1.0 Purpose
This specification is issued to describe the certification requirements for project materials and
equipment. This document will describe the various types of certificates and quality records required
for project materials and equipment. This document envisages to bring consistency across projects as
far as the requirement for certificates and quality records are concerned, also will ensure integrity of
the facility by making sure required tests and inspections were done on critical materials/equipment.

2.0 Scope
Scope of this document includes certification and quality records for the following categories of
permanent project materials and equipment incorporated into the facility:
• Materials and equipment (including consumables) procured by the EPC Contractor.
• Materials and equipment supplied by Vendor (for direct OQ purchase order) for projects.
• Materials and equipment (including consumables) procured by Subcontractors.
In addition to listing of certificates/quality records required for various typical project materials and
equipment, this document includes requirements of certificate types as per BS EN 10204 & ISO 10474,
to be applied as per the specific contract requirement.
This document shall be applicable to Contractor, Vendor/Supplier/manufacturer, Subcontractor, and
service providers. This document shall be applied to green field and brown field projects.

3.0 Confidentiality and Distribution


• This document is the property of OQ Group of Companies and shall be controlled as per the
Governing Documents Policy of the Company.
• This document shall be part of the ITT/Contract and thus becomes a contract requirement for
the Contractor / Vendor (for OQ direct PO) to comply with.
• This document shall be revised only by the document custodian, that is Projects CoE team.

4.0 Requirements
Typical Oil & Gas & Energy project requires a large variety of equipment and materials and is not
practical to list all types of materials and equipment in this document. Contractor / Vendor shall confirm
with the Company as to what additional certificates and quality records are required for
item/material/equipment for the specific contract / OQ purchase order that not listed in this document.
The correct identification of materials of construction is essential for safety and integrity of the facility.
Material certificates referred to in this specification are those issued by the material producer, material
processor, the Vendor, or in combination, to attest confirm the integrity of materials.
All data in certificates shall be in SI units, in accordance with ISO1000 International System of Units (“SI”)
and its application.
Certificates issued by stockiest are not acceptable unless they are accompanied by copies of the
original mill certificates.
Responsible entities (Contractor / Subcontractor / Vendor) shall maintain the Original Material
Certificate or its Certified True Copy. Material Certificate shall be complete, unambiguous, legible, and
suitable for subsequent photocopying/scanning. Certificates shall be signed and dated by an
authorized person, whose name and position including that of his/ her company, shall be clearly
indicated on the document. It shall be ensured that material certification documents do not contain
any alterations.

Acceptance of unsigned computer-generated certificate shall be considered only if the originator of
the certificate issued such system generated directly to its first customer with order reference and if the
first customer wet signs as TRUE COPY the received system generated certificate. Acceptance of
unsigned computer-generated certificate shall be upon Company’s discretion.
Where an item supplied has been manufactured from certified, semi-finished, material supplied by a
different manufacturer (i.e. welded fittings made from plate or pipe), the certificate for the semi-
finished material shall be clearly referenced or attached to the certificate for the finished item. The
manufacturer shall ensure that the certificate supplied for the base or parent material complies with
this specification.
Required certification for each equipment and material shall be specified in datasheet, specification,
material requisition, purchase order and inspection test plan. Following sections of this specification list
the certification required for each type of equipment and material, however, is not an exhaustive list.
For details of required certification, purchase order specific documents shall also be referenced and
complied with. Refer Table 1 for typical materials and equipment and required certification.
Order of precedence shall be as per the contract scope of work and / or engineering requirements
applicable to the specific contract/purchase order. In case of any conflict between this specification
and any other applicable documents/specifications, the more stringent requirement, as determined
by the Company, shall be followed. This is regardless of the order of precedence provided in this
document or any other contract document.
All test and inspection required as per the applicable codes, standards and contract requirements shall
be done, relevant certificate shall be provided to the purchaser and ultimately to the Company.
The SUPPLIER & CONTRACTOR shall list down all the deviations (if any) to the specifications, codes and
standards. Unless any deviations are identified and accepted by the COMPANY, the SUPPIER &
CONTRACTOR shall be deemed to have confirmed to comply with all requirements. Any deviations or
exceptions shall be raised in a “Technical Deviation Form”, refer 03.01.21-Engineering Management
Procedure or equivalent document agreed between Company and Contractor/Vendor. COMPANY
shall give their resolution/approval in writing and this decision shall be binding on SUPPLIER &
CONTRACTOR without any time/cost impact to COMPANY unless specifically identified and agreed.

