1 Scope

1.1 This specification defines the mandatory requirements that shall apply to metal-
enclosed low-voltage, power circuit breaker switchgear and drawout power
circuit breakers. This equipment is designed, manufactured and tested to
International Electrotechnical Commission (IEC) Standards or North American
(NA) Standards. This equipment is to be used in three phase electrical systems
having a maximum rms AC voltage not higher than 600 volts.

1.2 This specification defines the basic features of the equipment required and shall
take precedence over all Standards and Codes as referenced. The equipment
manufacturer shall ensure that the applicable standards are adhered to in
addition to this specification. Requirements that specifically apply to equipment
manufactured to North American standards are identified as NA. Requirements
that specifically apply to equipment manufactured to International
Electrotechnical Commission standards are identified as IEC.

2 Conflicts and Deviations

2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.

2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.

2.3 The designation "Commentary" is used to label a sub-paragraph that contains


comments that are explanatory or advisory. These comments are not mandatory,
except to the extent that they explain mandatory requirements contained in this
SAMSS.

4 Information Required with Quotation

The following list of information shall be supplied with the Quotation:

4.1 A detailed listing of all deviations from this standard with an explanation against
each item. In addition, written certification shall be provided that the proposed
equipment shall fully comply with all other items within this Standard.

4.2 Completed Data Schedule 2.

5 Definitions

25: Synchronizing or synchrocheck device.

27: Undervoltage relay.

86: Lock-out relay. Shall not require control power to maintain the locked-out
condition.

Approval or approved: Written approval of the Coordinator, Electrical Systems


Division, Consulting Services Department, Saudi Aramco, Dhahran.

Bus Tie Breaker: A breaker used to connect the two busses of secondary-selective
system.

Closed Transition: In a secondary-selective system, during a breaker transfer


operation, the bus tie breaker is closed while both the incoming breakers are closed.
In general terms, if there are two possible sources of power, both may be connected
temporarily.

Controlgear: Equipment manufactured to 16-SAMSS-503 (Indoor Controlgear - Low


Voltage).

Discrete: Device which only performs one function. For example, a discrete voltmeter
only displays voltage.

Integrated Protection & Control System (IPCS): Primary switchgear protection,


breaker control functions and metering are integrated within a common system within
the switchgear lineup. This means that breaker control/trip decisions may not be
resident within the individual breakers. Primary protection, control and interlock
systems shall be 100% redundant. The IPCS systems shall be supplied by the
switchgear manufacturer during the time of manufacturer and shall be manufactured as
a fully engineered functional system.

Line: The terminal of the switching device to which the source of voltage/power is
connected.

Load: The terminal of the switching device to which the equipment receiving the
voltage/power is connected.

Open-Transition: In a secondary-selective system, during a breaker transfer operation,


the bus tie breaker is closed after one of the incoming breakers is open. In general
terms, if there are two possible sources of power, there will only be one connected at
any time.

PEM: Parent Equipment Manufacturer. The manufacturer who designed the


equipment and who confirmed the design performance through certified design/type
tests. This manufacturer (1) has the legal authority to license the assembly of this
equipment to others (2) is responsible for the technical performance of the equipment
and (3) will be able to provide after-sales support and parts for the equipment.

Secondary-Selective: A switchgear assembly consisting of two buses connected with a


single bus tie breaker. Each bus has one breaker to receive incoming power. (i.e.,
power flow into and between the two busses is controlled with three breakers).

Space: A compartment the same as a spare but without the power circuit breaker
installed.

Spare: A compartment completely developed (including a power circuit breaker,


protective relays, control switches, indicating lights, etc.) and ready for operation when
the feeder and control cables are connected with the load. The "Spare" power circuit
breaker shall have the same rating as the other feeder circuit breakers.

Supervised: Used in the context of protective relay circuits. The supervised devices
shall be continuously checked for circuit continuity by having a small amount of current
pass through the device. Loss of this current flow shall change the status of either a
visual indicator or relay.

