“Prevalence Of Distracted Driving Among

Angeles City Public Utility Jeepney Drivers”

Distracted driving is a growing public health concern. Inattention to driving and

specifically, distracted driving, are not new behavioral phenomena. Distracted driving is the

practice of driving a vehicle while engaged in another activity. Most people think that the main

distraction while driving is the use of a cell phone, however, this is entirely untrue. People

partake in various activities while driving in their cars, causing distracted driving to be the

primary reason for car crashes in the Angeles City. Anything that takes your attention away from

driving can be a distraction. Sending a text message, talking on a cell phone, using a navigation

system, and eating while driving are a few examples of distracted driving. Any of these

distractions can endanger you, your passengers, and others on the road.

Irresponsible driving is an extremely serious problem that exists in the contemporary society

and leads to the deaths of millions of individuals all around the globe. Even though car

accidents are not as widely covered in the media as airplane crashes, they happen much more

often and kill a bigger number of people. It is usually believed that adverse consequences are

largely brought by drunk driving. While being under the influence of alcohol people lose their

concentration, have a hard time controlling their actions and moves, and experience a high level

of excitement. Therefore, driving in this condition is prohibited and considered to be dangerous.

However, there are many other ways of driving irresponsibly and putting the health of those on

the road at risk. Distracted driving involves various inappropriate activities that can become the

cause of a tragedy. For this reason, the following research paper will prove that distracted

driving can be as dangerous as drunk driving by providing a few supportive arguments.

There has been an increasing interest in understanding the effects of distracted driving

particularly due to cell phone use, on transportation safety (Farmer et al, 2010; haigney et al,

2000; Klauer a; 2006; Oviedo-Trespalacios et al.,2017b; Stavrinos et al., 2013). This interest

stems from an increase in distracted driving related crashes. in 2015, fatalities involving
cellphone use throughout the united states increased from 385 in 2011 to 476 or 23.6 percent

(National center for statisctics and analysis, 2017b) These values are grossly underreported due

to a lack of methods and/or procedures to assess the culpability of a crash due to cell phone

use while driving. Furthermore traffic fatalities that were attributed to distracted driving had the

largest percentage increase (8.8percent) from 2014 than alcohol-impaired or speed-realated

fatalities (National Center for statistics and analysis, 2017) Of special interest are fatalities

involving large trucks crashes (vehicle weighting greater than 10,000 pounds) which have

continued to increase since 2009. In 2015 there were 4,067 killed in crashes involving large

trucks compared to 3,389 in 2009; a 20% increase (National Center for statistics and Analysis,

2017).

In the Philippines, distracted driving of the jeepney drivers not refers mostly to the use of a

smartphone while driving. Other things have been thoroughly identified to constitute distracted

driving such as eating and drinking, collecting the payment of passengers, giving the change of

passengers,going through your wallet or purse,making adjustments to the stereo, looking for

items under your seat and around the cabin of a car and many more. In the Philippines, its Anti-

Distracted Driving Law (RA 10913) only punishes the use of electronic handheld devices while

operating a motor vehicle. It does not penalize hands-free mobile use nor the use of any built-in

electronic device in the car like the radio or GPS when either still causes driver distraction.

Our ADDA specifically mentions the banning of the use mobile devices as a major cause of

distracted driving.The ADDA was approved in both houses of Congress but failed to get the

signature of former President Aquino. It lapsed into law and was implemented during the

administration of President Duterte. There was much confusion when the law was first

implemented on May 18, 2017. Information campaigns were not able to curb the confusion that

came with the new law.


The problem with the jeepney drivers here in Angeles City is that some of the terminals lack

jeeps compared to the passengers, the queues are getting longer and people are having

reasons to be late to their home or destination, while the rest of the people are just hanging on

to the jeep so that you can immediately go to their location, although it is dangerous, but this is

one of the ways to get on board immediately. The other problem is the traffic, Mayor Lazatin

said an efficient traffic management system should be adopted. “Traffic will always be a problem

in any progressive city unless a proper traffic management system is adopted. The building of

more road networks and feeder roads to link up our city streets is just one of the solutions,” said

Mayor Lazatin. Mayor Lazatin said “the most important factors in solving this problem are

discipline, patience and cooperation on both government and private sectors.”

We chose this topic because to prevent accidents on the roads among jeepney drivers here in

the Angeles City, However, we will find out the different reasons or sources of their distraction

and how many or most jeepney drivers experience distraction while driving, this is for jeepney

drivers to avoid distraction while driving a vehicle and may can cause an accident on the road.

Despite these gaps in knowledge about distracted driving prevention/intervention programs,

there is a clear urgency warranting the need for evidence based, effective, local and large scale

prevention/intervention programs to be developed. To contribute to the small but growing

knowledge-base regarding distracted driving intervention, the focus of this thesis is to evaluate

the effects of a distracted driving prevalence of distracted driving among Angeles City Public

Utility Jeepney Drivers.
