Activities, Events & Investments under Sri J. Krishna Kishore, CEO,


APEDB from 2015-2019
Overview
1) While global growth has slowed down from 3.4 per cent in 2014 to 3.1
per cent in 2015, India has remained the ‘bright-spot’ registering a growth
rate of 7.3%, Andhra Pradesh as a progressive state had to grow and
sustain double-digit growth and for this, there existed a need for an agency
with a single-voice to seamlessly facilitate investments, partnerships and
collaborations with Andhra Pradesh.
2) Global flow of foreign direct investment (FDI) declined severely during the
recent economic and financial crisis. As the crisis eased, recovery in world
economies spurred a resurgence of FDI, and that in turn reignited
competition for investments among host countries.
3) Especially in emerging markets, Governments long have prized FDI as a
source of much-needed capital and jobs. But in the 21st century,
Governments value FDI also as a source of technology and know-how.
Policymakers have witnessed how knowledge brought by foreign investors
can spill over to local firms, bolster skills in the local workforce, and thus
increase the overall competitiveness of their economies. To foster
development of intellectual capital as well as businesses and jobs,
Governments increasingly recognize the importance of cultivating FDI.
4) To position themselves to compete for FDI, most countries have set up
Investment Promotion Intermediaries (IPIs) to provide information on
business conditions and opportunities to potential foreign investors. When
IPIs develop relevant, accurate and timely information and make it easily

available to potential investors, they reduce the risk perceptions and
transaction costs of investment projects. The Global Investment Promotion
Best Practices (GIPB) project examines how IPIs perform when approached
by foreign investors during their short-listing process. The GIPB 2012 report,
building on data and analysis from past editions, offers the most complete
examination yet of how well IPIs accomplish this crucial task of information
provision.

5) With states vying for investments and competing with each other
aggressively, it became imperative for Government of Andhra Pradesh to
build a vibrant and dynamic Investment Promotion Intermediary (IPI) which
will lead the state from the front by tirelessly reaching out to the global
investor community and relentlessly pursue the creation of economicand
employment opportunities for enterprising and hardworking citizens of
Andhra Pradesh.
6) Towards this end, the Andhra Pradesh Economic Development Board was
established not only to sustain the double-digit GDP growth momentum of
Andhra Pradesh, but also to actively engage with the domestic and global
stakeholder base to raise the status of Andhra Pradesh to the global
audience. These efforts by APEDB in unison with various departments have
led to Andhra Pradesh’s positioning as a transformational state par
excellence.
7) The Chief Minister through the Andhra Pradesh Economic Development
Board had actively engaged with over 50 country missions and has elevated
the status of partnership with key countries like China, Japan, South Korea,
UAE, Singapore, Malaysia, Australia, and USA& Europe.
8) The APEDB was modelled after the Singapore Economic Development
Board (SEDB). The SEDB was established in the year 1961 when the per-

capita income of India and Singapore were almost equal. Today the per-
capita income of Singapore is about 20 times that of India. The primary
cause for this highly impressive growth in Singapore is the SEDB, which
played a major role in promotion of investments, development of conducive
economic policies, creation of an Investor friendly atmosphere and creating
a focussed approach for development of Industries and Businesses in various
sectors of the economy. The SEDB functions with autonomy, akin to a
private sector, even while being a part of the SingaporeGovernment. The
SEDB is primarily manned by young and dynamic workforce. With average
age of only about 30 years. The autonomy granted to SEDB has given
substantial freedom and flexibility to the Organization, to work with
dynamism and efficiency of a private sector organization, even while
performing within ambit of the Government. The success of the SEDB,
inspired the Andhra Pradesh to create a similar organization which will help
propel State to being one of the most attractive destination in the world.

9) The APEDB, established to channelize various initiatives of the


Government of Andhra Pradesh to promote sustainable economic
development, contributed to the state’s ambitious growth agenda, by
focusing on various result-oriented activities. The seamless functioning of
the verticals of the organisation such as Investment Promotion and
Facilitation, External Engagement, Strategic Planning & Policy,
Entrepreneurship & Skill Development and Media & Public affairs brings in
the required institutional coherence that is capable of responding to the
development needs in an agile manner.
10) APEDB’s efforts have led Andhra Pradesh to be among the top 3
investment destinations in India. The team has approached priority markets

