-the clarifications to the queries hi8hlighted in the letter:

a) EdCIL will act as a turnkey project management consultant and will undertake procurement of

4. VSK IMPLEMENTATION PLAN OF BIE


Vidya Samiksha Kendra is aimed at leveraging data and technology to bring a giant leap in
learning outcomes. The System, at state level, will analyse the data, related to schools, students
and teachers, meaningfully using extensive data analysis, artificial intelligence and machine
learning in order to enhance the overall monitoring and evaluation of the education system.
The Government of India launched VSK in compliance with the National Digital Education
Architecture (NDEAR) under NEP 2020, with the goal of utilising technology to amass
practical cognizance from data and making them widely accessible to all parties involved.
a) Key functions of VSK involves

i. Supervising real time status of various projects


ii. Real time attendance monitoring
iii. Real time data from CRC and BRC School monitoring system
iv. Information, awareness, and support system
v. Resolution of Medical, Logistic, and other real time issues
vi. Tracking student Enrolment, Dropout, Retention and Completion.
vii. Tracking of achievements and assessments.
viii. Tracking of distribution of Incentives. Etc.

b) Key Components include

i. MANPOWER: Composed of data analysts to derive insights and drive campaigns


with states/UTs
ii. SOFTWARE: Composed of data sets, data integration, analysis, and visualization
iii. HARDWARE: Composed of physical infrastructure (room, video wall, PCs)

A software will fetch large datasets from different APIs and will present different visual
graphics according to the needs of the user or the fields provided.

i. Starter pack provided by NIC for basic data visualization using existing
database.
ii. Enhancing the starter pack according to the client’s requirement for complex
data analysis
iii. Mobile Application development for real time data collation and analysis.

Some key functionalities of software include:


• Tracking of enrolled students including learning outcomes and dropouts
• Monitoring and tracking field level academic and non-academic activities
• Centralized dashboard providing real time performance of colleges.

IV. Cloud
Software would be hosted on the cloud or on the data center provided by
the BIE. The same will be finalized after discussion with the BIE. The cost
of the cloud will be added according to the usage of the cloud.

• Phase 1: Deployment of EdCIL’s PMU and procurement of necessary
components
• Phase 2: VSK Infrastructure Setup and API Integration to fetch data and build
relevant dashboard
• Phase 3: Centralized Application Management Platform with Mobile App.

5. GOVERNANCE STRUCTURE OF VSK

6. SCOPE OF WORK
EdCIL will be a turnkey service provider for implementation of NDEAR Compliant Vidya
Samiksha Kendra (VSK) in BIE through a Project management unit (PMU)
In respect of Hardware, Networking, Physical infrastructure EdCIL shall act as the
procurement agency on behalf of BIE duly following the tender procurement guidelines viz.,
bid process management.

The scope of work of EdCIL, but not limited to, will include:

1. EdCIL will set up a Project Management Unit (PMU) comprising of dedicated skilled
resources/professionals as per guidelines of NCERT.
2. EdCIL will undertake requirements assessment for VSK.
3. EdCIL will share an initial plan as per the requirement ascertained by the PMU to BIE
for approval. The plan will define milestones of the project along with the timelines.
4. EdCIL will facilitate configuration and customization of VSK solution.
5. EdCIL will facilitate data integration from legacy applications (if any) to new system
and handholding.
6. EdCIL will select system integrator for procurement, installation, commissioning,
operations, and management of the entire system, including its sub systems, customer
support etc., Codal formalities shall be followed for this purpose.
7. EdCIL will train to designated manpower for effective usage of the system.
8. EdCIL will monitor centralized and local PMU team for smooth operation.
9. EdCIL shall provide administrative services and logistic support for smooth functioning
of PMU for implementation of VSK. All expenditures in this connection, excluding

salary for committed manpower to be provided by EdCIL, shall be borne out of funds
provided by BIE.
10. EdCIL will provide statements of accounts on a half-yearly basis and any other financial
statement as desired by the BIE from time to time.
11. Out of the funds received, EdCIL (India) Limited shall directly disburse expenses
related to recurring and non-recurring heads of expenditure for activities/components as
per the approved BUDGET of VSK and following due procedure and rules.
12. EdCIL shall comply all requirements for GST.

All the activities mentioned above in the scope of work shall be carried out in consultation
with and approval of BIE.

The scope of work of BIE, but not limited to, will include:
1. To appoint a key person for coordination with EdCIL on VSK.
2. To provide initial requirements of hardware and software in consultation with PMU
stationed at BIE.
3. To provide suitable sites (physical space, power supply, etc.) for storage and
installation of equipment / items.
4. To release payment to EdCIL in Indian Rupees as per the payment terms.
5. To convey approvals / concurrence whenever sought during the execution of the
project.
6. Waybills/Road permit for equipment as required.
7. To provide the list of officials to whom training must be imparted.

Note:
1. The budget is estimated as per directive of MOE. “Actual Costs” of the items will
be discovered through open tendering process. The items and quantities shall be
optimised in consultation with the state, and the PMU deployed at the state. “Actual
Costs” of all items shall be billed to the state along with EdCIL “Service charge of
10%” on the “Actual Costs” and GST as per GOI norms on the total project
cost (Tendered Item Cost+ EdCIL Service Charge).
2. The above prices are exclusive of GST. The GST will be charged extra on the above
prices as per prevailing rates.
3. The above budgetary prices shall remain valid for 90 days.

9. PAYMENT TERMS

Payment terms for project shall be made as below:

EdCIL will submit final certified UC/SOE on completion of each project.

Note: Project cost will include cost of hardware/software/manpower etc. plus EdCIL’s service
charge plus GST as per GOI norms.
