Dear Sirs,
China Petroleum Pipeline Engineering Company Limited (hereinafter referred to as “CPP”) is currently
awarded the project EPCC OF WATER MANAGEMENT SYSTEM (PHASE I) AT GARRAF OIL FIELD. Hereby,
CPP is pleased to invite your company to submit a sealed Bid for the above-mentioned Tender
Your Bid submission shall be strictly in accordance with the following attached Invitation to Bid (ITB)
documents:
All costs incurred in preparing and submitting your Bid including presentations and site visits (if required) shall
be solely at your own expense and will not be reimbursed by CPP under any circumstances.
Furthermore, CPP shall not be responsible for any loss and/or delay in delivering your proposals. CPP
reserves the right to reject any or all Bidders or select Bidder(s) of its choice without assigning any reason.

INSTUCTIONS TO BIDDERS
WMS ITB〔2018〕NO.029
1. PROJECT INTRODUCTION
1.1 Development and Production Service Contract (DPSC) for the Garraf Contract Area (GCA) was
signed between South Oil Company (SOC), PETRONAS Carigali Sdn. Bhd, Japan Petroleum
Exploration Co. Ltd (JAPEX) and North Oil Company (NOC) on 18th January 2010, and was made
effective on 10th February 2010. Under the DPSC, PETRONAS Carigali Sdn. Bhd. was appointed
as the Operator.
1.2 Garraf FDP will include additional oil production trains, gas processing facilities, water
management facilities, pipelines, wells, wellpads and other associated facilities in order to achieve
and sustain the PPT.
1.3 As part of the Garraf FDP to improve recovery, water injection is required for Mishrif formation for
pressure maintenance by January 2017 with initial capacity of 200,000 BW PD and will progressively
be increased to maximum capacity of 750,000 BWPD in 2030. The water for the injection will be
sourced from the combination of produced water and make-up water from Third River since
produced water from Garraf production is not sufficient during the earlier days. Continuous water
injection is crucial in order to sustain the PPT.
1.4 The Third River is a man-made river. It is located approximately 28 km from Garraf Integrated
Facilities Terminal (GIFT). The water quality is predominantly saline with various agricultural
discharges routed in the river. Third River is technically referred as Main Outfall Drain (MOD),
designed to move saline agricultural runoffs to sea and to minimize the pollution of Tigris and
Euphrates River. The Third River water intake facilities will be developed based on the
injection water requirement and produced water availability.
2. BID CURRENCY
Bidder is required to submit the Bid in USD ONLY. Other currencies will NOT be acceptable.
3. LICENSING
Bidder shall obtain and submit copies of all necessary consents, permits, licenses, approvals,
authorizations, executions and/or waivers which prove his ability to perform and deliver such
goods and services within Iraq.
4. BID PRICE
4.1 BIDDER shall quote an all-inclusive, non-escalating, fixed unit price from purchasing the material
till delivery on site or from the service beginning to the end of it..
4.2 The unit price shall be quoted strictly following the format as per attachment 2 provided by CPP,
and such price shall include all the 3.3% Iraqi withholding tax which maybe adjustable by Iraqi
government in future
4.3 Once awarded, the Lump Sum Price, Unit Rate Contract Price and the Schedule of Rates shall
prevail throughout the duration of the CONTRACT.

5. CLARIFICATIONS
CPP shall be entitled to seek clarifications after submission of Bids. Bidder submitting a Bid failing to
comply with these instructions to Bidder including, but not limited to, an unclear or ambiguous Bid or a
Bid containing inconsistencies or deviations, or submitted after the Bid closing date, bears the risk of
being rejected without further opportunity to make amendments.
6. MODIFICATION BY CPP
CPP reserves the right to modify the ITB Documents following issue of the same to the Bidder.
Any modification to the ITB Documents made by CPP shall be advised to Bidder not later than five (5)
calendar days prior to the Bid closing date. Any modification shall be issued as invitation to bid supplements
(Tender Bulletin and/or addendum) and shall be deemed to constitute part of the ITB Documents. Where
any actual conflict exists between the addenda, the addendum subsequent in time shall govern. Bidder
shall include into its BID the cost of all work included in the addenda issued.
7. CONFIDENTIALITY OF BID
7.1 All documents delivered to Bidder shall be handled CONFIDENTIALLY and shall be used only
for the purpose of preparing the Bid. Such documents shall not be duplicated or disclosed to
others unless explicitly for the purpose of formulating the Bid in response to this invitation to Bid;
7.2 The prices in the Bid have been arrived at independently, without consultation, communication,
agreement or understanding for the purpose of restricting competition, as to any matter relating
to such prices, with any other bidders or with any competitors;
7.3 The prices which have been quoted in the Bid have not knowingly been disclosed by Bidder,
directly or indirectly, to any other bidders or competitors, nor will they be so disclosed;
7.4 No attempt has been made or will be made by Bidder to induce any other person or company to
submit or not to submit a Bid for the purpose of restricting competition; and
7.5 Bidder has adhered to the highest standards of business ethics and, in particular, has
established precautions to prevent any of its officers, employees, or agents from making, receiving
or offering substantial gifts, entertainment, payment, loans, or other considerations which may
influence individuals in respect of this invitation to Bid.
8. VALIDITY OF BID
8.1 Bidder’s BID shall be binding and shall remain valid, irrevocable and remain open for
acceptance by CPP for one hundred and twenty (120) days after the CLOSING DATE.
Withdrawal of any statement, terms and conditions or prices in the BID during this period will
result in the BID being rejected.
8.2 In exceptional circumstances, prior to the expiry of the original bid validity period, CPP may
request the Bidder to extend the period of validity. The request and the responses thereto shall
be made in writing.
