    In line with the continuous implementation of the Barangay Road Clearing Operations
    (BaRCO), the Department issued on April 16, 2024 the Memorandum Circular
    No. 2024-053, relative to the nationwide implementation of BaRCO, validation, assessment
    and recognition.

    Prior to BaRCO, all Punong Barangays are expected to conduct regular community
    consultations to apprise their constituencies especially those who will be affected by the
    strengthened implementation of the road clearing operations in public roads, streets and
    alleys within the barangay jurisdiction.

    In this regard, all concerned are informed that the DILG Secretary, Atty. Benjamin “Benjur”
    C. Abalos, Jr., will lead the conduct of road clearing operations, along with the heads of the
    relevant government agencies, on May 10, 2024 at 4PM onwards in Barangay Bagong
    Pag-asa, Quezon City, right after the signing of the Memorandum of Agreement by and
    among DILG, DPWH, MMDA, PNP and BFP on the implementation of BaRCO in the
    National Capital Region.

    For the month of May 2024, all Regional Directors and Field Officers are enjoined to inform,
    encourage and ensure all Punong Barangays within their respective areas of jurisdiction to
    schedule their road clearing operations/clearing of barangay roads1 from obstructions and
    illegal constructions, on May 10, 2024, Friday, at 4PM onwards.

    The City/Municipal Mayors, in accordance with their roles as stipulated in DILG


    MC No. 2022-085, should supervise their component barangays in the conduct of their
    respective BaRCO, and are encouraged to provide the barangays with the necessary

    assistance and logistical support in the conduct of their respective BaRCO, especially on
    May 10, 2024.

    The Local PNP and BFP are enjoined to deploy their uniformed personnel in the barangays
    within their Areas of Responsibilities (AORs), provide the barangay officials and DILG
    Regional and Field Officers with the necessary assistance and support, and ensure the
    peaceful and smooth conduct of BaRCO.

    All Regional, Provincial and City Directors, and the C/MLGOOs are likewise enjoined to lead,
    participate and supervise the barangay officials, in their chosen barangay/identified
    barangay, within their respective AORs, in the conduct of the simultaneous nationwide
    BaRCO on May 10, 2024. In this connection, you are hereby directed to perform the
    following:

    1. Identify barangay/s with obstruction/s that will be subjected to BaRCO on


    May 10, 2024. Obstruction may not necessarily be a structure/building. (Please
    refer to Section 5.3.2.8.3 of DILG MC No. 2024-053 dated April 16, 2024)

    2. Document and cover (live coverage/live stream) the activity, and post in the
    Region’s social media account using the hash tag:
    #nationwideBaRCOsaBagongPilipinas2024.

    3. Package the video coverage/video photages/photo documentation, highlighting


    the Region’s accomplishments/participation on May 10, 2024.

    4. Submit to the Office of the Undersecretary for Barangay Affairs, not later than
    May 20, 2024, the Region’s 5 to 7 minute-BaRCO AVP (in relation to Item No. 3),
    and Regional Consolidated Report, on the Number of Barangays that Conducted
    the May 10, 2024 Simultaneous Nationwide BaRCO, the Number of Road
    Obstructions Cleared, information on the Types of Obstructions Cleared, using
    hereunder template:

    The BARMM Minister of Local Government is respectfully requested to cascade this

    illegal constructions.
