Reading this strategic Annual Report 2010 is an exercise that should hold considerable interest for all citizens of the Metropolitan Area of Barcelona (AMB). From its analysis a conclusion can be reached that and consider to be fundamental. A conclusion that we may not always take into account, but that some could intuit. The AMB is, indisputably, one of the regions that has worked hardest in recent years to stand as a prominent example of development and adaptation towards becoming a global city of knowledge. This fact can be seen clearly in the Report by simply reading through the strategic projects that are already in operation those launched, for example, over the last five years and those that are currently in their execution phase. The list is, quite simply, awe-inspiring. We can start with projects that have a technological, scientific, knowledge or talent basis: Barcelona Graduate School, Esade Crepolis (innovation centre), Parc Barcelona Media (media park), CETaqua (water technology centre), Institut de Recerca en Energia (energy research institute), Centre Tecnolgic de lAeronutica and de lEspai (aerospace research technology centre), Parc Mediterrani de la Recerca (research park), Parc de Recerca Biomdica de la UAB (biomedical research park), Superordinador MareNostrum (now MareIncognito, supercomputer), Centre Esther Koplowitz (biomedical research centre), Centre dExperts de la Missi Espacial SMOS (SMOS space mission experts centre), Sincrotr Alba (synchrotron), etc. If we add to this list the connectivity projects, we find, fundamentally, the new major airport terminal, with the extension of the port and the ZAL (logistics platform), and the high-speed train line, which will soon connect us to the rest of Europe. Finally, the Report also highlights those projects most directly related with entrepreneurship and talent, such as Do it in Barcelona, HiT, Microsoft Preincubator Program, Media TIC, CityLab Can Suris, Barcelona Creativa, Mater Centre de Materials (materials centre), University cluster, bizBarcelona, etc. Brains and connections... the pivotal points of new society: we are on the right track.

However, none of these projects, obviously, are the result of chance or spontaneity. They are the consequence of long-term strategic planning work which has gradually configured a vision of the future that we consciously desire for our city. A vision whose materialisation has involved the intervention of all its economic and social agents, in addition to 650 people who have been working in the same direction: to make Barcelona one of the most attractive European cities for global talent. This Report shows us that Barcelona has been doing its homework. It was already doing it some years ago when, with the experience of the first strategic plans, work was carried out to complete the infrastructures required to make it an international city. And it has continued doing its homework in more recent times in order to advance towards a city that works on knowledge and the softer issues. The Strategic Metropolitan Plan of Barcelona Vision 2020 itself puts it very clearly: The historical deficiencies in infrastructures having been overcome, few cities have the assets and the potential of the Barcelona Metropolitan Area. Assets and potential are not just words, they are realities. This Report reminds us of that fact and confirms it to us. To all those who have been working for these realities and projects, we owe our acknowledgement.

The best promotion for a city and a metropolitan area is one presented based on realities and projects that are already well consolidated. The visibility of such projects is the best tool for enabling explanation and identification of a regions foundations for progress and development. This chapter of the PEMBs strategic report places emphasis on the map of strategic metropolitan projects already being executed during the year 2010. It is a visual map of positive changes for the metropolis and of new expectations for the future, consistently illustrated through specific cases and projects that allow visibility of both the positive inertia of this territory and its vitality, an especially important aspect at this moment in time with a background economic scenario that has not yet managed to consolidate its recovery. Thus, with this scenario as an essential reference point, the map acquires even greater protagonism. These are projects that are already underway, and therefore, they are realities. It is the sum total of an important volume of investment, which is located within the metropolitan area and the result of co-participation between the public sector promoter of a large number of these projects and the private sector, which has put a positive value on the opportunities arising from the new infrastructures and facilities. As a showcase of co-participation between the public and the private sector, the map is an extremely useful tool, both for increasing knowledge of the projects currently underway and as a platform of international information that will raise awareness of the scale of growth of the metropolitan area and of the opportunities for attracting investment and talent from around the world. The map is structured into seven thematic blocks: Knowledge; International projection and attraction of talent; Mobility and accessibility; Promotion of strategic sectors; Infrastructures and facilities with an urban impact; Sustainability and the environment, and Urban planning and social cohesion. These spheres amply cover the key priorities of the Strategic Plan and encompass, in their complementary nature, the universe of the thirty-six municipalities that make up the territory of the Strategic Plan and of the future Metropolitan Area of Barcelona. This map highlights the long list of strategic projects (fifty-eight in total, as well as a broad list of the different neighbourhood plans underway) which are in the implementation phase and it reveals the diversity of sectors that are contributing new projects and new opportunities for the future. The Knowledge block expresses new competitive capacities represented by the development of the research sector and by the transfer of technology towards production sectors. This block contains, among others, university-related projects (for example the university cluster), scientific infrastructure projects (including the Alba synchrotron and the MareIncognito supercomputer) and projects as important as the ITER and its research into new energy sources for the future.

Another block is International Projection, a key element for making the Barcelona area an international reference point, and containing projects to attract talent (such as Do it in Barcelona), projects for foreign promotion (the Barcelona Economic Triangle and the Consolats de Mar international network) and projects that work towards better sectorial positioning, such as the bizBarcelona macro project. As for the Mobility and accessibility block, its projects refer to a broad list of investments, firstly in terms of the public transport and road networks of a metropolitan and regional nature, and secondly in terms of new investments in the sphere of goods mobility by rail and direct connections with the airport and the port. As for the Promotion of strategic sectors block, the map offers us a broad list of new investments related with vitally important sectors that offer major future opportunities, such as: audiovisual, biohealth, aeronautical, energy, logistics and agrofood. All of these projects are closely linked with the new proposal of the Strategic Metropolitan Plan of Barcelona - Vision 2020, which reinforces even further the need to strengthen the economic and also the industrial base of the Barcelona area, in both emerging sectors and in traditional industrial sectors which, through the route of innovation, reinforce their positioning on a global competitive scale. The fifth block refers to Economic infrastructure projects with a significant local and economic impact. Here we find the extension of La Fira (trade fair venue) in LHospitalet, the major projects for technology parks and directional centres, such as the Parc Alba, in Cerdanyola, the consolidation of the 22@ district, in Barcelona, the Business Park at Viladecans or the New Directional Centre at Prat Nord. These are large-scale projects that generate great opportunities for the installation of new companies and the modernisation of the pool of land and buildings available for business activities across the entire Metropolitan Area of Barcelona. The sixth block is devoted to projects in the sphere of environmental sustainability, with realities in the areas of improving water, the recovery of public spaces in riverside environments and projects to advance in the research and application of new technologies in housing construction and energy efficiency. The last block on the map features projects for the revitalisation and improvement of neighbourhoods four this year, in addition to thirty-two accumulated over previous years. The improvements in the quality of neighbourhoods in the towns that make up the entire metropolitan area have always been considered a project of major strategic, local and metropolitan impact, as they result in better quality of life for residents. The schemes already completed are a very good example of the major impact that these projects have. As and said at the start, there is probably no better way of explaining the improvements of a city and an area than through its specific projects and especially those that are already a reality. A view and a reading of all the projects included on this map give a good, real image of this regions drive and of its consistent capacity for self-improvement.

The strategic projects map which is updated each year is clear evidence of the vitality of the Metropolitan Area of Barcelona with regard to large-scale projects that are bringing important and strategic changes to the different spheres making up the metropolitan context. Those projects that have become a reality during the year or are in their final stages are transferred to the list of operational projects. This dynamics allows us to observe whether, over time, those projects that were previously at an initial stage have finally materialised and been carried out in line with what was planned. Media-TIC Building
BARCELONA
The building, designed by architect Enric Ruiz Geli, is sited on the junction of Carrer Roc Boronat and Carrer Sancho dvila, in the 22@ district, inside the Barcelona Media Park (PBM). It aims to bring together part of the citys assets in the audiovisual and ICT sector, to achieve synergies and contribute to their international projection. It is a state-of-the-art architectural design, whose metallic skeleton is visible thanks to its innovative translucent cladding of ETFE (Ethylene Tetrafluorethylene) which acts as a solar filter and covers three of the four facades with air chambers. The main facade, which faces the sun, has a cushioned appearance, and can be inflated or deflated via a pneumatic system to let the light in or create shade, offering an energy saving of 20%. Its form is an elevated cube, the ground floor of which is open to passers-by, as a large space conceived for public communication. It is structured into nine floors and two basements. The works on the Media-TIC building were completed in December 2009, with an investment of 28 million euros. One part of the building hosts productive ICT and audiovisual activities, while the other part is assigned to ongoing training activities, and to the research, transfer and distribution of new technologies. The UOC Foundation and Barcelona Digital were the first two organisations to move into the building.

CRAM Foundation
EL PRAT DE LLOBREGAT
The Foundation for the Conservation and Recovery of Marine Animals (CRAM) has begun its activities at the new centre located on the former golf course in El Prat del Llobregat. The new facility has a clinical area for recovery of animals, an education, administration and personnel building, and a third building dedicated to post-mortem studies. This is a pioneering centre on a European level in the management and conservation of endangered marine animals. The clinic is equipped with operating theatres, X-rays, ultrasound and other medical apparatus that allows precise diagnoses to be made. Furthermore, the post-mortem studies area allows scientists to carry out necropsies to find out the reasons for the deaths of some of the animals in order to generate specific knowledge that is very useful in research and conservation activities. Moreover, the recovery centre allows thousands of annual visitors to be received. The CRAM is a non-profit foundation, responsible for attending to any endangered marine animals beached along the Catalan coastline, in accordance with an agreement signed with the Catalan Government. In addition to its clinical and rescue activity, the foundation also runs conservation and research projects with organisations from the scientific and university sector and develops educational and social awareness-raising activities based around the marine environment, with special emphasis on the social values of respecting the environment.

The La Marina del Prat Vermell district will enjoy more efficient and less contaminating energy supplies from the year 2011, after a total envisaged investment of 68.3 million euros. Development of the project was as follows: Phase 1: construction of the heating and cooling power plant at La Marina (24 MWf and 12 MWt) and construction of the biomass waste-to-energy plant (1.99 MWe) for the tree-cuttings waste from the Barcelona Parks and Gardens department, on the site of the old SEAT thermal power plant in Zona Franca, with the aim of supplying energy to certain users in 2011 and valorising tree-cutting biowaste in energy terms. Phase 2: construction of the heating and cooling power plant (21 MWf and 35 MWt) on the plot where the biomass valorisation plant is sited and construction of the plant (30 MW through a 6-module system) to recover cold from the ENAGAS regasification process, as well as from Zona Franca power station transport network. Phase 3: development of the distribution network for heating (hot water at 90 C) and cooling (cold water at 5 C) from the Zona Franca Power Station in the La Marina district. One of the main uses for water generated at the Prat de Llobregat plant is the formation of a hydraulic barrier against saltwater encroachment to preserve the Llobregat aquifer. The design discharge for this is some 15.000 m3/day, divided into two phases: the first of 5,000 m3/day and the second for the remainder of the discharge. The regeneration plant treatments used to form the barrier against saltwater encroachment are those of coagulation and flocculation, decantation, filtration, disinfection process, ultra-filtration and reverse osmosis. The results of the first stage were satisfactory and there was success in reducing the aquifers salinity. The first results of the second phase have also been very good and in line with the existing forecasts. This action together with others such as the recharging of the aquifer and the exhaustive control of extracts will make the aquifer a strategic resource in the AMBs water policy.