Switchgear or assembly: The complete assemblage of switching assemblies as it will


appear after installation by the Buyer.

Switching assembly: The assembly of switching devices and associated control and
auxiliary equipment which controls or distributes power to a single load or via a single
circuit. For this specification, all switching assemblies are withdrawable circuit
breakers, therefore, the terms "switching assembly" and "withdrawable circuit breaker"
are synonymous.

Switching Device: A device designed to make or break current.

6 General

6.1 Terms in bold font are defined within Section 6.

6.2 The switchgear and air circuit breakers shall also fully comply with either IEC
or NA standards. Switchgear built utilizing a mixture of Standards is
unacceptable (e.g., It is not acceptable for devices only tested and rated by IEC
standards to be installed within a switchgear assembly tested and rated per NA
standards, or vice versa).

6.3 All requirements of this specification must be implemented using standard


designs which have been approved, have been fully tested and are fully
supported by the PEM.

6.4 Whenever this specification requires compliance to a third party document such
as ANSI or IEC standards this document shall be the edition which was in effect
on the date of the Quotation Request.

6.5 All documentation shall be in English.

6.6 All temperatures expressed within this specification are in Celsius units.

6.7 The Buyer's nonmaterial requirements are presented within Saudi Aramco Form
NMR-7910. This form is included with the Quotation Request or the Purchase
Order documents.

7 Service Conditions

Switchgear shall be suitable for continuous operation under the following service
conditions:

7.1 Ambient air temperature:

a) A maximum of 40 degrees.
b) A minimum of 0 degrees.

7.2 Relative humidity (average value):

a) For a period of 24 hours, does not exceed 75%.


b) For a period of 1 month, does not exceed 70%.

7.3 Altitude is under 1000 meters, unless a higher altitude is specified within Data
Schedule 1.

8 Construction Requirements

8.1 General

8.1.1 The metal-enclosed low-voltage switchgear shall be completely factory


assembled, wired, adjusted, and tested. The switchgear shall be
designed, manufactured and tested to either ANSI/IEEE C37.20.1 and
C37.51 or IEC 60439-1 standards requirements.

8.1.2 Each switchgear assembly shall consist of free-standing, vertical, dead-


front steel structures containing draw-out power circuit breakers, power

and ground buses, instruments, switches, wiring, terminations, painting,


and nameplates as required.

8.1.2.NA.1 Switchgear designed to NA standards shall meet, as a


minimum, the requirements of ANSI/IEEE C37.20.1 and
conformance requirements of ANSI/IEEE C37.51.

8.1.2.IEC.1 Switchgear designed to IEC standards shall meet, as a


minimum, the requirements of IEC 60439-1 for switchgear
assemblies.

8.1.3 The switchgear assembly shall have a three-phase, rms symmetrical short
circuit current rating equal to the short circuit rating of the lowest rated
power circuit breaker utilized within the assembly.

8.1.4 The continuous rating of the complete switchgear assembly shall not be
dependent on the use of cooling fans or other auxiliary cooling means.

8.1.5 The main circuit bus systems of switchgear and controlgear shall not
be connected together.
Exception:

If the switchgear/controlgear is a direct replacement for existing


equipment that is physically connected.

8.2 Stationary Structure

8.2.1 General

The stationary steel structure assembly shall be a self-contained multiple


unit housing having the required number of vertical sections.

8.2.2 Compartments

8.2.2.1 Sheet steel barriers shall be provided between the vertical


sections, the breaker compartments in each vertical section, and
control and power compartments.

8.2.2.1.NA.1 Enclosures for switchgear built to ANSI


standards shall, as a minimum, meet the
requirements of ANSI/IEEE C37.20.1.

8.2.2.1.IEC.1 Switchgear built to IEC standards shall meet as a


minimum "FORM 4" internal separation
requirements as specified in IEC 60439-1,
appendix D.

8.2.2.1.IEC.2 The complete assembly shall have a minimum of


IP20 "Degree of Protection", as specified in
IEC 60529 with all doors closed.

