INTRODUCTION
This document covers the safe work procedure of HYDROTESTING conducted by Abraham
International Process Engineering Corp Pte Ltd (AIPEC) on the J11B_AIR LIQUIDE, 71 Jurong Island
Highway, Singapore (627625).
1. SCOPE
To establish a safe working procedure that covers the preparation and testing of HYDROTESTING for
J11B_AIR LIQUIDE, 71 Jurong Island Highway, Singapore (627625).
2. OBJECTIVE
The objective of this work method statement is to ensure that all activities related to the above-
mentioned works are carried out safely. And comply with Air Liquide E-GS-9-5-6
HYDROTESTING TESTING shall be carried out in accordance with approved IFC drawings, SS512:
2021 Singapore Standard: Code of Practice for Design, Construction and Operation of Pipeline.
HYDROTESTING TESTING material Receiving, Handling and Storage Procedure. The following
procedures shall be implemented to prevent damaging piping material during receiving, handling and
storage prior to installation. Complying with Air Liquide E-GS-9-0-15, E-GS-19-3-1, E-GS-9-0-15, E-
GS-9-5-4.
All personnel should complete Safety Induction Course by AIR LIQUIDE-YES or any in house
training set by AIR LIQUIDE-YES as mandatory.
All personnel must comply with Project HSE Rules & Regulations
Works to be carried out only with a PTW approved by AIR LIQUIDE-YES.
Site Supervisors shall conduct daily TBM/ PTT with all sub-contractors, staff and workers to
identify the safety hazards and how to mitigate the safety issues.
Site supervisor shall discuss with the team the sequence and scope of work.
Safety precautions stipulated in the work permit must be clearly explained and ensure every
member of the team shall understand the scope of work.
Proper barricades and warning signs shall be provided around the workplace where required.
Worker shall comply with all requirements of this method statement, safety management plan
and local authority requirement.
All personnel shall comply with the basic PPE and additional PPE for specific tasks.
During thunderstorms / CAT 1 / inclement weather, works in the field shall stop and workforce
shall assemble at lightning protected area.
All workers that will be involved in confine space activities to be approved and ensured that all
are qualified and underwent Singapore minimum requirements and AIR LIQUIDE in house

training for confine space. Only approved and with LOA, only then the workers are allowed to
carry on working in confine space.
Appointed and approved gas assessor to do gas checking before start of work. Gas assessor to
do gas checking from below, middle and on top of the confine space. Every four hours or after
stop work for more than 30mins before resuming or starting of work. Gas checking to be done.
If needed provide confine space attendant. Gas checker must use gas meter with hose to which it
was lowered to the bottom part and gas checker record the gas minimum oxygen level must be
19.5% and maximum at 23.5%. LED must be less than 10%. Repeat the checking for the middle
and top part of the confine space. All personnel that will be working in the confine space to be
record in a logbook.
Ensure ventilation plan is submitted and approved by AIR LIQUDE – YES HSE. All ventilation
fans must be inspected and validated by LEW monthly. Supervisor to ensure that ventilation is
installed as per ventilation plan. Ventilation must be open up at least 30mins before confine
space entrants start work. Ensure ventilation flexible duct is in good working condition without
any defects / damage or cut. Flexible duct must be long enough to perform its purpose. Ensure
cable wires of the ventilation fan is above ground level. Supervisor to ensure the ventilation fan
cable wires. is attached into a sturdy hook point.
Create a plan that outline the steps for preparing the staggered slope of soil to facilitate safe
egress and ingress. Plan to be send and approved by AIR LIQUIDE HSE. Consider the specific
needs of the confine space, such as the required slope angle, stability and the materials to be
used.
Set up hard barricaded around the confine space to prevent unauthorized access and ensure the
safety of workers. Use safety or warning signages and proper demarcation to inform workers of
the confine space area.
Follow the planned staggered soil preparation techniques to create safe egress and ingress. This
involves involve creating terraces, steps or ramps to provide stable footing and prevent soil
erosion.
