1.0 Introduction The Purpose of this document is to describe and define the procedures for
construction of new132/11KV substations and modification works in existing substations
including maintenance of overhead lines., The document highlights the main project stages
and focuses on the strategies of handling each stage in the best way considering the risks
and difficulties, The document also focuses on manpower flow-plan, work-sequence, project
communication, documentation, and reporting.

2.0 ABBREVIATIONS

3.0 Project Details

Project Parties: -
Owner : Qatar General Electricity & Water Corporation, referred to as
Kahramaa or KM.

3.1 Project Contract: The contract of the project will be signed between IMCO and
Kahramaa, IMCO is responsible for engineering, procurement and construction work
required for the project implementation.

3.2 Purpose: The Purpose of this document is to describe and define the procedures for
construction of new 132/11KV substations and modification works in existing substations
and maintenance of overhead lines, Accordingly IMCO selected to quote for the following:

3.2.3 OVERHEAD LINES:


3.2.3.1 PACKAGE OHL (OHL Modifications) (FRAMEWORK):
 Installation of Two Terminal Compounds with Terminal (dead end)
towers and necessary modification of the existing Overhead lines for
establishing connection to Al Nasraniya Super substation (Loop-in/Loop-
out of existing double circuit 132kV OHL between Al Sulaimi and Dukhan
JJ substations into Al Nasraniya Super Substation).
 Installation of Terminal Compound with Terminal (dead end) towers and
necessary modification of the existing Overhead lines for establishing
connection to Al Jumailiyah Road substation (Loop-in/Loop-out of single
circuit 132kV OHL between Rawdat Hawtan and Al Nasraniya Super
substations in to Jumailiyah Road Substation using TC).
 Installation of Two Terminal Compounds with Terminal (dead end)
towers and necessary modification of the existing Overhead lines for
establishing connection to Rawdat Hawtan substation (Loop-in/Loop-out
of double circuit 132kV OHL between Al Nasraniya Super and
Jumailiyah Road/Al Sulaimi substations in to Rawdat Hawtan
Substation).
3.2.3.2 PACKAGE OHL (OHL Modifications) (FRAMEWORK)-ALTERNATIVE.

SHAHANIYAH SUPER (TC) / AL NASRANYIAH SUPER S/S

the overhead lines, cables, equipment, accessories, control, protection,
etc. which has been mentioned in the signed contract between IMCO
and KM

3.3 Project Target: Handing over of the selected from above mentioned works to kahramaa
with a project duration as mentioned in the contract documents, complying to all contract
Technical and Design specifications, terms, and conditions.

4.0 Project Control:


4.1 Project Manager:
 The Project Manager is responsible for the following: Issuing overall project plan.
 Deciding the required manpower and equipment.
 Controlling the project progress in different phases (design, procurement, construction
and commissioning).
 Issuing and following up breakdown invoices.
 Continuous monitoring of payment case and project budget.
 Issuing and following up progress breakdown reports.
 Coordinating with KM about construction and progress invoicing.
 Monitoring manpower leveling to be compatible with progress weight.

4.2 Project Control Tools

 ED will report to the project manager (PM) on a weekly basis about: -

General Rules
 All personnel must fully understand HSE procedures and Regulations.
 Manpower experience will be according to KM specification.
 Manpower working hours and holidays will be according to the contract
and Qatar labor law.
 Manpower at project peak time for all work will be as Approved histogram.
 Daily mobilizing and de-mobilizing of manpower will be planned in a proper
way according to KM-HSE procedures.
 Manpower levels will be according to the project’s overall plan.

Equipment
 Civil work’s heavy equipment list will be provided by ED in parallel with civil
design documents.
 Equipment list for testing and commissioning will be provided in parallel
with SAT procedures and test forms.
 Site facility equipment will be submitted with site facility plan for approval.
 All equipment will enter the sites only after the issue of gate passes.

 All equipment will be inspected by KM prior to entry into site.
 Light equipment will be calibrated and selected from KM preferred testing
equipment manufacturer list.

Engineering and Design:


Civil Engineering and Design
 Geographical survey and soil investigation will be the first step at civil
design dept. is to investigate the soil nature and mark the land borders for
all the substation and tower locations.
 According to the survey report, civil design dept. will start with substation
lay out in co-operation with primary equipment dimensions which will be
provided by the primary equipment manufacturer. Civil foundation
drawings will be designed based on the survey report and soil class.
 Civil design dept. will be substation wise or general wise according to the
soil survey report.
 Engineering department (ED) will submit civil design and calculations to
KM to start the approval track.
 Issue for construction approval will only take into consideration to start civil
construction.
 After receiving the final approval from KM, ED will announce to
Procurement/PM for response immediately.

6.0 Electrical Engineering and Design


6.1 Main Equipment (132KV GIS, Power Transformers, OHL Tower Material,
Insulator, Power Cables, etc.).
 Design details and drawings will be provided to the Engineering and
Design department (ED) from the Procurement Department to receive
approval from KM.
 ED should review the design and drawing once to confirm that the
document has been established according to contract standards and
specifications.
 ED will submit the document to KM to start the approval track.
 ED will intimate procurement dept./PM for response after receiving
approval from KM.

