on 25.04.2018 wlth a Defect Liability period of One Year which mav
conclude on 24.O4.2019.(Copy Attached at CIL).
3. On 19.01.2019, whtle car,ying the excavation work by SMI cablc gor
cut and the above trans:brmer has failed due to non-operation 01'
protective relays of brelikers on bo1.h primary side as wcll as
secondarv side of the transformer. Brcak down report of the same is
attached at C/2.Farlure of the TreLnsformcr was informed to M/s I{i

FWP site were requested to get the work done by getting DG sets. As
on date thc work is going smoothly arrd not aifectcd. Howcvcr,
trlectrical pot".er is the most vi.tal to continue the pace of construction.

repair agency.

1.0 Note has been initiated for repairing of lOOO KVA, 33/6.6KV transformer of FWP, using for
construction power. As per consultant (Mecon) view, cut in underground HT cable done
by contractor M/s SMI during excavation, transformer might have been damaged because
of HT cable damage and short circuit
2.0 Further, the subject Equipment/ Package in DLP (Defect Liability Period) phase up to
24.04.2O1g, and M/s Hi-Tech Competent Builders P. Limited (the package contractor and
its supplier M/s VoltAMP transformers Limited) have refused to take responsibility of
transformer failure due to operation & Maintenance problem
3.0 Since, the supplier/ contractor and M/s SMI has refuse to bear the responsibility, note has
been initiated for repair of transformer on RIN L account, under DOP 5l no 21 (Works for
construction Maintenance) of contraction department (pa8e no 1.15 of DOP), to make
available the construction power which has been interrupted after failure of transformer
since 19.01.2019.
4.0 Following may be clarify by the concerned;
a. The company affairs Department of RINL had issue a separate DOP circular vide CA-
DOP /oo 12A:16-17 /16 dated 03 11 2016, on similar power delegation "To incur

expenditure on repairs, equipments and appliances" ln view of a separate DoP's for

FWP, issued time to time by Company Affairs Department, the applicability of
Construction Department DOP may kindly be ascertained from the company affairs
department and provide the relevant order before going further'
b. Proposal ls for repair through OEM (Original Equipment Manufacturer) with a
estimate cost of Rs 5.08 Lakhs excluding Taxes/ Transportation and transit insurance,
which is almost 27% above the second obtained quotation Rs 4,00 Lakhs, submitted by
non oEM M/s Trans Electrical lndustries, Lucknow Kindly confirm that the decision for
opting OEM had been done after following all RINL procedure in vague to go for OEM'
c. The cost of transportation and transit insurance, its agency and mode to execute'
d. Date & copy of in-principal approval by CA for going ahead