4.2 Certification type per BS EN 10204


BS EN 10204 provides the certification requirements during delivery of both metallic and non-metallic
products. Depending on criticality of the product, purchaser/customer / Company will specify in
contract documents such as contract scope of work, specification, data sheet, purchase order and
inspection documents the required type of certificate, supplier shall comply with those requirements.
BS EN 10204 is primarily applied for the products such as plates, sheets, bars, forgings, castings, pipes,
fittings, flanges, GRE/HDPE components meant for pressure applications and other critical structural
applications.
A Mill Test Certificate (MTC), or Mill Test Report (MTR), (also termed sometimes as Material Test
Certificate) is issued by the manufacturer to certify the chemical and mechanical properties of a
product and its compliance to the applicable code/norms/requirements and technical specifications
or purchase order. The language used in material certificates shall be in English (dual language
certificate is also acceptable).
A mill test certificate to EN 10204 (type 3.1 or 3.2) shall generally provide the following information:
• Type of certificate and standard reference (example EN 10204 3.1 or EN 10204 3.2).
• Manufacturer name address and logo.
• Certificate Number and Date
• Product name and dimensions (other features).
• Material Grade and applicable specification
• Purchase Order No & Quantity covered by the certificate (example: numbers / tons, with heat
numbers).

• Heat/Lot numbers and batch number (to be physically shown on the product as well).
• Type of Heat Treatment
• Chemical properties
• Mechanical properties
• Results of additional tests, like hydrostatic, ultrasounds (UT), hardness, impact test, corrosion test,
magnetic particles, metal graphic result etc. Final test result.
• Dimensional measurements, to check compliance with allowed tolerances (example, for steel
pipes: diameter, wall thickness, length, straightness).
• Product marking details
• Material grade and applicable specification
• Chemical properties
• Mechanical properties
• Results of additional tests, like hydrostatic, ultrasounds (UT), hardness, impact test, magnetic
particles, metal graphic result etc.
• Type of Heat Treatment

Type 2.1 certification
This certificate is based on non-specific inspection, means that the compliance to requirements have
been established by testing the typical items, not necessarily items pertaining to the subject purchase
order. This is a declaration of compliance with the order. This is a certificate in which the manufacturer
declares that the products supplied follow with the requirements of the order, without inclusion of test
results.
Type 2.2 certification
This certificate is based on non-specific inspection, means that the test results supplied are for typical
items, not necessarily items pertaining to the subject purchase order. This is a certificate in which the
manufacturer declares that the products supplied follow the requirements of the order and in which
the manufacturer supplies test results based on non-specific inspection, but with inclusion of test results.
Type 3.1 certification
This certificate is based on specific inspection. This is a certificate issued by the manufacturer in which
the manufacturer declares that the products supplied follow the requirements of the order and in which
the manufacturer supplies test results.
The extent of testing and the different types of tests to be carried out shall be as per the product
specification, any statutory/regulatory requirements, and the purchase order/contract.
The certificate is validated by the manufacturer’s authorized inspection representative, independent
of the manufacturing department.
In type 3.1 certification the manufacturer is permitted to transfer on to the inspection certificate 3.1
relevant test results obtained by specific inspection on primary or incoming products he used, provided
that the manufacturer operates traceability procedures and can provide the corresponding inspection
documents required.

This is a certificate prepared by both the manufacturer’s authorized inspection representative,
independent of the manufacturing department and either the purchaser’s authorized inspection
representative or the inspector designated by the official regulations and in which they declare that
the products supplied are in compliance with the requirements of the order and in which test results
are supplied.
It shall be permissible for the manufacturer to transfer on to the inspection certificate 3.2 relevant test
results obtained by specific inspection on primary or incoming products he uses, provided that the
manufacturer operates traceability procedures and can provide the corresponding inspection
documents required.

Note 1: Type 3.2 certificate is required when so specified in data sheet or requisition or purchase order
for critical equipment’s /Services.
In case 3.2 certified material is not available for small quantity requirement 3.1 material certificate shall
be upgraded to match 3.2 material certification by carrying out additional tests ( Chemical
composition and mechanical properties) at OQ approved laboratories for each lot of material ,in
presence of OQ approved Third party inspection agency.

Definitions and abbreviations
Company (Owner): OQ Group Companies
Contractor: an entity to carry out services for Company in accordance with a
contract.

manufacturer: organization that manufactures the respective products according to


the requirements of the order and to the properties specified in the
referenced product specification. The vendor or supplier from which the
Company / Contractor buys equipment and/or materials.
Mill test report/certificate: A certified document that permits each component to be identified
according to the original heat of material from which it was produced
and identifies the applicable material specification (including
documentation of all test results required by the material specification).
non-specific inspection: inspection carried out by the manufacturer in accordance with his own
procedures to assess whether products defined by the same product
specification and made by the same manufacturing process, are in
compliance with the requirements of the order or not. The products
inspected are not necessarily the products actually supplied
product specification: complete detailed technical requirements relevant for the order, stated
in written form e.g. referenced regulations, standards and other
specifications
Shall: denotes a requirement that is mandatory.
Should: means something that is recommended but not mandatory.
