Week 2 ICT as a Tool for Social Change

ICT refers to the technologies used to acquire needed information through


telecommunication. It also studies how modern communication technologies affect society. Indeed,
ICT is easily accessed and used every day by users. With this idea, Information and Communications
Technology gives a chance for people from around the world to communicate; leading to the success
of various advocacies.

What’s New

Technology has created new opportunities to effect social change and improve lives. But how
do we change the world for the better? The technological advances in recent years have given us
new ways to connect to others in our communities and across the world. As of 2015, more than 3
billion people in the world have internet access, and more than 2 billion use social networks. Never
before has it been so easy to reach so many.
In this lesson, you will learn the different ways on how to use modern technology as a medium
for promoting social change and how it gives people an opportunity to be aware of the problems in
the society and offers them the chance to make a change.

What is It
What is Social Change?

Social change builds community-based responses that address underlying social problems on an
individual, institutional, community, national and/or international level.

What are the things that Social Change can change?
• Social change can change attitudes, behaviors, laws, policies and institutions to better reflect
values of inclusion, fairness, diversity and opportunity.
• Social change involves a collective action of individuals who are closest to the social problems
to develop solutions that address social issues.

Information and Communications Technology has different impacts when it is used as a


medium for promoting social change. May it be cyber-bullying, promotion for feminism, abolition of
slavery, or industrial revolution. ICT gives an opportunity for people to be aware of the problems in
the society and offers them the opportunity to participate and be part of these social changes.

A perfect example for ICT as a medium for social


movement would be the use of social networking sites
such as Twitter, Facebook, and Instagram to promote
COVID-19 Prevention. Many people leaned on the use
of social media sites to spread awareness of the
spreading virus. This lead to awareness for people
around the globe to understand what was taking place
during the pandemic.

Another would be users creating


websites, web pages, even blogs to promote
their cause. For instance, a website entitled,
Women’s Learning Partnership acknowledges
ICT as a means for social change. In this case, the
organization aims to connect the use of ICT to
eliminate the marginalization of women. They
conduct trainings and activities to provide
technology skills for gender justice and human
rights advocacy.

ICT AS MEDIUM FOR ADVOCACY AND DEVELOPMENTAL COMMUNICATION

The Social Power of Social Media


Filipinos, were considered as the most active texters in 2011. And in 2014, we led the world
in social media engagement. Given that Filipino people are active in the use of technology, in general,
the question we ask ourselves now is: “Are we really prepared enough to be good and responsible
digital citizens?”
Digital Citizens are people who utilize information technology regularly and effectively.
Digital Citizenship refers to the norms of appropriate and responsible use of technology.
Mike Ribble, et al. identified nine elements of Digital Citizenship that focus on current issues with
the flexibility to accommodate changes in technology. Learning about responsible Digital Citizenship
will prepare and allow students to build better online presence and foster productive online
communities.

1. Digital Access- Digital Access is defined as the full electronic participation in society.
It advocates equal digital rights and opportunities for people to access technology.
2. Digital Commerce- What is Digital Commerce? Digital Commerce is defined as the
electronic buying and selling of goods. This element aims to provide understanding
on how to be responsible and careful consumers in the digital economy
3. Digital Communication- is the exchange of information electronically. This element
understands that communication has changed with the introduction of mobile
phones, texting, and social networking. It also considers the implications involved in
these avenues of communication.
4. Digital Literacy- What is Digital Literacy? Digital Literacy is defined as the process of
teaching and learning about technology and the use of technology. This element
considers the importance of learning how to use technology effectively and
appropriately. Although most technology are designed for ease of use, it is still
important for people to be taught how to use technologies to maximize access and
efficiency.
5. Digital Etiquette- refers to the electronic standards of conduct or procedure.
Technology may be an important part of our lives now, but it is not an excuse for bad
real-life etiquette. Digital Etiquette tackles the issue of inappropriate use of
technology that affects others and our relationship with them.
6. Digital Law- Digital Law is defined as the electronic responsibility for actions and
deeds. Although technology has made it possible to share information easily,
information should still be subjected for review. When sharing information through

technology, one should consider the appropriateness of the content and should
evaluate if what they are sharing and downloading can be legally used.
7. Digital Rights and Responsibilities- These are the requirements and freedom
extended to everyone in the digital world. Digital Citizenship is similar to being part
of a community or a group. When given an opportunity to be in a group, there are
certain privileges that come with it. There are also rules we have to follow to maintain
that membership. Digital Citizenship allows us to have rights to our content and
responsibilities in sharing information that is not ours. These rights and
responsibilities may come in the form of Acceptable Use Policies or established rules
and regulations.
8. Digital Health and Wellness- is the physical and psychological well-being in a digital
technology world. We need to be aware of the health risk inherent in using digital
technology. These risks are not only physical but could also be mental.
9. Digital Security- defined as the electronic precautions to guarantee safety. Similar to
protecting our homes and possessions, we need to protect our digital information as
well. Digital Security understands that there are people who will try to steal our
identity so there are suggested measures on how to protect personal and sensitive
information.