Regularly or prior usage or start work monitor the staggered soil to ensure its effectiveness and
stability. Maintain the area by removing any sediment buildup or debris that may obstruct egress
or ingress.
4.2 RECEIVING
Ensure delivery have been coordinated with YES / AIR LIQUIDE appointed person and ensure there is
enough designated area for receiving the materials and is free from any obstruction and is ready to use.
Upon receiving and before accepting delivery, visually inspect each item for obvious damage as well as
for indication of hidden damage. Be especially cautious if any of the following conditions exist:
Physical damage to piping materials, valves, gasket, and support system. No sharp edges on any
of the materials.
Make sure all the quantity, types and sizes are based on the material delivery list. Ensure that the
bolts are of uniform size.
Communicate all information to the appropriate personnel for quickly resolving any pending
action.

4.3 HANDLING
Use proper lifting techniques to prevent strains or injuries to workers. Supervisor to ensure appropriate
and sufficient tools are available for handling and unpacking delivered materials. Provide briefing before
start of handling / unpacking of materials. Provide proper PPE as per MSRA and always handle with
care.
Inspection is to be done prior any hydrotesting testing is done to all pipe spools in preparation
for hydrotesting is an important step to ensure the safety and reliability of the pipeline. The
inspection should include checks for visual defects, dimensional accuracy, welding quality, and
conformity to specifications. Any discrepancies should be documented and addressed before
testing to avoid any potential hazards.
Prior any start works, permit applicant and supervisor to apply the necessary permit and ensure
all instruments are removed and installed cap or any blind flange. If needed isolation and apply
LOTO to all live or tie in point in between the test pack.
Ensure test pack was submitted and approved by AIR LIQUIDE as per their line list
specification the testing pressure for hydrotesting testing is usually around 60-80% of the design
pressure. Hydrotesting test is 1.5 times please refer to fluid list or line list. However, these
pressures may vary depending on the specific requirements stated by AIR LIQUIDE on the
specification. AIR LIQUIDE specification is the prevailing. Documents on the test pressure
required to be conducted to all pipelines.
During connection / installation of test pipe / spool only trained fitter shall do the pipe spool
installation, supervisor to provide whip arrestor to all connecting joints of the pipe or spool.
Visual inspection shall be done after all additional pipe spool is installed.
AIPEC shall identify energy source that needs to be LOTO, this included electrical, mechanical,
hydraulic, hydrotesting, chemical, thermal, instrument and other source of energy. As the same
time supervisor shall notify AIR LIQUIDE EHS and all affected workers of the impending
LOTO including the start and expected duration of the procedure. An approved MSRA and safe
work procedure to be brief to all workers and AIR LIQUIDE EHS. AIPEC shall then physically
isolate the energy source from the machine or equipment using lockout devices such as
padlocks, ball valves, circuit breakers etc.
A joint walkthrough with the AIR LIQUIDE authorized personnel prior commencing the work
to make sure there would be zero energy in pipe. Test blinds must be clearly marked for the
maximum pressure rating. (Blind flange, spades)
After properly aligning of the blind flange, apply the correct size and length of bolt & nuts make
sure it is free from any corrosion. Implement the correct way of tightening of the & nuts by the
correct tightening sequence. Ensure all flange connection have gasket installed this will prevent
leakage.

Hydrotest media shall be potable water or as stated by AIR LIQUIDE-Yes specification and
chloride content of <50ppm to be use on CS, Galv piping material as per line list requirements.
Only authorized team by AIR LIQUIDE-Yes shall open the gauge for the water to flow pipe.
During the opening of gauge make sure to open it slowly and check hose connection to prevent
any pipe whipping. Supervise the hose for any leak or any unusual behavior around the hose.
Vent shall be installed on piping system at high point; they shall be open prior to water filling to
purge air pockets during filling.
All testing equipment shall be examined before pressure is applied and ensure no application of
any coating on welding surfaces. A manual type of hydrostatic test pump shall be used to build
up the pressure.
The system will be pressurized in increments of 25% of the total pressure with a 5 min
stabilizing time allowed after each increment.