in major economies such as the US, China, Japan, Korea, Germany, France
etc. and developed an extensive stakeholder network with a well-defined
strategy to derive value from key collaborations and partnerships. The team
has established a robust network comprising of over 7000 global and
domestic businesses, which includes nearly 650 “Fortune 1000” companies.
11) The APEDB has met over 1000 top CEOs of leading companies in 5
sectors covering the entire value chain of activity. These companies are a
pipeline for Andhra Pradesh’s economic future.
12) The APEDB manages the Government of Andhra Pradesh’s bilateral
partnership agenda with several countries through its network in over 80
countries comprising of over 300 diplomatic missions, 70 multilateral and
bilateral agencies, development banks and trade associations. The APEDB
has promoted various opportunities in the state in over 39 high level
international events and over 163 domestic events. The high-level outbound
delegations from the state of Andhra Pradesh were curated by the APEDB
(from June 2016 onwards) and prior to that by the Industries Department
and have resulted in foreign investment commitments of about Rs. 32,700
croreswhich are in advance stages of implementation and will
potentiallygenerate employment for nearly 45,200 people. Several other
international high-level outbound engagements managed by the APEDB has
resulted in investment commitments of about Rs.1,08,500 crores with
corresponding employment potential of 39,000. Overall APEDB is tracking
investment commitments of Rs. 2,68,168 crores as a result of various
international and domestic engagements which are expected to generate
potential employment for 4,87,600 people when the projects are

13) As a result of the consistent promotion through targeted campaigns and
an efficient follow up mechanism at APEDB,investment commitments of
about Rs.59, 900 crores are in advance stages of implementation (categories
Y, G1-G4, i.e., from foundation stage, commencement of civil works and
above) and have employment generation potential of 1,27,280
jobs(information as available on the website of AP Industries Dept.

14) Through these promotion campaigns, APEDB has sensitised the global
investor community and key influencers, on various growth avenues in the
state which resulted in collaborations with marquee institutions such as KIA
motors, Foxconn, Google X, Franklin Templeton, World Economic Forum,
UNESCO, UNEP, UNICEF, ADB, Stanford University, Siemens, Tony Blair
institute for Global Change etc.,.Their contribution to the economic
transformation of the state is invaluable, considering the potential positive
impact in people’s lives.
15) The APEDB team has contributed to various knowledge outcomes of the
Government of Andhra Pradesh by undertaking contemporary research on
the Global Economic Systems resulting in various policy recommendations
that are time relevant and focussed on the long-term welfare and
development agenda of the state. The APEDB team has conducted multiple
stakeholder consultations for various policies such as the Industrial parks
policy and Logistics policy in addition to pioneering innovative industrial
development models presented in the Electronics City Proposal and Biotech
and Pharma Cluster Concept Paper. The team has provided
recommendations for Electric Mobility policy, The Textile and Apparel Policy,
Direct Selling guidelines 2016, Andhra Pradesh Animation, Visual Effects,
Gaming and Comics Policy 2018 – 2023 and Cloud Hub Policy 2018-20, etc.,
16) Various state governments, NITI Aayog, CII, FICCI, Invest India, and
other organizations have commended the APEDB on contributing towards a

predictable and pragmatic policy regime in Andhra Pradesh. The APEDB has
also recommended cutting-edge policy frameworks in emerging technologies
such as regulatory sandbox to the Department of Information Technology
and Electronics

17) This has resulted in a deep-dive of policy impetus for sustained and
imperative regulatory, legal and legislative frameworks resulting in Ease of
Doing Business and pegging the state of Andhra Pradesh to international
standards and benchmarks.
18) An overview of the various activities undertaken by the APEDB since its
inception and their outcomes are presented hereunder:
Introduction
a) Andhra Pradesh Economic Development Board (APEDB) was
commissioned with the objective of acting as a catalyst to achieve sustained
double-digit growth and enabling structural shift to industry and service-
based economy. This requires considerable investments in the urban and
especially rural economy of the state as sustained interventions are required
to promote the industry in the state of Andhra Pradesh. APEDB looks at
holistic growth of the state with multiple objectives of driving employment,
improving the per capita income of the state and ensuring that businesses
thrive.
b) Considering the challenges post the state’s bifurcation, there was a need
to strengthen, accelerate and increase investment in industry, information
technology, energy, tourism, expand infrastructure etc. There was an
inherent need to incorporate innovative and improved policies and
procedures to harness all avenues of economic opportunities, skill the
workforce, create employment, reduce inequities, improve the quality of