8.2.2.1.IEC.3 With a compartment door open and the circuit


breaker in the connected or disconnected
position, the interior assembly shall have a
minimum of IP 40 "Degree of Protection", as
specified in IEC 60529.

8.2.2.2 The bus tie breaker shall be in a separate vertical section (one-
high arrangement).

8.2.2.3 Spare and Space requirements shall be as follows:

a) Within the assembly, a minimum of one space shall be


provided for each breaker rating

b) There shall be a minimum of one space on each bus


section.

c) The switchgear shall be designed to permit the utilization


of the locations identified spare or space:

i) Without deenergizing the switchgear main circuit


and

ii) By the use of simple fasteners and standard tools


and

d) Refer to Data Schedule 1 or associated engineering


documents for spare requirements and space
requirements beyond the minimum indicated above.

8.2.2.4 There shall be a minimum of one space on each bus section for
each secondary-selective switchgear lineup. Refer to Data
Schedule 1 or associated engineering documents for spare
requirements and space requirements beyond these minimums.
Commentary 8.2.2.4:

Note that per Section 8.2 and Section 4 all the feeder and
spare breakers shall be of the same rating.

8.2.2.5 Rear sections of all vertical sections shall be developed as


separate spaces for main and incoming buses or cables and for
outgoing power cables and power cable terminations.

8.2.2.6 Feeder breakers shall be limited to a three high arrangement.


The top compartment in a four high vertical section shall be
reserved for controls, meters and relays.

8.2.3 Safety Shutters

Automatic safety shutters shall be provided as a protective barrier in the


stationary structure to prevent incidental contact with live parts of the
primary circuit when a circuit breaker is moved to its disconnected or
withdrawn position.

8.2.4 Breaker Handling Mechanism

8.2.4.1 One manual racking lever or ratchet handle shall be provided


with each switchgear assembly.

8.2.4.2 The racking mechanism shall move the circuit breaker between
the connected, test, and disconnect positions.

8.2.4.3 One circuit breaker lifting device shall be provided for each
switchgear assembly.

8.2.5 Space heaters shall not be installed within the switchgear assembly.

8.3 Buses

8.3.1 General

8.3.1.1 Metal-enclosed low-voltage switchgear assemblies shall be


furnished complete with three-phase main and feeder buses and
ground bus. Compartmentalization as specified above requires
that the main bus be isolated from contact from the front and
rear of the switchgear.

8.3.1.2 Switchgear buses (power and ground) shall be constructed of


electrical grade copper and mounted (except the ground bus) on
insulators manufactured from ceramic or other low-
hygroscopic, high-temperature, flame-retardant, non-tracking,
insulating material.

8.3.1.3 All buses shall be designed for future extension and it shall not
be necessary to disturb any equipment or wiring when an
extension is made.

8.3.1.4 Neutral buses shall not be installed.

Exception:

If the switchgear is a direct replacement for existing


switchgear that has a neutral bus system.

8.3.2 Power Buses

8.3.2.1 Power bus phase arrangement shall be 1-2-3, counting from


front to back, top to bottom, or left to right, as viewed from the
front of the switchgear assembly.

8.3.2.2 Continuous current rating of the main buses shall be at least


equal to the continuous current rating of the highest rated
circuit breaker installed in the switchgear assembly.

8.3.2.3 Each bus shall be braced to withstand, without damage, the


sustained mechanical forces imposed by the maximum short-
circuit current available at the location of the switchgear.
However, design shall be suitable for short-circuit current of
not less than 42,000 symmetrical amperes at a rated maximum
of 600 Volts A. C. The duration of the short-circuit current will
be not less than 4 cycles.

8.3.2.4 The entire length of main power buses shall be equally rated.
Tapered bus sizing is prohibited.
Commentary 8.3.2.4:

Reduced bus size is permitted for the taps to the main power
bus.