The test pressure shall be held for a minimum time of 60mins or depends on what AIR
LIQUIDE-Yes specification stated. This will allow detection of any leaks and should be
completed within an hour. Extended test pressure holding time for long pipeline and complete
visual inspection. There will also be a pressure relief valve to be installed during the
hydrotesting.
The test pressure during pressurization shall be read by calibrated pressure gauge installed at the
high point of the piping. The PRV should be calibrated, and documents must be compiled on
site. Testing personnel shall be standby full time at injection point and each pressure gauge
location during pressure HOLDING to monitor over pressurize, if pressure rise due to thermal
expansion during pressure holding shall be monitored and reduced to an allowable limit by a
standby person upon confirmation by QA/QC.
All testing results must be recorded and submitted to AIR LIQUIDE-Yes team.
During testing, when it is successfully identified any leakage from the pipeline. Testing to be
stopped and drained in increments of 25% of the total pressure to zero pressure.
Air should be gradually reduced to atmospheric at the end of the test. When nitrogen gas has
been introduced into the system. Releasing outlet should be diverted to a safe and ventilated area
by using air hose / temporary spool.
If needed to repair or replace any spool to be recorded and done. Tightening to done as per
approved tightening sequence and ensure all tools are in good condition and correct tools are
used while tightening. All gasket when retightening again after repair must be new no recycled
gasket to be reused.
Repeat the testing until acceptance criteria are attained.

Supervisor to ensure and prepare water draining, cleaning and air-drying activities.
Ensure air drying compressor is oil free, prepare marked up & P&ID and plot the plan to
complete the valve lined-up.
Apply for a relevant permit to work prior to the start of work. Ensure to coordinate with AIR
LIQUIDE-Yes EHS and other contractors on the planned flushing and air blowing. Ensure all
signages and barricaded to be placed properly and is sufficient to be deemed effective.
Prior to commencement of water draining for cleaning and air-drying activity, ensure that
communication between workers and the affected team is properly established, planned, and set
up.
If ever work at height is needed, all workers must use safety harness, provide scaffolding, and
always hook up 100%. Ensure to provide scaffold with COS and ensure all tools are properly
kept in tool bags and provide lanyard.
All workers working around the flushing and air blowing to be wearing face shield for
protection against sudden release of pressure resulting to flying object during drying and
flushing activities.
Hard barricade working area and install signages during draining flushing and drying activities.
Use canvas to cover the drying activities to prevent spillage of water that may cause slip rip and
fall.
After hydro testing / hydrotesting testing complete, air blowing of all pipelines shall be carried
out by using air compressor / plant air to remove the residual water inside the pipeline.
Air blowing / drying activities must be recorded and are included in the test pack and to be
approved by AIR LIQUIDE-Yes prior doing the activities.
Provide canvass to cover open ends of piping while drying. This is to contain any potential
flying object coming out from the pipe.
Control the air blowing by the valve at starting point and slowing increase in 25% increment
until the required pressure. Use air compressor for air blowing.
All drying activities shall be in accordance with client requirements and witnessed accordingly
to the approved test package.
Ear protection must be worn at all times. Provide ear plugs and earmuffs.
4.7 DRAINING
Ensure to coordinate with AIR LIQUIDE – YES HSE and confirmed the location of the
hydrotesting module and its drainage points.
Draining is carried out immediately after the test, as completely as possible to minimize the
possible effects of corrosion. Supervisor to ensure that no fluid accumulation at low points. It is
strictly forbidden to allow liquid to stay in any of the pipe network after test.
Open drain valves partially to allow the flow of liquid out. Supervisor to make sure to follow the
correct sequence if there are multiple drain points.
Supervisor to ensure that the drained fluid is directed to the designated collection point or
suitable drainage system to prevent environmental contamination. Ensure to use strainer or filter

basket to prevent any debris or particles from entering the drainage system while allowing the
fluid to flow through.
