5) With states vying for investments and competing with each other
aggressively, it became imperative for Government of Andhra Pradesh to
build a vibrant and dynamic Investment Promotion Intermediary (IPI) which
will lead the state from the front by tirelessly reaching out to the global
investor community and relentlessly pursue the creation of economicand
employment opportunities for enterprising and hardworking citizens of
Andhra Pradesh.
6) Towards this end, the Andhra Pradesh Economic Development Board was
established not only to sustain the double-digit GDP growth momentum of
Andhra Pradesh, but also to actively engage with the domestic and global
stakeholder base to raise the status of Andhra Pradesh to the global
audience. These efforts by APEDB in unison with various departments have
led to Andhra Pradesh’s positioning as a transformational state par
excellence.
7) The Chief Minister through the Andhra Pradesh Economic Development
Board had actively engaged with over 50 country missions and has elevated
the status of partnership with key countries like China, Japan, South Korea,
UAE, Singapore, Malaysia, Australia, and USA& Europe.
8) The APEDB was modelled after the Singapore Economic Development
Board (SEDB). The SEDB was established in the year 1961 when the per-

capita income of India and Singapore were almost equal. Today the per-
capita income of Singapore is about 20 times that of India. The primary
cause for this highly impressive growth in Singapore is the SEDB, which
played a major role in promotion of investments, development of conducive
economic policies, creation of an Investor friendly atmosphere and creating
a focussed approach for development of Industries and Businesses in various
sectors of the economy. The SEDB functions with autonomy, akin to a
private sector, even while being a part of the SingaporeGovernment. The
SEDB is primarily manned by young and dynamic workforce. With average
age of only about 30 years. The autonomy granted to SEDB has given
substantial freedom and flexibility to the Organization, to work with
dynamism and efficiency of a private sector organization, even while
performing within ambit of the Government. The success of the SEDB,
inspired the Andhra Pradesh to create a similar organization which will help
propel State to being one of the most attractive destination in the world.

13) As a result of the consistent promotion through targeted campaigns and
an efficient follow up mechanism at APEDB,investment commitments of
about Rs.59, 900 crores are in advance stages of implementation (categories
Y, G1-G4, i.e., from foundation stage, commencement of civil works and
above) and have employment generation potential of 1,27,280
jobs(information as available on the website of AP Industries Dept.

14) Through these promotion campaigns, APEDB has sensitised the global
investor community and key influencers, on various growth avenues in the
state which resulted in collaborations with marquee institutions such as KIA
motors, Foxconn, Google X, Franklin Templeton, World Economic Forum,
UNESCO, UNEP, UNICEF, ADB, Stanford University, Siemens, Tony Blair
institute for Global Change etc.,.Their contribution to the economic
transformation of the state is invaluable, considering the potential positive
impact in people’s lives.
15) The APEDB team has contributed to various knowledge outcomes of the
Government of Andhra Pradesh by undertaking contemporary research on
the Global Economic Systems resulting in various policy recommendations
that are time relevant and focussed on the long-term welfare and
development agenda of the state. The APEDB team has conducted multiple
stakeholder consultations for various policies such as the Industrial parks
policy and Logistics policy in addition to pioneering innovative industrial
development models presented in the Electronics City Proposal and Biotech
and Pharma Cluster Concept Paper. The team has provided
recommendations for Electric Mobility policy, The Textile and Apparel Policy,
Direct Selling guidelines 2016, Andhra Pradesh Animation, Visual Effects,
Gaming and Comics Policy 2018 – 2023 and Cloud Hub Policy 2018-20, etc.,
16) Various state governments, NITI Aayog, CII, FICCI, Invest India, and
other organizations have commended the APEDB on contributing towards a

predictable and pragmatic policy regime in Andhra Pradesh. The APEDB has
also recommended cutting-edge policy frameworks in emerging technologies
such as regulatory sandbox to the Department of Information Technology
and Electronics
17) This has resulted in a deep-dive of policy impetus for sustained and
imperative regulatory, legal and legislative frameworks resulting in Ease of
Doing Business and pegging the state of Andhra Pradesh to international
standards and benchmarks.
18) An overview of the various activities undertaken by the APEDB since its
inception and their outcomes are presented hereunder:
Introduction
a) Andhra Pradesh Economic Development Board (APEDB) was
commissioned with the objective of acting as a catalyst to achieve sustained
double-digit growth and enabling structural shift to industry and service-
based economy. This requires considerable investments in the urban and
especially rural economy of the state as sustained interventions are required
to promote the industry in the state of Andhra Pradesh. APEDB looks at
holistic growth of the state with multiple objectives of driving employment,
improving the per capita income of the state and ensuring that businesses
thrive.
b) Considering the challenges post the state’s bifurcation, there was a need
to strengthen, accelerate and increase investment in industry, information
technology, energy, tourism, expand infrastructure etc. There was an
inherent need to incorporate innovative and improved policies and
procedures to harness all avenues of economic opportunities, skill the
workforce, create employment, reduce inequities, improve the quality of