education, health and other public services, and strengthen social capital
and make necessary plans to increase the GDP of the state. Thus, the need
for a robust institutional mechanism that would create pro-growth, pro-
investment ecosystem and accentuate the efforts of the existing
Government institution was established.
c) Initially, the Andhra Pradesh Economic Development Board ("APEDB") was
established vide G.O. Ms. No. 87, G.A. (SC.B) Dept. dated 17.03.2016.
Later, the Andhra Pradesh Economic Development Board Act, 2018 (Act no.
21 of 2018) (“APEDB Act”) was passed by the state legislature which
received the assent of the Hon’ble Governor on May 19, 2018 and was
published in the Andhra Pradesh Gazette on May 30, 2018 (Part IV-B
Extraordinary No. 21). The APEDB Act, 2018 has come into effect on June 7,
2018 and the Board of APEDB has been duly constituted on June 7, 2018,
vide G.O.Ms.No.82, General Administration (Poll.C) Department, dated
08.06.2018.
d) APEDB has been established taking into account the experience of
premier economic development institutions across the world including the
Singapore Economic Development Board and the Bahrain Economic
Development Board, besides other reputed organizations. In India, APEDB’s
functions are on similar lines as the Invest India at the centre, which is the
national investment promotion agency. The practices at APEDB have been
inspired from those at Invest India and APEDB works closely with Invest
India to facilitate investments into AP. It may be noted that APEDB is one of
foremost organisations at the State level dedicated to investment promotion
and facilitation.
e) APEDB is entrusted with the task of promotion of the economic growth of
the state, through sustained accelerated investment ecosystem, policy
initiatives and other measures. Besides acting as the single point of contact

for investments both national and international, APEDB acts as interface for
all discussions with international trade, industry and diplomatic missions,

19) APEDB- Recipient of SKOCH Award


a) The Andhra Pradesh Economic development Board (APEDB), Government
of Andhra Pradesh (www.apedb.gov.in), won the Gold Award for being the
best organization in India, for Investment Promotion & Project Facilitation,
at the 55th Skoch Summit held in New Delhi. The prestigious and renowned
Skoch Awards celebrate human excellence and agents of change in the
Indian society. Since 2003, the Skoch Awards have been the only
independent benchmark of best practices in India in the fields of
governance, finance, banking, corporate citizenship, economics and inclusive
growth.
b) This award was received by APEDB and was presented before the Chief
Minister of Andhra Pradesh by Mr. J Krishna Kishore, CEO, APEDB on
27/12/2018.
c) The Andhra Pradesh Economic Development Board won the Gold Award,
for contributing towards economic growth and employment generation and
establishing a globally competitive investment climate, capable of quickly
responding to fast changing global economic and technological scenario.
Various state organizations pertaining to Investment Promotion and
Industrial Development in India were shortlisted for the award and APEDB
was adjudged as the best in the country through this award.
d) The jury commended the APEDB on contributing towards a predictable
and pragmatic policy regime, acting as a nodal agency for engaging with
foreign governments, embassies, multilateral & bilateral agencies and trade
associations and for providing a sustained and dynamic feedback to

executing departments and ministries. The Andhra Pradesh Economic
Development Board’s contribution towards economic growth and
employment generation and establishing a globally competitive investment
climate in the state, capable of quickly responding to fast changing global
economic and technological scenario, was acknowledged.
e) The APEDB has contributed towards 6 policy recommendations of the
State Government viz. Electric Mobility Policy, Textile Policy, Industrial Parks
Policy, Logistics policy, Gaming and animation policy, Cloud Hub Policy and
helped the Government notify the Direct Selling Guidelines.
f) The APEDB has spearheaded over 86 inbound international delegations
and 111 outbound delegations, within just 3 years of its establishment. The
External Engagement Division has elevated the status of partnership with
organizations from various countries including South Korea, UK, Japan,
China, Europe, United States, Singapore, Malaysia and Russia.
g) The APEDB has a clearly defined mandate, responsible for attracting
investments into the state and acting as a single point of contact for trade
and investments on behalf of the State Government. Over 25 billion USD of
committed investments from marquee companies are in the pipeline, due
the efforts of APEDB.
h) The APEDB is also entrusted with the task of planning and executing high
level international delegations led by the Hon’ble Chief Minister of Andhra
Pradesh and has organized 17 such international delegations so far,
including the high-level delegations to the Annual Meetings of the World
Economic Forum at Davos, Switzerland, USA, Russia, Korea, Kazakhstan,
Singapore, China, UAE , UK etc.
i) The APEDB and the World Economic Forum have also collaborated recently
on a study titled 'Accelerating Sustainable Production', concluding a USD 5