6.2 Control Equipment (132KV & 11KV CRP, SCS, Online Monitoring System, …etc.).
 Design details and drawings will be provided to the engineering and design
department from the procurement department to receive approval from
KM.
 ED should review the design and drawing to confirm that the document is
established according to the contract standards and specifications.
 The previous two steps will be carried out to receive approval for
equipment supplier and general design.

 For these equipments setting and calculations will be done during project
construction stage according to other parameters which will be available
only after primary equipment testing (for example-cable parameters).

6.3 Building Services:


 After the KM approval on building services (lights, fire-fighting system,
substation earthing, etc.)
 ED will initiate design and calculations in comprehension with civil design.

6.4 Factory Acceptance and Site Acceptance Tests (SAT & FAT):
 ED to prepare all required FAT and SAT procedures for all project
equipment and receive approval from KM.
 FAT Schedules and dates in coordination with the suppliers and project
manager will be provided to KM.

7.0 Project Procurement:


7.1 Primary Equipment procurement

7.1.1 Procurement process:

 The procurement department will coordinate with suppliers to provide


technical submittals to the project manager and ED.
 ED will submit a complete document (specifications, GTP & design
drawings) to KM for approval.
 After the approval of technical submittals–P. O will be placed, and an un-
priced copy will be sent to KM as information.

7.2 Secondary Equipment procurement (bulk materials)

 Bulk materials are to be selected as per specifications and standards of KM.


 Samples or catalogs from bulk materials will be submitted to KM if possible.

7.3 Subcontractors Procurement

 All subcontractors will only be hired after approval from KM according to


company profile and experience.
 IMCO will be fully responsible for submission of work progress reports and
schedules issued by subcontractors, and it will be only IMCO’s responsibility
to submit them and receive/give comments from/to KM.

7.4 Site Delivery Dates

 Procurement before issue of any PO should receive KM approval on delivery


date as apart from approval documents.
 Project manager will review any delivery date to check & confirm the
compatibility with the project plan and over all schedules.
 The delivery date list report will be submitted to KM for final approval after
finalizing all primary equipment.

8.0 Project Construction


8.1 HSE
 HSE coordination and supervision will be according to HSE plan submitted,
the HSE manager will be the person responsible for issuing work permits
after his authorization from KM.
 Each site will be monitored and supervised by an HSE inspector, who will
not leave the site in any case when work is ongoing.
 Site facilities and restrooms will be provided according to KM-HSE standards
and specifications.

8.2 QA/QC

 All construction stages will be running under the QA/QC plan submitted.
 QA/QC procedures will also be developed during construction stages
according to requirements.
 QA/QC senior engineer and a group of engineers/inspectors will monitor
documents and site activities to ensure that both run according to the
QA/QC plan.

8.3 Sites Facilities


 Site facilities will be provided according to the site facility plan submitted.
 The location of site facilities, stores and workshops will be approved by KM
before construction.
 Site port cabins should be inspected before mobilizing to sites by KM.

8.4 Construction: Construction activities of this project shall be classified as follows:


 Substation construction work
 Over Head Transmission Line Maintenance work
 Power/Control Cables construction work
 SCS.
8.4.1 Substation Construction
 Civil construction for the selected substations will be running at the same
time with different sub-contractors for each portion/substation.
 Senior civil engineer and civil team will be responsible for monitoring and
supervising the civil activities at sites and for the coordination with KM
site representatives.
8.4.1.1 Civil Construction
 Civil construction will begin after KM approval of all civil design,
substation layout and calculations are submitted by ED.
 Access roads establishing
 Civil construction includes electrical/mechanical operations like
HVAC work, Substation earthing, Building lighting and outdoor
lightning work, Fire-fighting system civil work.
 Construction activities will start after approval of all necessary
documents by municipality or other government section as
required.
 Approval will be obtained for all materials like concrete, steel,
bricks, paint, doors & windows etc. prior to
construction/installation at site.
 List of heavy equipment & tools required for civil construction will
be provided before the starting of the construction works and all
required gate passes will be arranged.
 KM inspection request will be submitted for all major running
activities in coordination with KM.

 All the civil construction work will be carried out as per the KM
Standard & procedures and will comply with KM procedures.
 The major classifications of activities are as Site grading &
leveling, Excavation, Foundation blinding & water proofing,
Basement raft, Basement columns & walls, Basement roof slab
& rear wall, Water proofing for basement wall, GF column & RC
wall, GF column & tie beam, Roof slab, beam & parapet, AC,
ventilation, lighting & cable duct work, External civil work,
Painting & finishing work.

8.4.1.2 Electrical Construction


8.4.1.2.1 Equipment and Panel installation
 Physical inspection will be carried out on every
major and minor equipment upon arrival at
site/store.
 All equipment like GIS, power transformers, local
transformers, and panels…etc. will be installed
according to the approved method of statement.
 Installation of GIS will be done under the
supervision of GIS specialist from the
manufacturer.
 Installation of power transformers will be done
under the supervision of GIS specialist from the
manufacturer.
 All equipment will be checked for any damage
after installation according to manufacturer
recommendations and approved method of
statement.
 All the equipment installation works will be carried
out as per the KM standard & procedures and will
comply with KM HSE procedures.

8.4.1.2.2 Control & LT Power Cables Installation


 Installation of cable tray will be done as per the
approved drawing & method of statement.
 Laying of control cables & Lt power cables, glanding,
dressing, termination, feruling & tagging will be done
as per the KM Standard & Practice.
 Cable installation work will be according to approved
cable schedules and numbering system issued by
ED.