In December 2010 railway circulation between the port of Barcelona and the French border entered into service, with an international (UIC) broad-gauge track that enables the connection of the port to the network of destinations in the centre and north of Europe. With this Barcelona has taken a very important qualitative leap towards promoting goods transport by rail and it has become the first point in the whole of Spain to operate with an international gauge. This connection has been made possible thanks to different actions: Adaptation of the Can Tunis Castellbisbal goods line and the Castellbisbal-Mollet line for their operation using UIC broad gauge. Remodelling of the La Llagosta interchange, through the execution of connection lines to the high-speed line. Adaptation of a section of the convention line between Fornells-Vilamalla to double gauge (Iberian+UIC). Execution of the Figueres southern bypass and connection to Vilafant station. With this improvement it is envisaged that the transport of goods by rail will gain competitiveness thanks to time savings, improved sustainability and increased reliability.

The b_TEC Foundation directs the design, organisation and management of the Diagonal-Bess Campus, with construction work having commenced in December 2009.

This campus will concentrate the larger part of the engineering courses of the UPC and will bring together different perspectives teaching, business and research in line with what is considered to be a thirdgeneration campus. The Foundations trustees include Barcelona City Council, Sant Adri town council, the UPC and the UB. Avinguda Diagonal will link the two poles of knowledge in the metropolitan area. The future camps also houses the Energy Park, a facility that is already in operation and that promotes innovation and economic activity in the sector. Forming part of this park are the Energy Research Institute of Catalonia (IREC), constituted in the year 2008, and the European agency Fusion for Energy, the only one with its headquarters in Barcelona, whose aim is to provide scientific and technology research support for the construction of the complements of the ITER. During 2010, the General Council of the Diagonal-Bess Inter-university Campus Consortium (CCIDB) has constituted the surface rights in favour of the Technical University of Barcelona (UPC) and the Energy Research Institute of Catalonia (IREC). This transfer, framed within the reparcelling project of the C-4 sector, Bess Inter-university Campus) enables the installation of the Engineering Campus, the construction of the new IREC headquarters and leaves the greater part of the campus land allocated to facilities assigned. During 2011, construction work on the Diagonal-Bess Campus will continue to progress. Currently, the retaining walls are being erected that will allow construction of the basement floors of the buildings that will be located on the campus. There will be twelve buildings in total, allocated to universities, businesses and research centres.

The ALBA synchrotron light source is the single most important scientific facility in south-west Europe. Built by the CELLS Consortium formed by the Spanish and Catalan governments, it is sited near the campus of the Autonomous University of Barcelona (UAB). The facility consists of a linear accelerator and a synchrotron which accelerate electrons to near-light speeds, at an energy of 3 GeV. The electrons are then injected into a 270-metre perimeter storage ring, optimised to produce a continuum of long-wave electromagnetic radiation, from visible light to X-rays. Its characteristics as a third-generation light source, with most of the light coming from insertion devices (oscillators and undulators), put it on a par with new installations in Germany, Switzerland, France and the United Kingdom. This light or radiation is extremely useful in all fields of science and technology requiring the analysis of small-sized samples, such as crystalline structures, new materials, biological or contaminant samples and archaeological remains. It also has applications in the design of new drugs and in medical imaging and therapies. During the year 2010 the construction of the accelerators complex was completed, with very significant progress made in operating tests and the construction of experimental beamlines. This transition from the construction phase to the test phase was officialised with the inauguration ceremony, in March 2010. In the year 2011 the transition from the test phase to the operating phase will be made, with completion of the construction work and bringing on line of the seven experimental beamlines of the initial ALBA phase, with plans to receive the first scientific users during the same year.

F4E is the European Union organisation responsible for managing its contribution to the ITER project. ITER, which means path in Latin, is the largest worldwide partnership and aims to demonstrate fusions potential as an energy source. It has seven members, which represent half of the worlds population: the European Union, Russia, Japan, China, India, South Korea and the United States. ITER aims to demonstrate that fusion can be a viable energy source. Fusion is the energy of the sun and the stars. When the nuclei of light atoms reach very high temperatures, they fuse and release enormous quantities of energy. To produce fusion on Earth, it is necessary to heat gas to some 100 million degrees centigrade in a chamber formed by strong magnetic fields to avoid the gas from escaping. Fusion could provide an energy source on a large scale with abundant fossil fuels, without CO2 greenhouse gas emissions and long-life radioactive waste. The daily functioning of a fusion power station does not require any radioactive material to be transported. F4E also gives support to R&D initiatives on fusion via the Broader Approach Agreement, a fusion energy partnership agreement with a duration of ten years which represents around 340 million euros of European and Japanese investment. Spain is one of the parties providing financial support. Ultimately, F4E will contribute to the construction of demonstration fusion reactors (DEMO). F4E is an international centre of excellence in research into fusion that integrates the finest European talents and professionals, with major technological repercussions, while laying the foundations for a new model of scientific cooperation.

The MareIncognito project was officially presented in March 2007 and its main objective is to define the specifications and design of the new generation of super-computers which can reach a computing power of over 100 petaflops per second. In other words, super-computers one thousand times more powerful than the current MareNostrum. Durant 2010, research continued into alternative organisations for processor cores and interconnection between these and with memories, resources management when planning the execution of applications, taking into account performance and energy consumption, programming models on a node level (integration of OpenMP and StarSs, hybrid planning for multicores and accelerators) and their interaction with other models such as MPI or CUDA/OpenCL, tools for analysis and performance forecasting (with new instrumentation techniques that combine sampling and tracing, clustering techniques to facilitate analysis, and the optimisation of four applications in different spheres of science and engineering, to improve their scaleability to a higher number of processors through the combination of MPI and OpenMP, as well as the use of GPU. During 2011, the project will focus on the heterogeneity of resources, at different levels, and the portability of developments that have taken place up to now in the new Exaflop architectures that IBM has in its map of the future, their application always being considered in codes in production.

The aim of the PRACE project is to equip Europe with the best supercomputing systems to enable groundbreaking scientific projects and promote industrial competitiveness. PRACE gives support to the deployment of four nodes that house the tier-0 supercomputers. Spain is one of these nodes, together with France, Italy and Germany. PRACE is carrying out a staged deployment of the best supercomputers in the world at its nodes. Sixteen European countries are members of the association. The BSC is a Spanish institution that represents PRACE, and which since its foundation has been a leadingedge centre in HPC technology. It is home to one of the most powerful super-computers in the world: the MareNostrum. The introduction of a new tier-0 super-computer in Barcelona will be an indisputable pole of attraction for top researchers, will favour Barcelonas image as technological capital, will attract innovative research projects and facilitate the creation of related companies. On 9 June 2010 the association was legally inaugurated in Barcelona, with the initial agreement of the member countries to contribute 400 million euros. During 2010 the next phase of the project was also approved, which will allow the infrastructure to be implemented; the operation of the first of the super-computers, located in Germany, began and key applications for its functioning on Petascale systems were optimised. In the year 2011, the deployment of the next PRACE Petaflop machines will be carried out; the assignment of resources generated by these machines to scientific projects of the highest value will be coordinated; the governing bodies will be consolidated; the facilitation of a commercial offering of HPC resources will be coordinated, and the task for adapting applications to Petaflop systems will continue.

Promotion of the higher education cluster of Barcelona emerged from the prospection studies within the framework of the Barcelona Metropolitan Strategic Plan - Vision 2020, in which higher education is identified as one of the potential driving sectors for the economy of the metropolitan area. This confirmation has been reinforced by the changes in the model of higher education across the whole of Europe, which began with the Bologna Declaration and have given rise to the European Higher Education Area (EHEA). The full implementation of the EHEA in Catalonia has involved, from the 2007-2008 academic year onwards, the launch of an important offering of official masters degrees that, following passing of a verification process, can be taught by both public and private universities. This has enabled great development of this educational level, as it has allowed the main business schools in the city, which already have great renown and a significant capacity for attracting foreign students, to be added to the offering. Therefore, this level of educational offering may become an economic sector in its own right for the Metropolitan Area of Barcelona. The members of the cluster are public and private universities, business schools and inter-university postgraduate platforms. During the course of 2010, the following actions were carried out:

bizBarcelona is a shared commitment to the knowledge economy and entrepreneurship in the region, with the aim of encouraging business activity in emerging sectors, fomenting transversality and cooperation and promoting the creation of quality jobs. At its first event, held in 2010, bizBarcelona showed itself to be an effective instrument for positioning Barcelona and Catalonia in innovation and entrepreneurship, as well as for activating and promoting the regions entrepreneurial and business fabric and involving related agents. The 2010 event brought together the following sub-events:
Entrepreneur Day: the macro-conference addressing entrepreneurs and businesses, which in 2011 will be holding its tenth event. HiT Barcelona: the congress for innovation and investment opportunities. Barcelona / World has been created with the vision that Barcelona and its city brand are to be a critical element in companies competitiveness and that of the strategic sectors in Barcelona and its area of influence in the international context. In 2010 the activity began of Barcelona / World Observatory, created with the aim of providing the information platform necessary in order to be able to take opportune decisions with regard to the Barcelona brand management. The observatorys spheres of activity:
Research: the observatory has the vocation to monitor the citys image in its general perception and from all perspectives (economic, cultural, sporting, touristic, etc.). Multidisciplinary study: qualitative, quantitative and social listening. Benchmarking: study of what the main cities of the world are doing in the brand construction sphere, with the aim of identifying best practices which can be applied to the construction of the Barcelona brand. Legal protection: this covers different aspects such as the study of the rights and duties of the brands management body in order to protect its use, the production of a good uses guide and the study of a possible licencing of the brand. The Consolats de Mar network of offices has completed the last phase of expansion in 2010 and has consolidated its activity in sixteen cities around the world: London, Paris, Berlin, Copenhagen, New York, Montreal, Mexico DF, Sao Paulo, Buenos Aires, Cairo, Istanbul, Dubai, New Delhi, Hong Kong, Shanghai and Singapore. The Consolats de Mar project involves the permanent presence of personnel, at the service of Barcelona City Council, in cities which, like Barcelona, have oriented their activity towards sectors based on knowledge and innovation. The networks offices, under the name Barcelona/ World, are located in the foreign facilities of ACC1, of the Catalan Governments Department of Enterprise and Employment. The function of the Barcelona/World network is that of promoting Barcelonas economic relations with countries abroad and reinforcing its presence, as well as promoting it as a city for business to attract activity and talent from everywhere. The offices carry out these promotional tasks through presence at fairs, congresses and other international events of importance. They also regularly produce reports on the economic activity in the cities and areas of influence where the networks offices are located, with the aim of identifying the best opportunities for Barcelona. During 2011, the activity of the Consolats de Mar will continue to focus on promotion and attraction through direct presence in the cities, as well as identification and analysis of their economic and strategic sectors and those coinciding with Barcelona. The promotion days will be maintained under the name Barcelona Days and the new Leading to Barcelona programme will be introduced for attracting opinion leaders.

