However, in the present circumstances, the UKPNP shall make relentless efforts to get the minimum democratic rights for the people and for that purpose; it shall try to enter into alliance with all patriotic, democracy loving and progressive parties and forces.
Article No 1: Title, Secretariat, Song and Flag of Party: 1)

The United Kashmir Peoples National Party [UKPNP] is a practical symbol of national unity and cohesion among the Kashmiri nation and communities living in Kashmir. Its objective is to establish an independent national democratic society on the basis of just intra-community relations. Therefore, the term The United States of Kashmir, wherever mentioned in the Party documents, shall mean the states forming the federation of Kashmir i.e., states of Gilgit, states of Jammu [Dogart], states of Ladakh,

states of Baltistan, states of Poonch, states of Brushal and states of Kishtawar.

Kashmir Nation and Communities:

The United Kashmir Peoples National Party [UKPNP] while realizing the right of governance of the community people, envisages that besides the Kashmiri nation, seven other communities settled in the United States of Kashmir, shall have equal share in the new political set up [independent and sovereign Kashmir], and they will enjoy an autonomous status of province in the supreme state demography. Therefore, the term of Kashmiri nation and communities, wherever mentioned in the Party documents, shall mean besides Kashmir nation, the Dogra community, community, community.

The United Kashmir Peoples National Party is a well consolidated national democratic and party comprising Kashmiri nation different

communities, which has come into being through the alliance of different community upholding their identity and equal status, under the principles of democratic centralism. The Party is determined to work for the promotion of a just intra-community relationship in the new Kashmir [independent and sovereign Kashmir] to achieve the national independence, and to bring people belonging to different communities on a single

platform without the discrimination of caste and creed, religion or region in order to provide them equal chances of progress and growth to make them part of a broader national democratic movement. Article No 3: Membership Every citizen of The United States of Kashmir wherever he does live, having agreed to the basic ideology and constitution of the UKPNP with a desire to play an active and meaningful role in the Party activities, rising above all ethnic, linguistic, sectarian, both in regional, terms of tribal and and gender the discrimination and prejudices, having accepted ability capability constitutional and democratic decisions setting aside his personal and individual interests, shall be accepted as a member of the Party. It shall be obligatory for the Party member to focus on study and accept the Party programme with full wisdom. Article No 4: Organizational setup of the Party The organizational set up of the Party shall be based on democratic principles. The Party members shall be subservient to their respective Party branch. Minority shall be subservient to the decisions of majority. All members and branches of the Party shall be subservient to the National Council and its Central Committee. The Party shall have two supreme bodies: 1) National Council; and 2) Central Committee. 1) National Council:

The National Council, basically a body of the collective political leadership of Kashmiri nation and the communities, shall be responsible to take practical steps to frame political policy of the Party, to resolve issues concerning procedure, and to promote programme of the Party. The National Council shall also be responsible to take practical

Chairman shall be the head of the Party. He shall look after functions and interests of the Party. He shall be competent to call an emergency meeting of the Party; announce Party policies; shall preside over meetings at the central level; shall guide the Secretary General in determining agenda of the scheduled meetings; shall nominate in-charge of Partys central secretariat; and represent the Party in national and international conferences. 2) Vice Chairman:

In the absence of Chairman, the Vice Chairman shall be the Acting Chairman and shall exercise all powers of the Chairman. 3) Secretary General:

The Secretary General shall call a meeting of the Central Committee; shall establish contacts with different organizations abroad as per the policy of the Party; shall coordinate be contacts among to Party

(5) Chief Organizer: Chief Organizer shall be responsible to organize the Party. He shall deliver membership record to the Central Secretariat. He shall be competent to pay visits in the country, activate the Party and coordinate activities of the Party members in consultation with the Secretary General.

(6) Deputy Chief Organizer: Deputy Chief Organizer shall assist the Chief Organizer and in the absence of Chief Organizer, he shall be the Acting Chief Organizer and shall exercise all powers of Chief Organizer. (7) Finance Secretary The Finance Secretary shall be responsible to collect Party funds, maintain record of funds and use the funds with the approval of Chairman and Secretary General. (8) Press Secretary The Press Secretary shall make arrangements for the publicity and projection of activities of the Party; shall issue statements based on Party policies to the media; shall keep record of Partys activities; and shall be responsible for publication of Party literature in line with the policies of the Central Committee. (9) Secretary Foreign Affairs

The Secretary Foreign Affairs shall be responsible to pass on programme and stand of the Party to different parties, diplomatic missions, heads of state and government as well as international political organizations under the foreign policy as devised by the Central Committee.