8.4.2 Over Head Transmission Line Maintenance/Construction


 The overhead transmission line construction works shall be divided into
three stages as follows:

 Foundation
 Tower erection
 Stringing
 The following are the check points for any type of work before the start: -

 Approved permit for tower erection from KM as required.


 Competent supervision
 Ensure clear access to the work site.
 Check the crane physically.
 Check & confirm the positions of rigger & flag man in site.

 GENERAL REQUIREMENTS
Fall Hazard Management
 Eliminate the Hazard: The workplace may be assessed at the
early stage to incorporate the risk reduction measures at design
phase so that fall hazard can be eliminated.
 Fall Prevention: The Second step is improving the workplace to
prevent any fall that could possibly occur. Based on risk
assessment, fall prevention initiatives may be taken, such as
installing additional work platforms, guard rails, installing ladders
for access.
 Fall arresting: The third step is to use fall arrest equipment as a
secondary protection which can be applied only if the fall hazard
cannot be eliminated. Equipments are Full body harnesses,
double lanyards, shock absorbers, etc.

8.4.2.1 FOUNDATION WORK


GENERAL REQUIREMENTS FOR FOUNDATIONS:
 Route survey will be done to locate underground facilities
such as gas, water, sewer lines, drain lines, electric power
and telephone cables, etc., which may be encountered during
digging or drilling holes.
 Ground penetrating radar scanners that can detect both
metallic & non-metallic underground facilities shall be used.
 Soil investigation shall be done to identify the nature / class of
the soil.
 Foundation drawings will be designed based on the Approved
soil investigation report.
 Foundation works shall be started only after approval of
Design drawings, Concrete ready mix, steel and other
bonding materials.
 The foundations for tangent structures shall be placed so that
the longitudinal axis of the structure cross arms will be lie in a
plane perpendicular to the centerline of the transmission line.
 The foundations for angle structures except the terminal
structures shall be placed so that the cross arms lie in a plane
bisecting the interior angle formed by the two intersecting
centerlines.

 The footings for terminal structure cross-arms shall be parallel
to the transverse axis of the gantry structures placed in the
substation.
 Excavation of the drilled holes shall be to the depth and
dimensions indicated by approved drawings.
 Topsoil, stumps, bad materials shall be removed.
 All excavated materials suitable for backfill shall be placed in
graded embank in the immediate area of the structure.
Materials found to be unsuitable for backfill or grading shall
be disposed of.

8.4.2.2 SOIL PILE FOUNDATIONS


 Soil pile holes shall be drilled with suitable types of drilling
equipment to produce the required depth of drilling.
 The methods and equipment used shall be such as to leave
the sides of the excavation free from appreciable quantities of
loose materials, which would prevent intimate contact of
concrete with firm soil and/or rock.
 The bottom of excavation shall be clean so that end bearing
of the footings will be on the firm soil. The excavation shall be
protected with a temporary casing if required of 6mm
minimum thickness maintained at a height of 300mm above
existing ground line.

8.4.2.3 AUGURING:
AUGURING WITH TEMPORARY CASING
 In areas, where sufficient ground water is encountered to
cause standing water in the excavations, water shall be
pumped out from the excavation to the elevation of the
bottom of the hole and pumping shall be continued as
necessary to ensure placement of all concrete under dry
condition if possible.
 Temporary casings shall be required at all locations of high-
water table in layers of fine, collapsible sand, casings shall
also be required at locations where the soil will not stand
alone without support. Casings shall be of sufficient and
rigidity to maintain the required excavation lines against the
earth and water pressures that may be encountered and shall
be installed carefully to assure that soil around casings is not
disturbed.
 The method of holding casing in the pile hole shall be such
that it will not allow the casings to sink in the ground.
 It shall be ensured that concrete inside the temporary casing
is sufficient to fill level up to the construction joint before
removal of casing and long pipe (tremie) is required up to the
bottom of the borehole for concrete pouring.

 After placing of the steel casing shall be removed shall be
concreted after Stub template setting & by usage of suitable
diameter form boxes.

8.4.2.4 AUGURING WITHOUT CASING


 If the pile does not require a steel casing, the auger operator
can set up the center of the cutting blades of the auger so it is
center over the nail or tack of the foundation center and after
checking that it is in plumb both ways on the Kelly bar,
digging can begin, if the soil is satisfactory and no caving
occurs, the hole can be completed to the required depth and
the other holes completed in a similar manner.
 The excavated soil shall be kept away from around the holes
to permit working and sorting, as well as to keep the soil from
slipping back into the hole.
 After completion of the hole, the steel-reinforcing cage shall
be poured using trimmie required up to the bottom of the
borehole.

8.4.2.5 REINFORCEMENT STEEL CAGE


 The steel rebar shall be covered with tarpaulins at storage
yard and at the job site.
 The steel reinforcing bar cage shall be assembled at the
storage yard and hauled to the job site. Small concrete blocks
shall be fixed to sides of Re-bars to provide adequate
concrete cover (100 mm).
 All the Foundation works will be carried out as per the KM
Standard & Procedures and will comply with KM HSE
Procedures.

