Gisugdan ang regular session sa may alas 9:00 ang takna sa buntag ang
panalangin gipangolohan ni Kagawad Pepino ug gisugdan ang Pambansang Awit ng
Pilipinas ni Kagawad Ellorin conducting.

nitambong ug walay absent. P. O. mi deklarar korum.

*READING AND CONSIDERATION OF THE PREVIOUS MINUTES

P.O. gi presentar ang minutas sa miaging regular session niadtong miaging


Abril 3, 2023, aron ma korihian ug ma approbahan sa tanan, ug iyang gihangyo ang
sekretaryo sa pag basa sa minutas sa imaging regular session aron ma correctionan
ug maapprobahan.

Tungod kay walay dugang correction ug reaction sa previous minutes gi


moved ni Kagawad Ellorin para maapprobahan ang minutas ug gisegundahan ni
Kagawad Escalada. Ang minutas na approbahan ug ginatuman sa pagbasa. Aprobado.

*REACTION / COMMENTS

Kagawad Ellorin ni open sa storya bahin sa mga plano sa fiesta ng barangay


Daywan kung asa ila gipa – abot kay mayor kung asa ang unang nahisgutan nila ang
bahin sa search na himuan ng program design ug ikaduha ang bahin sa ball games
himuan ng resolution para magahinan ng funding para sa maong plano.
Kagawad Patosa giklaro sa council na dili na mahinajon ang plano na mag
tinabangay bahin pinansyal sa hanjo ng BHW’s kay ang ilang activity / events dili
nalang mahinajon.

*PRIVILEDGE HOUR

Kagawad Ellorin nagpahibayo na siya nagpadajaw ng street lights sa purok 5.


Ibalik lang ang mga pagpaga sa kadalan labi na kay nagkaduol naman ang Kapistahan.
P.O. ni – deklarar na sa abril 22, 2023 2:00 PM and BDC Meeting. Nagpahibalo
pud sija sa council na magpakabana ug daya pagpangandam ug lihikon para sa fiesta.
Kagawad Esperon nagpahibayo sa council na sija magpameeting sa sabado
abril 22, 2023 6:00 PM sa iyang mga ginsakupan sa Peace & Order Committee.
Kagawad Ellorin nagpapangutana sa update sa playground apan ang sekretaryo
nitubag sa estado sa Annual Investment Plan C.Y. 2023 na maoy tubag bahin sa
update sa playground status.
P.O. gihangyo ang sekretaryo sa pag – update / follow – up sa 1million project
pathway padulong simbahan.

BARANGAY ORDINANCE NO. 2023 – 001

“AN ORDINANCE REQUIRING THE ESTABLISHMENT OF A COMMUNAL


VEGETABLE GARDEN IN BARANGAY DAYWAN, CLAVER, SURIGAO DEL
NORTE AND PROVIDING FUNDS THEREFOR”

WHEREAS, in support to the thrust of the current administration and cognizant of the
role of barangays as essential partners of the national government in contributing to addressing
hunger, and ensuring food security in the country, the Department of Interior and Local
Government (DILG) is introducing the Halinat’ Magtanim ng Prutas at Gulay (HAPAG)
sa Barangay Project.

WHEREAS, this project aims to strengthen the capacities of the barangays towards
sustainable agriculture initiatives. One of which is the intensification and fostering of agricultural

activities such as barangay community gardening, wherein households and communities will be
encouraged to produce fresh, healthy and affordable vegetables from their backyard and spaces,
through the establishment of community gardens in barangay with vacant areas.

WHEREAS, the Barangay Local Government Unit of (BLGU) of Daywan encourages


everyone in the community to plant and grow vegetable to promote sustainable and healthy
lifestyle as well.

WHEREAS, the Barangay Local Government Unit of Daywan being an implementing


arm of the national government ensures to carry – out the implementation of this project.

NOW, THEREFORE, be it ordained that:

SECTION 1. Title – This Ordinance shall be known as the “An Ordinance for the Establishment
of Communal Vegetable Garden in Barangay Daywan and Providing Funds Therefor.”

SECTION 2. Declaration of Policy – It shall be the policy of the Barangay Local Government
Unit (BLGU) of Daywan to reduce the incidence of hunger and malnutrition through sustainable
communal gardening in the barangay.

SECTION 3. Definition of Terms – Definition of Terms – The following terms and phrases
shall mean as follows when used under this Code:

a) Communal Garden – a piece or ground or receptacle such as, but not limited to clay, pot,
plastic container, and sack in the backyard or premises in the barangay hall or school
premises planted with medicinal herb, vegetables, and root crops.

b) Urban Garden – the process of growing plants of all types and varieties in an urban
environment.

c) Nursery – a place where young plants such as vegetables and trees are grown for sale of
for planting elsewhere.

d) Organic fertilizer – is a fertilizer that is derived from organic sources including organic
compost, cattle manures, poultry droppings and domestic sewage.

e) Organic pesticides – are generally considered to be pesticides derived from naturally


occurring sources such as minerals, plants or animals.

SECTION 4. Communal Vegetable Garden – The Barangay Nurseries, Elementary Schools,


Daycare Centers are required to maintain a year – round communal vegetable garden consisting
of various vegetables and root crops. The produce of the said communal gardens shall be enjoyed
equally by the rules and regulations that maybe prescribed by the Barangay Local Government
Unit (BLGU).

SECTION 5. Maintenance of the Communal Garden – The proper officials and/ or


designated point persons or groups of the barangay shall primarily responsible of the maintenance
of the communal garden.

a. Training and mentoring on current technology and techniques for sustainable backyard
and / or urban garden such as, but not limited to, self – watering bottle gardening, backyard
plot gardening, etc. is hereby recommended.

b. Use of organic fertilizers and pesticides is strongly encouraged.

SECTION 6. Conduct of Orientations, Seminars and Trainings – Within Sixty (60)


calendar days from the effectivity of this Ordinance and periodically thereafter, the Barangay Local
Government Unit (BLGU) in collaboration with the Municipal Agriculture Office shall develop
and conduct a series of orientations, seminars and trainings for the development and proper care
of organic food gardens.

SECTION 7. Monitoring Team – There is hereby created a Barangay Monitoring Team to


check on the proper implementation of this Ordinance and shall be composed of the following:

SECTION 8. Periodic Monitoring – The Barangay Monitoring Team (BMT) shall conduct
monitoring in the implementation of this ordinance by all concerned at least once every quarter
of the year.

SECTION 9. Budgetary Requirements – The Barangay Local Government Unit (BLGU) of


Daywan shall allocate under the barangay agriculture and health funds for the implementation of
this Ordinance.

SECTION 10. Repealing Clause – All ordinances contrary to or inconsistent with this
Ordinance are hereby repealed or modified.

SECTION 11. Separability Clause – If any part or provision of this Ordinance is declared
unconstitutional or invalid, the same shall not affect the validity and effectivity of the parts or
provisions hereof.

SECTION 12. Effectivity Clause – This Ordinance shall take effect on the date of its approval.

Tungod kay wala namay laing gihisgutan Kagawad Esperon moved to adjourn
the regular session seconded ni Kagawad Osio. Gitak-opan ang regular session sa
may 11:10 ang takna sa sayong kaudtohon.
