WHEREAS, in support to the thrust of the current administration and cognizant of the
role of barangays as essential partners of the national government in contributing to addressing
hunger, and ensuring food security in the country, the Department of Interior and Local
Government (DILG) is introducing the Halinat’ Magtanim ng Prutas at Gulay (HAPAG)
sa Barangay Project.
WHEREAS, this project aims to strengthen the capacities of the barangays towards
sustainable agriculture initiatives. One of which is the intensification and fostering of agricultural

activities such as barangay community gardening, wherein households and communities will be
encouraged to produce fresh, healthy and affordable vegetables from their backyard and spaces,
through the establishment of community gardens in barangay with vacant areas.
SECTION 1. Title – This Ordinance shall be known as the “An Ordinance for the Establishment
of Communal Vegetable Garden in Barangay Daywan and Providing Funds Therefor.”
SECTION 2. Declaration of Policy – It shall be the policy of the Barangay Local Government
Unit (BLGU) of Daywan to reduce the incidence of hunger and malnutrition through sustainable
communal gardening in the barangay.
SECTION 3. Definition of Terms – Definition of Terms – The following terms and phrases
shall mean as follows when used under this Code:
a) Communal Garden – a piece or ground or receptacle such as, but not limited to clay, pot,
plastic container, and sack in the backyard or premises in the barangay hall or school
premises planted with medicinal herb, vegetables, and root crops.
b) Urban Garden – the process of growing plants of all types and varieties in an urban
environment.
c) Nursery – a place where young plants such as vegetables and trees are grown for sale of
for planting elsewhere.
d) Organic fertilizer – is a fertilizer that is derived from organic sources including organic
compost, cattle manures, poultry droppings and domestic sewage.
a. Training and mentoring on current technology and techniques for sustainable backyard
and / or urban garden such as, but not limited to, self – watering bottle gardening, backyard
plot gardening, etc. is hereby recommended.
SECTION 8. Periodic Monitoring – The Barangay Monitoring Team (BMT) shall conduct
monitoring in the implementation of this ordinance by all concerned at least once every quarter
of the year.
SECTION 10. Repealing Clause – All ordinances contrary to or inconsistent with this
Ordinance are hereby repealed or modified.
SECTION 11. Separability Clause – If any part or provision of this Ordinance is declared
unconstitutional or invalid, the same shall not affect the validity and effectivity of the parts or
provisions hereof.
SECTION 12. Effectivity Clause – This Ordinance shall take effect on the date of its approval.
