2. Tenderer shall identify specific project challenges in addition to those already identified by
NewcrossEP and recommend how it will pro-actively manage these challenges. (Ans : Section 2.2)
3. Tenderer shall provide evidence of the successful completion of similar projects in terms of
complexity and location, stating project value and provide evidence of completion within the
contractual schedule, budget and HSE targets. Tenderer shall describe how any project learnings will
be incorporated within this project. (Ans : Section 2.4.1)
4. Tenderer shall provide an outline of its proposed execution strategy for this project. This strategy
shall address multiple work locations. (Ans : Section 2.6)
5. Tenderer shall identify how it would execute site work, including interface management with
engineering, vendor activity, and fabrication yards and construction sites, considering social,
geographical and meteorological conditions. (Where this information has been submitted as a part of
Appendix A13 – Interface Management Plan, please ensure that your submission fully covers this
requirement and cross references Appendix A1). . (Ans: Sections 1-9)
6. Tenderer shall describe the planning, progress monitoring, cost review and reporting methods that
would be used to control the work within the agreed project schedule and contract value. (Where this
information has been submitted as a part of Appendix A3 – Detailed Programme, please ensure that
your submission fully covers this requirement and cross references Appendix A1). (Ans : Section 4.8)
7. Tenderer shall provide its plans and procedures to be adopted for technical/integrity reviews and
audits. Ans : Section 2.6)
8. Tenderer shall describe its systems for tracking recommendations from audits and reviews and
provide evidence of the systems effectiveness. (Ans : Sections 4.9.8., 4.10)
9. Tenderer shall demonstrate that its quality management system requires preparation of a project
closeout report as part of the “plan-execute-analyse-improve” loop. Tenderer shall provide a copy of a
project closeout report from between 2018-2021 for a similar oil and gas facilities project. This shall
include client references and endorsements. (Where this information has been submitted as a part of
Appendix A18 – Quality Management Plan, please ensure that your submission fully covers this
requirement and cross references Appendix A1). (Ans Section 4.10)
10. Tenderer to provide its contract mobilisation plan, this shall be linked to the overall project
schedule (Ans sections 4.3, 4.3.1- 4.3.3)
Engineering
1. Where Tenderer proposes to use an engineering sub-contractor, Tenderers shall provide
evidence of agreements such as a memorandum of understanding. Tenderer shall provide
adequate supporting information to allow NewcrossEP to assess suitability of the proposed
engineering sub-contractor (Not applicable).
3. Tenderer shall describe the engineering software it proposes to use for the execution of

1.0 INTRODUCTION
NewCross Exploration and Production Limited and NNPC Upstream and Investment
Management Services (NUIMS) plan to carry out the Engineering, Construction, Installation
and Rehabilitation of the civil Infrastructures at Ekulama 1&2, and Awoba Flowstations in
OML 24.
The proposed staff accommodation would cater for a staff capacity of about 100 personnel
comprising:
a) Three (3) sets of accommodation building with 20 bedrooms and a reception/common
room attached to each building.
b) One (1) Restaurant building.
c) One (1) Technical building.
d) One (1) Recreation building.
e) One (1) staff complex gate house
f) Fencing of the staff complex
g) One (1) Warehouse-workshop building.
h) Staff complex portable water installations.
i) Sewage treatment plant and overhead tank/facilities at the staff complex/accommodation
j) Jetty and Access Roads to and within the accommodation quarter
k) Drainage and culvert for the residential access road etc
l) Sand filling and piling works for the staff complex structures.
m) Outdoor games center.
Rehabilitation work is also proposed for the attendance accommodation (building) and shore
protection structures at Ekulama 1, Blocks of accommodation building/office/restaurant etc
and the Hilton accommodation respectively at the Ekulama 2 (FLB) Flow station.
The objective of this Project Execution Plan (PEP) is to illustrate the approach Makais
Synergy Limited, and its technical partners (Prowess Engineering and WAV) referred, as
CONTRACTOR will adopt in
the realization of the Contract of Engineering, Construction, Installation and Rehabilitation of
the Civil Infrastructures at Ekulama 1&2, and Awoba Flowstations in OML 24.
This document provides COMPANY with a general view of the work scope and how
MAKAIS/BERG INDUSTRY LIMITED/WAV Consortiums intend to manage execution
challenges as peculiar to the required Engineering, Construction, Installation and
Rehabilitation activity at site.
Some details represented in this document may be revised during the final execution to meet
changes that may occur for various reasons. However, it is MAKAIS/BERG/WAV
consortiums intention to adhere to this plan whenever practical.
The consortiums working concurrently will ensure that the project is delivered within budget
and a schedule of about 9 months. Please refer to attachment 1.2.1 for proposed project
schedule.
The Consortiums as required shall continually update the Execution Plan to meet project
requirements. Changes will be reviewed and agreed with COMPANY. As changes arise, the
consortiums shall identify and document critical issues and/or potential constraints that could
adversely affect the accomplishment of Company's objectives for the WORK and shall submit
to COMPANY for approval.
The proposed organization will provide one only interface with the CLIENT (COMPANY) in
order to smoothen all coordination activities between the different disciplines and location.
The entire project (activities) will be managed by a Project Coordination Team led by the
project manager that will take care of all but not limited to the following:
Apart from liaising with Makais Synergy office at Plot 4C, louis Solomon Close off Ahmadu
Bello Way, Victoria Island, the activities above will also be carried out in temporary facilities
installed as closest to site (Ekulama 1&2, and Awoba Flowstations in OML 24).
The following main activities will also be carried out at the temporary site:
Prefabrication
Material storing and inspection.
Construction equipment and logistic, maintenance and management.
The administrative office located on site and in tandem with Makais Office will support all
the aspect related to the:
Bank relationship
Customs and importation
Personnel visa
Police formalities
The Project Manager (PM) will have the final authority to perform the work in the safest
possible manner and can therefore modify the plan with due consultation with COMPANY
Representative for schedule optimization or to suit the site conditions.

This project execution plan will fulfill all but not limited to the following purpose listed
below:
• Documenting a plan for the execution of the project from Detailed Engineering,
Fabrication, Installation, Construction, Rehabilitation through to Commissioning and
project close out.
• Establishing clear targets.
• Provide the mechanism for gaining CONTRACTOR and COMPANY alignment of
the project scope, execution methodology, schedule and budget prior to work
commencing.
• Identifying critical execution issues and potential constraints.
• Defining a plan for the Project Team activities, including responsibilities of the Team
involved in the Project.
• Facilitate the briefing of project personnel and provide them with a guideline for their
role in the execution of the project.
• Informing involved groups to enable harmonization of their respective contributions
to the overall planning and success of the project.
• Providing a basis against which project execution changes can be identified and
evaluated.
A well thought out Transition Plan from one stage (DED) of engineering to construction,
installation and commissioning stages.
Key technical peer reviews at critical stages of the project.
Develop a team culture where changes are minimized, managed and rigorously applied.
Implement the Management of Change (MoC) process.
Clearly documented communication and approval processes internally and with New
Cross Exploration and Production Limited.
CONTRACTOR has identified the under listed as POTENTIAL DISABLERS for the
successful and timely execution of the projects, viz:
• Community unrests
• Labour unrests
• Work stoppages
• Equipment Failure/Unavailability
• Un-scheduled / Un-planned Delays
• Interface schedules
• Un favorable weather
• Force majeure
A risk assessment workshop involving all stakeholders shall be carried out at the
beginning of the project to determine the aspect and impact of these risks and determine
ways to mitigating them.
All stakeholders should be involved and aligned early (i.e integrated team approach).
This requires Alignment Sessions, Client Kick off Meeting and Stakeholder Alignment
Workshop.
The scope and base documents must be signed off and frozen as indicated in the
Schedule.
Maintain tight control of change during project execution with a robust management of
change (MoC) process.
Encourage COMPANY to pursue statutory approvals early to avoid unnecessary delays
if this applies.
Long lead items should be ordered early by COMPANY to ensure timely provision of
Certified Vendor Data if required.
Driving design by constructability and operability requirements to avoid delays and
modifications.
Issuance of deliverables to facilitate modularization and optimize the schedule of site
works as detailed in the Contract.
Eliminate any resource constraints by flexing team size.
Recognizing early requirements for the execution phase for document delivery and
ensuring resources are allocated.
Early detailed planning. Progress the project against all early start activities.
Continually challenge the critical path to drive for continual improvement to Schedule.
Delivery of documentation must be in accordance with the agreed Schedule.

