Pakistan Planning Association
PREAMBLE
We, the members of the Pakistan Planning Association, commit to strengthening communities
and addressing the challenges faced by the planning sector. We aim to promote sustainable
practices, foster collaboration with allied industries, and advocate for inclusive and strategic
planning that enhances the quality of life for all citizens. Through our collective efforts, we aspire
to create a resiliant and equitable future for every planner.
ARTICLE - I
Section 1. This organization shall be known as Pakistan Planning Association.
ARTICLE - II
Declaration of Principles
Section 1. The Pakistan Planning Association is an independent and non-profit
organization dedicated to the advancement of the planning profession in
Pakistan. We are committed to enhancing the skills and knowledge of planners, promoting
sustainable practices, and advocating for effective planning solutions that benefit society as
whole.
Section 2. Pakistan Planning Association, affirm that all professionals are equal and entitled to
the same rights and opportunities. PPA commit to fostering an inclusive environment where every
members can access resources and support.
Section 3. The Pakistan Planning Association believes that planners have a social responsibility
to educate, collaborate, and engage the broader planning community to foster sustainable
development and effective practice across the nation.
ARTICLE - III
Declaration of Objectives
Section 1. The Pakistan Planning Association shall advance the professional development,
ethical standards and collaborative practices in planning field.
Section 2. In particular PPA shall strive:
a. To enhance the professional environment of town planners by promoting fair
employment practices, providing access to continuous education opportunities, and ensuring
resources
b. To facilitate workshops and seminars that enhance professional development
and networking opportunities.
c. To advocate for the rights and responsibilities of planners within the legal frame-
work.

Section 2. d. To stregnthen the participation and voice of Young Town Planners.
ARTICLE - IV
Membership and Qualification
Section 1. Any with person with City and Regional Planning Degree is qualified for
regular membership.
Section 2. Any person who is enrolled in B.Sc City and Regional Planning is qualified for student
membership.
Section 3. Any person who is regular member of PPA is qualified for Exectuive Cocuncil for PPA
subject to elections.
ARTICLE - V
Rights and Privileges
Section 1. To participate freely and fully in all meetings.
Section 2. To be informed fully of the reasons of policies, programs, projects and actions
adapted by the chapter and all other leading bodies of organization.
Section 3. To propose changes on stated agenda of meetings
Section 4. To be informed fully of the reasons of policies, programs, projects and actions
adapted by the chapter and all other leading bodies of organization.
Section 5. To elect and be elected into office.
Section 6. To vote in approval and adoption of resolutions, progrmans and policies.
Section 6. To have any dissenting vote and reason therof; recorded.
Section 7. To appeal any decision to higher bodies
ARTICLE - VI
Duties and Responsibilities
Section 1. To uphold and abide by this constituion.
Section 2. To abide by the policies, decisions and regulations adopted by the organization.
Section 3. To actively participate in meetings
Section 4. To take part in implementation of all programs, projects and actions adopted by
PPA
ARTICLE - VII
Organizational Structure
Section 1. The governing body of the PPA shall be known as the Executive Council, which will
be structured in a hierarchical manner from the highest to the lowest tier as follows:
i. President
ii. Vice - President