Do it in Barcelona is a city initiative for attracting talent to Barcelona and retaining it. Launched in late 2009, it aims to become a gateway for the professional progress of the citizens of Barcelona, and of the best international talent. Attracting and retaining talent is one of the strategic pillars of Barcelonas economic agenda. Thus, Do it in Barcelona offers information of interest and access to useful professional services for entrepreneurs, professionals, researchers and university graduates who are considering moving to Barcelona. The services portfolio is configured into four itineraries for each of the target groups and a transversal itinerary for supporting newcomers to the city (with issues such as housing, paperwork, searching for schools, etc.). The main communication channel for Do it in Barcelona is its website www.doitinbcn.com, which offers all this information in three languages: Catalan, Spanish and English. Promoted by Barcelona City Council, through its local development agency Barcelona Activa, Do it in Barcelona has Talncia and Barcelona Centre Universitari as direct partners in the provision of services in the Research and Studies itineraries respectively. In addition, collaborating actively in the dissemination of the programme, both in the international and the local arenas are: Esade Alumni, IESE, Gild International, Tourism of Barcelona, Fira de Barcelona (trade fair), Hotels Association of Barcelona, AENA and Strategic Metropolitan Plan of Barcelona. During 2010 progress on the programme was focused on the consolidation of the portfolio of services of the different itineraries and the dissemination of the programme on a local and an international scale.

The Barcelona Economic Triangle project is a joint initiative between the Catalan Government and Barcelona City Council, open to participation by other public and private bodies, oriented towards promoting three major areas of the Barcelona Metropolitan Region, where right now projects of great quality are being run, which will provide space for new business activities based on the knowledge economy and linked to innovation and technology. The three areas that form the Barcelona Economic Triangle are the Alba Synchrotron Park (Valls Area), the 22@Barcelona district (Bess Area) and DeltaBCN and BZ Barcelona Innovation Zone (Llobregat Area). These three areas offer a potential of over seven million square meters of new offices, scientific research services, housing and public spaces for the coming years, as well as the capacity to generate over 200,000 new jobs in strategic sectors. In the year 2010, the project has participated prominently in three international property conventions: MIPIM (France), EXPO REAL (Germany) and Meeting Point (Spain), as well as being presented at different events within the context of the World Expo at Shanghai. During 2011, in addition to repeating participation at the international fairs MIPIM and EXPO REAL, given the good results obtained, it is also planned to participate in other sectorial events to be held in China (Exporeal Shanghai), Russia (sectorial fairs) and Brazil (business congresses), principally. Also contemplated is the organisation of specific sectorial promotion initiatives with groups of private investors in other strategic markets, such as the Netherlands and the United States.

The year 2010 was a year of great milestones in the construction of the high-speed rail connection between Spain and France via the Barcelona-Figueres section of the Madrid - Barcelona French border high-speed train line. Advances that are reflected in its main infrastructures: the Barcelona tunnel-boring machine has reached the halfway point of the Sants-La Sagrera tunnel, and the Gerunda tunnel-boring machine has completed the excavation of the first to the two urban tunnels in Girona. These infrastructures, together with the new Montcada i Reixac and Montmel tunnels, will be practically completed during 2011. Also during 2010 the Barcelona-Figueres section of the new high-speed infrastructure was inaugurated, with the use of 76 kilometres for the first international-gauge corridor that connects the port of Barcelona with the French border, destined to goods transport. To make this corridor a reality, the Ministry of Public Works and Adif have invested over 300 million euros in the installation of a third rail, a unique technological solution in the international scenario. Another of the prominent milestones during the last year for this complex and ambitious project was the start of construction of the new La Sagrera station, the largest railway project ever awarded in Spain, with an investment of around 600 million euros and the project for the largest cut-and-cover railway works in Europe, with a surface area of 38 hectares. The new central station at La Sagrera will become a pole of attraction in the north of Barcelona and will be a strategic junction on the future public transport map for the Metropolitan Area and in the connection of the Spanish and European networks.

Line 9 of Barcelonas metro, 47.8 km long, with 52 stations and a global investment of 6,800 million euros, is the Ifercats most emblematic project. It will be the longest automated metro line in Europe. Its parabolashaped layout linking the Llobregat with the Bess will break with the radial model of the metro network of the Metropolitan Area of Barcelona. Line 9 will have a total of nineteen stations with connections with other metro, train and tram lines, which will facilitate mobility for users and increase the intermodality and efficiency of the metropolitan public transport network. The Line 9 route will include a central section and two branch lines at each end that will form a figure of two Ys linked at the base. On this infrastructure, two metro services have been designed: Can Zam Airport and Gorg - Zona Franca. Thus, the stations located on the shared section (Bon Pastor - Gornal) will have services with a frequency double that of the end branch lines. At present, of the Lines 52 kilometres of length, it is only awaiting the performation of 8 kilometers of tunnel. As for stations, 11 are already operating and the remaining 8 are at different stages of progress. The year 2010 was a key year in the construction of Line 9, with three prominent milestones reached. The first, the inauguration of the Gorg - Bon Pastor section on 18 April, the second, the inauguration of the stations of La Sagrera and Onze de Setembre, on 26 June, and finally, the awarding of the concession for the stations of section II. During the year 2011, plans are to advance decisively in the construction of the line and it is worth highlighting the perforation of the tunnel of the central section and the completion of several stations.

The prolongation of Line 1 of the FMB from its northern tip, at the Fondo station in Santa Coloma de Gramenet, was already proposed in the Infrastructures Master Plan 2001-2010. The objective is the penetration of Line 1 in the municipality of Badalona so that the Metro can reach different residential districts and link this line with the existing network at the station of Badalona Pompeu Fabra on Line 2 and with the Badalona Local Trains station. The stations contemplated in the prolongation total five: Montigal, Lloreda - Sant Crist, Bufal, Badalona Pompeu Fabra and Badalona Rodalies. Furthermore, the action includes the creation of a space in the garages and workshops, and a manoeuvres track and trains depot, to allow changes of direction of trains or their parking. This will allow the capacity for trains on this line to be increased, along with frequencies, giving a better service to the whole of Line 1. A first phase of the northern prolongation of the line includes two stations and 1.5 km of track. The information study corresponding to this first phase was completed in June 2010 and exposed for public scrutiny during the summer. Furthermore, with reference to the southern prolongation of Line 1, in early 2010 the works on the manoeuvres track and track workshops at the Hospital de Bellvitge station were completed. Prior to the incipient drafting of the project, alternatives are being studied for the prolongation of Line 1 between the stations of Hospital de Bellvitge and El Prat de Llobregat, so that initially it permits capacity to be increased at the Hospital de Bellvitge station up to ten trains. Also being considered is the need to connect Line 1 with the El Prat intermodal station (interchanges with Renfe, TAV and L9).

The main actions planned for the comprehensive reforming of this main road, which connects five municipalities in the Baix Lobregat, designed to transform it into an inter-urban avenue, are:
Dedicated bus platform: the type section of the new platform, which will be 13 kilometres long, will have a width of 11.6 metres with a land in each direction measuring 3.3 metres wide and side dividers measuring 2.5 metres wide to separate the bus platform from the rest of the road traffic. New pedestrian and bicycle promenade: the promotion of slow mobility systems pedestrians and bicycles along this road will be complemented with the reserving of a space for a promenade, occupying some 20 metres in the average section which is 50 metres wide, to favour urban connectivity between municipalities. Green verges and the planting of the maximum number of trees aligned along the road will allow recovery of the old main roads green image. The bicycle lane will be integrated into the pedestrian promenade and will be 2.5 metres wide, with one lane in each direction. Intermodality with train and tram: the new dedicated platform will allow fast access to the Cornell de Llobregat interchange, where the local rail network, L5 of the Metro and the Trambaix tram all converge, as well as connection with the Castelldefels Renfe local railway station. Therefore, it will facilitate accessibility to public transport and the interchange between different modes of public transport for users in the surrounding municipalities.

In February 2006, the Catalan Governments Department of Territorial Policy and Public Works and the municipalities of the Baix Llobregat agreed a new configuration for the railway network in the southern Baix Llobregat, which aims to optimise its links with the rest of the local train network and the metro to facilitate more direct access to the centre of Barcelona. This reorganisation consists of the following actions: Extension of L3 of the metro: Zona Universitaria - Sant Feliu de Llobregat. The route includes a minimum of eight services with services to the intermediate municipalities of Esplugues de Llobregat, Sant Just Desvern and Sant Joan Desp. Extension of Line 6, the Reina Elisenda branch line, of the FGC up to the Hospital de Sant Joan de Du, where there will be an interchange with the proposed prolongation of L3. This is a section measuring some 2.5 km with three new stations. New local railway line between Castelldefels and Barcelona (Zona Universitaria). The line will have eleven stations and will provide service to the intermediate municipalities of Cornell, Sant Joan Desp, Sant Boi de Llobregat, Viladecans and Gav. During 2010, the Ministry of Public Works completed the drawing up of the information study and the environmental impact study of the new line between Castelldefels and Barcelona (Zona Universitaria) and has submitted them for the process of public information and comments. Furthermore, the department began the drafting of the construction project for the prolongation of L3.

With the construction of the La Sagrera station, Barcelona will achieve realisation of the most important railway and urban project for the next few years, as well as the creation of the largest urban park in the city. The station will be a strategic centre for transport in Catalonia. Planned for traffic in excess of 100 million journeys per year, it will connect high speed trains, local trains, inter-urban bus routes, urban bus routes, taxis and private vehicles. The urban development of new streets will integrate it into the city and two underground carriageways will link it directly to the motorways and ring roads. The station will also have all the complementary services for fuel supplies, maintenance workshops and parking. It will be a semi-underground station, with two entrances on different levels connected by a great connections concourse. Of the station, only the roof will be above ground level, a gardened pergola that will give continuity to the great urban park that will be constructed above the roofs covering the rail tracks and roads. The stations status as an interchange and over 180,000 m allocated to business activities will transform the area into a new central hub. Thus, the train will stand as an element of cohesion and economic revitalisation.

The El Prat intermodal station will become one of the most important rail communication hubs in Catalonia, and it is envisaged that by 2015 there will be some 15 million travellers using it annually. It will be situated in the northern part of the towns old quarter, below the Castelldefels trunk road. In the local sphere, it will be the meeting point between the historical fabric and the new extension of the town. As it will be underground, the station will encourage the towns growth northwards, and this area will become an important pole for attracting economic investment. The project consists of the functional and urbanistic insertion of the station for the TAV, Renfe local railways, the connections between Lines 1 and 9 of the metro and road accessibility, together with underground parking areas and the rail interchange. The result of the competition for ideas for the stations design was decided on 19 April 2007. The winning project was Campo dei miracoli, by Agua y Estructuras, SA & Csar Portela, SLU & Antonio Barrionuevo Ferrer & Julia Molino Barrero (UTE). The station will have a features that will facilitate swift and expeditious interchanging between the different railway lines. During 2009 the executive project was drafted, in 2010 the tender process took place and on 24 December the definitive contract was awarded for the works, which will have a planned duration of 34 months. The winning bid was by the UTE, formed by COMSA, SA & Dragados y Construcciones, SA & FCC Construcciones, SA. Furthermore, the works management contract will be awarded in the month of January 2011.

20. Laying of double tracks on the Montcada i Reixac Vic section of Line C3 of the Renfe local rail network

Improvement of the rail infrastructures in the municipality, including actions that contribute towards integrating them into the urban fabric. This project represents the improvement of a line that to date has operated very poorly, as there is only one track for both directions.