On award of the project, all applicable lesson learnt sessions of relevant previous projects of
Contractors and those provided by COMPANY shall be reviewed and action points collated
and sent to COMPANY and all STAKEHOLDERS for approval.
The approved lessons from previous projects drawn from several functions such as all but not
limited to the following:

Shall be implemented to avoid high impact on schedule, cost, safety and quality during the
execution of the project.
The expected generic proposed outlines or key milestones which are predicated on the
specific work pack and phrases of the scope of work within the umbrella contract of the
provision of engineering design, construction and Installation of building/civil Infrastructure
in Ekulama 1, Ekulama 2 and Awoba Flowstations Respectively in OML 24 for New Cross
Exploration and Production Limited and NNPC Upstream Investment Management Services
may include all but not limited to the following:

The detail engineering design and preliminary vendor activities shall take place at Makais
head office at 4c Louis Solomon close off Ahmadu Bello Way Victoria Island.
Core vendor activity during execution of detail engineering design shall also be domiciled at
makais synergy head office. While fabrication and construction activities shall take place at
makais fabrication yard at Portharcourt (address)and projects sites at Ekulama 1.& 2 and
Awoba flow stations respectively.

This section describes the project management system proposed for planning, scheduling,
analyzing, forecasting and control of the project.
Develop and maintain schedules, which contain the resources, required to bring about
the successful completion of the project.
The key project team members headed and directed by the project manager shall be
responsible for providing and developing a feasible plan of operation in terms of time,
cost and to update and reschedule each phase during the construction period by
studying project status and evaluation data and information received.
The project manager shall also be responsible for coordination, through discussion
with COMPANY and the project management team of all planning activities for
mobilization and demobilization, procurement, fabrication, construction, and
commissioning as required to meet the dictates of the project.
Planning
Planning in this project shall be concerned with the determination of quantity and
timing for all activities to be executed under the duration of the contract. Specifically,
it shall involve decision making on the following:
Project planning suitable tools and techniques shall be employed to facilitate planning
process. These tools include but not limited to the following:
Gap analysis – This shall be used in determining the performance gap between the
current activities and operations and possible future target – once this is
ascertained, it becomes easier to determine future plans and strategies for filling
that gap.
Scheduling
Project scheduling shall involve the determination of project activities in the sequence
in which they have to be performed. Materials and personnel needed at each stage of
the contract shall be computed and the time each activity will take place also set.
c) Facilitate the setting of realistic time and cost estimates for each activity.
Construction Scheduling
The construction progress plan shall consists of a summary sheet on which the total
construction status is summarized in a histogram and an S-curve and detailed
supporting sheets in which the work is divided into areas and activities.
Target field dates shall be developed for such activities. Thereafter the sequence and
duration of the works shall be developed for the entire project after discussion with the
COMPANY. This then becomes the basis for the planning of manpower, equipment
and field supervision and influences priorities on purchasing efforts and construction
mobilization.
Scheduling Tools
CONTRACTOR shall utilize the scheduling tools listed below: They shall be
presented in tables and bar charts:
This will indicate monthly equipment requirements for each phase of the work,
including arrival dates for each item of work.
Link tasks to specify the task sequence and determine start and finish dates
Project Control
Project control shall involve the monitoring of resources, costs, quality and budgets.
It shall also involve using a feedback loop to revise and update the project plan and
schedule and having the ability to shift resources to where they are needed most.
Work shall be controlled by measuring work, adjusting the start and finish dates;
reallocating resources so that the schedule is maintained. Cost shall be controlled by
monitoring of productivity and costs to maximize the earlier and minimize the latter.
Project control shall be at the level – 3 details and shall utilize tracking facilities
available in Microsoft Project for Window planning tool. The aim will be to
proactively predict contracts and delays, and put in place measure agreeable with
COMPANY to control or at worst recover the schedule.
The project manager will schedule periodic meetings at least once weekly with his key
staff to review the progress of the work and to discuss the need for corrective actions.
The project manager will also schedule project review meetings as stated in tender
documents or at least once monthly between COMPANY and CONTRACTOR
Services to ascertain whether the project is on schedule and to determine the project
status with regard to utilization of resources.
Major suppliers shall also hold periodic meetings with COMPANY Project key staff
and all CONTRACTOR supervisors. The periodicity of these meetings shall be at the
instance of the Project Manager.
Immediately after award of the Contract, the key personnel identified for this project
shall identify their respective teams, their staffing plan based on the task, and the
positions identified in the organization chart. These teams shall begin review of the bid
documents and CONTRACTOR’S proposals.
A detailed project execution plan shall be developed there-after. The Detailed project
execution plan shall also incorporate the method of co-ordination, monitoring &
reporting procedure and list of periodic submissions to the COMPANY. This plan
shall be discussed in detail with the COMPANY project team and once approved, shall
be followed for the entire duration of project.
This shall be followed by a preparatory plan for the Project Kick off meeting.
CONTRACTOR will also provide and equip TEMPORARY OFFICES for the
COMPANY at CONTRACTOR’S own office premises.
For the preparation of the kick off meeting, the CONTRACTOR shall prepare and
send to the COMPANY an agenda of the meeting with the key aspects proposed to be
discussed. Inputs shall also be taken from the COMPANY while preparing the agenda
of the meeting.
During the Kick off Meeting, action and discussions on the following shall be planned;

COMPANY Priorities
Preliminary discussions on Schedule with emphasis on activities to be performed in
the first three months.
Exchange of Data
Discussions on Plans & Procedures to be submitted and list of deliverables.
Discussion on overall execution plan with emphasis on requirements for obtaining
statutory compliance, permits and permissions.
Areas of Contractor concerns and assistance required from the COMPANY.

4.3 MOBILIZATION(10)
CONTRACTOR considers the mobilization of Manpower, Machinery & equipment,
and finances on time as one of the most important elements affecting the success of a
project. Therefore, a mobilization plan has been formulated in accordance with the
overall project schedule.

The intention of this mobilization is to firm up the initial core team to arrange the

and commencement of Detail Engineering Design, within 30 days after ED. The

The Core Team shall set up Temporary offices for own staff and COMPANY staff
within CONTRACTOR’S office premises at Lagos and Port Harcourt (closeness to
Company operational area).
This phase shall take place after 30days of the ED. During this phase, key departments
such as engineering, procurement, project control and planning, QA/QC, etc, will be
beefed up with personnel sufficient to actualize the following goals within 150 days
after the ED:
1. Completion of Detail Engineering Design (DED).
2. Completion of commissioning of the Construction Camp/Office Facilities
2) Mobilize the completely resourced Project Management Team fully at Camp site
• Set up and fully equip own project management team offices and
accommodation at the Camp Site,
• Assemble all relevant construction plant, equipment, machinery and
tools at the camp site.
• Mobilize all major work force involving direct and indirect
manpower, and resources for the construction and installation of all
buildings, access roads and jetty. This group will also execute all
fabrication works; pipe spool, support, tie-ins, at the appropriate time
in conformity with weather conditions.
• Mobilize the relevant crew and tools
3) Closely followed to the above order will be the manpower for the installation of
cabling, fittings. This team will execute all the post-construction activities
incidental to a proper and acceptable demobilization.
Any / or all of the above will cause slippages in the execution of work unit and / or
sub-work unit packages, and this may cause a chain-link slippage in the overall project
schedule. To ensure adequate float is provided to ensure speedy recovery from any
such slippage, CONTRACTOR will mobilize all but not limited to the following crews
during this third phase:
Welding crew, which will be resident at the camp site, and will be responsible for
all FABRICATION works as well as miscellaneous mechanical works.
Electrical, Instrumentation and HVAC will also be resident on site
fully equipped civil crew will handle all site civil works as follows:
- Civil Crew will be mobilized during the phase II mobilization to execute all
activities incidental to the commissioning and acceptance of the package and
camp site, erection of accommodation and office blocks for both COMPANY &
CONTRACTOR use, etc.
- Upon completion of welding crews, the civil crew will work simultaneously
with the mechanical teams to execute all civil activities pertaining to the
package.
In all, all-unskilled work force, including labour, shall be Nigerians and will be locally
sourced, as much as will be possible.
4.4.1 Engineering
The Detail Engineering Design (DED) activities will be domiciled at already established
Makais Synergy Engineering facility at 4C louis Solomon Close, off Ahmadu Bello Way,
Victoria Island The engineering activities shall be coordinated by the Engineering Manager
on the project who will also report to the project manager. Refer to
Multi discipline engineering team shall provide the engineering services during project
execution in Makais Synergy office.
CONTRACTOR shall commence the execution of the Detailed Engineering Design by
reviewing available engineering drawings and other relevant handover documents from
COMPANY.
CONTRACTOR shall conduct site survey to collate relevant data from the facilities as part of
activities necessary to fulfil the scope specified in the invitation to tender letter
The following Makais Synergy engineering disciplines shall participate in the Engineering,
(DED) of the project:
Civil/Structural
Corrosion
Mechanical/HVAC
Electrical
Quantity surveyor
Document Control
Quality Control/Quality assurance
Refer to section 5.0 for details on their approach to work.