education, health and other public services, and strengthen social capital
and make necessary plans to increase the GDP of the state. Thus, the need
for a robust institutional mechanism that would create pro-growth, pro-
investment ecosystem and accentuate the efforts of the existing
Government institution was established.
c) Initially, the Andhra Pradesh Economic Development Board ("APEDB") was
established vide G.O. Ms. No. 87, G.A. (SC.B) Dept. dated 17.03.2016.
Later, the Andhra Pradesh Economic Development Board Act, 2018 (Act no.
21 of 2018) (“APEDB Act”) was passed by the state legislature which
received the assent of the Hon’ble Governor on May 19, 2018 and was
published in the Andhra Pradesh Gazette on May 30, 2018 (Part IV-B
Extraordinary No. 21). The APEDB Act, 2018 has come into effect on June 7,
2018 and the Board of APEDB has been duly constituted on June 7, 2018,
vide G.O.Ms.No.82, General Administration (Poll.C) Department, dated
08.06.2018.
d) APEDB has been established taking into account the experience of
premier economic development institutions across the world including the
Singapore Economic Development Board and the Bahrain Economic
Development Board, besides other reputed organizations. In India, APEDB’s
functions are on similar lines as the Invest India at the centre, which is the
national investment promotion agency. The practices at APEDB have been
inspired from those at Invest India and APEDB works closely with Invest
India to facilitate investments into AP. It may be noted that APEDB is one of
foremost organisations at the State level dedicated to investment promotion
and facilitation.
e) APEDB is entrusted with the task of promotion of the economic growth of
the state, through sustained accelerated investment ecosystem, policy
initiatives and other measures. Besides acting as the single point of contact

for investments both national and international, APEDB acts as interface for
all discussions with international trade, industry and diplomatic missions,

billion opportunity in the automotive and electronics industries in Andhra
Pradesh.
j) The APEDB has created a pro-growth, pro-investment ecosystem in
Andhra Pradesh, by effective coordination across various ministries,
departments and institutions.
k) This award is a testimony to the confidence among investors that the
institution dealing with them is adequately empowered in determining the
nature of support the government can provide for their investments. At the
heart of APEDB's values and ethos, is a young, talented, skilled and agile
workforce that is capable of working round the clock to achieve development
goals. Hand-picked from top institutes, this young workforce are proactive
and go beyond business as usual.

b) The first meeting of Kia Motors with the former Chief Minister and officials
of Andhra Pradesh Government was facilitated by then CEO of APEDB, Mr. J.
Krishna Kishore, on 22/05/2016 and APEDB handheld the Kia Motors for the
first three months before handing over the proposal to Industries
Department. Similarly, the first meeting of senior management of Foxconn
with the former Chief Minister was organised by APEDB in October 2015 and
the project was later facilitated by the Industries department.
c) Asia Pulp and Paper (APP) signed a MoU with APEDB for setting up the
world’s biggest single location Greenfield pulp and paper plant in Prakasam
district with capacity of 5 million tonnes per annum. Asia Pulp and Paper is
part of the Sinar Mas group from Indonesia, which is one of the largest
conglomerates in the world. The unit is projected to be spread over an area
of 1,000 hectares (2,471 acres), with the total investment amounting to