This action, included in the Infrastructures Master Plan 2001-2010, contemplates the doubling of the tracks of line C3 of the Renfe local rail network between Montcada and Vic. This action implicitly involves the elimination of all the existing level crossings, via overpasses and underpasses and road links, as well as perimeter enclosure along the entire line. At the Montcada Bifurcaci it is proposed to extend the four platforms to a length of 200 metres along with the addition of three lifts for passengers with reduced mobility. At the Montcada-Manresa station, a new station and a new passenger building is being designed. A new tunnel is planned with two new viaducts over the banks of the Ripoll and over the C-17, respectively. In the Mas Rampinyo neighbourhood it is proposed to eliminate the existing sidings and prolong the platforms, along with the creation of a car park and the modernisation of the passenger building. However, Montcada i Reixac Town Council, after examing the projects information study, has made representations, demanding the inclusion of measures to harmonise the infrastructures with daily life in Montcada i Reixac. The main demand is for the entire section crossing the Mas Rampinyo neighbourhood to be underground, as well as the creation of new car parks and reinforcement of the main accesses to the stations, bringing forward the point from which the track is doubled so that it does not affect certain streets, guaranteeing pedestrian crossings, etc. In the year 2008 the provisional presentation of the project was made to those municipalities through which the track passes, and currently it is in the phase of study and negotiation of the representations made.

The project consists of the construction of a new rail platform from the C-31 underpass to the new T1 Terminal at the El Prat airport. the layout of both tracks is straighter than the current layout and it will connect the two terminals, passing underneath the runways and ending its route under the new terminal, at the same point as L9. A large part of the 4.5 km of track will run through a tunnel (2.8 km) which will be excavated using an EPBtype tunnelling machine. The budget reduction proposed mid-year delayed the start of the works by a year, despite the fact that the contract had already been awarded at that time. The date for the works to begin remains to be finalised.

22. RetBus
BARCELONA
The RetBus network, a new on-road public transport system with a high level of service for Barcelona.

The RetBus is a new grid bus network integrated with other public transport networks. Its configuration is adapted to the orthogonal grid of the city of Barcelona, with interchanges at the intersections. With the implementation of this new network, a hierarchisation is created in the bus service:
RetBus, with superior features and travel time similar to private vehicles. Conventional, maximum coverage for short journeys or links. Neighbourhood bus, local mobility.
The RetBus will provide a road transport service with characteristics similar to those of the tram, overcoming the limits of the conventional bus and sufficiently attractive to attract new users, due to their higher frequency and shorter journey time. These advantages are achieved, basically, by the increase in spacing between stops and by providing a higher speed of circulation, through certain priority at crossroads, the creation of separate lanes and the generation of points where overtaking of buses is facilitated. Furthermore, the position and design of each of the interchanges has been studied to improve connectivity between lines. The fleet planned consists of 280 vehicles and frequency will be every 3 minutes along the central line and every 6 minutes along the antennae, giving a total capacity of 60,000 pax/h. Commercial speed is increased by 28% to reach 15 km/h.

The project will allow the connection between the Baix Llobregat trunk road and the AP-7 motorway. The link road will have a dual carriageway section, measuring 2.4 km long, of which 850 m are a viaduct. The road begins with two slip roads that connect with the lateral carriageways of the Baix Llobregat trunk road (A-2), in the direction of Tarragona and Lleida, and which will cross the river Llobregat independently. The slip roads then converge forming a single roadway that corresponds to the main trunk road of the link road. This is supported by the vertex of the Sant Vicen Industrial Estate and turns to the left crossing over the Rub riverbed and the railway infrastructures corresponding to the Madrid-Barcelona High-Speed Line, the Renfe double track for mixed transport and the Renfe goods line. Afterwards, the connections trunk road runs northwards, parallel to the riverbed, below the existing structures on the AP-7. The two carriageways then separate once more to connect with the side lanes of the AP-7 which are extended over a 500 m stretch, with up to five lanes in each direction. The new link road has a connection with the C-1413 main road via a roundabout elevated above the main trunk of the link road. These 2.4 km will allow over 12 km to be saved on the route along the Baix Llobregat roadway.

With the introduction of bus-HOV lanes the road networks passenger transport capacity is increased while allowing a significant improvement in the commercial speed of buses in accesses to the major towns.

Exclusive lanes for high occupancy vehicles and buses (bus-HOV) are lanes along which only circulation by private vehicles with two or more occupants and public road passenger transport vehicles (buses and coaches) are authorised. These infrastructures do not share the space with the remaining traffic and this enables them to quickly access towns where parallel access routes register reiterated congestion problems. Currently, in the Metropolitan Area of Barcelona, the following are being planned or constructed:
Bus-HOV lane C-58. This consists of two lanes along the inner part of the motorway, separated and reversible, for the passage of buses and high occupancy vehicles (three or more occupants). The entrance point will be at the Cerdanyola junction and the exit point at the Meridiana; this takes place in two phases: a prior exit for the HOVs and a later exit for the buses. Bus lane C-31. Consists of an non-separated entry lane into Barcelona exclusively for buses, which is the continuation of the Gran Via. Bus-HOV lane B-23. Consists of two lanes along the inner part of the motorway, separated, and one in each direction for the passage of buses and high occupancy vehicles (three or more occupants). Two entry points are being considered: one in Molins de Rei and the other at the link with the A-2, with the exit point at the entrance to the Diagonal. There is a study by the Catalan Government to build a bus station at this point. Bus lane C-245. Unlike the above, this is practically a city bus lane with the odd separated section. It will link to the future FGC station in Cornell.

The new motorway will connect the C-32 with the B-23 along a roadway with 2+2 lanes, making use of the current bridge at Cornell, which will be widened to 3+3 lanes. At this bridge a safe crossing will be added for pedestrians and bicycles. Two new roundabouts will be constructed with elimination of the (very dangerous) roundabout at La Parellada. All local connections can be made via these roundabouts as well as linking to the BV-2002. At the same time, the complex road junction at Cam del Sorral is also eliminated, which will allow an improved connection in the urban sphere with the riverside environment. With this infrastructure an improved connection is facilitated between the traffic flows originating from the Garraf towards the Llobregat artery and will decongest the ring roads. Its entering into operation will offer new opportunities to divert traffic and avoid congestion in the area of the ring roads that pass through Cornell, LHospitalet and Esplugues de Llobregat.

Innobaix represents a milestone in business adhesions and constitutes a major joint project for the promotion of economic and industrial knowledge in the entire county.

The Baix Llobregat has traditionally been a top-class industrial production centre. In recent years the county has become a principal hub for the transport and logistics networks and infrastructures of Catalonia. The major challenge for Innobaix is to develop the Baix Llobregat towards an economic model based on knowledge, innovation and business entrepreneurship. The participation of the countys business community, together with the public administration and the research centres, is the agencys raison dtre. The sectors and economic activities with the greatest presence in the county are represented by companies and professional associations that are Innobaix members. Therefore, many of the agencys activities involve promoting innovation in these sectors. In 2010 the new agency was launched, with an efficient management model and a culture of public-private collaboration in coherence with the agencys objectives, structured around five major work areas:

BZ Barcelona Innovation Zone is an ambitious project, designed to respond to the industrial and business needs of the 21st century. It is situated on an incomparable site: close to the international airport at El Prat, to the port of Barcelona, to the main road and rail networks, to the future intermodal station of the Baix Llobregat and with a connection with the centre of Barcelona and its metropolitan area thanks to the future lines 2 and 9 of the metro. On the area recovered from the company SEAT, which is equivalent to thirty blocks of the Eixample, the Consortium has defined three business platforms to transform this space: technology, food and cultural. All of them will implement business and urban development concepts with a high added value and will convert this area into a meeting point that will promote economic and technological activity. In this case, the Consortium is backing the cultural industry, because it will be the paradigm of the industry of the 21st century. With the aim of setting up an audiovisual park that enables the concentration of production and the cultural offering that makes this sector more competitive, there will be collaboration in activities that facilitate research and knowledge transfer and in scientific and technical activities that complement the needs of the culture industry. Two protocols have been signed: one with Barcelona City Council and the audiovisual industry, and another with the University of Barcelona, to develop different initiatives in the cultural and research spheres, with an international vocation and renown focusing and specialising in social sciences and humanities. BZ Barcelona Innovation Zone aims to become a catalyst to create projects of a greater dimension, and larger and more competitive enterprises for Catalan industry.

28. Cibernrium
BARCELONA
Cibernrium has recently opened the new Technological Training Centre for Professionals and Companies, located in the 22@Barcelona district, and whose objective is to improve the technological skills of the citys professionals to increase company and business competitiveness.

In 2010, over 44,000 users took part in some training or information activity related with ICTs at the different Cibernrium facilities. In 2011, at the new Training Centre for Professionals and Companies alone, it is planned to provide services for around 16,000 users (and a total of 51,000 users across all Cibernrium facilities). The extension of the training offer in 2011 stems mainly from the opening of a line of contents separated into professional sectors, as well as activities for very specialised experts. Moreover, along with attendance training and informative activities, in 2011 online self-learning will be promoted based on a microsite with video courses about different ICT resources that are easily applicable in businesses in diverse spheres (videos.cibernarium.cat). These contents and the knowledge gleaned from them will be promoted on the social networks in which Cibernrium has opened profiles also in 2011. Another material for self-learning is the collection of books Iniciat en Internet (Beginners Internet), the Cibernrium textbooks on digital literacy that Cibernrium will be distributing in 2011 among public libraries, civic centres and telecentres. The collection is oriented towards people interested in Internet for beginners along with the use of computers and smartphones. Also during 2011, Cibernrium will launch its new website, with an online resources centre, which will facilitate information on activities and user registration procedures.

Over 1,400 m2 allocated to technological training for professionals who join the Cibernrium facility already existing in Nou Barris, at the Barcelona Nord Technology Park, where training is given for beginners in the use of technologies. Furthermore, ten libraries around the city are running the Antenas Cibernrium project, in which training is given using Cibernrium methodology in multimedia classrooms.

In 2011 the Barcelona Science Park (PCB) completes its expansion plan, which has allowed it to increase the space for laboratories and restructure the R+D+I Towers, which are already fully functioning, and have become home to the headquarters of companies, research institutes and other organisations linked to research and innovation, such as, for example, the National Genome Analysis Centre, a technological platform equipped with eleven state-of-the-art sequencers, promoted jointly by the Ministry for Science and Innovation and the Catalan Government. The new laboratory spaces available provide excellent conditions from the technical viewpoint for housing high-level research facilities, as they are equipped with state-of-the-art fibre optics and offer uninterrupted electricity supply thanks to the creation of a ring with three transformer stations with twelve megawatts of total power. The expansion has also included the construction of a car park that will offer over five-hundred places in the Les Corts neighbourhood, where the PCB is located. Also planned is the forthcoming opening of a new pedestrian promenade that will connect the streets Baldiri Reixac and Avinguda del Dr. Gregorio Maran, with public access, where the main entrance to the Barcelona Science Park will be situated. Over the course of 2011, construction will be carried out of a new auditorium with four-hundred seats, as well as a new exhibitions space, congress halls and a restaurant. The completion of these services will conclude the expansion of the PCB, a city project that was created with the aim of facilitating the transfer of knowledge from the university to society and will contribute towards creating a new business fabric that will facilitate economic growth and the improvement of quality of life for the citys residents.

30. BiopolH
LHOSPITALET DE LLOBREGAT
BiopolH inaugurates its bioincubator. The bioincubator will allow the installation of spin-offs in the BiopolH cluster. It has rooms measuring between 30 and 60 m2 in a modular building on the Bellvitge Campus. This location will enable new companies to be close to healthcare and research groups.