billion opportunity in the automotive and electronics industries in Andhra
Pradesh.
j) The APEDB has created a pro-growth, pro-investment ecosystem in
Andhra Pradesh, by effective coordination across various ministries,
departments and institutions.
k) This award is a testimony to the confidence among investors that the
institution dealing with them is adequately empowered in determining the
nature of support the government can provide for their investments. At the
heart of APEDB's values and ethos, is a young, talented, skilled and agile
workforce that is capable of working round the clock to achieve development
goals. Hand-picked from top institutes, this young workforce are proactive
and go beyond business as usual.

20) Functions of APEDB:

The Andhra Pradesh Economic Development Board primarily facilitates


investments, but its activities run deep in helping realize the vision of an
inclusive economy with a sustained double-digit growth rate. The functions
of the board can be categorised under the following heads:
I) Functions of APEDB: Investment Promotion & Project Facilitation
i) The Investment Promotion and Project Facilitation Division promotes
Andhra Pradesh as the ideal investment destination through various means
including conducting one-to-one meetings, seminars, road shows and
programs in India and abroad, in coordination with the concerned
departments. The team has promoted the state in more than 200 high-level
national and international platforms. APEDB facilitates a seamless process of

facilitating potential investors from within the state, within the country and
across the world to establish their enterprise in Andhra Pradesh. APEDB
handholds the investors through the stages of conceptualization to
commissioning of the project, in close coordination with the departments
concerned of State Government and wherever necessary, also with the
departments of the Central Government. APEDB organizes and coordinates
the site visits of the investors based on the project requisites. APEDB
identifies the suitable land options for the proposed investment based on the
Preliminary Project Report (PPR) submitted by the client. At every stage,
APEDB works with the investors and line department to ensure speedy
implementation of the projects.

ii) The role of APEDB is merely that of a facilitator of investments. The


APEDB promotes investment in the state by holding individual meetings as
well as roadshows with investors in India and abroad, from time to time.
Keeping in view the intense competition between states and countries for
scarce investments, the APEDB, in order to ensure that the investors prima
facie agree to invest in Andhra Pradesh, signs MoU, which are not legally
binding, wherein the investor expresses the intention to invest in the state of
Andhra Pradesh, indicating probable employment as well as basic details of
requirement of land for the project. Though the MoU is non-binding and non-
statutory in nature, it is made clear to the investor in the MoU itself that the
role of APEDB is only promotional in nature and the powers of allotment of
land and other incentives vest with the concerned line departments, in
accordance with the prevailing policies, rules and regulations of the
Government, for which necessary processes have to be followed.

iii) Some of the key projects handled by the APEDB include Kia Motors,
Gamesa, TCL, Foxconn, Saint Gobain, Rockman, ZTT, Lixil, Decathalon,
CRRC, Franklin Templeton, Pidilite and USG Boral etc. APEDB has facilitated
Government-to-Government agreements with the Governments of Japan,
Switzerland, China, and Australia. APEDB coordinates the implementation of
these agreements through the Joint Working Group established to promote
this bilateral partnership.
iv) APEDB is responsible for generating leads and converting interest to
intent till the client has finalised to set up operations in the state and
submits a detailed project report (DPR). Once the DPR has been received,
the project in handed over to respective line departments for
implementation of project. These include from identification for suitable land,
approval of the DPR submitted, finalisation on incentives requested by the
client and finally providing necessary approvals for construction and
commencement.
iv) As on July 1, 2019, APEDB was tracking and facilitating around 280
active leads with an investment commitment of approximately Rs. 2.68 lakh
crores and employment potential of 4.87 lakh jobs across 14 sectors. Within
2 years, APEDB successfully grounded around 83 projects. These 83 projects
have moved beyond the stage of foundation stone and have initiated civil
works. Another 167 projects are in advanced stages of implementation and
expected to commence production in 2020. The summary of these projects
is provided below:

v) The APEDB has been constantly promoting investments through agile


investor outreach initiatives backed by relentless sector research and
macroeconomic research. The APEDB has been successful in establishing
connects with over 10,000 corporates including 650 “Fortune 1000”
companies, 70 industry associations and over 300 diplomatic offices across
the globe.
vi) Furthermore, the approach towards driving investment and employment
has undergone a complete change. States now reach out to investors
proactively and do not wait for investors to reach out. At the central level,
the Invest India team promotes India, while at the state level there are
several states such as Maharashtra, Gujarat, Uttar Pradesh, Haryana,
Telangana, Karnataka, Tamil Nadu and Punjab who promote the
opportunities in the state, aggressively through active participation in
promotional events both in India and abroad on a regular basis. In face of
the severe competition, it is imperative for APEDB also to aggressively
promote investments.

vii) APEDB provides handholding services to the enterprises throughout their


investment process in the State, with a view to facilitate ease of doing
business in the State.
viii) APEDB team holds extensive promotional campaigns in India and
abroad, regularly writes and pitches to all major industries and firms in
different sectors to invest in Andhra Pradesh, holds telephonic and personal
communications for promoting investments with thousands of potential

investors etc. However, the promotional efforts made by APEDB often results
in investors directly approaching line departments and putting forward their
investment proposals, signing MoUs etc. in many cases, the proposals go
directly to line departments and not necessarily through APEDB.

ix) Marquee / Major Projects facilitated:


a) Andhra Pradesh is currently among the top three investment destinations
in India. Pre-2016, Andhra Pradesh was not even among the top 6 states
while considering investment plans. For example, in 2016 when KIA Motors
was scouting for locations to set up operations in India, Andhra Pradesh was
not in their top 5 states, but given APEDB’s relentless positioning, KIA
Motors decided to evaluate Andhra Pradesh as their 6 th option.

b) The first meeting of Kia Motors with the former Chief Minister and officials
of Andhra Pradesh Government was facilitated by then CEO of APEDB, Mr. J.
Krishna Kishore, on 22/05/2016 and APEDB handheld the Kia Motors for the
first three months before handing over the proposal to Industries
Department. Similarly, the first meeting of senior management of Foxconn
with the former Chief Minister was organised by APEDB in October 2015 and
the project was later facilitated by the Industries department.

c) Asia Pulp and Paper (APP) signed a MoU with APEDB for setting up the
world’s biggest single location Greenfield pulp and paper plant in Prakasam
district with capacity of 5 million tonnes per annum. Asia Pulp and Paper is
part of the Sinar Mas group from Indonesia, which is one of the largest
conglomerates in the world. The unit is projected to be spread over an area
of 1,000 hectares (2,471 acres), with the total investment amounting to

approximately Rs. 24,000 Crores (USD 3.5 Billion), making it one of the
biggest Foreign-Direct Investments (FDI) in the country, till date. APEDB
generated this lead as a result of its stakeholder relationship management in
India and abroad. APEDB handheld the investor from the initial point of
pitching Andhra Pradesh, coordinating site visits culminating in them
announcing their investment commitment to AP. The project is proposed to
be implemented in two phases and is estimated to provide direct
employment to 4,000 workers and indirect employment to about 12,000
workers. The project is also expected to provide sustained income for over
50,000 pulpwood farmers in the region. When APP was looking to invest in
India, Maharashtra, Gujarat and Andhra Pradesh were in its radar. APEDB’s
relentless pursuit and persuasive pitch presentations among other
considerations such as ease of doing business, availability of raw material,
ensured that Andhra Pradesh was chosen over other states.
d) Telugu Association of Pharmaceuticals and Chemicals Industries (TAPCI)
is a consortium of MSME companies mostly around the Hyderabad region
who chose to invest in AP as a result of APEDB’s promotion efforts. The
association has around 325 companies and were looking to come together to
form an Industrial cluster in Prakasam district. The group of MSMEs together
were looking to invest around Rs 9,000 crores with potential employment of
45,000 direct and 1,80,000 indirect jobs.
e) TAPCI officials had approached the Government of Andhra Pradesh last
year and visited multiple locations in Prakasam district on 11 November
2018. Eventually, after several rounds of discussions with APEDB, the
association was convinced to sign a Memorandum of Understanding with the
Andhra Pradesh Economic Development Board. This project is likely to propel
Andhra Pradesh as the future pharma hub of India.
f) Another key project facilitated by APEDB is Toray, a Japanese
conglomerate interested in setting up manufacturing units across various

business domains in India. APEDB has positioned Andhra Pradesh as a
favourable investment destination for Japanese companies through the
extensive stakeholder network of the APEDB in Japan. APEDB was able to
drive the project in a short time span of 8 months from the date of first
interaction, building confidence for the future expansion plans of Toray in
the Indian market. Toray has invested around Rs. 970 crores and is
evaluating further investment of approximately Rs. 3000 crores in the state
in the coming years. There are several other investments that are grounded
or are in the process of being grounded. There are also several marquee
investments likely to come to the state of Andhra Pradesh in the near future,
which APEDB is actively pursuing.