approximately Rs. 24,000 Crores (USD 3.5 Billion), making it one of the
biggest Foreign-Direct Investments (FDI) in the country, till date. APEDB
generated this lead as a result of its stakeholder relationship management in
India and abroad. APEDB handheld the investor from the initial point of
pitching Andhra Pradesh, coordinating site visits culminating in them
announcing their investment commitment to AP. The project is proposed to
be implemented in two phases and is estimated to provide direct
employment to 4,000 workers and indirect employment to about 12,000
workers. The project is also expected to provide sustained income for over
50,000 pulpwood farmers in the region. When APP was looking to invest in
India, Maharashtra, Gujarat and Andhra Pradesh were in its radar. APEDB’s
relentless pursuit and persuasive pitch presentations among other
considerations such as ease of doing business, availability of raw material,
ensured that Andhra Pradesh was chosen over other states.
d) Telugu Association of Pharmaceuticals and Chemicals Industries (TAPCI)
is a consortium of MSME companies mostly around the Hyderabad region
who chose to invest in AP as a result of APEDB’s promotion efforts. The
association has around 325 companies and were looking to come together to
form an Industrial cluster in Prakasam district. The group of MSMEs together
were looking to invest around Rs 9,000 crores with potential employment of
45,000 direct and 1,80,000 indirect jobs.
e) TAPCI officials had approached the Government of Andhra Pradesh last
year and visited multiple locations in Prakasam district on 11 November
2018. Eventually, after several rounds of discussions with APEDB, the
association was convinced to sign a Memorandum of Understanding with the
Andhra Pradesh Economic Development Board. This project is likely to propel
Andhra Pradesh as the future pharma hub of India.
f) Another key project facilitated by APEDB is Toray, a Japanese
conglomerate interested in setting up manufacturing units across various

business domains in India. APEDB has positioned Andhra Pradesh as a
favourable investment destination for Japanese companies through the
extensive stakeholder network of the APEDB in Japan. APEDB was able to
drive the project in a short time span of 8 months from the date of first
interaction, building confidence for the future expansion plans of Toray in
the Indian market. Toray has invested around Rs. 970 crores and is
evaluating further investment of approximately Rs. 3000 crores in the state
in the coming years. There are several other investments that are grounded
or are in the process of being grounded. There are also several marquee
investments likely to come to the state of Andhra Pradesh in the near future,
which APEDB is actively pursuing.
g) In addition to this, APEDB has been actively with working various other
organisations for investments in the state and is responsible for bringing in
investments in 64 projects across Automobile, Textiles, Chemicals, IT and
Electronics sectors including Kia Motors, Foxconn, Tata Chemicals, Avanti
Sea Foods, Mohan Spintex, Paytm, Franklin Templeton etc, with a
cumulative committed investment of about Rs. 42,180 crores and committed
employment potential of 2,26,600 jobs. These companies have signed MoUs
with other line departments and are regularly in touch with APEDB for any
assistance.
i) The Strategic Planning and Policy Division functions as the Think-Tank and
is responsible for strategic analysis of national and global growth trends in
the short, medium and long term to identify opportunities and options for

creating a tangible growth trajectory to aid transformation of Andhra
Pradesh.
ii) APEDB has, directly and indirectly, influenced various policy changes
promoting the industrial competitiveness of the state. APEDB has identified
future growth sectors of the industry and worked to bring in competitive
policy framework to create a positive investment climate in those sectors
with a targeted approach to uplift the service sector. The Policy research
requires the team to review legislation and policies, liaise with stakeholders,
have robust data collection and evaluation skills and have in-depth
understanding of the effects of existing policies. The team invites inputs
from the private sector in a structured manner to ensure industry buy-in
while simultaneously ensuring the long-term sustainable growth of the state.

iv) APEDB held multi-stakeholder consultations with industry experts and
entrepreneurs and gathered inputs on global best practises. Various
recommendations were then shared with respective Government
departments after a detailed analysis to consider the long term development
agenda of the state.The first draft of the Andhra Pradesh Animation, Visual
Effects, Gaming and Comics Policy 2018 – 2023, was a result of such an
effort. Subsequently, the United Nations Educational, Scientific and Cultural
Organisation (UNESCO) entered into an agreement with Andhra Pradesh
Government to set up a 'Design University' for gaming in Visakhapatnam.
The agreement was signed between UNESCO and Andhra Pradesh Economic
Development Board (APEDB) for establishing a 'Gaming Digital Learning
Hub'. The target is to provide 50,000 jobs in EdTech gaming in the next 10
years. Through this MoU, a ‘gaming & digital learning hub’ would be set up
that provides UNESCO certification for games and digital learning products,
making the state a lucrative investment destination for gaming and EdTech
companies.

