equipment having an input current exceeding 16 A per phase.

1 Scope

This part of IEC 61000 deals with the emission of disturbances due to harmonics.

The recommendations of this technical report are applicable to electrical and electronic
equipment with a rated input current exceeding 16 A per phase and intended to be connected
to public low-voltage a.c. distribution systems of the following types:
- nominal voltage up to 240 V, single-phase, two or three wires;
- nominal voltage up to 600 V, three-phase, three or four wires;
- nominal frequency 50 Hz or 60 Hz.

Other distribution systems are excluded.

Tests according to this report are type tests of complete pieces of equipment, for example a
speed variable fan, and not of components, for example a converter.

Connection of this equipment to the supply generally requires special agreement between the
supply authority and the consumer. This consent will depend upon several factors including the
expected levels of disturbance caused by the equipment and the actual situation at the
connection point to the power supply system.

These recommendations specify the information required to enable a supply authority to


assess equipment regarding harmonic disturbance and to decide whether or not the equipment
is acceptable for connection with regard to the harmonic distortion aspect.
NOTE 1 - For these types of equipment only general recommendations on assessment of disturbances can be
given. There is no guarantee that the connection of equipment comptying with these recornmendations will be
allowed in all cases, as the consent to connect equipment to the supply depends on the level of disturbance caused
by the equipment and the load conditions in the network.

NOTE 2 These recommendations can also be applied to equipment with a lower rated input current but requiring
special consent of the supply authority (see IEC 61000-3-2).
NOTE 3 - These recommendations are not applicable to active filters.

Guidance is given on:

a) required short-circuit power for harmonics emitting equipment tested or simulated under
specified conditions;
b) methods for type tests or simulations.

3 Definitions

Definitions are given in IEC 60050(161). For the purpose of this technical report, the following
definitions also apply.

total harmonic distortion (THD)')
ratio of the r.m.s value of the harmonics (in this context harmonic currents l, of the order n) to
the r.m.s value of the fundamental, viz.

4 General requirements

4.1 Control methods

Only symmetrical control methods (¡.e. resulting in identical waveshapes for the positive and
the negative half-wave) are allowed under normal operating conditions.

Symmetrical control methods which are prone to produce harmonics of low order (n I40) in the
input current shall not be used for the control of the power supplied to heating elements, except
if the heating power is less than 10 % of Sequ.

4.2 Harmonic current measurement

l h e harmonic current limits for equipment as specified apply to line currents for all types of
power connections and load.

Individual harmonic currents below 0,6 % of the input fundamental current are disregarded.

The current /I in tables 1 to 3 is the fundamental component of the rated equipment current.

Test conditions for the measurement or calculation of harmonic currents are given in clause 7.

a) Harmonic currents lasting for not more than 10 s when a piece of equipment is brought into
operation or is taken out of operation, manually or automatically, shall not exceed 1,5 times
the limit values given for the relevant stage.
b) The limits in tables 1 to 3 are applicable to all other harmonic currents occurring during the
evaluation of equipment or parts of equipment in accordance with clause 7.
However, for even harmonic currents of order from 2 to 10 and odd harmonic currents of
order from 3 to 19, values up to 1,5 times the limits in tables 1 to 3 are allowed for each
harmonic during a maximum of 10 % of any observation period of 2,5min.

4.3 Equipment consisting of several self-contained items

Where the equipment consists of several self-contained items that have a common supply
lead, the total input current of the equipment shall be analysed and compared with the limits
given in clause 5, tables 1 to 3.

5 Connection procedures for equipment

A set of possible consecutive assessment stages is given as follows. If the equipment complies
with one of them it is recommended that the connection should not be refused for reasons of
harmonic emissions.

Stage 1: Simplified connection.


Stage 2: Connection based on network and equipment data.
Stage 3: Connection based on the consumer’s agreed power.

For equipment exceeding 75 A input current per phase, stage 3 applies in any case.

NOTE The figures given apply to 230/400 V, 50 Hz systems. The figures for the other systems are under
consideration.

5.1 Stage 1: Simplified connection


Equipment complying with table 1 for the emission of harmonic currents into the public supply
system can be connected at any point of the supply system, provided the short-circuit ratio Rsce
is equal to or higher than 33.

NOTE 1 Short-circuit ratios less than 33 are not considered, as in this case the equipment does not comply with
IEC 61 000-3-5 and the consent of the supply authority is required.

NOTE 2 In order to limit the depth of commutation notches of converters, a short-circuit ratio higher than 33 may
be necessary.

For equipment not complying with the emission values of table 1, higher emission values may
be allowed, provided the short-circuit ratio &ce is > 33.

5.3 Stage 3: Connection based on the consumer's agreed power

If the conditions of neither stage 1 nor stage 2 are fulfilled, or if the input current of the
equipment exceeds 75 A, the supply authority may accept the connection of the equipment on
the basis of the agreed active power of the consumer's installation. The local requirements of
the power supply authority apply in this case.

6 Product documentation

6.1 General
It is necessary that the purchaser be informed by the responsible vendor that
- the equipment may cause electromagnetic interference;
- the consent of the supply authority is necessary before the equipment is connected to the
public supply;
- guidance may be needed from the supply authority before connection to the public supply.