8.4.2.6 TOWER ERECTION - WORK SEQUENCE


General: This section covers the various methods and practices
employed in assembling and erecting self-supporting latticed steel
structure. Structure foundation and the dimensions between tower
leg attachment points shall be checked prior to erection.
The field assembly and erection methods chosen will be influenced
by such variables as line and structure design, line route, terrain,
climatic and seasonal weather conditions, the impact of any
environmental restrictions, line route access and the availability of
critical resources in both manpower and equipment.
Ground Assembly:
Handling and Storage of materials: During unloading, handling and
storage of structures, care shall be exercised so as not to damage
the surface coating or deform the members. Materials shall not be
dumped, dragged, rolled, or dropped but shall be carefully loaded,
unloaded and stored.
A mechanical means such as Forklift or crane shall be used when
materials cannot be properly handled or placed by hand. Bare wire
rope or steel chain shall not be used for handling without adequate
protection of surface coating. Heavy members shall not be stacked
on top of lighter members. Structural members shall be stored

according to size, lengths, and markings. The maximum weight of
steel bundles shall not exceed a specific weight, typically 1600 kg to
1800 kg to facilitate handling and unloading. Members with dissimilar
finishes shall not be stored over one another to minimize
discoloration of the lower members.
All members shall be placed on wooden blocks to ensure that the
materials to be stored are not in contact with the ground. Blocks shall
also be used to separate layers of stacked materials. Members shall
be supported in such a manner as to prevent bending and distortion
as well as to allow water to drain from the materials.
The Material yard shall be kept neat. Good housekeeping minimizes
damage and loss of materials.

Damaged and Mis-fabricated member: If required field punching or


drilling of holes and field clipping shall be done at site, if the hole or
clip was missed in fabrication of the member but was called for on
the fabricated detail drawings. The edges of clipped angles, new or
reamed holes or any member which has its coating scratched or
damaged shall be repaired with Zinc Spray coating. If the field
fabrication of a member is required, the bolt spacing, and edge
distances shall be in accordance with fabrication detail drawings.
Reaming of holes shall be done by experienced personnel and will
be permitted for the correction of undersized holes, for removing
excessive galvanizing, and for holes off gauge line, to the extent that
loosening bolts in related connections cannot make the connection.
No hole shall be reamed more than one-eight of its original diameter.

Assembly:
Preassembly techniques are generally influenced by site terrain and
available equipment. Generally, the larger section that can be
preassembled, the more efficient is the assembly/erection operation.
Pre-Assembly techniques shall consider placements of assembled
sections to provide for the most efficient, safe lifting for erection.
Structural Assemblies which are not sufficiently rigid to be raised in
one piece shall be stiffened by means of adequate temporary
bracings.
Towers assembled on the ground shall be placed on suitable wooden
blocks so as to be free of dirt, mud or other foreign material that
might adhere to the structure or damage the coating. Blocks shall be
placed in such a manner as to provide flat surface in order to prevent
overstressing or distortion of members and to maintain the true
geometric shape of the assembled members. Mud, dirt and other
foreign material shall be removed from the contact surfaces of joints
prior to assembly. Steel members shall not be dragged over the
ground or otherwise handled in such a manner as to damage the
galvanizing.
The Structures shall be assembled in accordance with the
fabricator’s erection and detail drawings. The diameter type, and
length of the bolts as shown on these drawings shall be used for
each connection. Orientation of bolts can facilitate access, final
tightening, and subsequent checking of the erected structure. Tower
bolts shall normally be installed so that the nuts are to the outside of

the tower or, in the case of horizontal members, to the top of the
connection unless such positioning is clearly impracticable.
Nuts may be tightened during ground assembly, or they may be
partly tightened followed by final tightening before stringing. For long
slender members, the nuts shall be tightened before lifting to
minimize deflections during the lifting operation. Retightening of nuts
may be required after stringing and sagging.
Only torque wrenches, which properly fit the nuts and bolts, shall be
used. The use of wrenches, which deform the nut or cut or flake the
galvanizing is prohibited. Unless otherwise specified or
recommended by the manufacturer, the bolts shall be torque as per
values given in Table below:

During assembly and erection, members shall not be bent or


overstressed to force them into place. In extreme cold weather the
assembly or erection workers shall exercise care to avoid subjecting
members to sudden stresses, which could cause brittle fractures.
Tension members are often detailed slightly short in order to
introduce a pre-stress in the members; therefore, a reasonable
amount of drifting, utilizing tools such as drift pins or spud wrenches
is generally acceptable during assembly and erection. These
members may be identified on the drawings or by the addition of a
spud hole. Care shall be taken to avoid distorting the hole with a drift
pin. Bolts shall not be driven in any manner that will distort them or
damage the threads. Prior to assembly, all joint surfaces, including
those adjacent to the bolt heads and nuts shall be free of any
material that would prevent solid seating of parts.

Tower Peak painting:


Painting of peak shall be done as per KM specification which
includes cleaning, Primer coating, Intermediate & Final coats of
banded Red & White.
Painting shall be done “ON GROUND” after ground assembly & the
painted portion shall be erected after necessary inspections.

