For our group, we’ve agreed to choose port infrastructure as our project.

We went with the plan to


build a new international seaport in Sual, Pangasinan, which will be supported by CDIA.

One of our considerations why did we choose Sual as our location because Its coastal location
provides natural deep-water access, making it suitable for accommodating large vessels and it has
enough space for future expansion.

One of our objectives aside from making an economic zone and to create thousands of jobs, our main
objective is to address the issue of the Manila international port since it was already congested.

And the CDIA can play an important role in supporting the implementation of this project.

CDIA can support Pangasinan's provincial government in various crucial aspects of the
international seaport project.

Firstly, they can assist in conducting a thorough feasibility study, examining if the project is
technically feasible, financially viable, beneficial to the economy, and environmentally sustainable.
This study ensures the project's long-term success and contributes positively to the country's
development.

Additionally, CDIA can aid in project planning and design, ensuring compliance with international
standards and seamless integration with existing infrastructure. They'll create detailed plans
considering layout, accessibility, and environmental protection measures. Furthermore, CDIA offers
capacity building by training local officials and stakeholders, enhancing their project management
and infrastructure development skills. By empowering these individuals, CDIA ensures efficient
project implementation.

Lastly, CDIA can help Pangasinan secure funding for the seaport project through grants, loans, and
private partnerships, ensuring sufficient financial support for its success and sustainability. Through
these efforts, CDIA contributes to the effective and efficient development of the international
seaport in Pangasinan.
Timetable for Constructing a New International Seaport in Sual, Pangasinan: Phase 1 - Planning and
Approval (2024): Accept proposals from investors for joint venture agreements or public-private
partnerships. Finalize agreements with investors and secure necessary approvals. Phase 2 - Pre-
Construction (2025): Conduct feasibility studies and environmental impact assessments. Obtain
permits and clearances for construction. Phase 3 - Construction (2026-2028): Begin construction of
the international seaport infrastructure. Monitor progress and ensure adherence to timelines. Phase 4
- Testing and Commissioning (2029): Test operational readiness of the seaport facilities. Conduct trial
runs and simulations to ensure functionality. Phase 5 - Inauguration and Operation (2030): Officially
inaugurate the new international seaport in Sual, Pangasinan. Commence full-scale operations and
establish partnerships with relevant agencies. Phase 6 - Expansion and Growth (2031 onwards):
Evaluate performance and address any operational challenges. Plan for future expansions or
enhancements based on demand and feedback.