8.3.2.5 Cable is not allowed for use as a power bus, either main
horizontal or vertical buses.

8.3.3 Ground Bus

8.3.3.1 A solid copper ground bus shall be furnished and shall extend
the entire length of the switchgear. The ground bus shall be
capable of carrying the rated short circuit current.

8.3.3.2 A ground bus shall be firmly secured to each vertical section


structure. It shall be positioned to allow easy accessibility for
ground cable connections, but must be positioned so as not to
interfere with feeder cable connections within the cubicles.

8.4 Bus Connections and Cable Terminations

8.4.1 Bus Connections

8.4.1.1 All copper bus connection surfaces shall be silver-plated or tin-


plated.

8.4.1.2 All bus connections (splices) shall be bolted utilizing SAE


grade 5 minimum, 105 PSI (7.3815 kg/cm²) tensile strength
bolts or ISO Metric grade 8.8 high tensile steel bolts. Flat
washers and split lock-washers or Belleville washers shall be
used to secure the bolted connection.

8.4.1.3 The total temperature (hottest spot) of bolted bus connections


shall not exceed 105 degrees.

8.4.2 Main Bus Connections

8.4.2.1 Connections at butted bus joints (splices) shall be made with


help of two overlapping (splicing) plates. Splice plates are not
required for overlapping bus joints (splices).

8.4.2.2 Butted bus joint connections shall be made with a minimum of


four bolts, two bolts at each bus end section for a total of at
least four bolts in the splice plates. Overlapping bus joints shall
have a minimum of 2 bolts at the end of each bus.

8.4.3 Main Bus Tee-Off Connections

Feeder Tee-off connections from the main bus shall have the same short
circuit rating as the main bus.

8.4.4 Cable Terminations

8.4.4.1 The load side buses of each circuit breaker compartment shall
have provisions (be predrilled) for terminating 2-hole lugs for
the required number of cables as indicated on the Engineering
Drawings.

8.4.4.2 Provisions shall be made for supporting power cables and/or


cable terminators so the weight of the cables is not imposed
upon the terminations.

8.5 Finish

8.5.1 General

All carbon steel metal parts shall be protected from rust and corrosion by
painting or plating.

8.5.2 Painting

The manufacture's factory standard paint system for switchgear and


circuit breakers manufactured in compliance with the above referenced
standards is acceptable.

8.5.3 Plating

Carbon steel switchgear and circuit breaker parts that are not painted
shall be plated with cadmium, yellow zinc-chromate or similar corrosion
resistant materials.

8.6 Nameplates

Device Nameplates

8.6.1 The Manufacturer's shop order number, date, and catalog designation
should be indicated on the switchgear nameplate in addition to the
nameplate information required by the Standards.

8.6.2 Device nameplates shall be provided for the identification of each


breaker and auxiliary unit, indicating the circuit number and load served
or equipment contained within an auxiliary cubicle.

8.6.3 All front panel mounted devices shall be identified by an escutcheon or


nameplate on the front of the panel and by a nameplate on the rear of
panel adjacent to each device terminal.

8.6.4 Protective relay nameplates shall be provided to indicate protective


function, ANSI/IEC device number, and phase(s) which is/are
monitored.

8.6.5 Device nameplates shall be engraved laminated plastic with black 6-mm
characters on a white 60-mm by 25-mm background as a minimum.

8.6.6 Device nameplates shall be in the English language according to


American usage.

8.6.7 Exterior mounted nameplates shall be attached with mechanical


hardware.

8.6.8 Warning nameplates shall be provided on each compartment door in


which an external voltage source is terminated reading: "CAUTION -
THIS UNIT IS SUPPLIED BY AN EXTERNAL VOLTAGE
SOURCE!". Warning nameplates shall be engraved laminated plastic
with white letters on a red background and shall be written in both
Arabic and English. (If noted on the purchase order Arabic nameplates
may be provided and mounted by others in the field.)

9 Power Circuit Breakers

9.1 Rating

Power circuit breaker maximum continuous current rating shall not exceed 4000
amperes. The interrupting rating shall not exceed a maximum of 85 kA rms
symmetrical amperes.