Towers shall be erected by means of cranes of suitable capacity. For
all towers of normal height, 50/75 Ton crane will be utilized and for
special towers, 100/120 Ton cranes will be utilized.
Tower erection work on any tower foundation shall not take place
until the concrete has achieved strength of at least seventy five
percent (75%) of the specified comprehensive strength. However, in
no case shall tower erection start prior to (28) days after pouring in
the concrete. Towers can be subjected to stringing loads only after
the concrete has achieved its hundred percent (100%) of specified
compressive strength.
When handling assembled portions of the structure, belts / web
slings shall be used to avoid distorting or overstressing members
and to maintain the true geometric shape of the section .Adequate
tag lines shall be used to ensure that no section of the tower being
lifted will drag on the ground or against any section of the tower
already erected. At all times at least fifty percent (50%) of the bolts in
each connection of the erected members shall be inserted. Until all
the bolts in the face of a section of a tower are inserted, those bolts
inserted in that face during erection shall be “hand” tightened.
Temporary guying may be required when erecting a structure in
sections. Any temporary guying system shall be checked to ensure
that the structure section is stable before workers are allowed to work
in the section. Structures shall be completely erected, correctly
oriented, with all members in place, all bolts and pal nuts (locknuts)
installed and properly tightened, and the entire structure checked in
accordance with the specifications prior to the installation of
insulators, conductors and shield wires.

Crane Erection:
The use of a crane is generally an efficient method of erecting
latticed steel structures. With ground pre-assembly of sections, the
time spent in final erection can be generally reduced. Cranes with
telescoping booms can be more efficient than rigid boom cranes in
rough terrain. Considerable productivity can be lost in the process of
assembly and disassembly of rigid boom cranes. In addition,
continuous handling of boom sections can lead to boom damage.
Preplanning of the crane location at the structure site allows for any
necessary grading work (building of ramps, soil stabilization etc.) to
be accomplished during the foundation construction operations when
suitable equipment is available at the site. Depending on soil
conditions, additional bearing support may be required under
outriggers, tracks, and tires.

Crane positioning:
Care shall be taken while positioning the crane. If there is an existing
OHL adjacent to the proposed OHL under construction crane shall be
positioned in such a way that operations are away from existing
electrified OHL & also the crane shall be solidly earthed before start
of work & after positioning in order to avoid electrocution due to
Induction.
Technically 5.00 meter clearance is required for 220 kV OHL but to
avoid Induction hazards & as per work practice at least 15 m
clearance shall be maintained from the existing OHL conductor and
nearest part of portion of Tower part being lifted for Erection.

Site Access:
Site supervisor ensures safe and reasonable access to vehicles and
personnel to site and ensures that all escape routes are un-
obstructed.
All the working areas shall be barricaded by warning tape and
warning signs. The location of the crane shall be scanned to identify
any underground services particularly in the position of out riggers.
Where underground services are identified a steel plate shall be
placed in the area.

Lifting Operation:
Lift Preparation:
Site supervisor confirms the following:
 Information on lift plan and sketches including a re-
assessment of load to be lifted.
 The banks man is clearly identified, if needed
 The stability of the load and crane
 Tag lines are fitted.

Banks man confirms the following:


 The lifting slings or chain are correctly secured to the load.
 All hand signals by Riggers are correctly and clearly given
and sufficient time to
Allow for crane operator response.
 Tag lines are attached to the load.

When setting up the crane for lifting the fully extended
outriggers shall not touch any existing facility.
Lifting:
The lifting will be carried out by using 1 crane of 50 Tons
Capacity for Normal towers & higher portion by 100 Ton
crane for special taller towers.

Adverse weather condition:


If adverse weather condition is expected ie., lightning,
Sandstorms, Rain, heavy wind (more than 30km/hr.) –
Supervisor/Safety Officer shall immediately stop all erection
works. Cranes shall be offloaded, and boom shall be
downed.
Safe Work Practices during Maintenance / Installation of
Towers:
During erection of structural steel membrane or grating the
Supervisor/Foreman shall take necessary steps to protect
the employee who are exposed to fall hazards while working
at higher elevation. The following safe work practices shall
be ensured:
 Only trained workers are allowed to work at height.
 100% Tie off policy will be complied as follows:
 Usage of Double lanyard (while moving around the
tower – One Lanyard is firmly hooked always while
the other is removed for hooking on to another tower
part )
 Attachment to Fall arrestor is always in place.
Workers shall have no other duties other than the
specific job of working at height.

Tower Maintenace / erection- near road crossing:


 Supervisor shall ensure that the Tower parts are off
loaded at least 15 m away from nearest road.
 Crane movement shall always be away from the
direction of Road.
 Warning sign boards like Men at work and barricades
shall be provided to warn Traffic.

GENERAL PROCEDURE FOR STRINGING


 The stringing method to be used is the “tension” method in
which the conductor is maintained, always, under tension
during the stringing process. This has the advantage of
maintaining a clearance between the conductors and the
ground. The tension method necessitates the pulling of a
light pilot line into the travelers, normally a rope, which is
used to pull a heavier pulling line (steel wire) which, in turn,
is used to pull in the conductors from the conductor drums
located on reel stands using specially designed tensioner
and pullers. The pulling lines are sized to suit the size and
number of conductor / OPGW to be strung.
 Conductor joints are to be made at the tensioner and then
pulled through to their final position with each joint equipped
with joint protectors.

