A RESOLUTION EARNESTLY REQUESTING THE OFFICE OF HON. REYNOLDS MICHAEL T.

TAN,
REPRESENTATIVE, SECOND LEGISLATIVE DISTRICT, PROVINCE OF SAMAR, FOR THE PROVISION OF
CERTAIN EQUIPMENTS AND SUPPLIES WHICH ARE VITAL TO THE MAINTENANCE OF PEACE AND
ORDER, AND EMERGENCY AND DISASTER RESPONSE IN BARANGAY PATONG, CALBIGA, SAMAR

WHEREAS, the Local Government Code of 1991 has placed Local Government Units (LGUs), including
Barangay Local Government Units (BLGUs) on the centerstage of national development, to include the
maintenance of peace and order, and disaster and emergency response, in local and rural communities.

WHEREAS, Section 391 (16) of the Local Government Code of 1991 specifically provides for the
organization of community brigades, barangay tanod, or community service as may be necessary, to
assist the higher local government units in the peace and order efforts, and other relative emergency or
disaster response, as such are key factors in the developmental thrust of the national government.

WHEREAS, Barangay Patong in the Municipality of Calbiga, Province of Samar, while being the second
largest community in the municipality and is inhabited by about 426 families as of November 21, 2023, is
perennially noted for being a “flood-prone” area even during simple or super “high tides”, and much
worst during heavy rains and typhoons.

WHEREAS, Barangay Patong in the Municipality of Calbiga, Province of Samar, including several interior
communities situated along the Calbiga-Pasigay Provincial Road, most often than not, are inaccessible
from external rescue or emergency response, every time a high level of inundation would occur at the
entrance of the said provincial road, thus making these communities, including Barangay Patong at high
risk, during flood calamities.

WHEREAS, Barangay Patong in the Municipality of Calbiga, Province of Samar, on November 17, 2023,
through its Barangay Development Council (BDC) with its Barangay Disaster Risk Reduction Management
Committee (BDRRMC), have established the Patong Emergency Response Team (PERT) composed of 11
Barangay Tanods and 8 Community Volunteers, to assist the BDRRMC in all forms of Emergency and
Response initiatives within the community, and if need be, in the neighboring villages.

WHEREAS, while Barangay Patong in the Municipality of Calbiga, Province of Samar, has enough
community volunteers for the maintenance of peace and order, and for emergency and disaster
response, its BDRRM Fund is horribly far from being enough to sustain the operational and equipment
needs of the BDRRMC-PERT.

RESOLVED, AS IT IS HEREBY RESOLVED, during the First Regular Session of the Sangguniang Barangay of
Patong, Calbiga, Samar on November 17, 2023 held at Barangay Patong Multi-purpose Hall, to earnestly
request assistance from the Office of the Honorable Reynolds Michael T. Tan, Representative, Second
Legislative District, Province of Samar, for the provision of essential equipment and supplies, for the
maintenance of peace and order, and Disaster Risk Reduction and Management, to be used by Barangay
Patong BDRRMC.

RESOLVED FURTHER, to provide, as an attachment to this Barangay Resolution, the good office of the
Honorable Reynolds Michael T. Tan, a list of essential equipment and supplies, that are absent from the
existing resources of Patong BDRRMC, to avoid duplication and wastage.

Dear Honorable Congressman Tan,

Greetings!!!

This attachment to our Barangay Resolution No. _________, will give your honorable good office an idea
how necessary and important this request is for our lowly and remote community, for it being
perennially a flood and disaster prone community.

While we have enough community volunteers who can assist our BDRRMC during disaster and
emergencies, our BDRRM Fund is disastrously not enough to address our DRRM needs as we are always
being hit by perineal flooding compared to other similarly large communities – and most often than not,
our BDRRM Fund is constricted only to the provision of Relief Goods to our affected constituents.

Due this, may we humbly request for the following equipment and supplies for the maintenance of
peace and order, and emergency and disaster response, in Barangay Patong, Calbiga, Samar, to wit :