One of the priorities of the BiopolH Consortium is the promotion of development and innovation based on institutions dedicated to the healthcare and/or research task in what we call the BiopolH space, as well as the new close or distant agents who are interested in interacting in this environment. Entrepreneurship is the starting point of this objective which, in turn, will provide better products or services to society and economic media to the same groups and, thus, it will contribute to the maintenance of efficient and sustainable research. Alliances, associations and cooperation with the transfer of knowledge have a direct influence on economic growth and on the creation of wealth. Along these lines, BiopolH signed several agreements in 2010, among them with AEBALL (Business Association of the Baix Llobregat and LHospitalet), with the Barcelona Science Park, Technova La Salle and FENIN. Moreover, the University of Barcelona (HUBc) Health Project, of which BiopolH forms part, ha obtained recognition as a Campus of International Excellence (CEI), which represents an important step towards the five spheres of the BiopolH health park, science park, business park, educational campus and social development become an environment of excellence. Establishing a relational model based on the coordination of efforts and synergies, generating the application of criteria of excellence and quality in all spheres and attracting talent and capital are just some of the challenges for 2011.

On 11 June 2010 the new Sant Boi General Hospital, within the Sant Joan de Du Healthcare Park, opened its doors. This hospital is the result of an agreement reached three years ago between the Catalan Government, the Hospital Order of Sant Joan de Du and Sant Boi Town Council with the aim of improving healthcare cover in the Baix Llobregat coastal area. In turn, the culmination of this project, with a municipal investment approaching 5 million euros, represents a definitive step forwards in the normalisation of mental illnesses, consolidates Sant Boi as a reference point for healthcare, provides cohesion to the citys urban fabric and offers the population new green spaces and roads for public use of excellent quality. The General Hospitals portfolio of services is very broad with features not available in the old facilities, such as the outpatient surgery unit, pediatrics, integrated psychiatric emergencies and new and sophisticated imaging diagnosis systems. In turn, it will continue to provide surgical services such as general and vascular surgery, gynaecology & obstetrics, ear, nose & throat, orthopaedics & traumatology, and urology, along with medical services such as cardiology, dermatology, digestive system, endocrinology, haematology, internal medicine, neurology, pneumonology and rheumatology, as well as healthcare support services such as anaesthesiology and reanimation, the clinical laboratory, pathological anatomy, the pharmacy, the imaging diagnosis service, physiotherapy and the clinical documentation department. From the year 2011, services to be incorporated include oncology, ophthalmology, haemodialysis, and intensive-care medicine.

Barcelonas Hospital Clnic is coordinating the Spanish participation in the International Cancer Genome Consortium, whose objective is the exhaustive study of the genome of chronic lymphocytic leukemia (CLL), the most common type of leukemia in Western countries. The Spanish consortium is coordinated with the international consortium, which studies the genetic alterations of the fifty most common types of cancer. The scientific director of the CLL Genome project is Dr. Elas Campo, from the Hospital Clnic and the University of Barcelona. Also participating in it are the University of Oviedo, the Centre for Genomic Regulation of Barcelona, the Catalan Institute of Oncology, the Salamanca Cancer Research Centre, the National Centre for Oncological Research, the University of Deusto, the University of Santiago de Compostela, the Barcelona Supercomputing Center, the National Centre for Genome Analysis and the August Pi i Sunyer Biomedical Research Institute. The projects objective is to sequence the complete DNA of tumour cells to find out which genetic alterations cause their development and progression. The studies will include a minimum of five hundred patients. With this information ti can be predicted which patients will respond best to each treatment, and in consequence, select the most suitable therapy in each case. During 2010, over two hundred patients have already agreed to take part in the study. The sequences of the complete genome of various patients have been completed, as well as analysis of genomic and transcriptomic profiles, which have enabled identification of new recurring mutations of the disease. The start of activity at the new Genome Analysis Centre at Barcelonas Science Park is allowing major progress in the projects development.

In January 2010 the agreement was signed between the Ministry of Science and Innovation, the Catalan Government and Barcelona Science Park for the setting up of the CNAG. The CNAGs mission is to carry out major research projects in genomics oriented towards improving health and peoples quality of life, in collaboration with scientists from Catalonia, Spain and around the world. In the first quarter, eleven state-of-the-art sequencers were installed along with other complementary equipment, and in addition suitable training was provided for laboratory and computer staff. During the second quarter, the first sequencing project was launched in collaboration with Dr. Elas Campo. This project is framed within the Spanish participation in the International Cancer Genome Consortium and involves the sequencing of genomes of patients with chronic lymphocytic leukemia, one of the most frequent tumours in the Western world. During the year 2010, the CNAG team has sequenced the genomes of normal and tumour cells of twenty-five patients, as well as the exomes of one hundred and ten. At present, the CNAG offers a broad game of genomic applications which include the de novo sequencing or resequencing of entire genomes, the identification of DNA binding sites and the sequencing of RNA. Throughout 2011, the CNAG will participate in different sequencing projects in such diverse areas as cancer, rare diseases, the preservation of endangered species and the improvement of species of agricultural interest. The pool of sequencers will also be improved to reach a sequencing capacity of up to 700 genomes per year, with a production of 200 Gb per day, the second most powerful on a European scale in its sphere.

The process, which began with the signing by twelve institutions of the Protocol of intentions for the development of the core strategy for community mental health in Sant Boi de Llobregat, after several months of work reflection and analysis, has led to a joint effort to promote an institutional and business cluster as the best option for the economic promotion of this field and for this territory. In this case, the geographical concentration of institutions, companies and organisms that share challenges, strategies, services and joint initiatives, connected to boost the territorys competitiveness and mutually cooperating with each other, will allow for greater potential in the face of the current challenges in innovation and sustainability. In this process, a set of opportunities and actions have been identified that could convert this network into a differentiating element, while adding greater value to the set of participating organisations to make them better prepared when tackling the challenges of the future. In Sant Boi, three important aspects converge:

During the year 2010, procedures began to obtain planning permission and authorisation for activities as well as an environmental licence with relation to the Cellex building, which will be situated on C/ Natzaret and will house the facilities of the VHIO oncological research centre. The construction project for a new building for the Hospital Vall dHebron Oncology Institute (VHIO) represents a significant improvement for oncological research in the city. This new space will allow access to more suitable and pioneering facilities, which in turn will enable the definition of a new scientific and operational organisation chart, based on two clearly differentiated types of programmes:
Transversal programmes, which will interact with oncology groups to provide them with technological support. They will have a core facility function, and each programme will have one person in charge and a number of researchers and technicians integrated into a single group or distributed across diverse subprogrammes. These programmes will be: genomics and transcriptomics; proteomics; animal models; samples analysis; bioinformatics and biostatistics; bioimaging; molecular imaging centre; general research support service; molecular pharmacology and chemistry. Longitudinal research programmes, which will represent the diversification of the current Medical Oncology Research Programme (PROM). These programmes will have a director and a number of main researchres, who will establish their own research groups and have their own laboratory spaces. These programmes will be: Cellular biology / molecular oncology programme; Cancer genetics programme; Molecular pathology programme; Clinical and translational research programme, and other newly created programmes.

BZ Barcelona Innovation Zone is an ambitious project, designed to respond the industrial and business needs of the 21st century. It is situated on an incomparable site: close to the international airport at El Prat, to the port of Barcelona, to the main road and rail networks, to the future intermodal station of the Baix Llobregat and with a connection with the centre of Barcelona and its metropolitan area thanks to the future lines 2 and 9 of the metro. On the area recovered from the company SEAT, which is equivalent to thirty blocks of the Eixample, the Consortium has defined three business platforms to transform this space: technology, food and cultural. All will implement business and urban development concepts with a high added value and convert this area into a meeting point that will promote economic and technological activity. To enable the conversion of the companies currently at this industrial estate and the installation of stateof-the-art technology with the aim of attracting the research sector and revitalising dialogue between the academic and business spheres, protocols have been signed with the Hospital Clnic, the UB Science Park, the La Salle Innovation Park and the association Catalonia Bio. The BZ Barcelona Innovation Zone business platform aims to become a catalyst to create larger projects, with greater and more competitive companies for Catalan industry.

barcelonaeta will have two areas with an integrated structure for research, development, innovation and clinical care, and a third complementary space for information and advice for the public:
1. The Pasqual Maragall Research Institute will develop transformative research programmes based on the High Risk / High Reward model, and will host non-conventional projects by researchers from around the world capable of prompting new scientific discoveries in the field of neurodegenerative diseases. A research programme will also be developed for the early diagnosis of Alzheimers, based on the deployment of a longitudinal (cohort) study with state-wide scope, along with a centre for prospection, enhancement and technological transfer, as well as detecting needs that are not covered and market niches in neurodegeneration and ageing. 2. The Memory Clinic will offer a comprehensive state-of-the-art diagnosis through the use of cutting-edge technologies, along with advice on the disease and services and resources available for patients, families and carers. 3. The Resources and Information Centre will be a space open to the public that will offer information and advice on neurodegenerative diseases and on health promotion policies for healthy ageing.

Biomedical research is a long-distance race, and to be a leader a centre has to constantly reinforce itself. The August Pi i Sunyer Biomedical Research Institute (IDIBAPS) is a centre linked to Barcelonas Hospital Clnic, the University of Barcelona and the Higher Council for Scientific Research (IIBB-CSIC) which forms part of the Catalan Governments Research Centres of Catalonia Programme (CERCA). The sponsorship of the Cellex Foundation will allow the IDIBAPS to improve and increase the amount of space available for research at the University of Barcelonas Faculty of Medicine. There will be 3,500 m2 allocated to laboratories and research support services, equipped with state-of-the-art technologies, and over 250 m2 for management and meeting areas. It is envisaged that the new facilities may be ready by 2012. The new spaces at the IDIBAPS, which will be known by the name of Cellex Biomedical Research Centre, will house over two hundred researchers. It will be a space equipped with state-of-the-art technologies and comforts, while its original external architecture will be respected, since the 19th-century building of the University of Barcelonas Faculty of Medicine, is listed as Heritage by Barcelona City Council. There will be four floors allocated entirely to research and an additional floor designed to house the scientific and technical services that provide support to the researchers, while on the ground floor, in addition to laboratories, there will be spaces allocated to management and administration, with two rooms for meetings and seminars. The private efforts are added to the public contributions, led by the Catalan Government, in a modern conception of research.

39. CENIT Rehabilita Disruptive Technologies for the Rehabilitation of the Future

CENIT Rehabilita proposes a change of paradigm in medical rehabilitation. Through research into disruptive technology, the aim is to generate a new model of ubiquitous rehabilitation, personalised and evidence-based, that will improve the lives of people with disability.

The main objective of the project is to develop rehabilitation to guarantee that people with a disability can receive personalised rehabilitation treatment, of sufficient intensity, during whatever period of time necessary, at a sustainable cost; in addition to developing platforms for providing rehabilitation services that enable the development of evidence-based rehabilitation practice. And from a more operational perspective, the project aims to offer new responses and solutions oriented towards improving the efficacy and sustainability of the rehabilitation process. Rehabilita is a project of state-wide scope, financed by the Centre for Technological and Industrial Development and by a consortium of leading companies in the sphere of technologies and reference hospitals. The project is now at the end of the second period. Since 2009 and during 2010 it has advanced in the knowledge of new technologies applicable to rehabilitation, with the collaboration of around a hundred professionals from the biomedical sphere who have worked to create a new personalised, monitored and ubiquitous rehabilitation paradigm, with a continual evaluation of the efficacy of procedures, which at the same time generates new scientific knowledge applicable to research. For 2011 it is planned to obtain the first prototypes based on intelligent senso-active textiles, interactive virtual environments, inter-operable secure virtual networks for clinical information, robotic devices with advanced perception and action capabilities and smart adaptation technologies for therapies. This cutting-edge technology will continue to be developed throughout the project to make the change in the rehabilitation paradigm a reality.