 Before starting stringing activities, all the towers in the particular


stringing section shall be checked for its readiness.
 Slings and ropes attached to the towers shall be covered with
heavy duty flexible plastic pipes or gunny sacks to avoid damage
to the galvanized/painted tower parts.
 T.S.E (Puller and Tensioner) Positioning shall be selected based
on drum schedule and site conditions. So that shifting time for
equipments from one section to another section shall also be
reduced.
 Insulator, conductor and OPGW drums and all hardware fittings
shall be transported from store to work site and stacked with
proper care.
 Necessary arrangements like provision of Support cranes &
assistance from traffic police will be arranged while stringing
major road crossings.
 Whenever the tension towers encounter one side load, proper
back tension shall be provided by using anchor blocks & steel
ropes. All tension towers in the pulling section will be provided
with suitable „Arm-Stays‟.
 The insulators shall be placed on plastic/canvas sheets while
assembling the hardware fittings on the ground. Before hoisting
the insulators, they shall be cleaned with cotton cloth for
removing dust/foreign particles deposited.
 Required outage permits shall be arranged from concerned
authorities for crossing HV / LV OHL‟s. Additional support cranes
shall be provided to keep the conductor (being pulled) at safe
height considering the required safe working clearance.

Suitability of Plant and Tools:


 All plant and ancillary equipment will only be operated by
authorized and competent personnel.
The Supervisor/Foreman will be responsible for the inspection
of all equipment daily before use to ensure it is fit for purpose
without any defects. Any deficiencies will be immediately
reported to the Supervising Engineer.
All tools and plant will be regularly serviced and maintained in
a safe working order. All sheaves and blocks will be cleaned
and greased after each use and packed in an appropriate
manner prior to transportation to the site or next stringing
section. All synthetic or natural fiber and steel wire ropes will
be inspected for damage. Any equipment found to be
damaged will be repaired or disposed off as appropriate.

Electrical charges may appear on the conductors or earth
wires and due to any one of the following reasons: -
 Electrical charge induced from a neighboring energized line.
 Induced static charge due to prevailing atmospheric
conditions / bad weather.
Suitable running earths shall be provided on the conductors to
avoid Hazards due to Induced Voltages. Insulated Gloves must
be used while providing Earth Rods on Conductor

SAFETY OF PUBLIC
During the stringing process it will be necessary for the pulling
lines, conductors and earth wires to cross over areas to which the
general public have access. Prior to commencement of stringing
activities all areas or locations along the line route that is being
strung to which the public have access will be identified and
suitable measures taken to ensure the safety of the public as
follows:
 Display of suitable warning sign boards at required
distances.
 Posting Flag Men to warn Public / Vehicles of “Work in
Progress.”
 Installing Barricades to prevent access to work area
wherever possible.

SITE PREPARATORY WORK


Stringing Plan:
Prior to the commencement of mobilization of stringing
equipment to site the following information will be available:
 Approved initial and final stringing sags and tension
tables for the stringing section.
 A structure list showing the weight spans on each
tower (particular attention will be paid to the
possibility of uplift arising from either or both
adjacent spans during stringing)
 Identify all nominated crossing spans.
 Identify all areas subject to risk of access by the
public.

The stringing plan will identify the following: -


 Drum site (tensioner)
 Puller site
 Required location of mid span joints
 String section end towers.

The stringing plan will consider the following matters: -


Access:
The selection of the sites for the drums, puller and
tensioner will take due regard of the access
requirements for each. Will a site be unavoidably
selected where access is difficult, the access will be
upgraded to suit prior to mobilization of the conductor,
earth wire and OPGW drums and TSE equipment.
Stringing sections:
Consideration of maximum drum lengths of conductor
and earth wire/OPGW available, puller and tensioner
capacity and availability of space for positioning of
equipment and equipment anchors.
Design limits:
The location of puller and tensioner sites will be
selected so that the snub structure (Anchors) is not
overloaded. A maximum horizontal angle of 45º will
be obtained between the tensioner and puller sites to
the first and last towers of the stringing section. Due
consideration will be given to the height of attachment
at the tower (earth wire / different phases). The reel
winder to recover the pulling line is located at the
pulling site. The pilot line winder is located at the
tension site.
Conductor, earth wire & OPGW drums:
All drums will be in good condition. There will be no
damage to the main sides that may result in a collapse
when rotating during stringing. Drums will always be
kept clear of the ground. Drums will always be lifted
carefully by the correct lifting points.
Crossings:
If the stringing section contains any crossings of power
lines, telecommunication circuits & public roads
advance notice will be given by the Contractor to the
appropriate authorities, clearly indicating the date(s),
time(s) and duration(s) of execution. No work will
commence until the necessary permissions have been
granted, preferably in writing, by the responsible
Authorities.
The multiple crane method shall be employed for Main
Road crossings if any. Cranes of adequate capacity
(50T) shall be used.
Equipment Anchors:

Anchors are required for holding equipment in place
and or anchoring the conductors or earth wire tensions
when other works are being undertaken, i.e. dead
ending or mid span jointing.
All anchors and their corresponding stay wires will be
designed to resist the tension imposed together with
an appropriate factor of safety. The type of anchor is
dependent upon the soil conditions, sagging and
stringing tensions.