(10) Secretary Womens Affairs The Party firmly believes that womens

participation in the practical politics is imperative for the liberation and sovereignty of motherland and for the establishment of a prosperous society. The Party shall take basic steps to bring unity among the women folk and create political awareness among them so that this half portion of the population is able to play an active and meaningful role. The Secretary Womens Affairs shall be responsible for taking basic steps to achieve these objects. (11) Secretary Students Affairs The Secretary Students Affairs shall be the incharge of students affairs. Party. He shall help resolve problems and issues of the Students Wing of the Besides, he shall present a report on all activities of students to the Central Committee. (12) Secretary Cultural Affairs The Secretary Cultural Affairs shall take solid steps to promote cultural activities. He shall organize

different cultural functions, including literary and folk heritage events. He shall take concrete steps for the promotion of culture of all communities. Article No 6: Regional Branches Keeping in view the present situation of Kashmir, the regional branches of the Party have been divided in three zones. (1) Jammu Kashmir Zone (Indian Administered Kashmir) (2) Gilgit Baltistan Zone (Pakistan Administered Kashmir) (3) Azad Kashmir Zone (Pakistan Administered Kashmir) Keeping up the spirit and discipline of the central set up of the Party, all zonal branches shall be free to take decisions in accordance with the zonal and local needs of their respective zones. These zonal branches shall function till the current partition of Kashmir is done away with and the motherland is liberated.

However, the Zonal Council shall serve as a zonal unit of the Party. The Zonal Council shall be elected by members of Tehsil and District Council and office-bearers of the unit. (2) Zonal Committee The Zonal Committee comprising 15 members shall be elected by Zonal Council. The powers and functions of the Zonal Committee shall be the same as have been delegated to Partys Central Committee under clause 2 of Article No 4. However, the Zonal Committee shall be considered a regional unity of the Party.

(3) Zonal Cabinet

The Zonal Committee shall constitute a Zonal Cabinet consisting of the following office bearers: (1) President 2) Vice President 3) General Secretary (4) Deputy General Secretary (5) Finance Secretary 6) Press Secretary (7) Secretary Womens Affairs 8) Organizer (4) Powers and Functions of Zonal Cabinet (1) President: The President shall be the head of Zonal Cabinet. The President shall preside over meetings of Zonal Cabinet, Zonal Committee and Zonal Council. He shall be responsible for Party affairs relating to his zone. Besides, he shall keep records of publicity promotion activities of the Party at the zonal level. 7) Secretary Womens Affairs: The Secretary Womens Affairs shall take concrete steps to organize and activate the women wing of the Party. She shall be responsible for the affairs of Partys Women Wing. Besides, she shall assist the Central Secretary Womens Affairs.

8) Organizer: The organizer shall be responsible for organizing the Party on the zonal level. He shall maintain record of the membership. He shall also assist the Central Chief Organizer. He shall be responsible to take steps to organize the Party. Article No 7: Organizational set up of zonal units of Party 1) Unit or primary domain The primary unit of the Party shall be established in each Mohallah, village, sector or ward having five or more Party member. The organizational set up of Partys primary unit shall include President, General Secretary, Finance Secretary, Press Secretary and Organizer. All the office bearers of the primary unit shall be elected by members with a majority vote. The primary unit shall hold its meeting once in a month. The unit office bearers shall be elected for a two-year term, after which fresh elections shall be conducted. All scheduled and emergency meetings of the unit shall be chaired by the Unit President, while General

Secretary shall assist him. The Unit Office bearers shall be responsible to solve all issues concerning the unity with a majority vote. (2) Tehsil Council The office bearers of all branches of the Party on Mohallah, village, sector and ward level in a Tehsil shall jointly form a Tehsil Council. following office bearers: (1) President (2) Vice President (3) General Secretary 4) Deputy General Secretary (5) Finance Secretary 6) Press Secretary (7) Tehsil Organizer (8) Secretary Womens Affairs The powers and functions of these office bearers on the Tehsil level shall remain the same as vested in the office bearers of Zonal Cabinet under clause 4 of Article 6. (3) District Council The Tehsil Council shall constitute a Tehsil Cabinet with the

