regular field visits to partners’ operational areas and provide the necessary support and
take timely corrective action;
 In close cooperation with the finance and program team to prepare and submit quarterly and
progress reports, including dashboards;

Administrative Support Related to Contracts with CARE Member Partners:

 Facilitate the preparation and review of all project contracts (Pre IPIA’s, IPIAs, agreement
checklists, contracts amendment, etc.).
 Filing and retrieving of all project approval documents.
 Provide support to internal/external audits as needed

Capacity Building:

 Coordinate capacity assessment of local partner staff to identify needs for capacity building
 Link up CARE staff with the relevant program team for training and coaching purposes on
financial management, project management, M&E Etc
 In coordination with the Program Teams, develop sub-grantee plans for capacity development
based on the assessment. .
 Build the capacity of CARE staff on the principles of working in partnership

Required

 Minimum BA in any field relevant to development, i.e., education, economics, journalism, etc.
 or commensurate professional experience or MA/MSc in a relevant field
 3-5 years experience in partnership development
 Experience in working in partnerships.in NGOs
 Experience in project management
 Experience with facilitating training on topics such as basic project cycle management
 Proficiency in MS Word, Excel, databases etc; Operational planning; Facilitation, training and
capacity development;; Communication and program briefing materials preparation
 Ability to build strong relationships within and outside the organization
 Self- starter and independent organizer;
 Able to facilitate training;
 Negotiation and relationship skills;
 Gender sensitivity and cultural sensitivity.
 Fluent in Arabic
 Strong English language skills
 Comply with all relevant CARE policies and procedures with respect to child protection,
workplace environment, employee code of conduct and all other related subjects.