9.1.NA.1 Low voltage power circuit breakers utilized in switchgear compliant


with ANSI/IEEE C37.20.1 shall be designed, rated, manufactured,
and tested in accordance with the most current issue of the following
standards: ANSI/IEEE C37.13, C37.16, C37.17, and C37.50.

9.1.IEC.1 Low voltage power circuit breakers utilized in switchgear compliant


with IEC 60439-1 standards shall be designed, rated, manufactured
and tested in accordance with the most current issue of IEC 60947-2.

9.2 Design

9.2.1 Only dead-front, draw out design, low-voltage power circuit breakers
shall be used.

9.2.2 Stationary mounted type power circuit breakers, series-connected, series-


rated or cascade rated circuit breakers shall not be used.

9.2.3 Fused power circuit breakers shall not be used.

9.2.4 Insulated case (encased) and molded case circuit breakers shall not be
used in lieu of power circuit breakers.

9.2.5 The continuous current rating of each low-voltage power circuit breaker
shall not be dependent on fan cooling or other auxiliary cooling.

9.2.6 Feeder circuit breakers in the switchgear assembly shall have the same
ratings and be interchangeable.

9.2.7 The incoming and bus tie breakers within a secondary-selective


switchgear assembly shall be electrically operated, have the same rating
and be interchangeable.

9.3 Construction

9.3.1 Low-voltage power circuit breakers shall be equipped with a spring type,
stored-energy mechanism (electrically and/or mechanically charged),
designed to close and latch the circuit breaker mechanism at rated short
circuit current conditions.

9.3.2 Electrically operated circuit breakers, in addition to a direct acting,


integral, solid state trip system, shall be equipped with an electrically
operated, stored-energy, operating mechanism, a shunt trip coil, trip
push-button, close push-button, control devices as specified and must
also be manually operable.

9.3.3 The power circuit breakers shall be equipped with the necessary
disconnecting contacts, wheels, rollers, slide plates etc, and interlocks for
draw out application.

9.3.4 Construction shall permit the compartment door to be closed with the
power circuit breaker in the connected, disconnected test, and fully
withdrawn or removed positions. The fully withdrawn position is the
position when the breaker is removed from the cubicle drawout rails.

9.4 Auxiliary Devices

9.4.1 Each circuit breaker shall be equipped with a position indicator,


mechanically connected to the circuit breaker mechanism.

9.4.2 Each circuit breaker shall have a minimum of four (4) convertible
auxiliary contacts or two normally open and two normally closed
contacts available for BUYER use, wired to terminal blocks. These
contacts shall be in addition to those required for circuit breaker
operation and indication.

9.4.3 An alarm switch shall be provided for remote annunciation of an


automatic trip by over-current, or other protective device. This switch
shall not be operated by other trips.

9.5 Safety Lockout Provisions

Padlocking provisions shall be provided on all circuit breakers, racking


(levering) mechanisms or cubicles that will enable personnel to secure the
cubicle. Provisions for pad locking the circuit breaker shall ensure the circuit

breaker is open, prevent manual or electrical closing and secure the breaker in
the test or disconnected position.
Commentary Note 9.5:

Padlocking supplied on the breaker cubicle drawout rails to prevent installation of


circuit breakers if maintenance is being performed on downstream loads is
acceptable.

10 Instrument and Control Transformers

10.1 Instrument Transformers

10.1.1 Current Transformers (CT)

a) Current transformers or sensors shall be installed in a manner that


does not alter or modify their nameplate ratios.

b) The looping of feeder cables or secondary conductors through


window type current transformers or sensors is prohibited.

10.1.2 Voltage Transformers (VT) and Control Power Transformers (CPT's)

a) Voltage transformer secondary voltage shall be 120 volts and the


VA rating compatible with the control and metering loads and of
the connected devices.

b) Over current protection of voltage transformers shall be provided


by dual-element or fast-acting fuses placed on the primary and
secondary side.

c) Fuse holders shall be conveniently located for replacement of


fuses.