The District Cabinet comprising the following office bearers shall be elected by members of District Council with a majority vote: (1) President (2) Vice President (3) General Secretary (4) Deputy General Secretary (5) Finance Secretary (6) Press Secretary (7) Tehsil Organizer (8) Secretary Womens Affairs The powers and functions of these office bearers on the district level shall remain the same as vested in the office bearers of Zonal Cabinet under clause 4 of Article 6. Article No 8: Expulsion from Party The Party shall take disciplinary action against any member of the Party found involved in breaching the ideology and programme of the Party. The Party branches shall criticize or take disciplinary

action against him on the basis of nature and severity of errors against the members who violate Party discipline. Following are six tiers of disciplinary action for violation of Party discipline: Warning, strong warning; observation within Party, suspension of membership, dismissal from office and expulsion from Party. i. Procedure: For disciplinary action against any member of the Party, it is necessary that the concerned Party branch holds a general body meeting to discuss the issue and take a decision by majority vote whether or not to issue a charge sheet. In case of charge sheet, the member shall have to submit his rejoinder within the stipulated period, otherwise, he shall have to face ex parte action. The upper level committee of the Party shall be informed about decision of final action against any member. The final decision shall be taken by the Central Committee.

Article No 9: Procedure for Election The election of the Party shall be held through secret ballot. An Election Committee shall be constituted for elections at every level, which shall provide a list of candidates to the constituents and shall supervise the electoral process. Article No 10: Foreign Branches of Party The Party shall set up its branches wherever the Kashmiris live abroad. The organizational structure of the foreign branches shall be drawn up on the pattern of the organizational set up of the Party on the zonal level. This set up shall be under direct supervision of the Central Committee of the Party. (1) Functions of Party branches abroad: a.To create political awareness among the

Kashmiris;

b.To motivate world public opinion about the independence and sovereignty of Kashmir;
c.

To

establish

contact

with

liberation

movements across the world and to develop unity among them; and
d.

To provide funds for Party in Kashmir.

Article No. 11: Party Funds The Party shall remain committed to the policies of self-dependence conditional and self-reliance assistance to meet its any financial needs. The Party shall never accept financial from government or non-governmental organization or the government itself. The Party shall get funds from the following sources: (1) Membership fee from the members (2) Monthly donations by members (3) Special donations (4) Emergency donation The Party shall work out a procedure to use the funds. charge The Foreign Secretaries shall be the in of funds at their respective level of

committee organizations.

Article No. 12: Research organizations The Party shall have the following research

organizations, which shall perform their functions in line with the policies of the Party: (1) Research Council for Agricultural and

Industrial Development; (2) Research Council for Education, Science and Technology;
(3)

Research

Council

for

Defence,

Communication, Finance and Foreign Affairs; (4) Research Council for Social Welfare; and
(5)

Research Council for Tourism. and Functions of Research

(1) Powers Councils:

The Research Councils of the Party shall prepare basic documents in the light of recommendations of the central and subordinate organs of the Party, which shall be given formal shape after approval from the Central Committee. These Councils shall have all powers which shall be assigned by Central Committee. Every Council shall have a head of the

Council with three Research Assistants as its members. They shall perform their functions for two years. However, the Central Committee shall have the power to suspend or relieve the head of any Council to acquire services of more competent persons. Article No 13: Subordinate Organs of Party The United Kashmir Peoples National Party which is determined to unite a broader spectrum of the people, revolutionary communities and different socio-economic notions, is of the opinion that until and unless all revolutionary communities and intellectuals belonging to different socio-economic segments gather on a single platform to lead the people, no revolution can be brought about to bring a just socio-economic change. That is why, the Party gives due importance to revolutionary communities and different socio-economic entities so that it is easy to create harmony, social and political relationship between the Party and the people. The basic objective of the each Party organ is to individually create subordinate

communal and national awareness among the

people and to devise a comprehensive strategy to meet their demands and to struggle for the solution of all other socio-economic problems. In this connection, the Party shall establish the following trade unions:
