Project Concept Paper

1. Project Background
(Explain in detail the problem that the project will address. Also state the current
condition of the host country through factual information and clarify the needs and
possible approaches to solve the problem. In addition, Please specify the ‘key
issues’ of the development of host country and how the ‘proposed project’ fits into
the ‘national development plan’ and ‘development goal’ of the host country.)

2. Project Objective(Short Term and Long Term)


(What the host country would like to achieve through presenting the project?
Why the host country would like to propose such a project?)

3. Relevance with the National Development Plan of the Host Country

1) Whether the project is included in the country's development plan?

2) If yes, give brief description in the followings:


- Title of the national development plan
- Title of the sector development plan
- Priority of the proposed project or the sector in the national development plan

4. Project Description
1) Title
2) Target site(location)
3) Target Group: Explain the expected beneficiaries form the project. In detail
specify ‘Whom’ the project would affect most.
4) Outputs: Meaning the product or service from the completion of the project
activity. Briefly list and describe the possible outputs that would be produced for
the successful achievement of the project.
5) Inputs: Meaning the appropriate components required in producing the
proposed outputs. In detail list the following inputs for the production of each
output; For example required experts, staff member, equipments, supplies and
services etc.

6. Project Sustainability

ㅇ Explain the kind of efforts and commitments the host country would be willing to

conduct in sustaining project in the long-term

1) In case of the development study(survey project, establishment of master plan


or basic plan, feasibility study, basic design)
- whether there is follow-up project
- If yes, give brief description in the followings:
* Financing plan of the follow-up project
* Ministries which are in charge of the financing
- Plans to use report which is the output of the proposed Project

2) Maintenance plan of facilities, buildings and equipment of the proposed project


and the financing plan for the maintenance

3) Plans to ensure continuous technical transfer in the host country(HRD plans in


the proposed sector
Ex) training programs, establishment of universities, research institutes and etc.

4) In case of the village development project


- Ways to ensure local ownership(whether there is local community or entity)
- Evidence of consultation with the target beneficiaries

7. Project Implementing Organization


1) Name of the organization
2) Other organizations which will be involved in the project implementation

8. Undertakings of the Host Countries


- Activities, inputs or project cost which can be borne by host country
9. Assistance of Other Countries(including NGOs) or International
Organizations in the Related fields or sector:
- If there are any assistance from other countries or international
organizations in the related fields, give the detailed information of the
assistance (name of the project and etc. )

10. Attachments
The attachments listed below are not required but may be useful in further
understanding the applicant’s project.
- Project Location Map
- Project Work Plan
- Estimated Budget Sheet
- Other Attachments(additional information related to the project)