g) In addition to this, APEDB has been actively with working various other
organisations for investments in the state and is responsible for bringing in
investments in 64 projects across Automobile, Textiles, Chemicals, IT and
Electronics sectors including Kia Motors, Foxconn, Tata Chemicals, Avanti
Sea Foods, Mohan Spintex, Paytm, Franklin Templeton etc, with a
cumulative committed investment of about Rs. 42,180 crores and committed
employment potential of 2,26,600 jobs. These companies have signed MoUs
with other line departments and are regularly in touch with APEDB for any
assistance.

II) Functions of APEDB: Strategic Planning and Policy

i) The Strategic Planning and Policy Division functions as the Think-Tank and
is responsible for strategic analysis of national and global growth trends in
the short, medium and long term to identify opportunities and options for

creating a tangible growth trajectory to aid transformation of Andhra
Pradesh.
ii) APEDB has, directly and indirectly, influenced various policy changes
promoting the industrial competitiveness of the state. APEDB has identified
future growth sectors of the industry and worked to bring in competitive
policy framework to create a positive investment climate in those sectors
with a targeted approach to uplift the service sector. The Policy research
requires the team to review legislation and policies, liaise with stakeholders,
have robust data collection and evaluation skills and have in-depth
understanding of the effects of existing policies. The team invites inputs
from the private sector in a structured manner to ensure industry buy-in
while simultaneously ensuring the long-term sustainable growth of the state.
iii) Some of the important policy initiatives and recommendations driven by
APEDB include

iv) APEDB held multi-stakeholder consultations with industry experts and
entrepreneurs and gathered inputs on global best practises. Various
recommendations were then shared with respective Government
departments after a detailed analysis to consider the long term development
agenda of the state.The first draft of the Andhra Pradesh Animation, Visual
Effects, Gaming and Comics Policy 2018 – 2023, was a result of such an
effort. Subsequently, the United Nations Educational, Scientific and Cultural
Organisation (UNESCO) entered into an agreement with Andhra Pradesh
Government to set up a 'Design University' for gaming in Visakhapatnam.
The agreement was signed between UNESCO and Andhra Pradesh Economic
Development Board (APEDB) for establishing a 'Gaming Digital Learning
Hub'. The target is to provide 50,000 jobs in EdTech gaming in the next 10
years. Through this MoU, a ‘gaming & digital learning hub’ would be set up
that provides UNESCO certification for games and digital learning products,
making the state a lucrative investment destination for gaming and EdTech
companies.

III. Functions of APEDB: External Engagement with


National/International Investors and Foreign Governments:
i) The APEDB is a nodal agency for engaging with foreign governments,
embassies, multilateral & bilateral agencies, development banks and trade
associations. The APEDB works closely with the Ministry of External Affairs,
GOI to facilitate bilateral partnership agreements.
ii) The External Engagement works with a geographical orientation towards
identifying the focus countries and promoting the state as a potential
destination for foreign investments. The team at APEDB, cognizant of
Government of India’s diplomatic relations with various Foreign

Governments, has identified target countries and built an extensive network
in those countries and their Foreign missions in India.
iii) APEDB has a dedicated External Engagement team. There are 5 focus
regions APEDB works with to promote bilateral cooperation and increase FDI
footprint in the state

