TITLE: 2024 LENTEN SEASON TOURISM AND CULTURAL PRESENTATION

BENEFICIARIES: 14 groups for "Kapiya Making Contest" and 14 Groups for "Pasyon Singing
Contest" Composed of Three (3) to Five (5) Barangays per group in the
Municipality of Cabatuan
PROJECT COST: ₱ 10,000.00
VENUE: Cabatuan, Iloilo
RATIONALE:
1. There are local observances that express culture of the community. Culture involves various
aspects of the way of living of the people. It is expressed through visual arts like sculptures,
pictures and others. It is also expressed through way of living in the form of singing, cooking,
genre, and relationships. Culture preservation is expressed in Section 16 of the Local
Government Code:
SECTION 16. General Welfare.- Every local government unit shall exercise the powers
expressly granted, those necessarily implied there from, as well as powers necessary,
appropriate, or incidental for its efficient and effective governance, and those which are
essential to the promotion of the general welfare. Within their respective territorial
jurisdictions, local government units shall ensure and support, among other things, the
preservation and enrichment of culture, promote health and safety, enhance the right of
the people to a balanced ecology, encourage and support the development of appropriate
and self-reliant scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote full employment among their residents,
maintain peace and order, and preserve the comfort and convenience of their inhabitants.
2. The purpose of Lent is a season of fasting, self-denial, spiritual growth, conversion and
simplicity. Lent, which comes from Teutonic (Germanic) word for springtime, can be viewed as
a spiritual spring cleaning: a time for taking spiritual inventory and then cleaning out those things
which hinder our spiritual relationship with the Creator. In the Municipality of Cabatuan,
thousands of people gathered at the poblacion more particularly on Good Friday and the Local
Government Unit of Cabatuan sees the opportunities by promoting the Kapiya Making and
Pasyon Singing through the conduct of a contest on these. This will enhance the talent and skill
of its people in making life-size imagery and in group singing.
3. The Lenten season is one of the local observances that give value to the rich culture and
traditions of the town. It is an avenue where the long rich traditions of its people is been
showcased where Cabatuan was given a number. It is also an avenue for the richness can be
promoted and will benefit the greater number of people. It is also one of the propellers for
economic development and enhancement of the economic status of the majority.
OBJECTIVES:
1. To provide motivation for the preparation of quality imagery for "Kapiya Making" using
indigenous materials which in effect will attract more tourists to visit the municipality;
2. To provide motivation to develop knowledge, attitude and practices of people ages 21 and
below in pasyon singing which in effect transfer the tradition and culture to the next generation.
3. To promote business, investment and tourism while preserving the worthy

tradition of the people in the community.

MONITORING AND EVALUATION:

With the contest it is expected that there will be substantial improvement in the display of quality
kapiyas and pasyon singing this season. The prize amount given most likely will be spent in the
preparation for next year’s “Kapiya”.Eventually, the Kapiya Making and Pasyon Singing Contest will
develop into a traditional of presenting good quality “kapiyas” and a more developed pasyon singing in
the municipality. With these, it is expected that more tourists will flock in the municipality and with more
business and investments.