40. Delta BCN, Consortium for the Development of the Viladecans Aerospace and Mobility Business Park

In mid-2010 the first phase of the urban development work in the park was completed. Through this first urban development action, some 25,000 m2 of floorspace for production activity has been brought into play.

This project is a public initiative for the creation of an area specialising in industrial and technological activities and services related to the aerospace and mobility sectors. The park is being promoted jointly by the Catalan Government and Viladecans Town Hall, grouped into the Urban Development Consortium for the Viladecans Aerospace and Mobility Business Park. Three major zones will be developed on the park:
Production park, with the aim of grouping companies and activities of a productive type. Technology park, with a predominance of tertiary activities. Service node, with singular services and facilities.

In mid-2010 the first phase of the urban development works was completed, putting into play some 25,000 m2 of floorspace for production activity. In November of 2010, the INCASL put on sale four plots, with surface areas of between 3,600 m2 and the 6,000 m2, assigned to detached industrial premises. Commercialisation has commenced with two different formulas according to the preferences of potential clients in the sector: they can access the land through direct purchase or acquisition of surface rights. On 20 March 2009, the Aerospace Technology Centre and the park signed a collaboration agreement for the purpose of studying the technical viability of installing a wind tunnel as part of the parks facilities. In accordance with this study, a grant application was presented to the Ministry of Science and Innovation for the drafting of a project for a multi-purpose technology platform that would include aerodynamics capacities. On 16 June 2010, the Catalan Business Support Agency notified the awarding of a grant to the park with a value of 1 million euros in order to develop the project.

41. Support projects for the development of the airport area at Barcelona airport

Complementary activity at Barcelona Airport. Barcelona Airport is situated in a privileged position in comparison with the majority of European airports. Its adjoining areas allow for the development of a veritable city of services for passengers, air freight and economic agents.

The Barcelona Plan has zoned and developed over three hundred hectares for tertiary, aeronautics and air freight services. The reorganisation of this area will strengthen the entire airport hub as well as the positive economic impact on the metropolitan area of the airport, air transport, logistics, distribution and business activities. Thus, taking advantage of the synergies offered by modal interchanges, plans are in place for an airport city in the northern area of Barcelona Airport.
Freight centre: a third phase is planned within its Strategic Plan; all allocated to air freight agents and logistics operators. In the year 2010 the urban development works of this third phase were completed and in coming years buildings will be constructed on behalf of future clients. Airport city: with direct access from terminal T2, it will be designed to house all the services activities (offices, hotels, convention centre, commercial premises and other facilities). The project will start to be studied in 2011. Aeronautical park: in 2010, activity commenced at the new Iberia hangar, key for the aeronautical sector. This hangar means the start of the establishment of a complementary industry related with the aircraft maintenance, for which some building plots are earmarked. Also evisaged, in the future, is the construction of more multi-purpose buildings for airport services, as well as the commercialisation of lands for the construction of hangars for airlines.

The European Commission created the European Innovation and Technology Institute (EIT) as part of the review of the Lisbon Strategy, which puts research, education and innovation among its maximum priorities. The EIT unifies these three priorities in the so-called knowledge triangle. The EIT hopes to address the innovation gap being suffered by the EU, by promoting the integration of these three priorities. To achieve this mission, the EIT has created Knowledge Innovation Communities (KIC), which are long-term strategic alliances based on excellence with the participation of all the key agents that play a fundamental role in the knowledge triangle. InnoEnergy is the KIC for sustainable energy. Its mission is to revitalise innovation in this field, proposing a sustainable energy concept that improves the impact on climate change and includes the entire energy mix, considering current and future technological concepts:
Renewable energies (wind, solar including photovoltaic and thermal and marine energy). Smart networks and energy storage networks. Energy efficiency. Biomass and fossil energy. Clean coal technologies. Sustainable nuclear energy and convergence with renewable energies.

Barcelona is the headquarters of the Iberia node which will coordinate projects in renewable energies, although all projects will have a cross-node dimension, which will agglutinate the major experts from Europe in a particular thematic area and will favour the collaboration of organisations from different countries. The initiative was a product of the confirmation of the heavy costs in terms of environment, logistics and time, represented by the current and predicted traffic congestion on the main roads along the Llobregat and the Bess. This is traffic generated by logistics activities around the port, the Zona Franca and foreseeably the airport. Faced by this challenge, and in application of the Barcelona Metropolitan Strategic Plan, an agreement was signed between the administrations and institutions involved in order to draw up a joint proposal for transformation of the main roads. Those signing the proposal were the Catalan Governments Department of Territorial Policy and Public Works, the Port Authority of Barcelona, the Zona Franca Consortium, the Barcelona Metropolitan Strategic Plan, Mercados y Abastecimientos de Barcelona SA, the Intermodal Logistics Centre and the Metropolitan Agency for Urban Development and Infrastructures. The proposal focused its attention on four points related with road accesses:
Construction of segregated lanes for lorries and public transport between Castellbisbal and the port. The prior studies have already been completed. Segregated lanes for public transport along the Cerdanyola Trinitat junction stretch. Project at an advanced state of execution. New road connections, especially in the areas of greatest economic activity concentration and heavy goods transport between the port, the Zona Franca and the airport. Some of these works have already been carried out and the connection between the AP-7 and the AP-2 is in the construction phase.

As for rail accesses, the report places special attention on maximum reinforcement of the railway freight network, along this artery and its connection with France. This project entered into operation in December 2010, with the complementary new railway line in the interior of the port area still pending (see corresponding information file on map).

45. New southern rail and road accesses to the Barcelona port expansion

With the forthcoming start of operations of the new port terminal, ensuring the construction of the new southern rail and road accesses has become vital with regard to improving competitiveness.

Owing to the southern expansion of the Port of Barcelona, which is envisaged to be completed in 2012, the corresponding road connections, and above all rail connection (with mixed-gauge, for international connection) with the main good transport routes will become very necessary. Although initially they were processed together, currently three projects can be differentiated:
Road access: this begins just before the C-245 junction, with widening of lanes along the coastal ring road which continue parallel to the River Llobregat to the level of Mercabarna, where they follow along the left bank of the old River Llobregat river bed until they come to an end at the new port access. Rail access: the branch line for trains will emerge from the Can Tunis junction and follow the left-hand margin of the current river bed to the new wharves and will run along a section parallel to the sea, to then travel up the old River Llobregat bed to the point where the station will be. Station: the port wants to establish two rail terminals, for two different operators, with a capacity for 200240 trains per day, and lengths of up to 1,500 metres.

Both the rail and the road construction projects have been tendered and awarded, and are currently in the drafting phase. Once the construction project is approved by the Ministry of Development, the call for tender on the works can be made. Despite the terms forecast, however, there is a certain delay in the project and an important problem with financing, for which reason some ministerial sources have noted that the work would be carried out with private financing (tender with public-private partnership).

The Torribera Food Campus uses facilities assigned by the Provincial Council of Barcelona, located in Santa Coloma de Gramenet. They are modernist and noucentista buildings from the 18th and 19th centuries which have been renovated. For the town and the Town Council of Santa Coloma de Gramenet, the Campus is an opportunity to become a metropolitan reference point, linked to the future Knowledge Campus of the Hospital Trias i Pujol Can Ruti, in Badalona, and the Bess Campus, in Sant Adri de Bess. The future of the UB Food Campus will involve the extension of the spaces available, in order to enable two other elements of the university project: research and knowledge transfer, and relations with businesses, hospitals and other institutions. The concentration of all teaching at the UB related to food sciences on this campus will imply the presence of a considerable number of students. The potential of the research groups linked to food science and technology, dietetics, and also the social and economic aspects of food, will be concentrated at this space. There will also be various consolidated research groups present from the Institution for Research into Nutrition and Food Safety (INSA-UB), the Food Observatory and other units and services.

The site, designed by Japanese architect Toyo Ito, will consist of eight exhibition pavilions, an auditorium, the corporate building and the lobby building or main access gate to the site from LHospitalet de Llobregat. This lobby building is, furthermore, the start and end of the central spine that links together all the pavilions and reaches the other main gate from Barcelona, next to the Passeig de la Zona Franca. The project also includes the construction of two towers, located in the Plaa dEuropa in LHospitalet. The site is located between the municipal districts of Barcelona and LHospitalet, and its operational launch will facilitate the economic and social development of the country and strengthen the economic activity of the Metropolitan Area. This space will create an economic impact on the Catalan economy to the tune of 1,900 million euros and will generate over 40,000 jobs each year. During 2010, the last planned phase of the site was developed, with pavilions 5 and 7, whose construction is expected to be completed in Spring 2011. This phase includes the construction of the car park on Carrer Joan Carles I, which was brought forwards and has been in operation since 2009. The construction of the auditorium will culminate the trade fair project. During 2011, it is planned to increase the photovoltaic installation of 3.3 Mw in augurated in 2008 by 1.1 Mw on the roofs of pavilions 5 and 7. This installation will boast over 22,000 solar panels and will be one of the most important in the world to be installed on the roof of public buildings. From 2011 onwards, thanks to its expansion, the Fira de Barcelona trade fair will boast a total surface area of 405,000 m2 of indoor exhibition space and over 5,000 car parking spaces. Furthermore, it will not only become one of the largest trade fair sites in Europe, but also the most avant-garde, an aspect widely acknowledged.

The 22@Barcelona model, which is already being exported to other areas of the city and is a reference point in the urban, economic and social transformation of cities such as Ro de Janeiro and Boston, is that of a compact and diverse city that backs a mixture of uses in a single territory, that favours social cohesion and promotes sustainable urban and economic development. Up to December 2010, the renovation of 68% of the industrial areas of Poblenou had been completed, representing practically 3,000,000 m of floorspace. Some 136,837 m of land have been allocated to facilities, 119,720 m of land to free spaces and around 3,000 homes with some kind of public subsidy. This urban development activity has facilitated the installation of nearly 4,500 companies since the year 2000, along with the creation of 56,000 new jobs. Main goals for the year 2011:
To develop and transfer the economic model followed in 22@Barcelona to the different strategic economic sectors of the city. Specifically, work will focus on media clusters, ICT, design, bio, agrofood, higher education, multingualism, aerospace and the platform for the electric vehicle LIVE. To strengthen economic, university and research activity through two new spaces: Cibernrium Media-TIC, technology training centre for professionals and companies (inauguration February 2011). In 2006 the urban development works of the entire sector were finalised and the first six office buildings were completed. In 2008 the La Marina Park was finished and opened to the public, along with a large part of the Vilamarina building (offices, commercial and housing). During 2009, the shopping area was inaugurated and in early 2010, construction was completed of the planned homes. In January 2011, the Delta Business Center was inaugurated. This is a business centre measuring 1,782 m2, located on the ground floor of the Dinamarca building, within the Viladecans Business Park. The Parc de lAlba is one of Catalonias most important contributions to the European innovation map. This action boasts one of the most advanced research infrastructures worldwide, the Alba Synchrotron, and is situated by the UAB International Campus of Excellence, at the centre of the B-30 business hub. At this strategic location, which brings together one of the countrys greatest concentrations of knowledge, the Parc de lAlba aims to create a science and technology park of the first order on a European scale, with the capacity to house 40,000 workers and researchers of high added value. With the aim of reaching a high level in terms of quality of life and the environment, the action also plans to create a sustainable residential neighbourhood, a broad offering of facilities, an extensive network of green areas and a biological corridor on a metropolitan scale. Between 2006 and 2010, the first phase of urban development of the Parc de lAlba was completed, placing at the disposal of knowledge-intensive activities some twenty-five hectares of public land, equipped with state-of-the-art infrastructures and situated between the Alba Synchrotron and the UAB Campus, to strengthen the synergy between scientific and university knowledge and technological and business innovation. This year the commercialisation began of this first phase of the Alba Science and Technology Park, which has a capacity to bring together around twenty thousand professionals related with the areas of excellence of the synchrotron and the university, such as biotechnolgy, nanotechnology, advanced electronics, data processing or new materials. At the same time, design has also begun of modular buildings for small and medium-sized enterprises linked to research, technological development and advanced production.

