I Scope
This specification defines the mandatory requirements for indoor high voltage
controlgear built to either the International Electrotechnical Commission (IEC) or
North American (NA) based Standards.
A. Any conflicts between this document and other applicable Mandatory Saudi
Aramco Engineering Requirements (MSAERs) shall be addressed to the
EK&RD Coordinator.
B. Any deviation from the requirements herein shall follow internal company
procedure SAEP-302.

IV Definitions
Compression Connectors: Connectors that are compressed onto the conductor using a
die and high mechanical force. The process is not reversible and the connector becomes
a permanent part of the conductor. The connector can only be removed from the
conductor by either cutting the conductor or cutting the connector.
Conductor: All material, devices, and parts that are expected to carry current as part of
their normal function (e.g., cable, bus, relay contacts, terminal block studs, etc.).
Discrete: Device which only performs one function. For example, a discrete voltmeter
only displays voltage.
Fire Pump Controller: The controller that controls electric fire pump motors.
Saudi Aramco engineering standards require this controller to be listed by UL 218,
installed per NFPA 20, and purchased from a select group of manufacturers which is
different than those approved for controllers in non-fire pump applications.

circuit can control all the switching assemblies in multiple controlgear.
Low Voltage: A voltage level of 1,000 volts or less. Note that since Section IV
restricts the control supply voltage to a maximum of 120 V, for the purposes of this
specification, “low voltage” effectively means voltages 120 V or less.
Main Circuit: All the conductive parts of an assembly included in a circuit which is
intended to transmit electrical energy to the connected load.
Commentary Note:
Note that per the IEC 60050 definition, “main circuit” includes the controlgear neutral
conductor system.
Mechanical Connectors: Connectors that are attached onto the conductor using,
generally, a standard tool. The process is reversible and the connector can be removed
from the conductor without cutting the conductor or the connector.
Raceways: Enclosed channels for housing and protecting electric wires and cable.
This term includes rigid and flexible conduit.
Space: Switching assembly shall be the same as a spare except that the main circuit
switching device, fuses, protective relaying, instrument and control transformers,
control and auxiliary circuits, etc. shall not be installed.
Spare: Switching assemblies completely developed to serve the type of load indicated
(i.e., including main circuit switching devices, fuses, protective relaying, instrument
and control transformers, control and auxiliary circuits, etc.) and shall be ready for
operation when the feeder and control cables are connected. If the type of load is not
indicated, the load shall be assumed to be a non-submersible induction motor.
Specification: The main body and applicable Supplement included in this document.
supplementary requirements are throughout the Specification and presented under the
abbreviated heading of “(NA Supplement)” and “(IEC Supplement)”.
Switching Assembly: The assembly of switching devices and associated control and
auxiliary equipment which controls or distributes power to a single load or via a single
circuit (e.g., a motor starter is a switching assembly).
Wireway: Troughs with hinged or removable covers for housing and protecting
electric wires and cable.

A. Terms in bold font are defined within Section IV.
B. The controlgear shall also fully comply with either the “NA Supplement” for
controlgear built to North American (NA) based Standards. Controlgear built
utilizing a mixture of standards (e.g., devices only tested and rated by IEC
within a NEMA tested and rated controlgear assembly) is unacceptable.
C. All requirements of this specification must be implemented using standard
designs which have been approved, have been fully tested, and are fully
supported by the PEM.
D. High voltage circuit breakers shall not be used as switching assemblies in
controlgear. High voltage circuit breakers, when used, shall be part of a
switchgear unit meeting the requirements of 16-SAMSS-504.

This requirement does not prevent a switchgear assembly with a single circuit
breaker to be used as a main disconnector for the controlgear.
M. The following is a list of the information which shall be supplied with the
Quotation:
i) A detailed listing of all deviations from this standard with an explanation
against each item. In addition, written certification shall be provided that
the proposed equipment shall fully comply with all other items within this
Standard.
ii) Completed Data Schedule 2.

NA1 Switching assemblies for asynchronous motors shall also meet the requirements
of NEMA ICS 3, Part 2.
NA2 Switching assemblies for synchronous motors shall also meet the requirements
of NEMA ICS 3, Part 3.
NA3 Clearance and creepage distances and spacings shall meet the requirements of
NEMA ICS 1.
The following paragraph numbers refer to IEC 62271 Series, “High-voltage Switchgear
and Controlgear” which are part of this specification. The text in each paragraph below
is an addition, exception, modification, or deletion to IEC 62271 and other relevant
industy standards as noted. Paragraph numbers in this specification not appearing in
IEC 62271 and other relevant industy standards are new paragraphs to be inserted in
numerical order. System built to North American (NA) based Standards shall comply
with “NA Supplement”, and it shall also comply with all applicable sections within this
document.
A. Rating
(Addition-4) All short circuit ratings shall be based upon not having a short
circuit protective device within the main circuit of the controlgear; either
integrated into the controlgear or as a separate unit during testing.
(i.e., ratings are not “conditional”).