10.1.NA.1 Instrument transformers utilized in switchgear


manufactured in compliance with ANSI standards shall
conform to the requirements of ANSI/IEEE C57.13.
Voltage transformers, shall comply with NEMA ST 20.

10.1.IEC.1 Instrument transformers utilized in switchgear


manufactured in compliance with IEC standards shall
conform to the requirements of IEC 60044-1 (current
transformers) and IEC 60186 (voltage transformers).

11 Protective Relaying

11.1 Trip Devices

11.1.1 Circuit breakers shall be equipped, with integral, direct acting,


adjustable, solid-state tripping systems. These shall be completely
self-contained requiring no external power source or control circuits
for automatic tripping.

11.1.2 The solid state trip systems shall be furnished with adjustable long-
time, short-time, and ground protective functions or their
combinations. The continuous current rating shall be adjustable from
100% to at least 50% of the current rating of the circuit breaker frame.
The instantaneous trip function shall only be provided if specified
within the Buyers engineering documents. Refer to the Buyers
engineering documents for the specific trip function requirements for
each breaker.

11.1.3 The integral, solid state trip systems shall be capable of being field
tested with a Buyer supplied portable test device capable of simulating
fault conditions and providing verification of the selected setting and
characteristics desired for all protective functions.

11.1.4 Power circuit breakers shall be equipped with integral, self-powered


SST trip units. These SST trip units shall trip the breaker for all
protective functions (i.e., external protective relays shall not be used to
trip the breakers).

11.2 Fire Pump System Protection

The protection schemes for Fire Pump Unit (FPU) packages shall comply with
NFPA 20 and NFPA 70. In general these standards require that the motor be
allowed to operate under locked rotor condition continuously and is only
automatically disconnected under short-circuit conditions.
Exception:

The exception to these requirements is that where a FPU package is fed from a
bus that has ground overcurrent protection on the incomers or supply
transformers, the feeder to the FPU package shall have ground overcurrent
protection, and all other feeders connected to the same buses or transformers
shall have ground overcurrent protection.

12 Control

12.1 General

Over-current protection of instrument transformers, closing and tripping circuits,


and other control circuits shall be provided.

12.2 Control Power

12.2.1 The control voltage level for all tripping circuits which are not integral
to the breaker shall be 125 VDC supplied by the Buyer.

12.2.2 If control power for closing circuits or auxiliary systems is derived


from control transformers within the switchgear, there shall be one
control transformers for every incoming breaker. These control
transformer shall be connected to the line side of the breaker. For
secondary selective systems, an instantaneous open-transition
transfer scheme shall ensure that there is control power available so
long as there is voltage on one of the CPT primaries.

12.2.3 A molded case circuit breaker or fuses shall be provided for protection
and isolation of tripping and closing circuits which are external to the
circuit breaker. A dedicated breaker or fuse set shall be used for both
the trip and close circuits for each electrically operated circuit breaker.
These shall be mounted within the low voltage compartment of each
operational circuit breaker, spare or space. Separate breakers or fuses
shall be provided for the auxiliary circuits (e.g., metering or
synchronizing devices).

12.2.4 Voltages and current signals to protective relays shall pass through a
set of isolation test switches either integral to the relay or mounted
within the low voltage compartment. These shall be configured to
allow isolation of the relays for testing purposes.
Exception:

Switchgear with IPCS

12.2.5 The rated control voltage of all devices (e.g., protective relays) shall be
the same as the control supply voltage (i.e., intermediate voltage
converters shall not be used).

12.3 Lockout Relays

12.3.1 Auxiliary lockout relays (Device 86) shall be hand-reset type and have
separate contacts connected in the closing and tripping circuits of the
circuit breakers

12.3.2 The electrical continuity of the Device 86 operating coil circuit shall be
supervised by a relay.

12.3.3 A minimum of two normally-open and two normally-closed spare


contacts shall be provided on each lockout relay.

