1.0 INTRODUCTION

Reliance Energy Development Inc. (REDI) intends to construct and operate a 300 MW LNG
Combined Cycle Power Plant within the San Carlos City Ecozone in Barangays Punao and Palampas,
San Carlos City, Negros Occidental. Table 1 shows the details of the Project, Proponent and EIA
preparer.

REDI is a wholly owned subsidiary of SMC Global Power Holdings Corp. (SMC GPHC). SMC GPHC is
one of the largest power companies in the Philippines with a diversified portfolio utilizing a mix of
coal, natural gas, and hydroelectric plants. These power assets comprise of plants that are under
Independent Power Producer Administrator (IPPAs) agreements with the Power Sector Assets and
Liabilities Management Corp. and plants that are owned by/under joint-venture agreements with
SMC GPHC and are classified as Independent Power Producers (IPPs). It has seven (7) operational
power plants (3 - IPPAs; 1 - Joint Venture plant; 3 - IPPs) and one (1) greenfield power plant in the
pipeline.

2.0 IEC MEETING AND FOCUS GROUP DISCUSSION

2.1 RATIONALE AND OBJECTIVES

As stipulated in the Department of Environment and Natural Resources (DENR) Administrative
Order No. 2017-15 (Guidelines on Public Participation under the Philippine Environmental Impact
Statement System) or DAO 2017-15, at the onset of the environmental impact assessment (EIA)
process, early involvement of stakeholders must be initiated through the conduct of information
and education campaign (IEC) and focused group discussions (FGDs). Once social preparation
activities are completed, scoping can then be performed to establish the scope of work and terms
of reference for the EIA.

The following stakeholder groups were invited by the proponent for the IEC:

• LGUs in areas where all project facilities are proposed to be constructed/situated and
where all operations are proposed to be undertaken
o Municipality of San Carlos City
o Barangay Punao LGU
o Barangay Palampas LGU
o Barangay Poblacion 1 LGU
o Barangay Refugio LGU

• Interest groups (NGOs/POs) preferably those with mission/s specifically related to the
type and impacts of the proposed undertaking
o Farmer’s Organizations in Barangays Punao and Palampas
o Fisherfolks in Barangays Punao and Palampas

2.2 SCHEDULE AND PARTICIPANTS

The following activites were conducted as part of the IEC of the proposed project. Basic project
details were presented to the participants. The IEC material is included as Annex 1 in this report.
The participants were also asked if they have issues and concerns regarding the proposed project.

• Focus group discussions (FGD) conducted with the Barangay Palampas LGU on February
15, 2022.
• Focus group discussions (FGD) conducted with the Barangay Punao LGU on February 16,
2022.
• Focus group discussions (FGD) conducted with the Barangay Poblacion 1 LGU on February
16, 2022.
• Focus group discussions (FGD) conducted with the Barangay Refugio LGU on February 16,
2022.

by the participants during the open forum per stakeholder groups and the corresponding
responses of of the proponent and the EIA study team, are summarized in Table 3.

3.0 INITIAL PERCEPTION SURVEY

3.1 OBJECTIVE

The initial perception survey was conducted in conjunction with the IEC activities for the proposed
300 MW LNG Combined Cycle Power Plant. The objective of the activity is to assess the preliminary
knowledge and perception of the stakeholder representatives on the proposed project.

3.2 METHODOLOGY

The respondents were asked to fill out the initial perception survey form, which was written in
Tagalog. The initial perception survey form had two parts. The first part contained 10 questions
on the respondent’s profile, while the second part had 6 questions that aimed to gauge the
awareness and gather the opinions of the respondent regarding the proposed project.

3.3 SUMMARY OF RESULTS

A total of 32 respondents participated in the initial perception survey. The profile of the
respondents is summarized in Table 4. The initial perception survey results are presented in Table
5. Sample filled out survey forms are attached in Annex 4.

highest education attainment.

education attainment.

education attainment .
Source of Income/Livelihood ▪ 19 percent of the respondents were Barangay Officials.