technology transfer and provide a platform to imbibe global best practices

IV: Functions of APEDB: Entrepreneurship and Skill Development:
i) APEDB works with the Industry, Academia and the Skill Development
Corporation of Andhra Pradesh to develop the entrepreneurship and skill
development landscape, by establishing institutes of excellence, conducting
seminars, workshops etc. With the vision of developing a culture of
entrepreneurship in Andhra Pradesh, the APEDB has collaborated with
institutes of international repute, such as Caneus, ITA RWTH Aachen
University, German Center for Advanced Studies, Hewlett Packard and
thought leaders like Mr. Peter Vesterbacka, founder of Angry Birds and
Slush, to skill the youth in Andhra Pradesh and make them first generation
entrepreneurs.
ii) APEDB worked on the India Game Development Challenge 2018 initiative
to Build skills to monetize high-end programming in Game Development.
With an aim to provide future ready high end skilling, APEDB ideated this
initiative with Mr.PeterVesterbacka , Founding member of Rovio (Angry
Birds) and a quintessential innovator and entrepreneur. APEDB has
evaluated the strengths of the proposals offered and has involved key
stakeholders across the departments validating the impact of the initiative.
Subsequently APEDB & APSSDC (involved since inception) and entered a
Memorandum of Association (MoA), to partner with Kajaani University of
Applied Sciences (KAMK) & SRM University.

iii) Important collaborations in the areas of technology, education &
skill training and social welfare

iv) 1800 Applicants were received from 107 Colleges, 500 shortlisted for 8-
Week residential Training 46 Groups constituting coders, developers and
programmers were formed, as the training concluded 46 games were
developed, 17 on boarded Playstore& 1 Game acquired by UNITY. Winners of
IGDC – 2018 Represented Andhra Pradesh at SLUSH, Helsinki; 4-5 Dec
2018. This model is currently pitched across India for adoption by KAMK &
SRM
v) APEDB collaborated with the European Center for Mechatronics to
promote skills for future jobs, relevant to Industry 4.0, Industrial
automation, Machine learning and cobotics. These skills are relevant to the
manufacturing industry in the state, country and enhance employability of
educated youth of Andhra Pradesh. For this in Davos 2018, APEDB initiated
discussions with European Center for Mechatronics and Manufacturing with a
vison to create a sustainable ecosystem in the fields of manufacturing and
industrial robotics in Andhra Pradesh, India, has chosen a two-pronged
approach to develop academic and industrial clusters to complement each
other.
vi) APEDB has associated with APSSDC in execution of this project. In the
next 5 Years, a total of 20,000+ students highly skilled/trained to the
highest global standards in the fields of industrial robotics and
manufacturing automation skills with hands-on experience at industrial
production sites or at engineering / research centres will be ready in the
state of Andhra Pradesh. Paving way for the Sunrise state of Andhra Pradesh
to attract high-end manufacturing, robotics industries to setup their
facilities. Currently, about 880 Students are trained under Phase-I.

V. Functions of APEDB: Media and Public Affairs:
ii) The main Pillars of APEDB’s Media and Public Affairs function are public
relations, newsletter, thought leadership and targeted media campaign. The
website of APEDBwww.apedb.gov.in is regarded as one of the best websites
in the Government sector in India.

iv) Expenditure incurred by APEDB resulted in several tangible and intangible
benefits to the state of Andhra Pradesh.
● The APEDB has developed a robust network in over 80 countries, while
managing relationships to drive investments and partnerships in the
state.
● The team engages with over 300 diplomatic offices and ministerial
bodies (Indian and foreign offices), 70 multilateral and bilateral
agencies, development banks and trade associations to design and
deliver bilateral partnership agenda with major economies such as the
US, Japan, China, UK, Korea, Germany, France etc.
● The team has built a network comprising of 7000 companies (global &
domestic) who could potentially invest in Andhra Pradesh, including
over 650 Fortune-1000 companies.
● The team spearheaded several promotional campaigns targeting the
global and domestic investor community across the industrial and
service sectors to generate a credible pipeline of viable investment
projects with a major focus on employment generating sector.
● The activities undertaken by APEDB in the last 3 years resulted in
committed investments of over INR 71,508 crore in the beyond
foundation stone stage, with committed employment for over
1,05,303.
● Further, there is a pipeline of INR 1.96 lakh crore spread over 167
projects, which will materialize in the coming months.
● Committed investments of INR 25,000 crore and 40,000 employment
spread over 50 projects is positioned to materialize in the next six
months.
● In addition, APEDB has established Andhra Pradesh as a top
investment destination in India for investors from China, Korea, and

Japan and has attracted over INR 11,000 crore in investments from
these countries.
● Overall, every INR 1 crore invested in APEDB resulted in INR 621 crore
worth of investments materialized and INR 2,100 crore of lined up
investments.