6.2 Stage 1

For equipment complying with stage 1, the manufacturer shall state in his instruction manual or
literature "Equipment according to IEC 61000-3-4, provided &e min = 33 as verified by the
supply authority.

6.3 Stage2

For equipment complying with stage 2, the manufacturer shall state in the instruction manual
or literature "Equipment according to IEC 61000-3-4, provided&e min = xx as verified by the
supply authorify, where xx is the minimal value of &ce for which the values given in table 2
or 3 are not exceeded.

6.4 Stage 3

For equipment complying neither with stage 1 nor with stage 2, the manufacturer shall state in
the instruction manual or literature "Equipment exceeds limits given in IEC 61000-3-4.
Furthermore, the manufacturer shall provide the individual measured harmonics and the values
for THD and PWHD evaluated according to clause 7.

7 Methods for type tests

For type tests, two different methods may be applied, alternatively or in combination:

a) direct measurement of emissions (see 7.1);


b) calculation of the emissions by validated simulations (see 7.2).
7.1 Requirements for measurement circuit

In the case of direct measurement of the emissions, the measurement set-up is given in figures 1
and 2.

While the measurements are being made, the test voltage U at the terminals of the source
shall meet the following requirements:

a) the test voltage U shall be the rated voltage of the equipment. In the case of a voltage
range, the test voltage shall be 230 V for single-phase or three-phase supplies
(corresponding to 400 V line-line). The test voltage shall be maintained within 12,0 % and
the frequency within 10,5 % of the nominal value;
NOTE - Test voltages for other supplies are under consideration.
b) in the case of a three-phase supply, the angle between the fundamental voltage on each
pair of phases of the three-phase source shall be 120" i 1 3 ' ;
c) the harmonic ratios of the test voltage U shall not exceed the following values with the EUT
connected as in normal operation.
0,Q% for harmonic of order 3;
0,4 Y' for harmonic of order 5;
0,3% for harmonic of order 7;
0.2 % for harmonic of order 9;
0,2 % for even harmonics of order 2 to 10;
0,l % for harmonics of order 1 1 to 40;
d) the peak value of the test voltage shall be between 1,40 and 1,42 times its r.m.s. value and
shall be reached between 87" to 93" after the zero-crossing.

The voltage drop AU across the impedance of the current-sensing part and the wiring shall not
exceed 0,5 Vpeak.

Equipment power, if required, shall be measured using the voltage U shown in figures 1 or 2
and the current into the EUT.

The requirements for the measurement instrumentation are given in annex B of IEC 61000-3-2.

The currents of balanced three-phase equipment may be measured in one of the phases only,
but in case of doubt, and in any case for unbalanced three-phase equipment, all three phases
shall be tested.
NOTE - For the assessment of the emissions see IEC 61000-4-7.
7.2 Requirements for simulation

Assessment of current emissions and the corresponding Rsce min value can be made by
computer simulation of the equipment considered. In order to validate the results, the following
steps shall be performed.

a) Measurement of the type of equipment under normal laboratory conditions with a Set-up
corresponding to figures 1 and 2:
The supply voltage U may be distorted; however, the individual voltage harmonics should
not exceed 70 % of the compatibility levels given in IEC 61000-2-2.
Iffeasible, ßsce actual = Sscactual / Sesu and &e expected should be matched.
expected is the value that is expected to match up with one of the &e values in tables
1 to 3 according to the harmonic currents under test conditions.
The voltage spectrum during the test as well as the supply impedance (value at
fundamental frequency, either directly as such or indirectly in terms of Ssc, including the
impedance of the current-sensing pari and the wiring) shall be recorded.

b) Simulation of the equipment with the manufacturer's software and procedures:


The measured values of the voltage spectrum and supply impedance are taken as input
parameters into the simulation. The harmonic currents calculated by this simulation are
compared to the results of the measurement under item a). The simulation is considered
validated if the results from measurement and simulation do not differ of the highest
following value:
- either I5 % for each harmonic current measured
- or f 0,ô % of the fundamental current.
NOTE - The validation of the simulation need not be repeated for each EUT. It is considered to be valid if the same
type of equipment is studied and if the rated! input power differs frnm that of the EUT in item a) by no more than
i 25 %.
c) Repetition of the simulation with the input data according to the requirements given in 7.1.
The calculated values are considered io be the harmonic currents under test conditions and
may be used to obtain the &e min value from tables 1 to 3.

7.3 l e s t and simulation conditions

The test conditions for the measurement or the simulation assessment of harmonic currents
associated with some types of equipment are given in the following subclauses. For equipment
not mentioned there, user's operation controls or automatic programs shall be set to produce
the maximum harmonic components under normal operating conditions, for each successive
harmonic component in turn.

The equipment is tested as presented by the manufacturer. Preliminary operation of motor


drives by the manufacturer may be needed before the tests are undertaken to ensure that
results correspond to normal use.

7.3.1 Test conditions for controlled drives using either current source inverters or voltage
source inverters at the output (under consideration)

7.3.2 Test conditions for uninterruptible power supplies in the operating mode where the UPS
itself generates harmonics (not in by-pass mode) (under consideration)
