Question 1: Which primary goal of the health system do you think should be the priority in the Philippines?
Why?

The health system in the Philippines has numerous goals but improving its responsiveness should be the
top priority. The responsiveness of the health system, which includes both medical and non-medical aspects, is
important in addressing the challenges posed by the significant emigration of Filipino medical professionals.
Many healthcare workers leave the country for better opportunities abroad, leading to serious shortages that
hinder the health system's ability to meet the population's needs effectively.

The Department of Health (DOH) has highlighted that this shortage of healthcare workers is a major
obstacle to the Philippines' goal of becoming the healthiest nation in Asia by 2040. According to a report by GMA
Network, the government needs around 190,000 healthcare workers to fill existing gaps. This shortage severely
undermines the health system's ability to deliver timely and effective services, despite the existence of a robust
health framework and well-planned initiatives.

For these reasons, prioritizing the health system's responsiveness is a must. Responsiveness involves
providing satisfactory health services and engaging patients as active partners, making sure that their medical
and non-medical needs are met. Addressing this issue with effectiveness, urgency, and equality will benefit both
patients and healthcare workers.

Question 2: Do you think that the directions of the Philippine Health Sector are on the right track? Do you
have any other recommendations?

No. As for my observation, the Philippine health sector has made some progress, but it still has major
problems. Although laws like the Universal Health Care Law aim to improve healthcare access and quality, issues
such as low wages for medical workers, inadequate healthcare in rural areas, and a focus on profit in some
hospitals continue to be significant concerns. To address these problems, the government should increase wages
for medical workers to improve their job satisfaction and reduce migration, invest in better healthcare facilities
and services in rural areas to make sure that everyone has access to quality care, and make sure hospitals focus
on patient care rather than just making money. These steps could help put the health sector on the right path.

Question 3: Cite potential areas of improvement in the Philippine Health Care Delivery System.

Areas in Philippines Health System delivery that could be improved are upgrading and maintaining
healthcare facilities, especially in rural areas, to ensure they are capable of meeting the population's needs,
increasing budget allocations for health to support universal health coverage, and reducing out-of-pocket
expenses for patients. and addressing the shortage of healthcare workers by improving retention strategies,
offering competitive salaries, and providing adequate training and professional development opportunities. By
improving, this can be a lot of help and also be a benefit to everyone.

Question 4: Give suggestions on how to address decrease in the availability of health care professionals.

Since a lot of healthcare professionals tend to work in other countries, which led to a shortage of
healthcare workers here in the Philippines, I suggest that the government should give deserving wages to all the
medical health workers because that is one of the reasons why medical health workers are choosing to work
abroad. Also, because of the poor working conditions, the Department of Health should be prioritizing improving
the health care facilities and making the medical equipment complete. Also, the department of health should be
taking care of its workers not just in work but also in their needs, like not delaying their allowances and giving
more benefits because they work hard and are always facing risks.

Question 5: What are the advantages and disadvantages of Health Informatics in relation to the current
health care system of the Philippines?

Health informatics has advantages and disadvantages for the Philippine healthcare system. For
advantages, this includes faster data processing. Health informatics allows for the faster processing and analysis
of health data, which can lead to more timely and accurate diagnoses and treatment plans. Also, electronic
health records (EHRs) and other informatics tools can enhance patient care by providing comprehensive and up-
to-date information to healthcare providers. Health informatics systems help in organizing a lot of amounts of
health data, making it easier to track patient outcomes and manage healthcare resources. However, there are
also disadvantages, like data privacy concerns. The use of health informatics raises concerns about data security
and privacy. There is a risk of data breaches and unauthorized access to sensitive patient information and
implementing and maintaining health informatics systems can be expensive, which may be challenging for
underserved health centers with limited resources. Remote areas may face difficulties in accessing advanced
health informatics systems due to infrastructural and technological limitations.

Question 6: What is the most reliable source of health information and how does Health Information System
help in the management of the health care system in the Philippines?

The most reliable sources of health information in the Philippines are the Department of Health (DOH)
and the World Health Organization (WHO). These organizations provide authoritative and current health data
and guidelines. The Health Information System (HIS) is important in managing the healthcare system by
improving service delivery, patient monitoring, tracking, follow-up, case management, and surveillance. It
strengthens the reporting of health data to the DOH and provides valuable information for healthcare analysis.
By centralizing and organizing patient records, the HIS makes data easily accessible, which helps in reducing
repeated treatments and tests and ultimately enhances patient care.