The Can Zam area is an urban space historically claimed by the population of Santa Coloma for public use. Within the sphere of action there are, outside the Can Zam Park sphere itself, two clearly differentiated areas: a zone of consolidated buildings that make up different facilities and an esplanade awaiting urban development which over the last few years, and until relatively recently, was occupied by the works for Line 9 of the metro. In the eastern part of the area, above Carrer Victor Hugo, are the IES Puig Castellar school, the swimming pools and gymnasium facilities. To the west of these facilities, next to Avinguda Pallaresa, there are two new football fields with artificial grass. The rest of the area is in disuse, awaiting the definition of new uses; uses that have materialised, in part, with the wish to build a 400-metre athletics track, since the town did not have one. During 2010, pending projects were drafted to carry out the urban development of the Avinguda Anselm de Riu, which will connect Victor Hugo with the new Ribera road, situated parallel to the Bess Riverside Park, the restoration of the Parque de Can Zam housing development, and the construction of the athletics track (ATL-3). Overall they encompass a surface area of over 42,000 m2, with an approximate budget of 5,400,000 euros.

This is an area classed by the General Metropolitan Plan (PGM) currently in force as a directional centre, located in a zone of great potential where important infrastructures (roads, rail and metro) converge. The execution of the project, which will convert the lands into an area of residential and economic activity, requires the corresponding planning instruments to be approved. The Catalan Government and the El Prat de Llobregat Town Council, given the interest in implementing urban transformation in this area, constituted the Prat Nord Consortium, which will be the executing administration of this development. In early 2008, the Consortium organised an ideas competition for the selection of a proposal for the urban development. This proposal had to serve as a basis for drawing up a document that would contain the directives and layout strategies of the directional centre and its surroundings. During 2009, the competitions winning team (Claus en Kaan Architecten and Jaume Carn) produced the aforementioned document, which was eventually approved in 2010. The project aims to convert the space into an integral part of the dynamics of the Metropolitan Area of Barcelona, and is based on the implementation of a major central park (42 ha) which will connect with the Riverside Park, and the partial burial of the Gran Via, which will ensure continuity of the city. As for the built area (approximately 1,300,000 m2 of total floorspace two differentiated areas area proposed: a basically residential extension area with a plan for eight thousand homes and a more metropolitan district, which will host business activity, with an approximate floorspace of 600,000 m2. During the year 2011, the modification of the PGM will be processed to allow layout modification of road infrastructures and, in particular, the partial burying of the C-31.

The Sostaqua project, promoted by the Sociedad General de Aguas de Barcelona, was one of the fifteen projects selected by the Centre for Industrial Technological Development (CDTI) witin the CENIT programme. This programmes objective is to promote public-private sector cooperation in R+D+i for major integrated projects in industrial and scientific/technical strategic research. The sustainability of processes linked to the water management cycle is analysed from four complementary fields: water, waste, energy and health, and environment. During the year 2010 the following projects were carried out:
New treatments were identified for the organic matter in sea water and concentrates from reverse osmosis, comparing the efficiency of these between conventional and emerging treatments. Rain water was characterised at different points of its urban journey in the city of Barcelona and work done to analyse the output water of a TEDUS system located in the university area. The behaviour of heat transmission and its physical and chemical effects on an area of the Bess aquifer were studied. An industrial test was carried out on the manufacture of cement with treatment plant sludges without either the process or the quality of the final product being affected. Consolidation was achieved of the health risk management system at the drinking water treatment plant (DWTP) at Sant Joan Desp and in the Metropolitan Area of Barcelonas distribution and transport network. A life cycle analysis was applied to the DWTP at Sant Joan Desp and to the pre-treatment of the IDAM in Barcelona with a pre-treatment by ultrafiltration. For 2011 it is planned to carry out the last section of tasks and projects: scientific and technical evaluation of the final results, updating of indicators and dissemination of the project with the updating of the corresponding contents on the website.

Since the mid 20th century, the endl section of the river Llobregat has been practically isolated by a series of priority actions necessary for the development of the metropolitan area, in terms of both infrastructures and services alike. This has contributed to the fact that, with the passing of the years, the river has become an invisible element within the metropolitan sphere, confined between motorways and with little relationship with its surroundings. With the aim of changing these negative dynamics, in 2006 the Consortium for the Recovery of the River Llobregat was constituted, its members being the general, autonomous regional and local administrations, which delegate the rivers management to the Association of Municipalities of the Metropolitan Area of Barcelona (MMAMB). In 2009, the actions corresponding to the first phase were completed, and during 2011 it is planned to complete the works corresponding to the second phase. The actions carried out have enhanced the river space, both in the natural sphere (with important plantations and environmental actions) and the social sphere (the populations access to the river has been facilitated via entrance gates from some municipalities). It is hoped that the set of actions implemented will produce major changes, especially relevant being the desire to recover the close relationship that had traditionally existed between the metropolitan municipalities and the river. In recent years, significant investments have been made; however, there remains much to be done, above all in the so-called intermediate section which occupies the river space bewtween section 1 and section 2. During 2010, the MMAMB started to invest to recover, both socially and environmentally, the metropolitan section of the Llobregat. It tendered out the projects corresponding to section 1, phase 2, and to section 2, phase 2. Throughout 2011 it will continue working to convert the Llobregat into a river for people.

The first LIMA prototype was presented at Construmat 2009. It is an experimental module constructed in 120 hours that corresponds to a fragment of a building of collective housing. The project, which was developed by a research team led by SaAS, is based on the application of materials from the biosphere and strategies of reducing energy demands and achieving a reduction of 97.4% of CO2 emissions over a 60-year life cycle. The annual energy demand for heating and air conditioning is reduced to just 11.3 kWh/m2 and, through highefficiency installations and the application of renewable energies, a near zero-energy building is achieved. Efficient water management systems allows 52.9% of the usual drinking water consumption to be avoided, reducing consumption to just 57.2 litres per person per day. These data position the standard as a reference point for the future of constructions in the Mediterranean area. Currently the prototype is being trialled as a laboratory in standardised usage conditions to check through different research studies its thermal, lighting and comfort-related behaviour. Monitoring underway includes data from over one hundred sensors and measuring devices and will serve to extract conclusions on the efficiency of different construction systems and of facilities in the Mediterranean environment. LIMA forms part of the Catalonia Energy Efficiency Cluster and of the European MARIE project, which seeks to establish the technical, economic and social bases of energy-based improvements in existing buildings in the Mediterranean area. The project won the Catalan Governments Environment Prize in 2009, Barcelona City Councils Action 21 Prize in 2010 and has the support of the la Caixa Foundation.

The aim of the LIVE project is to define the Strategic Plan for the Implementation of the Electric Vehicle and coordinate all the actions included in the plan, to position Barcelona, with its economic and industrial assets, as a worldwide centre of excellence in the introduction and development of this technology, to give support to the related industry and favour sustainable mobility and environmental quality. The operating objectives are as follows:

The Plan for the Development of Urban Neighbourhoods and Areas that require special attention is a plan with a clear vocation of collaboration with the local administration, revealing sensitivity and the capacity for collaboration to improve the quality of life of our citizens. The possibility of these complementary resources to develop specific public policies, from a position of responsibility and knowledge of the social and urban planning reality of the urban area, leads us to propose a series of integrated actions. The complexity of the urban area of Can Clos, La Vinya and Plus Ultra, both in the geographical and social sphere, justifies the proposal of an intervention strategy that aims for cohesion between the different aspects of this plan with a set of integrated actions with the aim of:

The projects objective is to construct the new La Montserratina neighbourhood creating mechanisms to attract young families, in balance with the historical associative and activist power of the traditional residents. This view has to pivot around the objectives of improving and modernising the conditions of the area to achieve a neighbourhood of a higher quality, as well as working, with a strong learning component, on the renewal of the framework of relations and collaboration between the public Administration and the residents, favouring the generational changeover and capitalizing on the strength of community action and the civil associations movement of the past. It is for this reason that the slogan chosen for the plan, as a subtitle of the projects official name, is Catering for the neighbourhoods youthful spirit. During 2010 the execution of the following actions began:

Presentation
The year 2010 was, undoubtedly, the year of the approval of the Vision 2020 Plan. The Plan was the outcome of a painstaking task carried out by the Prospection Committee, chaired by Maria Reig, and of a series of other work and seminars carried out by renowned experts and consultants. This report informs, therefore, on this important milestone, as well as on the events and activities that have surrounded it, such as the publication of the book containing the conclusions of the Prospection Committee (Painting the Barcelona of the future), presentations of the different drafts and proposals to Barcelona City Council, the AMB and political parties, and the set of meetings held to work on specific issues covered by the plan. In particular, the report covers work meetings held to analyse Barcelonas strategies with regard to its international projection and, in a more detailed way, with regard to the emerging countries as well as the meeting which took place at the Cercle dEconomia (Economics Circle) on the need to maintain and modernise our industrial fabric. In another area, the Plans Coordination Office has promoted work to launch the AMBs university cluster and has actively collaborated on it. This project which will soon become a reality has already been created as one of the proposals advanced by the Vision 2020 Plan: Strengthening the university as one of the important players in the regions economic development. Meanwhile, in the metropolitan sphere, it is important to highlight the work carried out, within the framework of an agreement between Barcelona City Council, the PEMB and the AMB Consortium, to make progress in defining an instrument for the economic promotion of the AMB. This possible instrument should be considered within the legislative framework of the recent Law creating the Metropolitan Area of Barcelona. The now traditional study trip organised by the Plan focused on Glasgow and Edinburgh, on two specific experiences:
a) Glasgows policies to recover economic activity by transforming its concentration on manufacturing and shipbuilding into an advanced services society and b) the cooperation for competition programme that has been established in the Glasgow-Edinburgh corridor. The trip was attended by thirty-one representatives from AMB municipalities and institutions.

Finally, this report refers to the different conferences, presentations and round tables that have taken place over the year, as well as the wide range of international relations that have been maintained year after year and that contribute towards strengthening Barcelonas image around the world. As the year finished and with the Vision 2020 Plan approved the work of the Plans Coordination Office has been reoriented towards a new phase of implementation of its measures. This phase will be led by the Strategy Committee, chaired by ESADE lecturer Carlos Losada, which is being structured into a series of specific subcommittees linked to each of the challenges of the Plan. At the same time, the Prospection Committee has been reoriented towards a new mission, closer to its name and under the leadership of a new chair, which involves producing an annual report on major trends in the world and their effects on cities. In fact, with 2010 an important phase of the Plan came to a close. The year 2011 should see its inclusion in the new Metropolitan Area of Barcelona which, let us remember, has among its competencies that of strategic planning.

