1.0 Introduction The Purpose of this document is to describe and define the procedures for
construction of new132/11KV substations and modification works in existing substations
including maintenance of overhead lines., The document highlights the main project stages
and focuses on the strategies of handling each stage in the best way considering the risks
and difficulties, The document also focuses on manpower flow-plan, work-sequence, project
communication, documentation, and reporting.
2.0 ABBREVIATIONS

Site In Charge: For this document the Site In-Charge shall mean Project Manager
Project Parties: -

Kahramaa or KM.

3.1 Project Contract: The contract of the project will be signed between IMCO and
Kahramaa, IMCO is responsible for engineering, procurement and construction work
required for the project implementation.
3.2 Purpose: The Purpose of this document is to describe and define the procedures for
construction of new 132/11KV substations and modification works in existing substations
and maintenance of overhead lines, Accordingly IMCO selected to quote for the following:
3.3 Project Target: Handing over of the selected from above mentioned works to kahramaa
with a project duration as mentioned in the contract documents, complying to all contract
Technical and Design specifications, terms, and conditions.

4.2.3 Coordination
4.2.3.1 One electrical engineer will be assigned for continuous coordination with
KM about all electrical design documents and drawings.
4.2.3.2 One civil engineer will be assigned for continuous coordination with KM
about all civil design documents and drawings.
General Rules
All personnel must fully understand HSE procedures and Regulations.
Manpower experience will be according to KM specification.
Manpower working hours and holidays will be according to the contract
and Qatar labor law.
Manpower at project peak time for all work will be as Approved histogram.
Daily mobilizing and de-mobilizing of manpower will be planned in a proper
way according to KM-HSE procedures.
Manpower levels will be according to the project’s overall plan.
Equipment
Civil work’s heavy equipment list will be provided by ED in parallel with civil
design documents.
Equipment list for testing and commissioning will be provided in parallel
with SAT procedures and test forms.
Site facility equipment will be submitted with site facility plan for approval.
All equipment will enter the sites only after the issue of gate passes.
6.2 Control Equipment (132KV & 11KV CRP, SCS, Online Monitoring System, …etc.).
Design details and drawings will be provided to the engineering and design
department from the procurement department to receive approval from
KM.
ED should review the design and drawing to confirm that the document is
established according to the contract standards and specifications.
The previous two steps will be carried out to receive approval for
equipment supplier and general design.
6.4 Factory Acceptance and Site Acceptance Tests (SAT & FAT):
ED to prepare all required FAT and SAT procedures for all project
equipment and receive approval from KM.
FAT Schedules and dates in coordination with the suppliers and project
manager will be provided to KM.

All construction stages will be running under the QA/QC plan submitted.
QA/QC procedures will also be developed during construction stages
according to requirements.
QA/QC senior engineer and a group of engineers/inspectors will monitor
documents and site activities to ensure that both run according to the
QA/QC plan.
GENERAL REQUIREMENTS
Fall Hazard Management
Eliminate the Hazard: The workplace may be assessed at the
early stage to incorporate the risk reduction measures at design
phase so that fall hazard can be eliminated.
Fall Prevention: The Second step is improving the workplace to
prevent any fall that could possibly occur. Based on risk
assessment, fall prevention initiatives may be taken, such as
installing additional work platforms, guard rails, installing ladders
for access.
Fall arresting: The third step is to use fall arrest equipment as a
secondary protection which can be applied only if the fall hazard
cannot be eliminated. Equipments are Full body harnesses,
double lanyards, shock absorbers, etc.
8.4.2.3 AUGURING:
AUGURING WITH TEMPORARY CASING
In areas, where sufficient ground water is encountered to
cause standing water in the excavations, water shall be
pumped out from the excavation to the elevation of the
bottom of the hole and pumping shall be continued as
necessary to ensure placement of all concrete under dry
condition if possible.
Temporary casings shall be required at all locations of high-
water table in layers of fine, collapsible sand, casings shall
also be required at locations where the soil will not stand
alone without support. Casings shall be of sufficient and
rigidity to maintain the required excavation lines against the
earth and water pressures that may be encountered and shall
be installed carefully to assure that soil around casings is not
disturbed.
The method of holding casing in the pile hole shall be such
that it will not allow the casings to sink in the ground.
It shall be ensured that concrete inside the temporary casing
is sufficient to fill level up to the construction joint before
removal of casing and long pipe (tremie) is required up to the
bottom of the borehole for concrete pouring.
Assembly:
Preassembly techniques are generally influenced by site terrain and
available equipment. Generally, the larger section that can be
preassembled, the more efficient is the assembly/erection operation.
Pre-Assembly techniques shall consider placements of assembled
sections to provide for the most efficient, safe lifting for erection.
Structural Assemblies which are not sufficiently rigid to be raised in
one piece shall be stiffened by means of adequate temporary
bracings.
Towers assembled on the ground shall be placed on suitable wooden
blocks so as to be free of dirt, mud or other foreign material that
might adhere to the structure or damage the coating. Blocks shall be
placed in such a manner as to provide flat surface in order to prevent
overstressing or distortion of members and to maintain the true
geometric shape of the assembled members. Mud, dirt and other
foreign material shall be removed from the contact surfaces of joints
prior to assembly. Steel members shall not be dragged over the
ground or otherwise handled in such a manner as to damage the
galvanizing.
The Structures shall be assembled in accordance with the
fabricator’s erection and detail drawings. The diameter type, and
length of the bolts as shown on these drawings shall be used for
each connection. Orientation of bolts can facilitate access, final
tightening, and subsequent checking of the erected structure. Tower
bolts shall normally be installed so that the nuts are to the outside of
Erection by Crane:
Crane Erection:
The use of a crane is generally an efficient method of erecting
latticed steel structures. With ground pre-assembly of sections, the
time spent in final erection can be generally reduced. Cranes with
telescoping booms can be more efficient than rigid boom cranes in
rough terrain. Considerable productivity can be lost in the process of
assembly and disassembly of rigid boom cranes. In addition,
continuous handling of boom sections can lead to boom damage.
Preplanning of the crane location at the structure site allows for any
necessary grading work (building of ramps, soil stabilization etc.) to
be accomplished during the foundation construction operations when
suitable equipment is available at the site. Depending on soil
conditions, additional bearing support may be required under
outriggers, tracks, and tires.
Site Access:
Site supervisor ensures safe and reasonable access to vehicles and
personnel to site and ensures that all escape routes are un-
obstructed.
All the working areas shall be barricaded by warning tape and
warning signs. The location of the crane shall be scanned to identify
any underground services particularly in the position of out riggers.
Where underground services are identified a steel plate shall be
placed in the area.

