Imagine a village of Kakute whereby there is a river/stream which has got a potential of using a
Hydraulic Ram to pump water for potential multipurpose use. Resources have been identified to
engage a consultant to design a pilot water resources project around this hydraulic ram scheme.

Formulate the terms of reference for such a consultant to execute this work in a period of 6
months.

TERMS OF REFERENCE FOR THE HYDRAULIC RAM WATER PUMP PROJECT


OF KAKUTE VILLAGE

1. Background information
1.1. Consulting Authority

1.2. Village Background
Kakute is a village in Nyimbwa, Katikamu, and Central Uganda and has an elevation of
1,158 metres. Kakute is situated nearby to the villages Kisoba and Kiterede.
1.3. Current situation
Kakute is relatively rural place with limited financial resources and facing a challenge of
inconsistent electricity amidst the existing rugged terrain of the place.

2. Objective, purpose and expected results


2.1. Overall objective
To assess the feasibility of the Hydraulic Ram system and implement it to pump water for
various purposes within Kakute village.
2.2. Significance of the project
 The project is meant to provide a reliable water supply for essential needs such as
drinking, sanitation, and agriculture, enhancing water security in vulnerable areas.
 Hydraulic ram systems offer a cost-effective alternative with lower operational costs
in terms of water supply as compared to electricity or diesel fuel water pumps.
 To aim at utilizing the available suitable water source with its consistent flow of
water.
2.3. Results to be achieved
 At the end of the project, the community of Kakute should have access to a steady
supply of water for their essential needs.
 Reduced carbon emissions and air pollution from the electric or diesel powered
pumps as their usage would have been eliminated.
 Reduction on dependency on external water sources.

3. Scope of the work


3.1. General
3.1.1. Project description

3.1.1.1. Background
The preparation of the Hydraulic Ram project in the village stems from a pressing need
for sustainable water supply solutions. The village, situated near a river, has long
struggled with water scarcity, exacerbated by unreliable access to electricity and financial
constraints hindering the adoption of conventional water pumping technologies.
Recognizing the potential of Hydraulic Ram systems to harness the river's energy for
water pumping, community leaders and local authorities have initiated efforts to explore
this alternative to address the village's water needs.
3.1.1.2. Objectives of project
 Conducting a comprehensive feasibility study to determine the suitability of
Hydraulic Ram technology for the village's water pumping needs.
 Designing and implementing a pilot Hydraulic Ram system to demonstrate its
effectiveness in providing a reliable water supply.
 Engaging and empowering the local community in the planning, implementation,
and management of the Hydraulic Ram project.
 Assessing the socio-economic and environmental impacts of the project and
ensuring its long-term sustainability.
3.1.1.3. Key stakeholders
 Community Members: Residents of the village who will directly benefit from
improved access to water for drinking, irrigation, livestock watering, and other
domestic uses.
 Local Authorities: Including village leaders, government officials, and regulatory
agencies responsible for approving and overseeing the project.
 Technical Experts: Engineers, hydrologists, and technicians who will provide
expertise in Hydraulic Ram technology, water resources management, and project
implementation.
 NGOs and Development Partners: Organizations providing funding, technical
assistance, and capacity-building support to facilitate the successful
implementation of the project.
3.1.1.4. Type of Activities and expected results
 Conducting site assessments and hydraulic modeling studies to determine the
feasibility of installing a Hydraulic Ram system.
 Engaging in community consultations and awareness campaigns to gather support
and participation for the project.
 Designing and procuring necessary equipment and materials for the pilot
Hydraulic Ram installation.
 Constructing the Hydraulic Ram system infrastructure, including intake
structures, pipelines, and distribution networks.
 Training local technicians and community members in the operation and
maintenance of the Hydraulic Ram system.