12.3.4 The lockout relays shall be equipped with a mechanical target


indicating the tripped and reset positions.

12.4 Isolation Test Switches

Trip-isolation test switches (not ganged) shall be installed in the lockout trip
circuits of the incoming circuit breakers. The test switches shall be mounted on
the front door of compartment containing the protective relaying.

12.5 Fuses

12.5.NA.1 Circuit protection for switchgear built to NA standards shall


provided by dual-element or fast-acting fuses Class K or R or
Midget type in compliance with UL 198D or UL 198E or UL 428
or molded case circuit breakers in compliance with NEMA AB 1
and UL 489.

12.5.IEC.1 Circuit protection for switchgear built to IEC standards shall be


provided by fuses of the cylindrical cap design and meet the
requirements of IEC 60269 or molded case circuit breakers that
comply with IEC 60947-2.

13 Metering and Indication

13.1 General

Meters and instruments shown on the drawings for each circuit breaker unit shall
be mounted in the compartment associated with the circuit breaker or in the
compartment directly above.

13.2 Indicating Lights

13.2.1 Each compartment containing an electrically operated power circuit


breaker shall be equipped with status indicating lights. The red and

green lights shall show the position of the power circuit breaker's main
contacts: red in closed position and green in open position.

13.2.2 Indicating lights shall be high intensity Light Emitting Diode (LED)
type. LED lamps shall provide a light intensity similar to a
incandescent fixture.

13.2.3 The light fixtures shall be constructed to withstand permanent shorting


out of the lamp terminals without damage or interference to the
lighting circuit power supply.

13.2.4 Indicating lights shall be installed in the front panel-door or the cubicle
frame next to the control switch they operate with and be replaceable
from the front.

13.3 Metering

13.3.1 Main incoming amperage and voltage metering shall be provided for
each main circuit bus of the switchgear assembly. This metering shall
have the following requirements:

Discrete voltmeter(s) shall be used with the following characteristics:

i) Shall display a voltage indication of the bus on at least one phase.

ii) If operated through a selector switch, switch shall not have an


'OFF' position. (i.e. there will not be a situation where the main
incoming circuit is energized and the meter is not reading a
voltage)

iii) These meters shall not require a control power to function.

iv) If a main incoming breaker is used, voltage shall be measured on


the load side (bus side) of the breaker.

13.3.2 Discrete meters (e.g., ammeters, voltmeters, pf meters, etc.) shall not
be installed within feeder breakers or bus tie breaker.

13.3..NA.1 Panel meters utilized in switchgear manufactured in


compliance with NA standards shall conform to the
requirements of ANSI/IEEE C39.1.

13.3..IEC.1 Panel meters utilized in IEC standard switchgear shall be


circular or quadrant scale type and conform to the
requirements of IEC 60051, IEC 60414, and IEC 60473.

13.4 Alarms

The contacts from the following shall be series connected to a termination point
within one of the low voltage compartments. These will be connected by the
Buyer to a local annunciator panel. Loss of continuity at these termination
points will be alarmed at this panel.

a) 86 relays which have blocked an automatic transfer


b) 86 coil monitoring relays
c) Loss of DC control power on each bus
d) Incoming transformer alarms for each bus (to be field connected by
Buyer).

14 Automatic Transfer Schemes

14.1 Within a secondary-selective assembly, an open-transition transfer shall be


automatically initiated by a loss/reduction of voltage on any of the two buses. If
specified within the Data Schedule, after this transfer has occurred:

14.1.1 A closed-transition re-transfer shall be automatically initiated within


an adjustable time period of 0 to 30 minutes after the voltage on the
disconnected source has been restored and

14.1.2 An open-transition re-transfer shall be automatically initiated within


an adjustable time period of 1 to 10 seconds after the supply to the
switchgear fails while the voltage at the disconnected source is normal.

14.2 There shall be a manually initiated closed-transition transfer. If all three


breakers are closed, a timer (adjustable from 5 to 50 seconds) shall
automatically open the bus tie breaker.