Section 2. PPA Shall have Legal Advisory Board to took up all planning matters at PCATP and
other regulatory forums. Members of Legal Advisory Board shall be as follows
i. President PPA
ii. Vice Chairman PCATP
iii. Executive Members PCATP
ARTICLE - VIII
Election Mechanism
Section 1. Executive Council shall be selected by elections for two year term.
Section 2. Elections shall be conducted under the supervision of an Election Committee to
ensure transparency and fairness.
Section 3. Candidates shall have three days to file their nominations following the official
announcement of elections.
Section 4. Candidates will be allotted a campaign period of three days to promote their
candidacy.
Section 5. Hate campaigns are strictly prohibited. Candidates are encouraged to share their
agendas and manifestos with the electorate.
Section 6. Voting for Provincial Executive Member seats shall be restricted to respective
sessions or groups
Section 7. Only female voters shall be allowed to vote for Women Executive Member positions.
Section 8. Election results shall be announced within one day of the conclusion of voting, and
the newly elected council shall assume office immediately thereafter.
ARTICLE - IX
Functions, Responsibilties & Duties of Executive Council
Section 1. The President shall
i. Provide leadership and direction to Exectuive Council
ii. Represent Organization in official matters and public engagements
iii. Facilitate meetings and ensure decision-making
iv. Oversee the formation of committee for specific inititative
v. Ensure discipline is maintained among members
Section 2. The Vice President shall
i. Assist President in their duties and act on their behalf in their absence.
ii. Support formation and functioning of various committees
iii. Coordinate with President to ensure goal and objectives of PPA.
Section 3. The General Seceratry shall
i. Maintain accurate records of meetings, decisions and member activities
ii. Manage and maintain correspondance within organziation.
iii. Facilitate the documentation and presentation of matters.
iv. Ensure that all information is shared with members in timely manner
Section 4. Executive Members shall
i. Advocate for the interests of Young Town Planners.
ii. Facilitate youth engagement and particiaption in activities.
iii. Support the creation of chapters focused on youth related intitiatives, Such as
scholarship chapter.
iv. Address and Mediate any conflict involving young town planners.

Section 5. Executive Member Girls shall
i. Represent the interest of female members and address their sepcific needs
ii. Promote intiatives to empower female town planners.
iii. Ecnourage female town planners participation.
iv. Mediate conflicts and ensure a respectful environment for all members.
Section 6. The Executive Council shall made decision thorugh
i. Monhtly Meeting with sepcific agendas to resolve issues
ii. 2/3rd Votes are required to make any decision.
iii. In case 2/3rd votes are not achieved on any matter/ conflict, General Member poll
will make the decision.
iv. Establihsing Committees for specific programs/ projects, with clear mandate and
reporting structures.
Section 7. The Exectuive Council shale mediate conflicts and maintain disciplines through
i.The Executive Committee shall actively promote a culture of peace and mutual
respect.
ii.Conflicts shall be addressed promptly, with designated mediators from the
committee.
iii.A disciplinary framework shall be established to maintain order and respect within the
community.
Section 8. The Executive Committee shall facilitate the creation of various chapters, including
but not limited to:
Research Chapter
Planning Chapter
Scholarship Chapter
Job Chapter
Chapter leaders shall report back to the executive council to ensure alignment.
ARTICLE - X
Conduct Policy
Section 1. All members of the organization shall be treated equally, regardless of their back-
ground, gender, or professional status. Discrimination of any kind is strictly prohibited.
Section 2. Members are expected to engage in respectful communication at all times. Personal
attacks or derogatory remarks towards any individual are not tolerated.
Section 3. Any member who feels they have been treated unfairly or unequally may file an
equity complaint with the Executive Council.
Section 4. The Executive Council is obligated to address and mediate any equity complaints
within one week of receipt. Timely resolutions are essential to maintaining a harmonious environ-
ment.
Section 5. Harassment of any form, including verbal, physical, or psychological, is strictly prohib-
ited. Members are encouraged to report any instances of harassment immediately.
Section 6. Members who report misconduct or violations of the Conduct Act (whistleblowers)
shall be protected from retaliation. Confidentiality will be maintained to the greatest extent
possible.
Section 7. All members are accountable for their actions. Violations of the Conduct Act may
result in disciplinary actions as determined by the Executive Council.
Section 8. A clear process for conflict resolution shall be established. Members are encouraged
to seek mediation through the Executive Council to resolve disputes amicably.

Section 9. Members are expected to maintain high standards of professionalism in all interac-
tions, both within the organization and in external engagements.
Section 10. The Conduct Act will be reviewed periodically to ensure it meets the evolving needs
of the organization. Suggestions for amendments are encouraged and should be submitted to
the Executive Council for consideration.
ARTICLE - XI
Amendment to Constitution and Formation of Additional Policies
Section 1. Executive Council reserve right to amend and form new policies. rules and procedure
for better of planning community. Amendment to Constituion and formation of new policies are
subjected to 2/3rd majority of Executive Council.