Information on lift plan and sketches including a re-
assessment of load to be lifted.
The banks man is clearly identified, if needed
The stability of the load and crane

SAFETY OF PUBLIC
During the stringing process it will be necessary for the pulling
lines, conductors and earth wires to cross over areas to which the
general public have access. Prior to commencement of stringing
activities all areas or locations along the line route that is being
strung to which the public have access will be identified and
suitable measures taken to ensure the safety of the public as
follows:
Display of suitable warning sign boards at required
distances.
Posting Flag Men to warn Public / Vehicles of “Work in
Progress.”
Installing Barricades to prevent access to work area
wherever possible.
Sagging:
After completion of rough sagging the
conductor shall be kept in temporary
anchoring for 48 - hours to allow the
conductor to attain the creep.
Approved initial stringing charts shall be
used for final sagging.
The Sag Scope method shall be used for
determining the sag level.
Thermometers shall be used to determine
the temperature of the conductor.
The span that is nearer to the equivalent
span shall be identified as sag span to
measure the sag.
Working platforms (sag bridges) will be
attached to the respective Cross arms,
where sagging of conductors is to be
Jointing:
The equipment required for splicing
operations consists of a splicing cart
equipped with a hydraulic compressor,
compression joints, strand restraining
clamps, hold down blocks, wire rope
conductor grips, hoists, ground rods,
personal grounds, bonding cables.
Jointing will only be conducted under
clean conditions. The jointing position will
comprise as a minimum, a flat platform
higher than the surrounding ground and of
a size necessary to accommodate the
compressor, press head, the joint and the
work crew comfortably. A copy of the
relevant jointing instructions will be
available at all times.
Dead-end joints:
Dead-end joints are required at all tension
towers. These joints will be made as per
the Jointing Instruction.
VIBRATION
DAMPERS/CLIPPING/JUMPERING
WORK
Vibration dampers installation:
Vibration dampers will be fixed on the
OPGW/earth wires and conductors
immediately following clipping and dead
ending to prevent any possible wind
vibration damage to the conductors.
The installation of the fittings will be in
strict accordance with the manufacturer’s
recommendations/approved drawings.
The correct fitting tool and tightening
torque will be used.
Final Checking
After completion of placement, the final
checking crew will check the insulator and
hardware fittings. Shortfall if any shall be
rectified. Then the section will be offered
for inspection to the client/consultant.
All the equipment testing, and protection testing will be done as per the KM
standards & specifications.
All testing equipment will be newly calibrated within the approved calibration lab
or by the manufacturer.
All the testing will be carried out under the supervision/witness of KM engineers.
ED manager will assign a team for testing and commissioning each substation,
CV’s of the engineers will be submitted to KM for the approval as a testing and
commissioning engineer.
A copy of all testing reports signed by KM Engineers will be submitted to KM for
reference.
8.6 Commissioning
Submit AS built drawings, calculations, and documents for the commissioned substations.