14.3 Closed-transition transfers shall be with permission of a 25 relay.

14.4 Automatic open-transition transfers shall be delayed to:

14.4.1 Allow time for motor residual voltage to decay to a negligible value or
the motors to be automatically disconnected.

14.4.2 Ensure that transfer is not initiated because of a fault.

14.5 All transfers shall be blocked and locked out by the switchgear bus or incoming
transformer 86 relays.

14.6 Loss/reduction of voltage shall be detected by a 27 relay on the line side of each
incoming breaker. The setting shall be 85% of nominal bus voltage and the time
delay shall be adjustable from 1 to 10 seconds.

15 Accessories

15.1 Wiring

15.1.1 Wiring and Wire Markers

Internal low voltage wiring shall be stranded copper conductors only


and shall meet the following minimum requirements:

15.1.1.NA.1 Conductors in switchgear manufactured to NA


standards shall be a minimum 14 AWG, 90°C, 600-volt
insulation type SIS, THHN or XHHW as specified in
NFPA 70 (NEC).

15.1.1.IEC.1 Conductors in switchgear manufactured to IEC


standards shall be a minimum of 2.5 mm², 90°C, 600
volt, flame retardant, moisture and heat resistant
thermoplastic insulation conforming to the requirements
of IEC 60227.

15.1.2 Each wire shall be identified with heat-shrinkable or plastic, slip-on


wire markers with permanently printed characters. Snap-On or
adhesive type markers are prohibited. All wiring shall be numbered at
both ends.

15.1.3 The numbering of the wire markers shall correspond to the numbering
of the connection points in the switchgear control and protection
system's schematic drawings.

15.1.4 Each control circuit shall be easily traceable for inspection checks and
modifications.

15.1.5 Wiring shall be attached to inner panels by mechanical attachment


hardware. Use of adhesives for supplemental support is acceptable.

15.2 Wire Terminals

15.2.1 Connections to terminal blocks shall be made with insulated flanged


fork, locking fork or similarly designed wire terminals. Wire terminals
of these types are prevented from accidentally coming off a slightly
loosened screw.

15.2.2 Insulated Ring type wire terminals shall be used in current transformer
wire terminations.

15.2.3 Soldered terminals are not acceptable.

15.3 Terminal Blocks for Field Wiring

15.3.1 All connection points between switchgear assembly auxiliary devices


and field wiring shall be made with terminal blocks.

15.3.2 Terminal blocks shall be open style, barrier type, with screw terminals,
rated 20 A, 600 volt minimum with prenumbered marking strips and
suitable for two(2) terminations per point.

15.3.3 A maximum of two(2) wires per point shall be permitted.

15.3.4 Current transformers shall be terminated on Shorting Type terminal


blocks.

15.3.5 20% spare terminal block points shall be provided.

15.3.6 Terminal blocks may be panel or rail mounted.

15.4 Special Tools

All required special tools, such as nonstandard wrenches, sockets, etc., used to
latch/unlatch, bolt/unbolt the equipment supplied under this Specification, shall
be provided with each metal-enclosed low-voltage switchgear assembly.

16 Tests

16.1 Switchgear Assemblies and Power Circuit breakers

16.1.1 Completely assembled, wired and adjusted metal-enclosed low-voltage


switchgear assemblies shall be tested in order to verify compliance
with the requirements of this Specification.

16.1.2 At the time of delivery, the VENDOR shall furnish the BUYER with a
list of standards and specifications to which the metal-enclosed low-
voltage switchgear assemblies were tested.

16.1.3 Routine production tests will be performed on the complete assembly


of switchgear and circuit breakers.

16.1.4 Design or Type tests shall be provided for the switchgear and circuit
breakers. Tests on representative equipment may be submitted for
technical evaluation.

16.2 Accessory Devices

Accessory devices, other than functional components, of power circuit breakers


and low-voltage switchgear assemblies shall be tested in accordance with the
VENDOR determined standards.
