    PROPOSAL

    IKAEGENG COAL-TO-LIQUIDS PROJECT


    REQUEST FOR PROPOSAL: BOL/RFP/2023-24/18
    PUBLIC PRIVATE PARTNERSHIP FOR THE DESIGN, BUILD, FINANCE, OPERATE, MAINTAIN
    AND TRANSFER OF THE IKAEGENG COAL-TO-LIQUID FUELS FACILITY

    The Botswana Government, through the Ministry of Minerals and Energy (MME) and Botswana Oil Limited (BOL), a
    government owned company, is seeking proposals from competent Developers to design, build, finance, operate, maintain
    and transfer the Ikaegeng Coal-to-Liquid Fuels (CTL) Facility, to be built in Botswana on a Public Private Partnership (PPP)
    basis.

    The Facility will be underpinned by an off-take agreement, whereby BOL will purchase some of the petroleum products for
    sale into the Botswana market. The facility will be sited in Botswana, using Botswana coal as input material.

    The project will be tendered on a turnkey basis and BOL is looking for a single consortium to provide all aspects of the
    project: technical, design, environmental, construction, commissioning and financing under a PPP agreement. The project
    also entails operating and maintaining the Facility for a specified period, and ultimately transferring it back to the Botswana
    Government at the end of the operation and maintenance period.

    The procurement process will take place on a secure electronic procurement platform which will require registration by
    Respondents.

    SECURING OF THE RFP DOCUMENT STEP 3: Signed NDA and Proof of Payment for RFP Fee:

    Request for Proposal (RFP) documents will be made available only to On receipt of the letter from BOL, the NDA should be signed and the

    registration is complete.
    STEP 1: Send an expression of interest email to:

    RESPONSE TO THIS ADVERTISEMENT
    Interest in receiving the RFP must be submitted to
    STEP 2: RFP letter:
    Ikaegengprocurement@botswanaoil.co.bw no later than the
    29th February 2024 at 1000hrs CAT (GMT+2).
    A letter will be sent by BOL to all parties which have expressed an
    interest. The letter will contain the following:

    • details of when and how the RFP can be collected;


    • the NDA to be signed by all Bidders;
    • the RFP Document Fee required; and
    • the names and contact details of persons to be contacted for
    clarification and for collection of the RFP.