Supervisor to monitor the fluid going before going through the drainage system. Use filter paper
or filter membrane. This paper is specifically designed to capture and retain smaller particles or
contaminants that may be present in the fluid. This is used as a means of quality control to
ensure that the fluid being discharged meets the required standards set by the NEA. The filter
paper is placed in the container, basket or receptacle and the fluid is directed onto the paper. The
paper acts as a barrier, capturing any small particles or contaminants present in the fluid. This
allows for visual inspection of the fluids cleanliness and meets the NEA standards.
The piping is immediately flushed with dry de-oiled air until completely dry. The dew point is
measured: the value to be obtained is -20 deg C, after stabilization of the dry air for a minimum
period of 30mins (no ai flow).
No propellant gas is allowed to speed up the draining.
All vents must remain open throughout the draining and the supervisor will check that cannot be
totally or partially blocked accidentally.
LADDER:
Only use a fiberglass ladder, as it provides better insulation against electrical hazards
compared to other types of ladders.
Ensure that the ladder is in good condition and made of sound material. Check for
any cracks, defects, or signs of wear and tear before use.
Obtain the necessary Permit to work (PTW) approval before starting any work
involving the ladder.
Brief the work group about the fall prevention plan (FPP) to ensure everyone is
aware of the safety measures and procedure.
Avoid overarching or leaning backwards while on the ladder to maintain stability
and prevent falls.
Always maintain three points of contact with the ladder while climbing, such as two
hands and one foot or two feet and one hand.
Secure tools with a lanyard and attach the lanyard to the ladder or wrist to prevent
them from falling and causing injuries.
Do not carry tools while climbing the ladder. Instead, use a tool belt if necessary to
keep your hands free and maintain balance.
Do not place loose materials or objects on the ladder platform, as they can cause
instability and accidents.
When using a platform ladder, make sure it is fully open and rests on stable and firm
ground for maximum stability.
Avoid using the ladder on slopes or slippery surfaces, as it can increase the risk of
falling.
Before each use, inspect the ladder for ant damage, loose parts or defects that may
compromise its safety.
Protect the ladder base with anti-slip soles to prevent it from sliding or shifting
during use.
Always follow the buddy system, where someone is present nearby to assist or raise
an alarm in case of emergencies.

Do not move the ladder while someone is on top of it, as it can lead to accidents and
injuries.
Avoid placing heavy materials or tools on the ladder platform. As it can affect tis
stability and cause it to tip over.
Never overreach while on the ladder as its ca cause you to lose balance and fall.
When not in use, ensure that the ladder is in resting position, properly stored and
secured to prevent accidental fall or damage.
MEWP:
Before operating any MEWP, check the ground condition and ensure that it is
suitable and level. Use wheel chocks to secure the lift in place.
Do not exceed the safe working load (SWL) of the scissor lift. Overloading can
compromise the stability and safety of the lift.
It is crucial that the operator has received proper training and has attended and
passed an accredited boom lift & scissor lift operator course approved by the
ministry of manpower.
Conduct a site assessment to ensure that the area and ground are suitable for
operating and boom lift or scissor lift. Consider factors such as terrain, obstructions,
and overheard hazards.
Select an appropriate boom lift or scissor lift that is suitable for the specific task at
hand. Different lifts have varying capabilities and reach, so choose one that matches
and requirements of the job.
Inspect and certify the boom lift or scissor lift before use. And an authorized
examiner should verify that the lift is in good condition and meets safety standards.
Always wear the necessary personal protective equipment (PPE) and follow
precautionary measures, such as using a safety harness and securing tools and
materials.
Barricade the area around the lift or prevent unauthorized entry. This helps to
maintain a safe working zone and minimize the risk of accidents.
Ensure compliance with all applicable regulatory requirements, such as safety
regulations and standards. Regularly report performance and standards. Regularly
report performance and safety measures to top management for review and
improvement.
Only authorize and appoint trained personnel to operate the mobile elevated work
platform (MEWP) such as the scissor lift or boom lift. This ensures that only
qualified individuals handle the equipment.
SCAFFOLDING:
Always check the scaffold green tag before use. This tag indicates that the scaffold
has been deemed safe to use and has undergone a weekly inspection by a qualified
scaffolder. Make sure the tag is signed by the scaffolder.
