A STRATEGIC PERFORMANCE MANAGEMENT PLAN TO HELP THE BIRTHS AND DEATHS REGISTRY

ACHIEVE TARGETS 1.1 AND 1.2 IN 2023

Many African nations struggle to provide accurate and crucial data for monitoring
health trends and creating solid identity (birth and death)management systems
because they lack continuous, permanent, and universal sources of data.

In Ghana, the existence of a legal framework requiring the mandatory recording of


deaths does not always imply adequate birth and, particularly, death registration
coverage. Despite Ghana having a legislative authority for the registration of
important events for many years, there has been relatively little advancement in
the creation of responsible civil registration systems. To manage and develop the
birth and death registration system for all births and deaths that occur in Ghana,
the birth and death registry was founded by Act 301 of 1965 and is currently
governed by the Registration of Births and Deaths Act, 2020 (Act 1027).

The goal of this work is to create a strategic performance management strategy that
will assist the birth and death registry in achieving its goals for 2023. Hence,
strategies must step up their efforts in creating national systems for real-time
death recording of births and causes of death. I'll focus on both internal and
external elements that have an impact on the institution in my examination.
internal elements including the mission, the leadership, and the resources at hand.
External variables such as Changes in government,clients and customer (people of
Ghana) ,Legislation and Financial actors.

In 2023 the target (1.1) for Births and Death Registry was to record 500,000 births
within the span of 3 months of the event. They were able to register 240,000
births. The next target (1.2) was to register 200,000 deaths within 3 months of the
event. Their mandate given was to have an improved registration of births and
deaths.

An Improvement to the birth and death registration procedures are urgently


required, according to a SWOT analysis of the current situation's strengths,
weaknesses, opportunities, and threats.

Strategic management performance plan


1.Use of technology.
The use of information technology can help increase capacities for a range of
tasks, from data collecting to compilation to eventual dissemination. To facilitate
data entry and compilation, data presentation, and the creation of monthly reports,
customized tools have been built. Modern civil registration and vital statistics
systems can only be developed in an environment that is well-equipped with ICT
infrastructure, including a dependable power source, Internet access, and cell
phone coverage. These systems then serve as the foundation for interoperable civil
registration and vital statistics information systems and databases. This
technology was not present when civil registration and vital statistics systems
were developed in Organisation for Economic Cooperation and Development (OECD)
countries, so many African countries can leapfrog to more efficient systems.
ICT can offer a way to gather, store, and retrieve data in a quick, affordable, and
user-friendly manner, despite the fact that it is not a magic solution. Current
developments in mobile technology and sectors like corporate architectural design
have created several synergies that can be tapped into.
The degree of analysis and information technology expertise has a significant
impact on the timeliness and quality levels. The civil registration and vital
statistics systems may benefit significantly from new technologies: among other
things, they may boost operational effectiveness and timeliness, enhance the
caliber of records gathered and the security of documents stored, expand services,
and enhance public services.
The civil service employees in many African nations who are in charge of keeping
track of important events and compiling important data frequently lack the
necessary tools and training to perform their duties.
The majority of manual, paper-based civil registration and vital statistics systems
still exist today. Nonetheless, the introduction of new technology in situations
with limited resources fosters the development of information systems that are more
effective and efficient.

2. Redesign the administrative procedures for civil registration: Utilize the


efficiency of computerization of the civil registration, vital statistics, and
identification management systems through integrated solutions, interoperability,
and the definition of clear standards. Eliminate duplication of effort in the
current paper-based registration, which would decrease waiting times for the
public.

3. Emphasize the civil registration and vital statistics program by including it in


the line ministries of priorities when it comes to funding

4. Reorganize organizational structures, roles, and duties of key stakeholders


participating in civil registration and vital statistics. 4. Restructuring major
institutions involved in civil registration and vital statistics

5. Mechanism for high-level coordination and supervision: It is critical to set up


an effective institutional coordination system that includes important players in
the production and use of vital statistics, civil registrations processes, and the
creation of a high-level oversight and guidance council.

6. Staff should receive training to ensure they have the knowledge and abilities
needed to carry out tasks related to the registration processes. Apart for their
exposure to civil registration laws and regulations, the majority of civil workers
who administer and operate civil registration and vital statistics systems lack
formal training.