3.Europe with major focus on U.K, Germany, France, Sweden and Spain
4.East/ South East Asian Countries including Korea, Japan, Taiwan and
Singapore

iv) The team has developed an International Network with over 80 countries
through over 300 diplomatic offices and ministerial bodies in addition to
several bilateral and multilateral agencies. This network plays a crucial role
in the outbound delegations of the Government of Andhra Pradesh. Effective
relationship management has resulted in several high level in-bound
delegations from these countries to Andhra Pradesh thus creating a platform
for bilateral exchanges.
v) The external engagement team of APEDB is not only working towards
promoting investments into Andhra Pradesh, but also has recently embarked
with South Korea to promote exports from Andhra Pradesh primarily in the
Agriculture, Horticulture and Aquaculture sector. The APEDB seeks to
enlarge the scope of promotion of exports from Andhra Pradesh, in the near
future.
vi) For the past three years, since 2016, with a clear strategy to target
priority markets, APEDB conceptualized and facilitated outbound investment

promotion programs. The team at APEDB capitalized on these opportunities
to build brand Andhra Pradesh and proactively engaged with the global
investor community. Consistent follow up of these engagements led to a
credible investment pipeline.
vii) The APEDB team has facilitated foreign tours of Hon’ble Chief Minister
and other high-level dignitaries since June 2016. The APEDB has
meticulously planned the visits after a thorough going study and research,
identification of prominent entrepreneurs, thought leaders and eminent
individuals who could be met for the purposes of promoting investments into
the state and for contributing towards developmental activities. Accordingly,
the visits have been planned to ensure that the most prominent personalities
are met. Elaborate care was taken to ensure that every single minute is
effectively utilized towards promotion of the interest of the state by ensuring
high quality meetings with the relevant persons and organizations. The
APEDB team has also prepared the speeches, talking points, presentations
and other collateral intellectual inputs for the Hon’ble Chief Minister and
other members of the high-level delegation necessary for successfully
achieving the objectives of the foreign tours in terms of investment
promotion and branding the image of the state in a positive manner.
vii) The APEDB has promoted various opportunities in the state in over 39
high level international events and over 163 domestic events. The high-level
outbound delegations from the state of Andhra Pradeshwere curated by the
APEDB and have resulted in foreign investment commitments of about
Rs.32,668crores, which are in advanced stages of implementation and will
potentially generate employment for nearly 45,200 people

xii) High-level Inbound International delegations and domestic


outbound facilitated by APEDB to Andhra Pradesh :
a) Since inception of APEDB, Mr. Krishna Kishore has spearheaded the
facilitation of visits by over 100 inbound delegations to the state. These
inbound delegations consist of visits by domestic and international business
delegations, visits by foreign Government dignitaries and officials,
delegations led by diplomatic missions. Mr. Krishna Kishore was instrumental
in facilitation by APEDB of several high-level delegations from countries such
as Japan, Russia, USA, China, Australia, Republic of Korea etc. The profile of
the state of Andhra Pradesh received international recognition due to such
outreach campaigns. APEDB was responsible for managing the international
representation in the Partnership Summit, state’s flagship event, wherein
nearly 50 high level delegations from countries such as the US, UK, Japan,

Korea, China participated in addition to organising sector specific
stakeholder consultations to invite participation of the private sector.
b) The planning and delivery of such high-level delegations required several
days of inter-department coordination, attention to details in areas like
logistics and protocol arrangements in addition to developing a result-
oriented programme. APEDB facilitated several high-level bilateral
discussions for the delegations on these occasions. Some of the important

IV: Functions of APEDB: Entrepreneurship and Skill Development:

i) APEDB works with the Industry, Academia and the Skill Development
Corporation of Andhra Pradesh to develop the entrepreneurship and skill
development landscape, by establishing institutes of excellence, conducting
seminars, workshops etc. With the vision of developing a culture of
entrepreneurship in Andhra Pradesh, the APEDB has collaborated with
institutes of international repute, such as Caneus, ITA RWTH Aachen
University, German Center for Advanced Studies, Hewlett Packard and
thought leaders like Mr. Peter Vesterbacka, founder of Angry Birds and
Slush, to skill the youth in Andhra Pradesh and make them first generation
entrepreneurs.

ii) APEDB worked on the India Game Development Challenge 2018 initiative
to Build skills to monetize high-end programming in Game Development.
With an aim to provide future ready high end skilling, APEDB ideated this
initiative with Mr.PeterVesterbacka , Founding member of Rovio (Angry
Birds) and a quintessential innovator and entrepreneur. APEDB has
evaluated the strengths of the proposals offered and has involved key
stakeholders across the departments validating the impact of the initiative.
Subsequently APEDB & APSSDC (involved since inception) and entered a
Memorandum of Association (MoA), to partner with Kajaani University of
Applied Sciences (KAMK) & SRM University.