Wear a full body safety harness with a self-retracting lifeline (SRL) and ensure it is
properly anchored to rigid points. This ensures 100% tie-off and helps prevent falls
while working at heights.

Ensure that all personnel working at heights have received proper training. This
includes understanding how to use the scaffold safely, recognizing potential hazards
and implementing appropriate safety measures.
Regularly inspect the scaffold for any looseness, fault, or defects. If any issues are
identified, report them immediately to the relevant authority for prompt repair and
resolution.
Avoid placing any extra materials on the scaffolding platform. This helps maintain a
clear and uncluttered working area, reducing the risk of trip, slip and fall.
Before each use, check the safety harness to ensure it is in good condition. Look for
sings of wear. Damage or deterioration if any issue is found, replace the harness
before starting work at height.
Ensure that all working platforms are fully guarded with toe boards. These boards
prevent tools, equipment, or materials from falling off the scaffold protecting
workers below.
Secure tools and equipment with lanyard when working at height. This prevents
them from falling and causing injuries. Keep all tools properly stored in bags, boxes
or containments to maintain a tidy working environment.
Scaffold supervisors should ensure that materials are passed up the scaffold using a
human chain method with workers forming a staggered line. This helps eliminate
overreaching.
Avoid overloading the scaffold and ensure compliance with the maximum safe
working load (SWL) of 220 kg/m2. Also, follow the fall prevention plan to minimize
the risk of accidents.
Scaffold supervisors should establish exclusion zones before work commences. This
ensures that unauthorized individuals stay clear of the work area, promoting safety.
Remind workers of the hazards associated with working on scaffolds and emphasize
the importance of not climbing or overreaching while on the scaffold. Scaffold
supervisor or any task supervisor should verify that the scaffold is safe with toe
boards in place before allowing workers to use it.

Chemical substances can be toxic. Toxic substances can cause injury, acute or long-
latency illness, or death, depending on the concentration and duration of exposure
and the characteristics of the substances. A toxic substance can cause harm by
inhalation, ingestion, skin or eye contact. It can affect the tissue at the point of
contact, or organs remote from the point of contact. Corrosives destroy the tissue
and may leave permanent injury or scars. Hazard information of the substances
must be sought on the Material Safety Data Sheets and to be submitted to AIR
LIQUIDE- YES HSE prior mobilization to site. Gas testing must be carried out before
worker entries inside the confined space. It is recommended that a level of the
chemical is not greater than 50% of the relevant published Occupational Exposure
Limit (OEL).
A qualified worker who is experienced and trained in all aspects of confined entry
work shall be present to supervise workers who are in confirmed spaces and shall
be responsible for all work and rescue procedures at all times. An appropriate
number of standby workers trained in first aid (CPR) and rescue procedures must be
in attendance and continuously monitor the workers in the confined space.
Ensue that a hard barricade is in place around the confine space to prevent
unauthorized personnel from entering. This barricade should be sturdy and clearly
marked to indicate and restricted area.
Provide at least one ingress (entry) and one egress (exit) point for the confine
space. These access points should be properly designed and maintained to allow for
easy entry and exit.
The ingress and egress point should be strategically located to provide sufficient
exit options in case of emergency. This ensures that the personnel can quickly and
safely evacuate the confined space if needed.
Clearly mark and identify the ingress and egress point using signage or visual
indicators to ensure that are easily recognizable and accessible during an
emergency situation.
Regularly inspect and maintain the ingress and egress points to ensure that are free
from obstructions, such as debris or equipment, that could hinder safe entry or exit.
4.10 HOUSEKEEPING
Provide the necessary personal protective equipment (PPE) to the personnel involved in
the housekeeping task, including gloves, safety goggles, and appropriate footwear.
Begin by removing any debris, excess Piping spool and Fittings lengths, or unused
materials from the Piping spool and Fittings laying area. Properly dispose of all waste
materials in designated containers or disposal areas.
Inspect the installed Piping spool and Fittings and Piping spool and Fittings trays for any
signs of damage, loose connections, or improper positioning. Report any discrepancies to
the responsible personnel for further action.