INSULATOR AND ROLLER HOISTING


 The rollers (running blocks) shall be attached
to the tension tower Cross arm with Ø 18 mm
steel ropes.
 In the suspension towers, the rollers (Running
blocks) shall be attached to the suspension
insulator string.
 A four bundled conductor pulley shall be
attached to the Cross arm of the tower and Ø
16 mm P.P. rope shall be passed through the
same.
One end of the Ø12 mm steel rope shall be
tied with lifting belt to along the insulator string
and care shall be taken while tying the lifting
belt to the insulator string.
 The other end of the Ø12 mm steel rope shall
be attached to the pulling device.
 Load shall be applied slowly to raise the
insulator string from ground level to Cross arm
level. The insulator string shall be fixed to the
Cross arm with suitable fittings.
PILOT WIRE PAYINGOUT
 Pilot wire reels shall be installed on pilot
wire reel stands.
 Ø 16 mm P.P. rope shall be passed
through Running blocks which are attached
to the cross arm/suspension insulator
strings.
 Using the above said P.P. Rope, Pilot wire
shall be strung through running blocks from
Drum / Tensioner machine point to the
Puller machine point, with the help of
JCB/GMC Pick-Up/shovels.

PAYING OUT & ROUGH SAGGING
Paying:
 The puller and Tensioner machines shall
be anchored as per predetermined
position.
 The drum lifting jacks with breaking
devices shall be used to release the
conductor from the drums.
 The conductor shall be charged on the
bull wheel of Tensioner machine. The
conductor end shall be provided with one
end eyed socks / pulling grips and swivel
for attaching to the balance pulley. The
pilot wire will be connected to the
Conductor with swivel joint.
 The pilot wire end at puller side shall be
charged on Bull wheel of Puller machine,
which is provided with reel winding device.
 The Puller machine will rewind the paid
out pilot wire whose other end has been
connected to the conductor wires.
 The tension of the conductor shall be
maintained constantly with Tensioner
machine.
 Depending upon the site conditions the
tension given to the conductor shall be
varied to keep the conductor above
ground level / obstacles during entire
period of stringing.
 Mid span joints of the conductor shall be
used to achieve the required section
length. Suitable joint protectors shall be
used whenever the mid span joints are to
be passed through running out blocks.
 Suitable die- sets shall be used for
compressing the joints and dead ends.
 The dimensions of compressed joints
shall be recorded before and after
compression.
 Repair sleeves (compression type) shall
be used for the repairing the conductor if
at all damages during stringing activities.

Rough Sagging of conductor:

 When pulling of the conductor is


complete, the conductors shall be
clamped on the tension tower (preferably
at puller side) with suitable self-gripping
clamps.
 Then the conductors shall be tensioned by
rewinding the Tensioner machine. The
tension of the conductors shall be
restricted up to 95% of initial sag tension
at the prevailing temperature. In addition,
rough sag of the conductor shall be
checked by eyesight method.
 The conductor on tension tower (at
Tensioner side) shall be clamped to the
Cross arm with suitable self-gripping
clamps.
 The excess conductor lengths shall be cut
at Cross arm level & end socks shall be
attached to the conductor for pulling the
next phase conductors.
 The above said operations are repeated
until completion of paying out and rough
sag of all the six phases.

SAGGING & JOINTING

Sagging:
 After completion of rough sagging the
conductor shall be kept in temporary
anchoring for 48 - hours to allow the
conductor to attain the creep.
 Approved initial stringing charts shall be
used for final sagging.
 The Sag Scope method shall be used for
determining the sag level.
 Thermometers shall be used to determine
the temperature of the conductor.
 The span that is nearer to the equivalent
span shall be identified as sag span to
measure the sag.
 Working platforms (sag bridges) will be
attached to the respective Cross arms,
where sagging of conductors is to be

done.
 6-Ton pull lifts shall be attached to the
Cross arms, with the help of Ø 18 mm
wire rope slings. The other end of the pull
lift shall be attached to the self gripping
clamp fixed on the conductor. Load shall
be applied on the conductor & will be
tensioned up to the assigned sag level.
 The conductor’s sag shall be checked
minimum at 2 locations.
 The conductor shall be marked to the sag
level, any excess length shall be cut &
compression dead end shall be passed on
the conductor. The hydraulic compression
machines shall be placed on the working
platform for the compression of dead end
clamps.
 Now the tension insulators attached with
the hardware fittings will be connected to
the Cross arm and compressed tension
clamps will be attached to insulator string.
 Load from the pull lift shall be slowly
released.
 After removal of all tools, the mismatch of
the conductors shall be re-checked and if
any shall be adjusted accordingly by using
turn buckles.

Jointing:
The equipment required for splicing
operations consists of a splicing cart
equipped with a hydraulic compressor,
compression joints, strand restraining
clamps, hold down blocks, wire rope
conductor grips, hoists, ground rods,
personal grounds, bonding cables.
Jointing will only be conducted under
clean conditions. The jointing position will
comprise as a minimum, a flat platform
higher than the surrounding ground and of
a size necessary to accommodate the
compressor, press head, the joint and the
work crew comfortably. A copy of the
relevant jointing instructions will be
available at all times.

Mid span Compression Joint:
The following restrictions apply to the
positioning of mid-span joints:
 Midspan joint shall not be less than 15m
from the nearest conductor clamp. There
shall not be more than one joint per
conductor in one section between two
tension towers.
 Midspan joints shall not be used in
sections (between tension towers) of less
than three spans.
 No mid-span joints are permitted in all
designated crossing spans (main roads
and other power lines).
 Mid-span joints are to be made at the
jointing station located at the tensioner.
During joint activities the joint station will
be kept clean and preferably protected
against rain.