C. Enclosure
(Addition-1) The controlgear shall be of the metal enclosed type and shall be
comprised of individual vertical sections sharing a common main circuit
horizontal bus and a common ground bus.
(Addition-12) For vertical sections which contain more than one switching
assembly, the switching assemblies shall contain a wireway(s) to contain the
conductors not associated with the switching assembly.

(Addition-5) The ground bus serving multiple vertical sections shall have the
same ampacity rating throughout.
(Addition-6) The entire main circuit bus shall be insulated. Insulation system
shall meet the following criteria:
a) Insulation shall be rated for full phase-to-phase voltage rating.
b) Sleeve type material or epoxy coating shall be used on the bus.

D. Conductors
(Addition-2) The main circuit horizontal bus, main circuit vertical bus and
ground bus shall be of rigid material. Cable shall not be used as a substitute
for rigid bus material, including transition circuits to other controlgear
(e.g., to interconnect main circuit bus between back-to-back controlgear
assemblies; refer to Section VI).
Exception:
Cable may be used for the interconnection of ground vertical bus to the
horizontal ground bus system and the connection of the main circuit vertical
bus to the main circuit horizontal bus.
Commentary Note:
Cable is allowed for taps off the main bus system (e.g., connection to the
primary of PTs or control transformers).
(Addition-4) Mating surfaces, within the main circuit, of the stationary and
movable stab assemblies of withdrawable devices (e.g., withdrawable power
assembly if used) shall be silver plated.
(Addition-8) Low voltage wiring shall be 85° rated meeting the requirements
of IEC 60227.

NA1 Low voltage wiring shall be ANSI/NFPA 70; Type SIS, XHHW
or THHN/THWN.
(Addition-1) Whether the Supplier supplies the main circuit bus or ground
bus connectors or whether they are field supplied shall be as indicated on
Data Schedule 1.
(Addition -4) The size and number of main circuit supply conductors shall
be as indicated within Data Schedule 1.
(Addition -1) Shorting type terminal blocks shall be provided for current
transformer circuits. These terminal blocks shall be mounted within the low
voltage compartment.
(Addition-2) Low voltage circuit terminal blocks used to terminate the field
cables to the controlgear shall have the following characteristics:
a) Operational voltage rating shall be a minimum of 250 V.
b) Continuous current rating shall be a minimum of 10 A.
c) Be either panel mounted, rail mounted.
d) Rated for a 75°.
e) A barrier, or extra spacing shall be provided between low voltage and
high voltage terminations.

NA1 Terminal blocks shall also meet the requirements of NEMA ICS 4.
E. Switching Devices
One result of meeting these three requirements is that the padlocking of the
operating handle in the OPEN position will mechanically prevent switch/circuit
breaker operation irrespective of the position of any of the compartment
doors/covers.

(Addition-4) Low voltage, molded case circuit breakers shall have the
following additional characteristics:
a) Be of molded-case construction.

b) Terminals shall be suitable to accept the lugs indicated within Section VI.
c) Terminals shall be accessible without dismounting the breaker.

(Addition-5) Low voltage circuit breakers shall have the following additional
characteristics:
a) Meet the requirements of IEC 60947-2.
b) Rated Insulation Voltage (minimum): 250 V
c) Rated Operational Voltage (minimum): 240 V
d) Utilization Category: A or B
e) Rated Ultimate Short Circuit Breaking Capacity (minimum): 10 kA
(Addition-6) Main circuit contactors shall have the following characteristics:
a) Be of the fixed-mounted (i.e., bolted line and load connections) type or
be installed as part of the withdrawable power assembly used for
switching assembly isolation.
b) Be a mechanical switching device.
c) Be a 3-pole, vacuum type.
d) Be electrically operated.
e) Be magnetically held.
f) Have a field replaceable operating coil.
g) Be equipped with a minimum of two spare Normally-Open and two
spare Normally-Closed auxiliary contact wired to a terminal block
within the low voltage compartment.
(Addition-7) The contactor drop-out voltage shall not be greater than 75% of
rated voltage of the contactor coil which is holding the main poles closed.