The Contractor Corporate Procedures will be tailored to suit the Project needs as may be
required.
An Interface Procedure will be developed to manage adequately the communication protocol
between CONTRACTOR and COMPANY.
4.4.2 Construction
The works will be sub-divided into individual activities which will be undertaken in a logical
sequence to achieve the successful completion of the Project within the requested milestones.
This will involve detailed planning to accurately assess the requirements of manpower,
equipment and materials for all works. Meetings will be held with Client Project Management
Team to ensure that all work is planned and carried out to the correct procedures and in line
with all permits and approvals, which may be required.
This will involve:
Listing by discipline and number the personnel required to perform individual
activities and ensuring said personnel are available at site prior to commencement of
works.
Ensuring that all equipment required for the works are available at site and is fully
operable and complete with all permits, service records, spares, as may be required.
Sorting, storing, tagging all materials required for installation of temporary and
permanent works.
Ensuring all specifications, drawings, procedures and construction information as
required are available at site and are familiar to the construction personnel.
Ensuring that all permits and approvals have been obtained and that construction
personnel are familiar with their content prior to commencing individual operations.
Detail check-out of all facilities and equipment following installation and preparation
of "punch-lists" for completion.
Ensuring all checks and tests are made on facilities to allow the Client to issue
Mechanical Completion Certificate.
The construction activities will be coordinated and controlled by the Construction Manager,
who will act to ensure that the execution process is in line with established procedures for the
Project.
The Site Management team reporting to him (as per Site Organization chart) has the
responsibility for ensuring that the site activities are coordinated and orientated towards
achievement of the goals for the overall Project. He will be actively involved in all procedural
aspects of the Project both with COMPANY and with the subcontractors.
The Construction Manager will serve as prime point of contact with COMPANY for all
aspects related to the project during the construction phase, and he will direct and keep a close
supervision on all contacts with COMPANY, to make sure that all requirement and mutual
contractual obligations are met, and that all COMPANY’s requirements are properly
considered.
CONTRACTOR's Site Organization will work closely with the COMPANY Site Team.
CONTRACTOR and COMPANY will jointly cooperate for quality inspections, testing,
meetings and any possible aspect involving the main objectives.
Site meetings between CONTRACTOR and COMPANY will be held periodically to discuss
the overall progress, safety and details related to the construction.
Construction will be controlled, with reference to the objectives, for quality, time and costs
established by the Contract.
CONTRACTOR will prepare a Mobilization plan and program, which will guide all actions
to enable the construction organization to become effective within the scheduled time. The
Plan will be based on the contractual requirements, on the information collected on site and in
any other way available, based on the extensive experience of CONTRACTOR in executing
similar work.
The plan will cover:
Authorization by local authorities and entry permits.
Temporary camp accommodation facilities.
Temporary site offices.
Temporary lay down and workshop area.
During this meeting, the nature and duration of the job, and its likely impact/consequences on
the community shall be explained and assistance offered to the community.
All community issues will be treated in full respect of COMPANY Sustainable Community
Development Program and under direct control of COMPANY.
Construction will be sub-divided into individual activities, which will be undertaken in a
logical sequence to achieve the successful completion of the WORK within the requested
milestones.
This will involve detailed planning to accurately assess the requirements of manpower,
equipment and materials for all works. Meetings will be held with COMPANY to ensure that
all work is planned and carried out to the correct procedures and in line with all permits and
approvals that may be required, especially those works that require tie-ins to existing
equipment/services.
4.4.3 Procurement
The core procurement team will conduct market surveys and raise / issue purchase orders
to both local and International Vendors (where necessary) and Sub-Contractors, prior to
execution. The same procurement team will be responsible for both onshore and offshore
procurement activities, including transportation of materials to the approved areas, and to
site.
The Procurement team will work in close link with the Quality Control team to ensure all
the material has been manufactured as per Company approved project specifications
international procedures and standards. To this end and especially for all major equipment
procurement, CONTRACTOR shall arrange for all quality assurance activities (Inspection,
Tests, Insurance, all Certificates, etc). CONTRACTOR will strictly adhere to all
requirements, as specified in COMPANY standards & specifications.
The procurement team shall also be responsible for the purchase, certification and
delivering of all local supplies at site temporary office. Such SUPPLIES shall include but
not limited to:
All electrical appliances, including telephone sets, computers, air-conditioners,
refrigerators, etc.
All consumables – fuels, bed linens, etc. Only COMPANY pre-qualified Vendors,
Sub- Vendors and Sub-contractors will bid for the above SUPPLIES. COMPANY will
be involved in the contracting processes.
Supply of spares
MAKAIS Synergy will procure all other materials, equipment and spares required for the
project in-country to the largest extent possible. Those items not available locally shall be
procured outside Nigeria with the approval by the COMPANY. Any materials required to be
procured outside of Nigeria will be shipped directly to Portharcourt. Customs clearance of
the imported materials will be carried out by Government-approved Clearance Agencies.
The materials will be stored and preserved in an appropriate shelter and in accordance with
the vendor/supplier’s specifications. The storage will be permanently secured and protected.
Any material collected to be installed will be recorded. The record will be made available for
the Client’s perusal at any moment of the project ‘lifetime’.
4.4.4 Fabrication
A fabrication team comprised of a welding crew (labour, tools, plant, equipment and machinery),
headed by a lead Engineer (preferably a Mechanical Engineer), shall be based in the workshop
located in the camp site while another fabrication team, where major fabrication shall be carried
out shall be based at CONTRACTOR fabrication yard situated at WAV facility at Portharcourt.
The team shall be responsible for all but not limited to the fabrication of the following:
All steel fabrication works required for the successful erection of the accommodation and
structures.
The fabrication team will build the required item(s) using appropriate raw materials
(c/s sheets, rods, angles, squares, etc) as per COMPANY approved design drawings.
The relevant Quality Control measure (e.g. NDT, X-ray) will be applied to ensure high
quality fabrication. Prior to fabrication works, site measurement shall be taken to
confirm measurements on drawings. All bare parts (i.e.) bare steels materials) shall be
grit blasted and primed, numbered as per Drawing number and orderly stacked in the
material warehouse for easy identification.
A lead mechanical Engineer shall supervise the workshop and fabrication works.

The Project management at the camp site shall be responsible for the following:
Regular co-ordination with COMPANY office at the camp site
Regular co-ordination with CONTRACTOR’s site team and Home Office
Procurement
Project Financing
Arrangement of additional resources like manpower/ material etc.
The various disciplines of the Project Management Team at the campsite shall perform
the following tasks:
Planning/Monitoring/Co-ordination/Billing plans
Preparation of plans and procedures and documentation.
Co-ordination and finalization of Subcontracts.
Contract Management.
Identification and preparation of risk mitigation plans.
Financial Management.
Administration
External Interfaces Management
Engineering Co-ordination