2. To situate the AMB as a reference point in the new global framework. More presence in the countries that lead the world and capital status in the Mediterranean region. 3. Global leader in certain key sectors of knowledge. The AMB has to promote the current and emerging sectors in which we are or could be leaders on a worldwide scale, such as the creative industries, design, architecture and art, health and sport. 4. Beyond the bio companies. Traditional sectors have an important specific weight in the economy and percentage of employment in the AMB, but it is necessary to create a competitive framework that ensures viability and survival. 5. To become one of the most attractive European regions for innovative talent. 6. An interesting and socially balanced society: a social response to the economic crisis. To achieve this, it is necessary to undertake actions in the sphere of education, culture, public space, social housing, mobility, etc.

To tackle these challenges, the plan has identified five levers to act as the mainstays of the transversal actions in response to demands common to all the economic sectors concerned. These levers of change in order to meet the challenges are:
1. A strong university and education system, which reinforce its position of excellence and transversal knowledge, which is a factor for attracting talent and which favours a closer relationship with industrial and business sectors. 2. An administration that is fast, flexible and business friendly, which acts with efficiency-based criteria, which facilitates economic activity, company start-ups and the development of projects. An administration that shows speed in processing and is guided by the presumption of the confidence of citizens. 3. A governance that brings innovative criteria to the management of strategic projects and that promotes public-private co-responsibility in leadership. 4. A set of values for the future that complement and strengthen the base of present and traditional values, giving new character to the city and its residents. 5. An extensive knowledge of languages to facilitate internationalisation, the attraction of talent and full incorporation into the world markets. Furthermore, along these same lines, an international airport and the Barcelona brand.

Competing in the global world will be more difficult. More cities are appearing in the top positions in the rankings. The task will be to reach suitable and attainable standards. How they face the challenges of the 21st century and manage and plan change will feature among the elements differentiating cities.
Global metropolis: A metropolis which competes in the world on the basis of its connectivity and its contribution to international networks and financial, goods and services flows. Quality of life is prioritised. Leadership: Contributing ideas on how things should be.

By 2020, as a global metropolis and capital of Catalonia, the AMB will have reinforced relationships with the emerging cities of the world and the capitality of the Mediterranean. It will exercise economic and social leadership in line with its values and competitiveness factors; Sustainability is one of these values.

Six challenges
The final draft of the new Plan incorporates contributions from six hundred and fifty experts who have participated in it, as well as the conclusions of reports, seminars, presentations and interviews conducted. The report produced by Greg Clark, international expert and OECD consultant, based on the observation of the behaviour of other metropolitan areas and in meetings held with representatives from local, public and private sectors, has allowed the identification and prioritisation of the new bases for competitiveness of the Metropolitan Area of Barcelona, in accordance with its values, its potential and the new elements in its environment that may hold comparative advantages for Barcelona. The seminar Back to the Future, coordinated by Node with the participation of top-level guests, involved a retrospective exercise to analyse the successes and shortcomings of the past in order to make a projection for the future that responds to the AMBs new needs. This reflection was summarised in a set of consensual ideas regarding the priority lines that Barcelona and its metropolitan area have to tackle in favour of greater growth expectations and capacities. The Prospection Committee, led by Maria Reig, through the seventeen work groups of this committee, with the participation of over two-hundred experts from different fields, has collaborated very actively during a year and a half in producing the PEMB Vision 2020. This committees main objective was to take an x-ray of the situation of the most innovative sectors in the Metropolitan area to see what actions need to be undertaken to strengthen them, emphasise the citys global vocation and that of its metropolitan area and accelerate their transformation into an urban area of influence all around the world.

The conclusions of the work done by this committee were presented before the mayor of Barcelona and chair of the PEMB, Jordi Hereu, on 26 May. From the conclusions it was decided that the aspects that need to be worked on to be able to survive the crisis are: increased collaboration between the public and private sectors, a greater transversality for all sectors in order to improve efficiency and increase competitiveness in a global world, firm backing for the knowledge economy, the promotion of enterprising initiatives, reinforcement of the Barcelona brand, the creation of a new, more expeditious and efficient management model, an increase in the participation of civil society in decisiontaking, the improvement of education at all levels, attracting and retaining talent, cooperation between universities and businesses, increased airport connections, the promotion of quality tourism, the strengthening of strategic sectors such as food and audiovisuals, achieving a multilingual society, the integration of immigration and improvements in security. In accordance with an extract from the book that contains all these conclusions Dibuixem la Barcelona del 2020 (Painting the Barcelona of 2020): Barcelona will be positioned in the global avant-garde because it must conform with a new model of public-private relationships, strengthen the transversality of the different sectors and take advantage of the crisis to orientate towards excellence, open to the world and to new trends. that right now one of the most critical aspects for these businesses is obtaining financing. Venture capital and the reorganisation of mutual guarantee companies were the most prominent aspects. As a secondary element, but one of great future impact, the need was highlighted to strengthen links between research centres many of international excellence in order to facilitate the recycling of traditional sectors, through innovation, and to generate new products that are more competitive and more closely related with the emerging industrial sectors.

The work of this first year with the collaboration of an external consultant has focused on specifying the areas to be given priority, gleaning knowledge from other experiences worldwide (especially in the United States and Australia) and determining the steps to be taken to produce the sectors strategic plan. As regard to the areas of the greatest interest for promoting a strategy of excellence and joint coordination between the different university bodies, priority has been given to teaching in masters degrees and postgraduate programmes, given their high competitive standards- as can be gathered from the publication mentioned and also to some spheres of research currently being carried out in Barcelona. The project is progressing with a great deal of interest from the players involved and is becoming a tool with a major future projection, which acts as a driving force to advance towards greater coordination of the current educational offering, improving its classification and, in short, towards reinforcing Barcelona and its metropolitan area as a worldwide benchmark like other cities around the world in the sphere of university excellence.

CONFERENCES, PRESENTATIONS AND ROUND TABLES The Mediterranean Corridor: Valencia-Barcelona-Lyon. Public space: economic promotion and social relations
February saw the holding of the seminar The Mediterranean Corridor: Valencia-Barcelona-Lyon. Public space: economic promotion and social relations, co-organised by the Cercle dEconomia and the Strategic Metropolitan Plan of Barcelona. During the even the importance was highlighted of the good relations existing between the three cities and the need to work together. The session focused on the paper given by Josep Ramoneda, director of Barcelonas Centre for Contemporary Culture (CCCB), in which he underlined the importance of public spaces as an element of social cohesion, as a distinguishing element of a city and as a factor in attracting tourism. He also highlighted the inter-relationship of the cities as a social network that helps strengthen the development of Europe. The event was inagurated by Salvador Alemany, chair of the Cercle dEconomia (Economics Circle), Antonio Balmn, mayor of Cornell de Llobregat and vice-chair of the Barcelona Metropolitan Consortium and Francisco Pons, chair of the Valencian Association of Business Leaders (AVE).

INTERNATIONAL PROJECTS
CIDEU
The 18th CIDEU Congress focusing on innovation and creativity in cities was held on 28 and 29 July 2010 in the Brazilian city of Belo Horizonte. The congress was opened by ambassador Samuel Pinheiro, chief minister of Strategic Affairs for Brazil, with a conference titled Innovation and creativity in the city. Over the course of different debates, the cities attending presented different projects related with the creativity sphere, whether in cultural activities, foreign promotion or city management and planning, as well as in aspects related with the participation of private agents in the development of cities. Also presented at the congress was the monograph Creativity and innovation in the cities, which encompasses a broad list of innovation and creativity projects promoted by different cities. Additionally on 28 and 29 July, the associations annual meeting was held, which included a review of all the activities carried out over the last year, approval of the activities report and the financial results, as well as statutory issues regarding appointments to posts and selection of the venue for the next annual CIDEU meeting. The mayor of Belo Horizonte assumed the presidency and it was agreed that in 2011 the city that would host the next annual meeting would be the city of Mrida (Mexico), and that in 2012 it would be held in Barcelona.

Those attending also showed an interest in finding out how strategic projects affecting the metropolitan area have been developed over the last twenty years, when there was no specific administration to take charge of them. And they showed special interest in the great project for the 1992 Olympic Games and the current approved strategic plan: the Strategic Metropolitan Plan of Barcelona: Vision 2020. The presentation was made within the framework of the technical meeting of the UTPE (Strategic Planning Thematic Unit) of Mercocities, which was held on 30 November at the headquarters of the Prefecture of Belo Horizonte. From 1 to 3 December the summit of the cities network was held, in which its Executive Secretariat was passed to the Belo Horizonte City Council, which will be in charge of its promotion for the next year.

WEBSITE
During the last quarter of 2010 work has been carried out on converting the website of the Strategic Metropolitan Plan of Barcelona (www.pemb.cat) to Web 2.0 with the aim of achieving greater interactivity. The new interface will be published during the first quarter of 2011. In addition, aware of the importance of being present on social networks, the Plan will have a space on Twitter and a blog will be created which will serve as a meeting place for reflections, future trends, etc. The intranet of the Strategic Metropolitan Plan of Barcelonas website has incorporated a space for collaborative work which will allow coordinators and members of the subcommittees of the Plans Strategy Committee to be in continual contact and exchange ideas and documents. It is hoped that this tool will facilitate the process of implementation of the PEMB - Vision 2020.

Strategy Collection No. 14. Masters degrees of global excellence in the AMB
Qualified training has always been one of the basic factors of economic and social development of territories. Moreover, based on phenomena that have emerged from globalisation, there has been growing awareness of the importance of postgraduate training with a clearly international orientation. A high level of knowledge is no longer sufficient; the globalisation of transactions and relations requires quality training to be based on this global vision and to provide knowledge and skills for development and international relations. With the aim of analysing the training offer and posterior planning, a study was produced, together with Barcelona Activa, to identify the Masters degrees of global excellence (MEG): programmes which, in addition to offering high-level knowledge and skills, meet a series of conditions that confer upon them a basic international orientation.

Of a total 980 masters degree programmes being offered in the Metropolitan Area of Barcelona at the time of the study (May 2010), a total of 66 were selected as masters degrees of global excellence, representing 6.73% of those on offer. As for the predominant subject matter, it was observed that the MEG are strongly linked to economics and business studies, as they are concentrated into the area of business administration and management, with 10 masters degrees, and economics and finance, with 10 more. Another prominent area is that of engineering, with 12 masters programmes, and the information and communications technologies area, with 10 masters degree programmes. The Strategic Metropolitan Plan of Barcelona has collaborated, together with the Chamber of Commerce and the Provincial Council of Barcelona, on producing the study Emerging economic sectors and vocational training in the RMB: logistics, environment and biotechnology, published by the BCN Foundation for Vocational Training. The objectives of the study were:
To analyse the correspondence between demand from the emerging economic sectors and the vocational training offering in the RMB. To confirm the main problems that make it difficult for vocational training to actively contribute to the development of the economic sectors analysed. To propose lines of action in public policies that contribute towards resolving these problems and laying the foundations for the creation of effective mechanisms to detect the qualification needs of human resources in the economic sectors analysed.
