1. Should not carry Arms, Ammunition, explosives & military stores without permission in written from central
government.
a. Every person and baggage is liable to be searched by an officer authorised by central government.
2. Should not operate the radios of the aircraft registered in India without valid licence.
3. Should not carry/ should not allow carrying mails without consent in writing from Director General of Posts and
Telegraphs.
4. Should not land or take off aircrafts carrying passenger at any place expect at aerodrome licensed or approved for
the purpose.
5. Should not fly or assist flying in the below mentioned areas
a. 1 mile radius from tower of silence on Malabar Hills, Bombay.
b. An area near Baroda aerodrome (from ground to unlimited Levels).
c. An area around Rashtrapati bhavan (from ground to unlimited Levels).
d. 10 km radius from Mathura Refineries (from ground to unlimited Levels).
e. An area near Bhubaneshwar (from ground to 50,000ft altitude).
f. 10 km radius from Kalpakkam nuclear power station (from ground to 10,000ft altitude).
6. Should not take or permit to take photographs of government aerodromes from ground or air without permission
from either
a. Director General
b. Joint Director General
c. Deputy Director General
d. Director
of Regulation and Information of the Civil Aviation Department.
7. Aircrafts registered as category B should not be used for public transport or Aerial works unless Central
Government gives permission in writing.
8. Condition for aircrafts in flight,
a. All aircrafts except Microlight,
i. Certified for airworthy and maintained for airworthy accordance with provision of Indian aircraft
rules for aircrafts registered in India and for other aircrafts, the same should be done according to
their state of registry.
ii. Should carry onboard, Certificate of Airworthiness and other certificates a mentioned by the state
of registry.
iii. Should have working instruments and equipments specified for that aircraft’s class.
Exceptions: For the aircrafts having permission in written from the central government
For the aircrafts flying for testing in the vicinity of the aerodrome.
b. Microlights
i. Should be registered in Civil Aircraft Register.
ii. Should posses valid permit To Fly from Director General.
iii. Should have necessary instruments and equipments.
iv. Should satisfy the required standards of maintenance and certification.
9. Do not fly low or near people or dwelling.
10. No one shall,
a. Assault, threaten, whether physically or verbally, a crew member.
b. Refuse the lawful instruction of PIC.
11. No one shall,
a. Assault, threaten, whether physically or verbally, a one.
b. Intentionally cause damage.
c. Consume alcohol or drug, which is likely to endanger the safety.
12. No crew shall consume alcohol or drug in any form within 12 hours of commencement of flight.
a. Do not carry a person with mental disorder or epilepsy.
Unless, Certified for fit to air travel by medical practitioner.
i. Haven’t consumed alcohol within 12 hours of commencement of flight.
ii. Kept under proper sedative, if in state of excitement.
iii. Accompanied by an attendant.
In a case, if a person is in a state of excitement requiring sedative within 2 weeks of commencement of flight, then a
medical practitioner and an attendant should be accompanied.
b. Do not carry prisoners without permission in written from either,
i. Director General
ii. Deputy Director General
iii. Director of Regulation and Information of the Civil Aviation Department.
iv. Any officer from Civil Aviation Department authorised by Central Government.
c. Do not carry animals, birds, reptile without permission in written from Director General.
13. Prohibition or limitation of smoking notice should be placed in a prominent place by owner, operator or PIC.
i. Smoking shall be permitted only if the certificate of airworthiness permits or by the direction of
Central Government.
b. Refuelling shall be done either from the vehicles/installations approved by Chief Inspector of Explosives
or from barges licensed under Petroleum Rules.
i. Fuelling should be done only in outdoor and 15m away from any building.
ii. “NO SMOKING” sign should be displayed.
iii. Naked flame should not be brought within 30m of aircraft or vehicle.
iv. Engines OFF and Ignition OFF.
v. Aircraft’s Electrical, Radar, Radios OFF.
Exceptions: Power and light essential for fuelling operation.
Minimum cabin lights
Steady parking lights.
Switches shall not be operated during fuelling operation.
vi. Fuelling equipment and aircraft should be bonded together and grounded.
vii. Only refuelling staff, Customs, Police and DGCA member shall go within 15m of aircraft or
0vehicle during refuelling.
viii. Passengers may be allowed to embark, disembark or remain in cabin under following conditions,
1. Flight attendant on duty, making sure no one is smoking and help in removal of
passenger in the event of fire.
2. Passenger loading ramp is in position, such that all passenger shall leave by one exit.
3. You can stop the fuelling operation if a jet aircrafts nozzle is brought within 43m to the
aircraft or the equipments.
c. Aircraft containing fuel in bulk should not be parked inside the hanger if the hanger is not constructed by
uninflammable materials and not properly ventilated.
i. A competent person should be in-charge when suitable hanger is available and aircraft is parked.
ii. Such person takes all precautions and prevents unauthorized person’s entry.
14. Do not drop anything from the aircraft except ballast in the form of fine sand or water.
Exceptions:
i. Emergency fuel dropping
ii. Emergency cargo dropping if area below is clear.
iii. Dropping message bag or smoke producing device for the purpose of navigation if area below is
clear.
iv. Dropping of advertisement leaflets or flower under following conditions,
1. Permission in written from District Magistrate or the Commissioner of Police.
2. Aircraft is suitable for such dropping.
3. You are above minimum safe height as specified.
4. Necessary precautions taken to avoid injury.
v. Dropping of ropes for towing.
15. Do not carry any one on wings, landing gear, and any other place which is not meant for accommodation or in
anything attached externally.
Exceptions:
i. For temporary visit for repair or to secure goods if access to the location is provided.
ii. With permission in written from central government.
16. No sole control of aircraft is allowed if age is less than 16.
a. If your age is at or above 65, you cannot be a PIC or Co-Pilot of commercial flights.
b. If your age is at or above 60, you can be a PIC or Co-Pilot of commercial flights only if the other pilot’s
age is less than 60.
i. Not applicable for single pilot operation (means cannot fly commercial at all)
Exceptions from (b):
If the AUW if less than 5700Kgs and flight is within India in multi-crew environment.
17. Do not interfere or behave disorderly manner with the pilot or crew members.
a. Do not operate civil aircraft at or over Mach 1 over India or its high seas in a manner which may cause
sonic boom over Indian Territory.
b. Do not permit the use of portable electronic devices onboard during flight.
i. PIC may permit use of portable electronic devices after landing, vacated taxiway and visibility is
good enough.
c. Every organisation, involving aircraft operation, responsible for establishing and maintaining Safety
Management System.
18. Aircraft can be registered in India as follows,
a. Category A – Aircraft is completely owned either –
i. By Indian Citizen.
ii. By company or corporation registered in India and its principal of operation is with in India.
iii. By Central Government, State Government or company/corporation controlled by such
Government.
iv. By a company or corporation registered outside India but the aircraft is leased to above mentioned
person or organisation.
b. Category B – Aircraft is completely owned either –
i. By resident or carrying business in India but not an Indian Citizen.
ii. By a company or corporation registered outside India but doing business in India.
Registration of the aircraft registered in India can be cancelled anytime by Central Government.
1. Registration is not in conformity with the provisions.
2. Registered with false information.
3. Aircraft could suitably be registered in other country.
4. Lease is not in force.
5. Certificate of Airworthiness is expired for period of 5 years or more.
6. Aircraft is permanently destroyed or withdrawn from use.
7. Inexpedient in the public interest.