iii) Important collaborations in the areas of technology, education &
skill training and social welfare

iv) 1800 Applicants were received from 107 Colleges, 500 shortlisted for 8-
Week residential Training 46 Groups constituting coders, developers and
programmers were formed, as the training concluded 46 games were
developed, 17 on boarded Playstore& 1 Game acquired by UNITY. Winners of
IGDC – 2018 Represented Andhra Pradesh at SLUSH, Helsinki; 4-5 Dec
2018. This model is currently pitched across India for adoption by KAMK &
SRM
v) APEDB collaborated with the European Center for Mechatronics to
promote skills for future jobs, relevant to Industry 4.0, Industrial
automation, Machine learning and cobotics. These skills are relevant to the
manufacturing industry in the state, country and enhance employability of
educated youth of Andhra Pradesh. For this in Davos 2018, APEDB initiated
discussions with European Center for Mechatronics and Manufacturing with a
vison to create a sustainable ecosystem in the fields of manufacturing and
industrial robotics in Andhra Pradesh, India, has chosen a two-pronged
approach to develop academic and industrial clusters to complement each
other.
vi) APEDB has associated with APSSDC in execution of this project. In the
next 5 Years, a total of 20,000+ students highly skilled/trained to the
highest global standards in the fields of industrial robotics and
manufacturing automation skills with hands-on experience at industrial
production sites or at engineering / research centres will be ready in the
state of Andhra Pradesh. Paving way for the Sunrise state of Andhra Pradesh
to attract high-end manufacturing, robotics industries to setup their
facilities. Currently, about 880 Students are trained under Phase-I.

V. Functions of APEDB: Media and Public Affairs:

i) APEDB promotes brand Andhra Pradesh to the global investor community


through the dissemination of on ground developments and publication of
success stories to build investor confidence critical to develop the state as a
preferred investment destination. APEDB has built a sustained relationship
with major business and financial houses in India and abroad. APEDB will
continue to disseminate information and achievements the vision and
leadership of the state on a regular and sustained basis as articles,
editorials, interviews etc.

ii) The main Pillars of APEDB’s Media and Public Affairs function are public
relations, newsletter, thought leadership and targeted media campaign. The
website of APEDBwww.apedb.gov.in is regarded as one of the best websites
in the Government sector in India.

iii) The APEDB is credited with developing an efficient method of clear,


consistent and structured dissemination of information on the vision,
achievements, and outcomes of flagship initiatives of the Government of
Andhra Pradesh cutting across industrial, service and social development
sectors through its quarterly newsletter. The newsletter with readership of
over 35,000 corporates, Foreign and Indian embassies, international
agencies and trade bodies is the only State Government publication
presenting a holistic view of the Government of Andhra Pradesh’s growth
story, which reaches a diverse set of audience at a very high level with a
potential to contribute to this agenda. APEDB’s newsletter is one of the most

effective tool for managing existing relationships in addition to setting the
context for identifying new growth partners.
iv) Expenditure incurred by APEDB resulted in several tangible and intangible
benefits to the state of Andhra Pradesh.
● The APEDB has developed a robust network in over 80 countries, while
managing relationships to drive investments and partnerships in the
state.
● The team engages with over 300 diplomatic offices and ministerial
bodies (Indian and foreign offices), 70 multilateral and bilateral
agencies, development banks and trade associations to design and
deliver bilateral partnership agenda with major economies such as the
US, Japan, China, UK, Korea, Germany, France etc.
● The team has built a network comprising of 7000 companies (global &
domestic) who could potentially invest in Andhra Pradesh, including
over 650 Fortune-1000 companies.
● The team spearheaded several promotional campaigns targeting the
global and domestic investor community across the industrial and
service sectors to generate a credible pipeline of viable investment
projects with a major focus on employment generating sector.
● The activities undertaken by APEDB in the last 3 years resulted in
committed investments of over INR 71,508 crore in the beyond
foundation stone stage, with committed employment for over
1,05,303.
● Further, there is a pipeline of INR 1.96 lakh crore spread over 167
projects, which will materialize in the coming months.
● Committed investments of INR 25,000 crore and 40,000 employment
spread over 50 projects is positioned to materialize in the next six
months.
● In addition, APEDB has established Andhra Pradesh as a top
investment destination in India for investors from China, Korea, and

● Overall, every INR 1 crore invested in APEDB resulted in INR 621 crore