Clear any access paths, walkways, or emergency exits that may have been obstructed
during the Piping spool and Fittings laying process.
Check for and remove any trip hazards, such as Piping spool and Fittings hanging loose or
unsecured, and properly organize and secure Piping spool and Fittings that cross
walkways or other high-traffic areas.

Sweep, blow or throw water the entire area to remove loose dirt, dust, or debris that
may have accumulated during the installation process.
Use appropriate cleaning agents to remove any stubborn stains or marks on the Piping
spool and Fittings, Piping spool and Fittings trays, or surrounding surfaces. Follow
manufacturer instructions and guidelines when using cleaning chemicals. Ensure cleaning
chemicals are pre-approved by AIR LIQUIDE-YES prior usage on site.
Inspect and clean equipment used during the Piping spool and Fittings laying process,
ensuring that it is in good working condition and ready for future use.
Conduct regular inspections and maintenance of Piping spool and Fittings trays, ensuring
they are free from any debris, water, or corrosive substances that may impair their
functionality.
Ensure that all housekeeping materials and equipment used during the process are
properly stored and maintained, ready for future use.
Conduct a final inspection of the work area to ensure that all housekeeping activities
have been completed according to the required standards and procedures.
Before starting any night’s work, assess the work area for potential hazards and ensure
that all necessary safety measurements are in place. This includes checking for proper
lighting, identifying any trip and fall hazards and ensuring the availability of safety
equipment.
Ensure that the work area is well lit to provide clear visibility for workers. Use portable
lighting equipment such as floodlights or headlamps to illuminate the work area
effectively.
Ensure that all the workers are equipped with appropriate PPE, such as reflective strips,
safety harness, SRL, safety helmets, appropriate gloves for their work activities and safety
shoes. This helps to enhance visibility and protect against potential hazards.
There will never be any lifting activities using a lorry or mobile crane during night work.
Establish clear communication channels among workers and supervisors. If necessary,
provide walkie-talkies to stay connected and coordinate work activities effectively.
If the night work involves many shifting activities, ensure to provide traffic control or
banksman and provide traffic control measures. This included setting up warning
signages, barricades and reflective markers to alert drivers and ensure safe work zone.
Regularly monitor worker FAT / SATigues levels and provide adequate rest breaks to
prevent exhaustion and maintain alertness.
If appliPiping spool and Fittings and there are items that are already lived, ensure to
apply LOTO system. This helps prevent accidental startup of equipment and protects
workers from potential hazards.
Ensure to have a fully stocked first aid kit readily available on-site. Train workers in basic
first aid procedures and ensure that emergency contact numbers are easily accessible
and spread across the working area.
Continuously monitor the work area for any changes in site conditions or any unforeseen
hazards that may arise during night work. Conduct site inspections with reasonable time
intervals.

Ensure to provide designated rest area with proper lighting and easting for workers to
rest and eat during breaks.
Conduct and provide regular safety training to all workers involved in the night work. This
includes training on hazard identification, emergency procedures and the proper use of
safety equipment.
In the event of an emergency, immediately stop all work and switch off any electrical
tools if possible. Evacuate the site in an orderly manner and do not go back to retrieve
any personal belongings.
If the primary assembly point is affected by fire or any other hazard, assemble at the
secondary assembly point as designated.
During evacuation, it is important to move in an orderly manner and avoid running
pushing or jumping to maintain safety.
Th site supervisor or team leader should promptly report any injured or missing persons
to the YES-EHS coordinator for immediate action.
The EHS Coordinator should report the total headcount and any injured or missing
person to the AIR LIQUIDE assembly point coordinator and wait for further instructions.
Promote awareness of potential security threats through toolbox meetings and by raising
awareness among employees on-site.
Brief workers on evacuation routes and safe rooms so that they are aware of how to
escape during a security threat. Educate them on the “Run, Hide, Tell” practice.
Encourage workers to provide feedback and report any security concerns and issues
observed on site.
Maintain adequate training to security officers to enhance their capabilities in identifying