 Monitoring and evaluating the performance of the Hydraulic Ram system,
including its reliability, efficiency, and impact on water availability.
 Documenting lessons learned and best practices for replication in other
communities facing similar water challenges.
3.1.1.5. Broad timeframe
The project is anticipated to be completed within a period of 6 months, taking into
account seasonal variations in water flow and weather conditions that may affect the
implementation schedule. Additionally, the project timeline accounts for community
events, agricultural activities, and other local factors to ensure minimal disruption to
village life during the project implementation phase.

3.2. Specific work


3.2.1. Feasibility study
 Conduct a comprehensive assessment of Kakute’s water needs and resources.
 Analyze the hydraulic conditions of the river and assess the suitability of
installing a Hydraulic Ram system.
 Evaluate potential locations for the Hydraulic Ram installation based on hydraulic
head, flow rate, and accessibility.
3.2.2. Technical Design
 Develop detailed engineering designs and specifications for the Hydraulic Ram
system.
 Design supporting infrastructure, including intake structures, pipelines, and
distribution networks.
 Specify the required materials, equipment, and construction techniques for the
implementation of the system.
3.2.3. Community engagement
 Organize community meetings and consultations to raise awareness about the
Hydraulic Ram project.
 Facilitate discussions to gather input from community members and stakeholders
on project design and implementation.
 Provide training and capacity-building sessions to empower local residents in the
operation and maintenance of the Hydraulic Ram system.
3.2.4. Procurement and Logistics
 Preparing of procurement documents, including requests for quotations (RFQs) or
requests for proposals (RFPs) for equipment and materials.
 Coordinating with suppliers and contractors to ensure timely delivery of all
necessary components for the Hydraulic Ram installation.
 Manage logistics and transportation of equipment and materials to the project site.

3.2.5. Installation and commissioning
 Oversee the construction and installation of the Hydraulic Ram system according
to the approved designs and specifications.
 Conduct field tests and commissioning procedures to ensure the proper
functioning and performance of the system.
3.2.6. Monitoring and evaluation
 Establishment of monitoring protocols to track the performance of the system.
 Collection of data on water flow rates, pumping capacity, and system reliability.
 Conduction of periodic evaluations to assess the impact of the project on the
village's water supply and community livelihoods.
3.2.7. Compilation of reports
Feasibility Study Report, Engineering Design Report, Community Engagement Report,
Procurement and Logistics Report, Installation and Commissioning Report, Monitoring
and Evaluation Report will be addressed.

3.3. Project management


3.3.1. Responsible body
TYROL CONSTRUCTION LTD
The specific department of Tyrol Consultancy Ltd responsible for managing the project
will be the Water Resources Management Division (WRMD).
3.3.2. Management structure
 Project Management Unit (PMU) will be established within the WRMD of Tyrol
Consultancy Ltd. It will consist of project managers, technical experts,
administrative staff, and field personnel responsible for the day-to-day
management and implementation of the project.

 Tyrol Consultancy Ltd will form a Steering Committee comprising senior


management, project leaders, and key stakeholders who will provide strategic
guidance, review project progress, and make decisions on major project issues.

 Tyrol Consultancy Ltd will develop a comprehensive project management plan


outlining project objectives, activities, timelines, budget allocation, and risk
management strategies. The plan will be developed in consultation with the client
and relevant stakeholders to ensure alignment with project goals.

 The Project Manager, appointed by Tyrol Consultancy Ltd, will have the
authority to make day-to-day decisions related to project implementation,
resource allocation, and operational matters.

 Major decisions, such as changes to project scope, budget revisions, and policy
decisions, will require approval from the Steering Committee. The Project
Manager will present proposals to the Steering Committee for review and
authorization.
 The Project Manager may exercise discretion in urgent situations, but must
promptly report such decisions to the Steering Committee for validation and
guidance.
3.3.3. Facilities to be provided
Tyrol Consultancy Ltd will provide the necessary facilities and resources for project
implementation, including:
 Office space for project staff.
 Communication tools and equipment.
 Technical resources for engineering design and analysis.
 Transportation for field visits and site assessments.
 Administrative support for procurement, logistics, and financial management.
Additionally, Tyrol Consultancy Ltd will coordinate with the client to ensure access to
project sites, facilitate stakeholder engagement, and comply with regulatory requirements
throughout the project duration.
3.3.4. Steps to be followed
This project will include the following steps:
 The socialization with the targeted community and planning of the participation;
 The field survey of the area
 The design
 The supply of material on site
 The construction
 The tests and first maintenance
 The training of the water committee
 The handover of the water pump project
 The evaluation.
All these steps need to be implemented with constant cooperation and communication
with the community.