F. Interlocks

14.NA1 Interlocking and safety features shall also comply with any
additional requirements presented within UL 347.
This requirement prohibits the field STOP device from being connected into
the solid-state motor protection relays independently from the contactor
circuit (which is typically suggested by the relay manufacturers).
c) If the contactor was closed and then opening was initiated while
control voltage was present at it's nominal value, the contactor poles
shall open instantaneously and must be manually reclosed.
d) If the contactor is open and control voltage is at it's nominal value, the
activation of the START pushbutton shall instantaneously close the
contactor poles.
b) If IntC:
i) All switching assemblies in the controlgear that the engineering
documents require to be controlled or monitored remotely, shall
be networked together.
ii) Networking shall be with a “daisy chain” topology. Connection
to switching assemblies shall be via connectors that allow easy
switching assembly disconnection/removal without network
disruption.
iii) If the network trunk and drop lines are installed in the horizontal
and vertical wireways, they shall be physically isolated prevent
damage from other cables in the wireways.
iv) If all switching assemblies in the controlgear are on one
network, system topology shall support redundant trunk cables to
the buyers DCS I/O portal.
v) Communication topology between controlgear and owner
communication network shall be as indicated in Data Schedule 1.
Maximum switching assemblies per topology type shall be as
follows:
1) If redundant loop topology: 20.
2) If radial topology: 5.
vi) Switching assembles for the operating and standby / redundant /
spare loads shall not be on the same radial or loop service.
vii) No intermediate protocol translator shall be installed in the main
trunk communication circuit between the controlgear and the
owner communication network.
viii) Communication protocol type shall be as specified on Data
Schedule 1

NA1 All pilot devices shall meet the requirements of NEMA ICS 5,
Part 5 and shall have the following characteristics:
a) Pilot devices shall be as per NEMA 250.
(Addition-12) All control circuit devices and switching elements shall have
the following characteristics:
a) Meet the requirements of IEC 60947-5-1.
b) Manually operated control circuit device actuators shall be IP 66/65 as
per IEC 60529
c) Shall have a minimum Rated Insulation Voltage of 660 VAC/VDC.
d) Shall have a minimum Rated Operational Voltage of 600 VAC/VDC.
e) Shall have a minimum Rated Operational Current of 6 A.
f) Utilization Category of the switching elements shall be a minimum of
AC-13/DC-13.
(Addition-3) Main circuit fuses used for motor starters shall be selected
based upon the following:
i) Motor locked-rotor current shall be six (6) times motor rated current
and the duration of locked-rotor current shall be ten (10) seconds.
ii) A 20% current and time “gap” shall be provided between the fuse
characteristic and the motor starting characteristic to allow for
coordination of the motor protection relay indicated within Section VI.
(Addition-4) All fuses supplied in the control and auxiliary circuits shall be
rated a minimum of 250 V.
(Addition-5) High voltage fuses shall meet the requirements of IEC 60282-1
and have the following characteristics:
a) Fuses shall be of the “General Purpose” type.
b) Unless specified otherwise within this specification, fuse selection for
motor applications shall be based upon IEC 60644.
c) Unless specified otherwise within this specification, fuse selection for
transformer applications shall be based upon IEC TR 60787.

(Addition-3) The high voltage side of all voltage and control transformers
shall be equipped with a fuse in each phase. These fuses shall be in addition
to main circuit fuses.
The test switches are not required for safe operation of the controlgear.
They allow for convenient interrogation of the CT circuit without
disconnecting CT wiring.

(Addition-1) All control and auxiliary relays shall have the following
additional characteristics:
a) Either convertible contact construction (i.e., contacts can be changed
from normally open to normally closed and vice versa in the field) or
universal contact construction (i.e., a fixed contact construction in
which the pole has both normally open and normally closed contacts
but in which only one or the other mode may be used).
b) Terminals shall accept the connectors indicated within Section VI.
c) Terminals shall be accessible from the front of the relay.

NA1 All relays shall meet the requirements of NEMA ICS 5, Part 2 for
Control Relays. Relay contact ratings shall be a minimum of
A600/P600.

NA1 The controlgear shall meet all the requirements of the following
tests:
a) “Design Tests” presented within NEMA ICS 3:
i) Fault Interrupting rating
ii) Basic Lightning Impulse Insulation Level (BIL)
iii) Dielectric Voltage Withstand
iv) Temperature Test
v) Range of Operating Voltage
vi) Make and Break Capability Test
vii) Short-Time Capability
viii) Overload Test
b) “Design Tests” presented within UL 347:
i) Mechanical Operation and Interlock Integrity Test
ii) Switching Capability Test - Isolating Means
The above “Design Test” results shall form part of the “Certified
Test Reports/Certificates” which are required to be submitted
with the Quotation as indicated within Section V.
