Overview
The Health Informatics Optimizer under the supervision of the Informatics Team, The Optimizer
is required to support the Health Informatics team with eHealth and mHealth implementations,
debugging existing systems to achieve efficiency.
Responsibilities:
1. Provide technical support for the design and content development of electronic information
systems. This function will include assisting the software programming team in developing
actual logic statements for the coding of M&E indicators and software business rules where
necessary and checking that all software development is done according to already
established standards and procedures.
2. Ensure that software and database tools are developed to meet the intended reporting and
data output requirements for both internal use and donors.
3. Coordinate user support through TMEC RISE state staff and community health officers
with specific assistance on maintaining existing systems at facility and LGA level.
4. Conduct assessments of health informatics environments, synthesize pertinent information,
identify implications for planning and development, and provide recommendations to
supervisors and management.
5. Thorough testing of the developed M&E software and database tools to the new and
existing facility as identified by management.
6. Support the database staff in developing standard operating procedures, user manuals, and
data management procedure documents for all of the project's electronic information
systems.
7. Prepare timely progress and periodic reports on information systems tool development and
implementation.
8. Support the database staff in analyzing all data collected in all TMEC RISE electronic
information systems for M&E and provide feedback in the form of data analysis meetings,
and technical reports with collaboration from the staff of the M&E department as well as
with staff of other departments.
9. Develop, familiarize /or adapt and monitor the use of M&E tools standard operating
procedures, flow charts, data collection forms.
10. Document lessons learned and best practices in M&E, according to donor guidelines.
11. Perform other duties as assigned.
Required Qualifications:
• HND/BSc/MS/MSc or similar Degree Computer Science, Software Engineering,
Information Systems, Public Health, Epidemiology, or Health Information Management
with a strong background in Computer Science, Programming and Software Development
or M&E with years of relevant experience in project-level or state/national-level
monitoring and evaluation system implementation.
• Experience working at the national level on health programs with knowledge and
experience with data collection and analysis.
Required Abilities/Skills:
• Require the competent skills listed below but should not be limited to any of the skills
listed. Additional skills will be an added advantage outside these preferences of
programming languages. (Android Development, Java Development, Spring Boot,
Angular Framework, React (Preferred), Python, PostgreSQL, MySQL).
• Degree in related field with years of relevant experience.
• Knowledge of health informatics, including specific expertise in supporting databases, data
warehousing, mobile data collection, and geographic information systems.
• Strong knowledge of PEPFAR Monitoring & Evaluation, and HIV program monitoring
and evaluation terminology, especially standard indicators used by PEPFAR programs.
• Familiarity writing and using complex SQL queries (ex: using various joins and sub-
queries), ETL processes, and related best practices.
• Ability to comprehend complex technical and logical concepts.
• Strong interpersonal skills - must be able to work effectively as part of a project team and
foster team co-operation, attention to detail and maintaining high-quality standards is a
must.
• Familiarity with Nigerian public sector health systems and NGOs highly desirable.
• Knowledge of health and development programs in developing countries in general and
Nigeria specifically.
• Ability to work well with others and to develop and maintain compatibility among project
staff, subcontractors, consultants, and recipients of assistance.
• A high degree of proficiency in written and spoken English communication and well-
developed computer skills.

Responsibilities
⚫ Work with integrated team and ensure Communities/Facilities Viral load/EID samples collection
⚫ Follow up with Laboratory optimizer and GON for processing, RSL and timely documentation
on TAT and LAMIS
⚫ Work with VL line list to ensure quality and timely VL samples collection
⚫ Support monitor LIMS and print available VL and EID results from LIMS and ensure update on
supported facilities TAT and LAMIS
⚫ Daily cross check viral load request form with manifest and ensure it correctness
⚫ Document viral load sample, EID, CD4 and GeneXpart collection and results received into
electronic Turn Around Time
⚫ Work collaboratively with Lead NiSRN, Laboratory and laboratory optimizers to collate
laboratory data and entry into LIMS
⚫ Provide weekly update on VL, EID, CD4 and GeneXpart data documentation into LIMS and
results downloaded, printed and shared, lab optimizer and with supported facilities optimizers
inputs to Viral Monitoring and Accountability Matrix and ensure only eligible client samples are
collected
⚫ Work closely with 3PLs and health facilities to ensure that client samples for viral load, EID,
CD4 and TB are correctly collected, processed, documented on viral turnaround time, manifest,
transported and that results are returned in a timely manner and documented on EMR
⚫ Provide regular update on laboratory data documentation on EMR to Laboratory optimizer and
supported facilities
⚫ Carry out any other tasks that may be assigned.
Required Qualifications:
⚫ At least Medical Laboratory Technician (MLT) or its equivalent.
⚫ At least 2 years’ experience in laboratory practice in the Health Sector preferably at state level,
and with experience in HIV-related assays
⚫ At least 2 years experiences skills in computer MS Excel, MS Word data analysis and
documentation
⚫ Excellent interpersonal, management, and communication skills
⚫ Ability to work independently with strong problem-solving skills
⚫ Fluent English oral and written communication skills; ability to interact professionally in
English and oversee development of comprehensive program reports