4. Logistics and timing


The intended start date of the project is Monday, 4th March, 2024
Timeline for the Project Intervention:

Feasibility Study and Technical Design: Month 1-2


Community Engagement and Procurement: Month 2-3
Installation and Commissioning: Month 4-5
Monitoring and Evaluation: Month 6

5. Requirements
5.1. Staff
Note that staff of the consultancy and regional organizations based in the country, shall only
be approved to work as experts if well justified. The justification should be submitted with
the tender and shall include information on the added value the expert will bring as well as
proof that the expert is seconded.
5.1.1. Key experts
 Hydraulic engineer, Hydrologist, mechanical and environment engineer
 1 water technician trained in hydraulic ram systems for the design, the planning
 1 logistician for the supplies to the sites, the follow-up of materials; vehicles, and
accommodation of workers on site
 1 foreman overseeing plumbing and brickwork teams
 1 mason foreman
 3 assistant masons preparing mold and concrete work
 1 plumber foreman installing and connecting pipes
 2 assistant plumbers laying and connecting pipes
5.2.Office accommodation
5.3. Equipment
o Hydraulic Ram Pump: It should be appropriately sized based on the water demand
and available water source.
o Piping and Valves: High-quality pipes and fittings essential to ensure proper water
flow and minimize friction losses as well as check valves needed to control the
direction of water flow and prevent backflow.
o Water Storage Tanks: to store water temporarily and ensure a consistent water supply
to the town.
o Filtration System: necessary to remove debris and sediment before the water reaches
the distribution system.
o Pressure Relief Valve: To prevent excessive pressure build-up in the system
o Monitoring and Control System: Instruments to monitor the system performance,
such as pressure gauges, flow meters, and control mechanisms to adjust the pump's
operation as needed.
o Backup Power Source: Consider a backup power source, such as a generator or solar
panels, to ensure continuous water supply during periods of low water flow.
5.4.Expenditure verification
The provision for expenditure verification will cover the fees of the auditor charged with
verifying the expenditure of this contract in order to proceed with the payment of any pre-
financing installments and interim payments.

6. Reports
A final report, a final invoice and the financial report accompanied by an expenditure
verification report at the end of the 6 months must be released. The draft final report must be
submitted at least 2 weeks before the end of the implementation of the project.

6.1. Report requirements


Each report must consist of a narrative section and a financial section, which financial
section must contain the details of the time inputs of the experts and expenditure verification.

6.2. Submission and approval of reports

The report will be submitted to the project manager and the Project manager is responsible for
report approval.

7.0. Monitoring and Evaluation


 Measure the volume of water pumped by the Hydraulic Ram system over a specific
period, indicating its pumping capacity.
 Monitor the pressure of the pumped water at various points in the distribution
network to ensure sufficient delivery to end-users.
 Calculate the hydraulic efficiency of the Hydraulic Ram system by comparing the
actual output to the theoretical maximum output.

 Track the frequency and duration of maintenance activities required to keep the
Hydraulic Ram system in optimal operating condition.
 Gather feedback from village residents and stakeholders on their satisfaction with the
reliability, quality, and accessibility of the water provided by the Hydraulic Ram
system.
 Evaluate the environmental impact of the Hydraulic Ram system on the local
ecosystem, including water quality, habitat preservation, and biodiversity.
 Evaluate the socio-economic benefits derived from improved water access, such as
increased agricultural productivity, health outcomes, and economic opportunities.