QA/QC & HSE
Co-ordination, support, monitoring of construction activities.
The document control group shall assist the project management by providing a
comprehensive Document management system.
The planning team shall evaluate the Level 2 and 3 schedules. This shall bring emphasis
on the work requirements of the all the activities included & provided in project
schedule. Primary list of procedures / methods and plans shall be developed and
submitted to COMPANY and a copy of the same shall also be forwarded to the
concerned functional teams.
Parallel action shall be initiated for review of the cash budget and cash flow sheet
prepared at bid stage for adequacy. The cash forecast shall be generated and forwarded
to the corporate office for action. Cash flows shall be evaluated and updated on a
monthly basis. From the overall cash budget, budget allocation for procurement and
construction shall be distributed.
In order to secure the complete success of the project; to maintain good coordination with
COMPANY, to measure and monitor performance and to complete the works in a satisfactory
manner, an experienced Project Team will be led by a competent Project Manager.
Under the authority of the Project Manager, a Project Liaison Office for facilitating supporting
activities will be established to undertake procurement of emergency items, collection of
COMPANY supplied materials; ensure effective communication between COMPANY and
CONTRACTOR, mobilization of equipment and recruitment of employees as required during
the execution of the project.
The responsibilities and functions of some of the key personnel in the PMT are represented
briefly as follows:
The Project Manager coordinates the activities covered by the execution of the contract and
as CONTRACTOR Representative, keeps the appropriate contracts with COMPANY for its
representatives. In particular, he is responsible for all but not limited to the following:
Project detailed programming and the relevant updating together with the various
offices involved in the execution of the job.
Analysis of work or change of the scope of work not covered by the contract, the
assessment of the consequent costs and agreement with COMPANY
The project Engineering Manager shall be responsible for all but not limited to the
following:
He shall be responsible for monitoring quality related activities of the project and their
documentation. He is under functional authority of the QA Manager at head office.
His duties are:
Prepare the Project QA Plan in connection with the Project Manager and the QA
Manager at head office.
Verify that the quality related activities are in accordance with applicable codes,
specifications and regulations.
Identify any deficiency, promote corrective actions and verify their implementation.
Ensure that measures are taken in order to identify and prevent acceptance of
defective materials.
Prepare QC plans for producing phases and review quality plans issued by
CONTRACTOR and vendors.
The Planning and cost Control Manager is responsible for all but not limited to the
following duties:
Preparation, in cooperation with the Project Manager, of the overall and detailed
program.
Preparation and collection of data and working out of the job Monthly Report
taking information from other project functions.
Analysis of the program of works carried out and to be carried out, by preparing
statistical reports and suggesting actions for improvement.
Preparation and implementation in cooperation with the Project Manager of the cost
control system.
Preparation of project executive estimate and its projection along project life.
Preparation and collection of data of monthly cost control report taking information
from other project functions.
Analysis of the cost deviation versus estimate by preparing statistical reports and
suggesting actions for improvement.
He shall be responsible for the logistic support required for performing the
construction/installation activities as provided in the contract.’
The Project Administration and Financial Manager shall be responsible for all but not
limited to the following:
The Construction Manager is responsible for the correct and economic fulfillment of
procedures and working program concerning the construction and installation activities.
In particular, he is responsible for the performance of the works according to the
He shall manage the personnel and equipment available to carry out the contractual
works and in particular, he shall coordinate the logistic activities necessary to support
the production line.
He shall coordinate and verify the activities of his assistants, who are responsible to
ensure that every phase of work (foundation, concrete, roofing , painting, coating, etc)
is properly executed, checked and recorded. The field superintendents for the various
project construction areas shall report to the Construction Manager.
He shall be responsible for establishing all safety rules related to the project activities
on site and verifying their implementation. The Safety Coordinator will assist the
project Manager in safety matters and conduct safety awareness meetings established
under the direction of the Project Manager. He will check work plans and procedures
and advise the Project Manager on matters of safety, health and the environment.
Instructions for corrective action will be issued by the Safety Supervisor in case any
violations occur against the general rules and safety procedures.
His specific duties are all but not limited to the following:
Check that all equipment are approved in compliance with the local law/regulation.
Check that the protecting clothes utilized by personnel are in good conditions and
compatible with health and welfare.
Check that during the execution of all phases of work hygiene and safety rules are
applied.
Inform all the workers about health and safety rules by means of brochures, signal
meetings etc.
The CONTRACTOR shall be utilizing the services of specialist agencies with proven
track record for the work areas itemized below. The major areas of work to be
subcontracted includes all but not limited to the following:
Geotechnical survey
Soil investigation report
Inland transportation
Equipment Rentals
Catering
Housekeeping & Laundry
Vehicle Hiring
All the works shall be subcontracted to various sub-contractors, vendors, suppliers, etc,
after in-house technical and commercial evaluation of and subsequent discussions with
the short-listed agencies. However, no subcontract will be finalized without approval
from COMPANY.
A detailed project execution plan which will also incorporate the proposed
subcontractor plan shall be developed after award of contract. Detailed project execution
plan shall also incorporate the method of co-ordination, reporting and list of periodic
submissions to the COMPANY. This plan shall be discussed in detail with the
COMPANY project team and once approved, shall be followed for the entire duration of
project.
Transportation of materials and personnel to site will include all but not limited to the
following:
Inland transport from supplier delivery point to port of loading
Export custom formalities
Loading/onto low bed,
Sea
Unloading from sea
Import custom formalities
Loading on to trucks
Inland transport from unloading point to job Site
The main terrain of transportation is LAND and SEA. It is common knowledge that
Nigerian roads have deteriorated extensively. Therefore, adequate safety habits and
traveling time will be incorporated into the plans. All relevant transportation permits
and licenses shall be obtained before such goods shall be transported.
In the case of marine movement, CONTRACTOR shall ensure that all shipping
arrangements are satisfactory met and shipment meets the transportation schedule.
CONTRACTOR will comply with COMPANY safety and marine transport procedures.
Adequate care will be exercised in the operation of marine craft to avoid damage to
fishing traps and nets set by the locals along the river routes, creeks and creek-let.
Additional care will be taken when passing near communities and settlements along the
riverbanks.
For both land and marine transportation, adequate security personnel shall be provided.
4.8.1 Schedule
CONTRACTOR shall deliver the project on time to meet COMPANY expectation. This is
scheduled to target less than 9 calendar months.

After CONTRACT Award, CONTRACTOR will issue for APPROVAL the
following schedules and schedule information:
The Overall Construction Schedule will, as a minimum, identify the following activities:
CONTRACT Award.
Mobilization of CONTRACTOR’s Site and Facilities.
Engineering, Planning and preparation.
Procurement of CONTRACTOR’s SUPPLIED MATERIALS.
All key discipline activities.
Submission of Quality Control documentation.
COMPLETION DATE.
Demobilization and reinstatement.
CONTRACTOR will ensure that, in addition, all other activities which are critical to the proper
completion of the WORK, or whose importance is deemed sufficient, by COMPANY or
CONTRACTOR to warrant inclusion, will be shown regardless of the duration of such activities.
CONTRACTOR may not change his base plan, unless expressly APPROVED by COMPANY.
CONTRACTOR will promptly submit for COMPANY’s APPROVAL any proposed change.
CONTRACTOR will develop the Detailed Schedules for the WORK in close cooperation with
COMPANY. The WORK will be planned in detail in such a manner that construction activities
carried out by others engaged in the PROJECT are not affected.
The Detailed Schedules will be in a bar chart form based on logic network identifying a critical
path for the completion of the WORK.
The Detailed Schedules will highlight all effects of proposed change to such schedules.
The Detailed Construction Schedule will show CONTRACTOR’s Overall Construction Schedule
down to the level of single activities.
The Detailed Construction Schedule will, in bar chart format, show the scheduled activities to be
performed in such detail, so that the actual performance of each and every of activity can be
quantified and monitored, taking into account the relative weightings in man-hours and
manpower histograms.
The Overall graphical S-curve will be based on the Detailed Construction Schedule.
CONTRACTOR’s progress of the execution of the WORK will be measured and weighted in
accordance with the project Work Breakdown Structure (WBS) to be developed after award of
contract. Planned and actual progress measurement is obtained from total and installed physical
quantities converted in SMH through standard hours for each scheduled sub- construction
activities.
Total quantities are defined by engineering as total work volume of the project broken down by
Actual quantities are derived from engineering deliverables and scheduled to each construction
item (foundation, concrete, roofing, finishing, etc.) having the appropriate WBS codes.
The progress of the basic operations associated to each construction item will determine the
installed quantities.
Through the use of sub-construction activities hours, the ratio between standard man-hours
(SMH) gained from installed quantities and SMH determined from total projected quantities will
return the physical percent complete of the construction.
Since quantities and SMH are scheduled by WBS, the percent completed can be calculated
accordingly.
Total projected SMH will be updated when at least one of the following events will occur
Each update of the SMH will require a revision of the working level to be approved by Company .
After CONTRACT Award, CONTRACTOR will issue the following reports and documents:
In its Weekly Report, CONTRACTOR will report the WORK completed to date in terms of a
percentage of the WORK. The progress will be further broken-down in various subjects, which
will be identical to break down of the progress weight factors as required by COMPANY.
CONTRACTOR will submit the weekly progress figures to COMPANY in the Weekly Progress
Meeting.
In addition, the Weekly Report shall in brief narrative to address the following matters:
A Weekly Progress Meeting will be held with the COMPANY at a fixed date and time,
during which the following topics (in general this will coincide with the contents of
CONTRACTOR’s Weekly Progress Report) will be discussed:
In its Weekly Safety Report, CONTRACTOR will report the safety statistics of the
previous week with cumulative figures to date.
CONTRACTOR will submit the weekly safety statistics to COMPANY in the Weekly
Progress Meeting.
CONTRACTOR will constantly maintain the highest standards of Health, Safety, Environment
and Security in all its operations/activities, by promoting and ensuring safe work practices.
CONTRACTOR believes in the importance of healthy and safe working
conditions/environments and shall always ensure compliance by its sub-contractors.
CONTRACTOR will set up a HSE management system on the project as a subset of the
existing HSE-MS in the company. The HSE deliverables to be prepared on the project will
define and/or describe ways to demonstrate,
CONTRACTOR goal for this project if awarded is zero fatalities, zero lost time injuries and
zero recordable incidents.. This shall be achieved by implementing standard HSE Procedure
during project execution.