Dead-end joints:
Dead-end joints are required at all tension
towers. These joints will be made as per
the Jointing Instruction.

VIBRATION
DAMPERS/CLIPPING/JUMPERING
WORK
Vibration dampers installation:
Vibration dampers will be fixed on the
OPGW/earth wires and conductors
immediately following clipping and dead
ending to prevent any possible wind
vibration damage to the conductors.
The installation of the fittings will be in
strict accordance with the manufacturer’s
recommendations/approved drawings.
The correct fitting tool and tightening
torque will be used.

Clamping-in/clipping of the conductor:


Before clipping the sag levels in the
particular section shall be checked to
ensure that no further sag adjustments
are required for the conductor. After

completion of final sagging the running
blocks installed on the suspension towers
shall be removed and the conductor shall
be fixed to its permanent position with the
help of suspension clamps.
After the sagging operations are
completed, the conductors will be
transferred from the travelers to the
suspension clamps. All clamping-in will
be completed for the strung section within
48 hours of achieving the correct sag.
When the Insulator string is vertical a
mark (a piece of sticky tape or felt tip pen
- on no account a sharp instrument be
used) will be put on the conductor to
indicate the center line of the suspension
string. This center line will coincide with
the center line of the suspension clamps
before bolting the clamp. This entails
removing the conductors from the
travelers and placing them in their
permanent suspension clamps attached to
the insulator assemblies.

Quadruple conductor spacing:


Spacer dampers will be fixed on the
conductors immediately following clipping
to prevent any possible wind vibration
damage to the conductors.
The installation of the spacers will be in
strict accordance with the manufacturer’s
recommended/ Sub Span lengths. The
correct fitting tool and tightening torque
will be used.

Jumpering of conductor on tension


tower:
 After completion of stringing on both sides
of the tension towers jumpers shall be
provided for the continuity of the line.
 Sufficient live metal clearance as per
technical specification shall be maintained
to the jumper loops.
 The conductor required for the jumpers
will be cut longer than that theoretically
required and transported to site together

with terminals and pilot string insulator
sets as necessary.
 A non-tension jumper compression lug will
be compressed on to one end of the
conductor and connected to the jumper
arm of one of the tension sets. The other
end will be tied at the jumper arm of the
other tension set with the help of a rope
and the jumper sag and clearances
obtained will be checked against the wire
clearance diagrams.
 Prior to commencing erection of the
jumpers, the conductors will be grounded
to the tower. All the Jumpers will be
erected as per the Approved Wire
Clearance diagram for each type of
Tower. Clearance between the conductors
and ground and between jumpers and the
steel work will be checked during erection
and before handing over the line.

Installation of Aircraft Warning System


In restricted areas and where required,
aircraft warning spheres /lights will be
fitted to the OPGW/ earth wires.
Warning Spheres shall be fixed with the
help of overhead bicycle. Personnel shall
always remain attached to OPGW cycle
through the lanyards.
Warning Lights shall be fixed on Towers
as per manufacturer’s recommendations.
Involves climbing of towers & safety
measures as detailed in ‘Working at
Height & Tower Erection’ method
statements shall be followed.

Final Checking
After completion of placement, the final
checking crew will check the insulator and
hardware fittings. Shortfall if any shall be
rectified. Then the section will be offered
for inspection to the client/consultant.

8.4.3 132KV Power Cables Construction

 Power cable laying works will be subcontracted to a KM Approved
subcontractor.
 Power cable termination works will be done by subcontracting to a
KM approved subcontractor.
 Power Cables Laying will start only after receiving approval from KM
on cable specifications and Cable route layout.
 Excavation works will be according to KM Standards & specifications.
 All the materials and accessories like cable protection tiles,
protection net, warning tape, termination kit, jointing kit, link box, CSE
supports, cable clamps, pad connectors, etc. will be as per KM
standards & specification.
 All installation activities of UG power cable construction will be
carried out as per the KM standard & specifications and will comply
with KM HSE procedures.

8.4.4 SCS and security Works

 All SCS and security Works will be carried out according to


specifications and requirements.
 All SCS and security equipment installation work will be carried out
as per the KM standards & procedures and will comply with KM HSE
procedures.

8.5 Pre – Commissioning Stage

 All the equipment testing, and protection testing will be done as per the KM
standards & specifications.
 All testing equipment will be newly calibrated within the approved calibration lab
or by the manufacturer.
 All the testing will be carried out under the supervision/witness of KM engineers.
 ED manager will assign a team for testing and commissioning each substation,
CV’s of the engineers will be submitted to KM for the approval as a testing and
commissioning engineer.
 A copy of all testing reports signed by KM Engineers will be submitted to KM for
reference.

8.6 Commissioning

 IMCO will intimate KM upon completion of all pre-commissioning tests required


for the substation commissioning.
 KM shall issue a list of defects for each substation.
 In case a non-critical defect appears in a substation, KM shall decide the
switching required for substation commissioning and decide a date.
 In case of critical defects, IMCO will correct this defect before commissioning.
 Substations shall be commissioned in coordination & approval with/of KM.

9.0 Project Closing

During this stage IMCO will execute the following:

 Submit AS built drawings, calculations, and documents for the commissioned substations.
 Finishing outstanding work/punch list work