Responsibilities
• Responsible for the implementation, monitoring and evaluation of HIV care and treatment
services at RISE-supported facilities including but not limited to same day ART initiation; OI
screening, diagnosis and management; ARV optimization; differentiated service delivery
design and implementation (including Multi-Month Dispensing); retention strategies;
institutionalizing specialized clinics such as viremic clinics among others.
• To provide technical leadership in communicating HIV Surge urgencies and evidence-based
performance optimization in assigned RISE facilities.
• To provide mentorship and supervision to strengthen performance and quality of care through
ESM nurses, facility and community case management teams for achieving linkage to
optimized ART, client education and retention, and management of virologically unsuppressed
clients.
• To facilitate training and mentorship of facility and community-based ART and case
management teams.
• To assist in program monitoring, evaluation and reporting.
• To identify gaps in equipment and consumables in assigned facilities with prompt
communication for appropriate for remediation.
• To support implementation of program Quality Improvement projects (including but not
limited to patient satisfaction surveys, waiting time assessments, mortality reviews and SIMS
assessments) from problem diagnosis, implementing remediation plans, tracking outputs of
interventions and reporting.
• Performs other duties as assigned.
Required Qualifications:
• An MBBS degree or international equivalent required.
• MPH and other professional qualifications will be an added advantage
• Minimum of one (1) year experience in the management of HIV care and treatment projects in
resource limited setting.
• Experience in supporting ART facilities within the context and urgencies of the Nigerian HIV
surge require.
• Prior experience in training, mentoring, and supervision of multi-cultural facility and
community based clinical and program teams.
• Ability to work independently with strong problem-solving skills.
• Computer literacy with competencies in MS Office Suite required.
• Fluent English oral and written communication skills; ability to interact professionally in
English and oversee development of comprehensive program reports.
• Experience facilitating small group meetings and trainings for ART teams.

Responsibilities
• The Pharmacy Service Data Entry Clerk (DEC) will function as a vital member of the
Tactical Epidemic Control teams as required; by ensuring the availability of
ARVs/OIs for all newly initiated and refill recipients of care at the community and
facilitate documentation/ integration into the facility Pharmacy daily worksheet.
• S/he will support the implementation of the differentiated service delivery (DSD)
models such as Community Pharmacy ARV Refill Program (CPARP), Community
ARV Refill Clubs (CARC), Multi-Month Dispensing (MMD), Fast track refills and
Appointment spacing.
• S/He will support the Pharmacy Focal Person in generation & report of high-quality
Combined Reports Requisition Form (CRRF) and Patient Per Regimen (PPR) for
ARVs/OIs bimonthly orders to ensure continuous availability of ARVs and OIs drugs
forthe project.
• Monitor Stock Status of ARVs/OIs drugs and INH across supported facilities and as
wellsupport inventory management and control to avoid expiries and stock out of
commodities.
• Implement provision of drug information and health education to patients and other
members of the health team.
• Monitor and ensure appropriate storage conditions of ARVs and other commodities
are met both at the facility and community.
• S/he will support documentation of Pharmacy services into data
capturing/inventory control tools. This include combined pharmacy daily worksheet,
appointment diary, IPT register, EAC register.
• S/he will be involved in daily data triangulation with the LAMIS DECs for every
pharmacy indicator including ART STAT, New on MMD, TPT, Pediatric regimen
substitution etc.
• S/he will Collate, Validate and weekly SOH data supporting project targets and
indicator attainment from the facility and submits monthly reports like Monthly Stock
Status Tracker (MSST), Pharmacy Services Monthly Summary Forms etc.
Required Qualifications:
• Diploma in Pharmacy Technician (Pharm Tec) or any related discipline.
• Experience in Logistics and Supply Chain Management and ART Pharmacy is
anadded advantage
• Possession of an android device (Phone &/tablet) is mandatory
