STATE OF THE MUNICIPALITY ADDRESS

It is my honor to deliver before you, and before the people of San Miguel, Leyte, this
2021 State of the Municipal Address (SOMA).
First, allow me to ascribe all the praises and glory to our Almighty Father for His
exceeding grace showered upon this Municipality. Just recently, our Loving God spared
our beloved town from the devastating onslaught of Super Typhoon Odette. To Him be
all the glory and honor!
Second, I would like to convey my gratitude to the Honorable Sangguniang Bayan, for
their wholehearted support that made this administration certainly effective in terms of
implementing programs and projects necessary to promote the welfare and interest of
our people.
With this, may I have the honor to acknowledge and introduce them:

The Municipal Vice Mayor and Presiding Officer, Honorable Protacio Tatas
Brazil.
The Chairman of the Committee on Appropriations, Hon Prospero Brazil;
The Chairman of the Committee on Public Works, Hon. Ruben Agner;
The Chairman of the Committee on Trade and Industry, Hon. Otelio Babiano;
The Chairman of the Committee on Rules & Health, Hon Richard Len Lapidario;
The Chairman of the Committee on Environment Protection, Hon. Antonio Asis;
The Chairman of the Committee on Agriculture, Hon. Charlie Datuy Guy;

The section heads, Executive Assistants and the rest of the employees of the
Municipality; the representatives of the national agencies detailed in the Municipality:
the DILG, PNP, BFP, HRH, MTC, DEPED, BIR, DAR, COMELEC, and the likes; the
barangay officials and Sangguniang Kabataan officials; the representatives of the
different sectoral groups, the religious groups, Senior Citizens & PWD’s, various
associations of farmers and fisherfolks;

Our educators and mentors from the elementary and high school levels of DepEd
headed by Sir Danilo Panao; our friends from the media and others.

To each and every one of us who walked the extra mile of coming here to witness, listen
and eventually be informed of the current status of the Municipality, a momentous and a
pleasant evening to every one!
Ladies and Gentlemen, this administration is guided by the word of the Lord.
In the book of Proverbs 29:18: “Where there is no vision, people perished…”
This administration has simple but clear visions:
1. To elevate the classification of the Municipality from being a 4 th class to 3rd class
Municipality.
2. Considering that we are a 4 th class Municipality and that we have no sufficient
local income, there is a need for us to solicit funds from the national government.
3. To implement my 4-point agenda as my platform of governance.
 to enhance the basic services of the Municipality
 to increase social services to the constituents
 to set-up a sustainable economic development
 to build infrastructural projects and institutional development
These are our visions. The question now is: how near or how far we are in achieving
these visions.
To answer the question let me discuss to you, vision #1:
To elevate the classification of the Municipality from being a 4 th class to 3rd class
Municipality. How do we intend to fulfill this? We need to comply the minimum
requirement of the law.
The law says, a 3rd class municipality shall have at least 5 Million pesos annual local
income or a total of 15 Million in the last three years.
How far we are in this vision?
2019: 5,557,725.46 2020: 7,559,045.82
2021: 9,102,051.64 Total: 22,218,822.92
Answer: We are now ready and very close to achieve our first vision
As a testament to these remarkable achievement, the BLGF and the Province of Leyte
have listed and recognized the Municipality of San Miguel, Leyte as the Rank 1 among
all Municipalities of the Province of Leyte with the HIGHEST COLLECTION
EFFICIENCY and the HIGHEST COLLECTION GROWTH RATE for FY 2020 on All
Locally Sourced Revenues.
Now let me proceed to vision # 2: Considering that we are a 4 th class Municipality and
that we have no sufficient local income, there is a need for us to solicit funds from the
national government.
How far we perform on this vision?
2019: 47 Million 2020: 363 Million
2021: 672.83 Million Total: 1,082,000,083.00
Conclusion: We successfully fulfilled this vision.
Third Vision: To implement my 4-point agenda as my platform of governance.
1. to enhance the basic services of the Municipality
2. to increase social services to the constituents
3. to set-up a sustainable economic development
4. to build infrastructural projects and institutional development

Looking back at our performance for less than three years, I am honored to inform you
that we have indeed improved tremendously.