It is the responsibility of CONTRACTOR to, at all times, carries out the WORK in a safe
manner. CONTRACTOR will take all necessary measures at to ensure that all rules and
regulations applicable at CONTRACTOR’s Facilities are strictly adhered to and that all-
necessary measures are implemented to avoid accidents.
CONTRACTOR will take all reasonable measures to prevent injury to CONTRACTOR’s
personnel and all other persons who may be affected by the WORK. This will include, but not
be limited to, erection and maintenance of reasonable safeguards, such as danger signs and
other hazard warnings, prominent display of safety regulations and the like.
CONTRACTOR will carry out the WORK in accordance with the requirements of:
CONTRACTOR is aware of the fact that its safety regulations on the PROJECT may be more
stringent than the requirements by applicable Law. The most stringent rules of the above-mentioned
documents as approved by COMPANY shall be used.
CONTRACTOR after CONTRACT Award, shall submit a signed copy of its HSE Requirements
Manual” and the PROJECT HSE manual, signed by CONTRACTOR on every page, as evidence
of acceptance thereof and full compliance with its contents.
CONTRACTOR will provide all its personnel with quality protective clothing including, but not
limited to, hard hats, steel toe capped safety boots, safety glasses with side shields, sturdy leather
gloves, protective coveralls and all other personal protection and protective clothing in
accordance with the requirements of this CONTRACT. Construction personnel shall not be
permitted to work in shorts, short sleeves, bare chested regardless of the height of the outside
temperatures. When working on heights, CONTRACTOR’s personnel will wear clicked-on safety
harness with chute.
For every two hundred of CONTRACTOR’s direct labor engaged in the WORK, CONTRACTOR
will assign to the WORK a dedicated Safety Officer. In the event of between two to four hundred
CONTRACTORS’s direct labor engaged in the WORK, CONTRACTOR will assign to the
WORK one dedicated Safety Officers.
CONTRACTOR's personnel will require passes for admission to the JOBSITE, in accordance with
PROJECT security procedures. In order to obtain said passes, each of CONTRACTOR’s personnel
will be required to attend a safety induction course.
Upon contract award, the HSE Department through the Project Manager shall invite
COMPANY responsible department for an audit of CONTRACTOR plants, equipment,
facilities proposed for the project. The result of this audit shall determine the date of
mobilisation for fabrication and site construction work.
Where minor deficiencies exist with respect to the audit, corrective action shall be implemented
and a follow-up audit executed.
Where COMPANY is satisfied with the safety audit, mobilization certificate shall be issued to
CONTRACTOR for initiation of shop fabrication and site construction. Subsequently, after
mobilization to site, CONTRACTOR responsible officers shall accompany COMPANY
representative on site audit.
Frequent and regular inspections of machinery, plant, equipment, tools, material, work sites and
other facilities involved on the project will be made to eliminate hazards and to assure that all
conditions are in accordance with applicable requirements. Any unsafe or possible hazardous
situations will be reported and immediate steps taken to comply fully with the appropriate safety
standards.
Daily observations on safety shall be recorded, deficient equipment, shall be taken out of service
until either repaired or replaced. The actions taken shall be recorded in the equipment register.
Management HSE audit shall be held once every month. Members of the team shall include: The
Project Manager, Construction Manager, Site Construction Superintendent, HSE Lead, QA/QC
Lead etc. The team shall inspect all equipment and facilities using a standard inspection checklist.
The audit findings shall be documented and distributed to all action parties for any possible
corrective action.
A follow-up audit shall then be arranged to ensure that points raised in the previous audit have
been complied with.
Close-out reports shall be written and issued by the site HSE Lead if the conditions spotted and
highlighted in the audit report have been remedied.
Audit findings will be discussed in both site and Management HSE meetings with a view to
generating the awareness and eliminating the hazards form the work areas.
Tool box or safety meeting shall be held daily by all workforces. A meeting per work team
Shall be encouraged to discuss the day’s upcoming operations, highlight the major hazards,
which will be encountered and the precautions to be taken. (Job Safety Analysis)
An incentive scheme, set up to encourage and reward safe practices shall be available on the
project. Giving incentive, for good safety performance, CONTRACTOR believes shall boost up
the already attained safety awareness / standards amongst workers. Such motivations include: -

This procedure is attached for reference only. Specific project procedure will be submitted
for COMPANY's approval after contract award.
After contract Award, CONTRACTOR will prepare and submit to COMPANY for APPROVAL,
its detailed project specific Quality Assurance and Quality Control (QA/QC) Program, the
purpose of which is to ensure that COMPANY will carry out the WORK in accordance with the
Quality Assurance/Quality Control requirements of the CONTRACT.
The detailed project specific Quality Assurance and Quality Control (QA/QC) Program will
include, but not be limited to, project specific quality manual, project specific quality plan,
procedures with sample forms and flow diagrams. The project specific Quality Plan will address
in depth the manner in which CONTRACTOR will assure and control the WORK.
CONTRACTOR shall be responsible for developing procedures applicable to control of the work.
Some of the procedures to be developed shall include but not limited to the following:
Procurement
Manufacturing
Manufacturers PTT, FT, FAT and UAT Tests if applicable
Dock side Receiving & Clearance - Nigeria
Site Clearance & Preparation
Execution of Civil Work
Painting/Surface Finishing
Installation of Mechanical Equipment
Completion of Construction
Pre-Commissioning - Construction/Commissioning Teams Integration
Commissioning
Note:
CONTRACTOR will incorporate any forms used by COMPANY into its QA/QC manual.
Procedures will detail the personnel, equipment and services that CONTRACTOR i n t e n d s to
use to carry out these specific activities.
As far as possible, such procedures will be based on CONTRACTOR’s established systems and
procedures. Where applicable, CONTRACTOR will ensure that its procedures are compatible with
COMPANY’s procedures.
The procedures will include contingency plans, contingency procedures and details on back-
up equipment. The procedures will contain a comprehensive description of how
CONTRACTOR’s activities will interface and be coordinated with operations to be
performed by others.
CONTRACTOR’s organization will include Quality Assurance/Quality Control staff that will
be responsible for the first line of inspection and the preparation and submission to COMPANY
of the required Quality Control documentation.
The number of CONTRACTOR’s staff engaged in Quality Control will be sufficient in terms
of number and experience, as to be able to carry out all inspection, to prepare timely all
required Quality Control documentation and to maintain all Quality Control records,
commensurate with the extent and nature of the WORK in accordance with the requirements of
the CONTRACT to COMPANY’s entire satisfaction.
4.10.3 Inspection
Immediately after CONTRACT Award, a "pre-inspection" meeting will take place, in which
the following inspection matters will be addressed in detail:
Introduction of CONTRACTOR QA/QC Personnel assigned to the WORK.
Introduction of COMPANY’S QC Staff and Inspectors.
Quality Philosophy.
CONTRACTOR's Quality Assurance and Quality Control Program.
Compliance with the requirements of the local Authorities.
Inspection Test Plans (ITP), defining the minimum of inspection, test and examination
Testing and examination at CONTRACTOR’s prefabrication shop (if applicable) will be carried
out by CONTRACTOR under its supervision and responsibility.
COMPANY's Shop Inspectors and QC staff will at all times have free access to COMPANY’s
prefabrication shop(s) and associated offices to inspect MATERIALS, documents and to witness
and monitor all testing and examination carried out by CONTRACTOR will give all
accompaniment and assistance as required by COMPANY.
CONTRACTOR will notify COMPANY in a timely manner prior to any inspection to be
witnessed by COMPANY. In the event that an inspection, test and/or examination cannot be
carried out at CONTRACTOR’(s) shop, COMPANY may consider preliminary acceptance.
CONTRACTOR will ensure that any of its expatriate personnel engaged in the WORK is in
compliance with the applicable immigration laws and that such personnel is in possession of a
valid residence and valid work permit. Details of such work permits will be submitted to
COMPANY on request.
DCC is the recipient and custodian of all Engineering, Fabrication and Construction
documents generated by CONTRACTOR as well as those received from COMPANY and
other stake holders of the project such as subcontractors, vendors etc
CONTRACTOR’s Document Control shall carry out its responsibilities on the project in
accordance with standards and procedures as agreed by CONTRACTOR and the COMPANY.
A system shall be established by means of an approved procedure to ensure that the following
are carried out:
Setting-up and management of project document database.
Document Control Activities on the project shall include but not limited to the following:
Administration of all the project-related engineering documentation.
Co-ordination of all other peripheral document control functions.
Liaison and interface with COMPANY;
Creation and maintenance of a central file for the project
CONTRACTOR’s DCC shall be equipped to handle electronic file transfer between her Project
Team and COMPANY in a variety of ways:
E-Mail: Small-size files could be exchanged as attachment to e-mails.
FTP: Large files could be exchanged using FTP facility where such a facility is provided by
the Client for a project (EDMS).
Scanner: Documents and/or Drawings could be scanned and converted to PDF, JPEG or any
other approved format specifically requested by the Client. They will be zipped and
forwarded to the Client.
Electronic Storage Discs: CONTRACTOR shall install the facility to download electronic
files on to CDs, DVDs or USB Discs as part of the final packaging of deliverables to clients
as well as in-house safekeeping tradition.
Based on COMPANY’s approval, to maintain a high design integrity and quality, all
documentation on the project shall be issued at several levels of completion as follows:
Issue for Disciplinary Check (IDC)
Issue for Review (IFR)
Issue for Approval (IFA)
Approved for Construction(AFC)
Issued for Information
CONTRACTOR has a state-of-the art designed office complex equipped with modern facilities.
Some of these facilities will be available for use during project execution.
CONTRACTOR shall use state of the art computers and 3D software in its CAD design facilities
for producing accurate, high quality plans, sections, details and isometrics. The production of
these products is highly automated and accurate. Any changes to the 3D model shall be
automatically changed in all drawings. Bills of materials, Clash Detection, Real time Render
Walk – thru and isometric shall be generated at any time during the 3D modeling process.
4.13 COMMUNICATIONS
There shall be high frequency radio link between COMPANY Worksite, fabrication yard and
COMPANY representatives.
CONTRACTOR is aware of the importance of communication and obtaining permits for all
activities to be carried out during the course of construction works. Based on CONTRACTOR
previous experience, an experienced Engineer will be dedicated to follow up all interface
management issues with COMPANY, other contractors and COMPANY operations personnel.
Before any work with great impact is carried out, adequate notice shall be given; especially in
cases of shut downs and simultaneous operations.
CONTRACTOR shall abide by COMPANY’s procedure on SIMOP and shall carry out adequate
orientation of her staff on various interface issues.
There are several risks identified during various stages of the project (refer to section 2.2 above),
which includes, but not limited to, Community disturbances, logistics, construction accidents,
etc.
A careful study of the community requirement shall be carried out in conjunction with
COMPANY’s Community Liaison Officer to address all issues relating to community affairs.
Before any activity is carried out, there shall be hazard analysis to identify any hazard associated
with such work item and find a way to mitigate such hazard.
CONTRACTOR shall introduce the use of colour cards to identify the number of people inside
the work area at any point in time in case of any emergency.
Further evaluation and identification of various risks and hazards shall be submitted in due
course.
4.16 SECURITY
CONTRACTOR will appoint a dedicated full time Community Interface officer. The
Community Interface officer will have full responsibility for community & third party
(NGO’s, interface and will report directly to the Project Manager in this regard.)
Project Manager and COMPANY representative will develop and implement community
interface management procedures for the proactive management of relationship with host
communities and government throughout the phases of the WORK. CONTRACTOR
will ensure SUB-CONTRACTORS comply with these procedures.
CONTRACTOR will strictly implement any COMPANY approved decisions reached
with communities to ensure hitch-free work environments.
CONTRACTOR will maintain a Nigerian content plan throughout the contract duration.
This Plan will document all aspects of the CONTRACTORs strategy for achieving the
minimum commitment to Nigerian content in accordance with the contract and the
Nigerian Content Matrix specified in the technical bid.
Specific proposals to prioritise and maximise the use of labour, goods and services and
equipment procured from Nigerian sources;
The manner by which Nigerian owned companies will be encouraged to compete for
WORK under the CONTRACT;
The proposed utilisation of Nigerian labour, goods and services for engineering design
elements of the WORK;
The proposed utilisation of Nigerian labour, goods and services for fabrication and
assembly elements of the WORK;
The proposed utilisation of Nigerian labour, goods and services for construction,
installation, pre-commissioning and commissioning elements of the WORK;
facilities and externally accredited training programmes for the development of skills
and competence amongst local labour hired for the WORK.The programmes shall cover
all skills required for the WORK, specifically including procurement, logistics,
fabrication, construction, inspection, testing, commissioning and project management;
Proposals for the employment of local trainees on the WORK for a minimum of six
months after their training are complete or until COMPLETION, whichever is sooner,
subject always to such trainees meeting the required standards and their skills being
required for the WORK.
The proposed training plan shall be in accordance with NCDMB requirements for trainees to
be engaged by MAKAIS/BIL/WAV throughout the duration of the project.
CONTRACTOR shall prepare a series of operating plans and procedures in accordance with
this Project Execution Plan to achieve the above objectives.
The development of the project will commence with Detail Engineering Design (DED). The scope
of this phase is to consolidate the documents/drawings issued with invitation to tender (ITT), to
complete the definition of the main engineering choices, to freeze studies and to issue the
requisitions for the major equipment of the facilities.
The CONTRACTOR (Makais and Consortium’s partners) shall ensure that all the necessary
engineering and design activities are planned and executed and that the multi-disciplined input
required for the various activities is provided as necessary. Errors or Omissions in design criteria,
specifications, data and information or the miss-description of WORK, which is necessary to carry
out the intent thereof, or which is customarily performed, shall not relieve the CONTRACTOR from
performing such omitted or miss-described WORK, but such WORK shall be performed by the
CONTRACTOR, as if fully and correctly set forth and described therein, and at CONTRACTOR's
cost.
The CONTRACTOR shall obtain a review and approval from COMPANY for all deviations from
such Criteria, Specifications, Data and Information prior to incorporating any such deviation into the
final design. CONTRACTOR may Sub-contract any aspect of its WORK to any
SUBCONTRACTOR upon client Approval. However, CONTRACTOR shall be responsible for the
supervision and management of the SUBCONTRACTOR, and accountable for the WORK of the
SUBCONTRACTOR.
The general outlines of this Engineering phase of the WORK shall include all but not limited to the
following:
• Review of FEED documents and development of DED engineering documentations within
the scope of work.
• Provision of all follow-on engineering personnel required for the performance of the
WORK.
• Review of all construction and installation drawings
• Verification of existing site conditions including surveying the construction sites and
performance of geotechnical testing and any other investigations related to establishing the
conditions of the construction SITES, establishment of the as-built status prior to the
commencement of the WORK.
Update and validation of all vendor related engineering documents with nominated
Vendor data.
The scope of Geophysical/Geotechnical investigation shall include all but not limited to the
following:
a. FIELD WORKS
Field work shall include but are not limited to:
Mobilization of personnel and equipment.
Field identification and survey for boring position.
Carry out as a minimum the under listed field test as applicable along the right of way of
pipeline
e. In-situ Density.
The SUB-CONTRACTOR may be requested by CONTRACTOR to continue boring to make sure that
the soil has the same property or is uniform and able to withstand the building loads.
b. LABORATORY TEST
Laboratory test will be conducted by the SUB-CONTRACTOR’s soil laboratory and should
conform to Eurocodes and International Standards.
Test of representative samples shall include but not limited to the following:
a. Natural moisture content and dry unit weight.
b. In-situ density.
c. Sieve analysis.
d. Atterberg limits.
e. Compaction test.
g. Swell test.
i. pH.
k. CBR.
l. Oedometer test.
n. Modulus elasticity.
p. Consolidation test.
The CONTRACTOR shall utilize software for the job from the list below for execution of engineering

5.1.1.4.1Meetings/Reviews(5)
The following meetings shall be observed in executing this Project:
Reference or information documents and all effective changes/revisions are retained on file and or in
E-copy readily available to personnel performing the work. Such documents include:
National / International codes, standards, specifications
Nigerian statutory / regulatory requirements
Project Specification and Standards
Other company specifications and requirements as delineated in the MAKAIS/CLIENT
Contract and the Technical Handover Package.
5.1.1.4.4Control of Records
Records shall be identified, filed, archived, protected, retained and retrievable in accordance with the
Project Document Controls Plan.
All software to be used on the project shall be controlled accordingly. Only required software
demanded by disciplines shall be installed on workstations for such disciplines.
CONTRACTOR’s Project Controls Team shall monitor and control schedule development, project
control change management, tracking and analysis of progress and expenditure, and development of
progress reports, based on the existing schedule. However, schedule review and update where
necessary shall be done to ensure accurate progress monitoring.
Makais shall also perform the following for the project:
Establish project controls procedures and reporting medium in accordance with CLIENT
requirements, as outlined within this Scope of Work and as advised directly by the CLIENT.
Ensure man-hours and costs are monitored, tracked via timesheets, and reported based directly
upon the agreed Engineering Deliverables; timesheets must specifically correlate to a specific
deliverable.
Prepare weekly and monthly progress reports throughout project life cycle, which shall
incorporate the following:
Progress man-hour tracking and reporting based upon agreed Deliverables (Period &
Cumulative: Planned, Actual, Deviation from Plan in man-hours and %).
Cost monitoring, tracking via timesheets & invoices, and reporting shall be based upon
agreed Deliverables (Period & Cumulative: Planned, Actual, and Remaining Budget in
required monetary units / equivalents and %).
Progress Reports shall reflect reporting Period and Cumulative Project status,
incorporating both timesheet and invoiced reconciliations.
Cost tracking shall reflect reporting Period and Cumulative project status, incorporating
both timesheet and invoice reconciliations.
A bar chart programme in weekly periods showing the duration of the main activities
required for carrying out the works and achieving timely completion of the project shall
be produced.
A work programme in weekly periods, showing the order of precedence and method by
which, it is proposed to carry out the work considered necessary to achieve such targets.
A schedule in weekly periods of numbers and grades of project personnel shall be
produced.
Makais shall develop MS Excel based Man-Hour Tracking Spread sheet aligned with CTR
submittal and CLIENT Scope of Work and depicting man-hours per person per deliverable,
which shall include the following:

CONTRACTOR’s Weekly Summary Timesheets shall be based upon project management
activities; and shall clearly indicate the activities; shall be subdivided by Employee ID No.
and discipline; and shall be provided to Project Controller in hard copy and MS Excel for
validation and approval by CLIENT Project Manager.
CONTRACTOR’s shall prepare and submit to the CLIENT Invoices for Man-hour based on
approved timesheets and incurred Reimbursable Cost applying the appropriate Contract.
Project Monitoring and Control activities take place in parallel with Project Execution activities so
that, while the project work is being executed, the project is being monitored and controlled by
implementing the appropriate level of oversight and corrective action.
The project is observed and measured regularly against the project plan to ensure that the project is
within acceptable variances of cost, schedule and scope, and that risk and issues are continually
monitored and corrected as needed.
The main purpose of monitoring and controlling activities is to be proactive in finding issues ahead
of time and taking corrective action. Corrective action can require revisiting Planning Processes and
updating the Project Management Plan as needed with the goal of bringing the project back in line
with project objectives and constraints and improving future execution to avoid repeating the same
issues.
The Project Controls Team shall collect, measure, and disseminate performance information, and
assesses measures and trends to forecast potential items requiring corrective action. This includes
monitoring project risks/variations and ensuring that they are being managed according to the
project’s plans.
The Project Control Engineer will monitor and control changes to the project schedule in the
Schedule Control Process to bring the Schedule back to track if there is deviation from original plan.
Alongside the Resource-loaded Level 4 Schedule, the team Lead Planning/Scheduling Engineer shall
prepare, update, maintain and monitor a deliverable-man-hour driven “Progress Measurement
System” (PMS) based on the review cycle gates for Start, Issue for Interdisciplinary check (IDC),
Issue for review (IFR), Issue for Approval (IFA). Approved for Construction (AFC).
The PMS shall be developed in a Microsoft Excel Spreadsheet and updated regularly. The earned
percentage per deliverable shall be pulled and migrated to the Resource-loaded Level 4 Engineering
Schedule produced using Microsoft Project, which tells whether the Project/deliverables/disciplines
are behind Schedule, on Schedule, or ahead of Schedule. The following outputs are also from the
PMS: Planned and Actual S-Curve and Planned and Actual Histogram.
Expected Outputs from Schedule Control include:
5.1.1.4.9Performance/Progress Reporting/measurement
CONTRACTOR shall provide accurate and timely Reports advising status of project management
and other deliverables.
Reports shall contain details on all aspects of the Contract performance over the reporting period
and provide an up-to-date progress and overall status of Work along with a monthly calendar of
anticipated events and meetings including Schedule and/or proposals for remedial action, revised
plans, schedules or projections as may be required by CLIENT.
CONTRACTOR shall monitor progress of the work against agreed schedules with progress based
upon aggregation of a weighted Maser Document Register (MDR).
A Quality Engineer will be appointed to make sure that quality of documentations will meet
CLIENT’s requirements. All activities will be performed according to the ISO 9001 certified
quality system, (Makais ISO 9001 certificate is available upon request) and in strict compliance
with CONTRACTOR’s policy which states that “any service undertaken by CONTRACTOR
shall be performed to the highest professional level, and shall be carried out in such manner that:
• The Client’s needs and requirements are understood and complied with.
• The results meet professional standards.
• The agreement is fulfilled.
• Environmental, social and health & safety aspects are considered”.
CONTRACTOR shall set up a project team to execute the project as shown on the attached
Organogram (Attachment 2).
The Project Manager in liaison with the Discipline Leads shall set up the Project Execution Plan
to guide all team members on the execution of the project.
Site visit to EKULAMA 1 and EKULAMA 2 will be arranged to verify the condition of the
acquired land for the project.
Progress Measurement
CONTRACTORs shall implement a Project Performance/Progress Measuring System
fourteen (14) days of contract award, CONTRACTOR’s shall report back to CLIENT on bi-
weekly basis. The system shall provide indications of the Project and disciplines performance and
productivity.
The responsibilities of the Project Manager shall include, but are not limited to those contained in the
following statements:
Responsible for the overall scope of work within the Project, with specific responsibility for:
Reviews and approval of Engineering methods and procedures.
Cost budget management.
Leading safe behaviour and supporting open communication regarding safety issues.
Supervision of all personnel seconded to him/her.
Direct liaison with Managers/Supervisors who oversee Project services, and who are directly
responsible for all personnel/equipment allocated to the project.
Responsible for the implementation, control and monitoring of overall Quality.
Assurance in all project related activities as laid down in the Contractor’s Management
System (MS).
Responsible for the preparation and maintenance of budgets for the Project.
Responsible for ensuring variations between actual costs and budget are monitored and
controlled by the Project Control Engineer, periodically thereafter reviewing the budget for
planning and reporting purposes.
Responsible for identifying and initiating any variations towards the Client or
Approve/reject variations from third parties based on the contract Terms & Conditions.
Establish, manage and control the Project Organization defining the line of responsibility to
Project personnel and to Department Managers/Supervisors for Project services
Liaise with the CLIENT and ensure that Project meetings are held with all relevant
personnel during the Project and record same on minutes of meetings.
Liaise with Engineering and ensure Project Design Verification meetings are held with all
relevant personnel during the Project and record same on Minutes of Meeting
Responsible for obtaining resources from departments needed to carry out the
Project.
Ensure that all aspects of Project Administration, Engineering and Operations fulfil the
Contract requirements and are conducted in a safe, efficient, and profitable manner.
The Engineering Manager who will report to the Project Manager will be nominated during the
Engineering. He will be temporarily located at Makais Synergy’s office complex in Lagos until
the completion of the detail engineering design, thereafter; he will re-locate to the project
management office at the camp site. The Engineering Manager shall be responsible for:
Interacting with COMPANY on Engineering matters Verification of, FEED and preparation of
Detailed Engineering deliverables.
The Engineering Manager shall be assisted by respective Lead Discipline Engineers who shall be
responsible for their various disciplines.
The entire Project shall be executed under the direction, control and supervision of the Project
Manager. The Project Manager shall be assisted by the respective departmental managers who shall
be responsible for their various departments.
The Project Manager shall ensure that the objectives of the project are met; the project schedule is
maintained and adhered to.
The Project Manager shall ensure that the agreed project management, HSE management and quality
management systems for the project implementation are in place throughout the duration of project
execution.
Project audit shall be carried out for quality assurance during the Detail Engineering Design and
audit reports shall be produced according to the contractual requirements in accordance with the
Project Coordination Procedure.
Other Project Management activities shall include:
Overall project strategy, direction, management and performance as per
CONTRACTOR/COMPANY Agreement.
Design Coordination.
Establishment of relevant measures of performance, such as schedules, etc.
Overall coordination and liaison with the COMPANY, including administration of the
CONTRACTOR/COMPANY Agreement.
Establishment and implementation of the Project Quality System.
Delegation of authority, but not overall responsibility, for the implementation of the Project
Quality System to other members of the project team as appropriate to their particular functions.
Implementing remedial and/or corrective action on matters affecting quality and project
performance.
The Project Manager shall interact with COMPANY’s Project Manager and liaises with Makais
Manager Engineering and Managing Director as necessary.
Coordination and regulating various meetings such as project progress review meetings, quality
circles, and the like.
Application of various project progress methods to ensure the project schedule is on track to
meet deadlines or deliverables
Devising strategies to overcome roadblocks or delays through various methods such as using
industry related technical knowledge, innovating short cuts or alternative ways, improvising with
available resources, scheduling overtime to meet the deadline, and the like.
Developing and monitoring project cost forecasts
cost targets. Ensure that all personnel under their control are suitably qualified to undertake the
work assigned to them.
Responsible for all engineering activities associated with the task, which shall be reviewed and
approved accordingly. This also includes, but is not limited to, documentation such as
Specifications, Procedures, Calculations, Reports, etc. The Lead Engineer is also responsible for
the final dossier.
Responsible for all interfaces relevant to the task under their responsibility. This includes, but is
not limited to, Client, Subcontractors, Internal Entities etc.
Ensures that the Cost Controller/Planner is provided with adequate information to enable correct
and accurate preparation of Project status report for the task under their responsibility.
Responsible for initiating actions to prevent non-conforming condition or product.
Initiating, recommending, or providing solutions to non-conformances. Verifying the
implementation of corrective action and ensuring that these have been effective and controlling
further work until the deficiency or unsatisfactory condition has been corrected and the root
cause resolved.
Conducts all activities within the management system, Policy, Procedures and work Instructions.
Performs engineering tasks assigned by the Project Engineer, when applicable, in order to
complete scopes of work as identified by the Project Manager.
The following services shall be provided by multi discipline engineering team during project
execution in Makais Synergy office.
Review of relevant FEED documents received from COMPANY.
Preparation of Detailed Engineering design deliverables including all reports, analysis and
drawings for the construction for the project
Contractor shall commence the execution of the validation of FEED followed by Detail
Engineering Design scope by reviewing available engineering documents and other relevant
handover documents from COMPANY.
CONTRACTOR shall conduct site survey to collate relevant data from the existing facilities as
input to part of activities necessary to fulfill the scope specified in the invitation to tender letter.
Data / information gathered during site survey will be used during the Detail Engineering Design
and PCI (procurement construction and Installation).
The following Makais Synergy engineering disciplines shall participate in the FEED validation and
DED documents.

CONTRACTOR shall execute the engineering services in compliance with the contractual
documentations, Newcross EP /NUIMS engineering general specifications, relevant codes &
standards, local laws, regulations and good engineering practice.
CONTRACTOR Quality Assurance/Control Engineer shall develop a Project Quality Plan for the
project upon award. This will define the project quality management system for all aspects of the
agreement and describes the actions taken by CONTRACTOR and its endorsement on the
engineering documents before submitting for COMPANY review and approval. The Quality plan
shall form the key document controlling the activities of all disciplines on the project.
Project Quality Plan shall define the organization, resources and responsibilities of key personnel
and functions on the project. The Quality Plan shall list the applicable procedures, schedules of
Surveillance and Audits plan to ensure compliance with COMPANY Quality Management System. .
CONTRACTOR Quality Assurance scope of work shall include the following:

engineering and related activities in order to meet the aim and objective of the project. This shall
involve producing quality deliverables in line with project scope, review vendor document and
providing technical assistance to ensure timely and acceptable project handover.

The Detailed Engineering design of the project shall take place at Makais Synergy office located at
4C Solomon Close, off Ahmadu Bello Way, Victoria Island .
The engineering office is housed on a 1000 square meter facility comprising both administrative
wing and an open space for engineering office seating about 70 personnel.
This facility is available for all the engineering activities during the execution of the project.
The procurement of all major project items, equipment and materials shall be coordinated from
Makais Head office in Victoria Island and sourced from COMPANY’s approved local vendors in
Nigeria and countries of original equipment manufacturer (OEM) approved by COMPANY.
The main procurement functions such as procurement of civil, electrical, mechanical, safety, piping
etc materials shall be conducted from Makais Head Office with the procurement team comprising of
technical personnel from the in-house design team as well as procurement buyers and expeditors.
The team at Makais home office is to be led by a dedicated procurement manager assigned for the
project.
The Procurement Manager shall also oversee and coordinate localized procurement from the branch
and site offices. Procurement functions from site office are principally for sourcing of construction
consumables, local subcontract services, local manpower and resources, etc. including the sourcing
of local machinery and equipment rentals.
The Procurement Manager shall also oversee expediting of materials and equipment supply from
vendors. In this area, he would be assisted by the technical support from the engineering design team
during initial procurement right through to the delivery.
During delivery, whether by sea freight, airfreight or land transportation expediting is supported by
logistic and control engineers at Makais Head office, logistic officers at Branch office and the
logistics personnel at campsite.
The packaging and delivery of equipment and project materials will be scheduled for consolidated
consignments, which are planned for containerized cargo loads. This would enhance delivery
logistics, especially in terms of port transshipment, protection during shipment, damage protection,
security and pilferage, ease of port and customs clearance, minimized handling to site.
Logistics and expediting will be handled from Makais Head Office where personnel will liaise with
relevant authorities for all import customs clearances.
The procurement, materials expediting, delivery packing and shipments shall be in accordance with
the Makais Procurement Procedure. Please refer to section 10 of this tender for Makais Procurement
Procedure.
7.0 CONSTRUCTION
The construction will be sub-divided into individual activities, which will be undertaken in a logical
sequence to achieve the successful completion of the WORK within the requested milestones.
This will involve detailed planning to accurately assess the requirements of manpower, equipment
and materials for all works. Meetings will be held with COMPANY to ensure that all work is
planned and carried out to the correct procedures and in line with all permits and approvals that may
be required, especially those works that require tie-ins to existing equipment/services.
This will involve:
Ensuring by discipline and number of the personnel required to perform individual activities and
ensuring said personnel are available at site prior to commencement of work.
Ensuring that all equipment required for the work is available at site and is fully operable and
complete with all permits including COMPANY pre-mobilization inspection, service records,
spares, as may be required.
Ensuring all specifications, drawings, procedures and construction information as required are
available at site and are familiar to the construction personnel.
Ensuring that all permits and approvals have been obtained and those construction personnel are
familiar with their content prior to commencing individual operations.
The mobilization of Contractor shall be executed in accordance with the project schedule.

CONTRACTOR will undertake the WORKS with its own field construction crew and construction
machinery and field equipment together with some direct hire from suitably skilled local and
expatriate people.
CONTRACTOR shall maintain a comprehensive range of fabrication yard and field construction
equipment that is required for the entire scope of work. The equipment shall be well maintained and
kept in ready for use condition by a full maintenance crew for equipment & machinery, including
mechanics and electricians at the construction campsite.
A complete set of CONTRACTOR construction procedures to be used for the project will be
submitted for approval after award of contract.
CONTRACTOR will rent/construct a campsite with full facilities nearest to site area.
CONTRACTOR will maintain a full crew construction team at the campsite for the entire duration
of the project. Power generation, water storage and basic amenities will also be implemented.
Upon arrival of the equipment at the jobsite, these will be inspected against the specifications.
Vendor data will also be verified to ensure all requested documents are provided. Equipment that
requires calibration will be calibrated and witnessed by COMPANY (client) if required. Certified
test equipment shall be used to perform the calibration check. Calibrated equipment will be tagged in
accordance with client’s procedures. Bidder or Client’s calibration forms will be completed and
signed. Faulty equipment if any will be clearly identified tagged and returned to the vendor for
replacement.
Although CONTRACTOR intends to construct the project within house resources and direct
hired personnel, there would be instances whereby CONTRACTOR will consider sub-
contracting some portions of work scope to local sub-contractors, especially where such work
scopes involve large manpower resources or heavy equipment and machinery.
It is envisaged that the sub-contact content may also involve specialist for painting works, third
party NDT /Calibration services that are not available from local subcontractor.
Upon approval of AFC drawings and material delivery, the shop fabrication shall begin. All
shop drawings will be provided to fabricators. It is envisaged that all structures will be
prefabricated to permit site erection with minimum welding works.
concrete, similar testing will take place onsite in order, to ensure quality and conformity of the
supplied concrete to the tender requirements.
In areas where Transit mixers are not suitable for concrete pouring, a mobile concrete pump
will be utilized. Transit mixers will mainly pour concrete of foundations, footings and the slab
on grade. Other areas will be poured by using mobile pumps / mobile cranes depending on its
location and dimension.
To prevent the concrete from drying and shrinkage cracks, wet curing shall be utilized for all
concrete elements either by water or using a special curing compound.
Finishes
Finishes works will proceed according to Specifications, Shop Drawings previously prepared
and the Quality and Safety Plans.
All finishing works will be carried out by CONTRACTOR’s experienced staff except for some
tasks to be carried out by reputable specialized subcontractors as per the proposed
Subcontractors list.
Electromechanical Equipment
CONTRACTOR shall assign its finest specialized personnel to carry out the various E/M scope
in accordance with project technical requirements and given standards.
Electromechanical works shall be given special attention especially in the early stages where
close co-ordination for imbeds and under slab utilities is a must.
Electromechanical items shall be executed on a priority basis. This is especially important since
vital submittal information is required during the civil shop drawings preparation phase.
