PREFACE
It was in 2014 when the Community Based Monitoring System (CBMS) started at Brgy.
Capalong. The major objective of local government unit of Real, Quezon in implementing
CBMS as a tool is to help in poverty alleviation. It challenges to build and strengthen the capacity
of the local planners and program implementers by means of collecting organized information at
the local level in order to determine the nature, extent and root cause of poverty. This tool aims
to identify and target eligible beneficiaries and come up with effective anti-poverty initiatives and
to track the impact of programs and projects being implemented especially to the barangay level.
The CBMS has 13+1 indicators that show the magnitude and proportion of households
or individuals, with either met or unmet needs, in the area of health and nutrition, shelter, water
and sanitation, basic education, income, employment and peace and order. Aside from numeric
data analysis, CBMS utilizes the advancement of technology by using Geographic Information
System (GIS) in creating maps to make figures more understandable and facilitate identification
of poor.

local government unit of Real, Quezon headed by our Municipal Mayor, Hon. Diana Abigal D.
Aquino, the Sangguniang Bayan members headed by the Municipal Vice Mayor, Hon. Joel
Amando A. Diestro, Municipal Planning and Development Coordinator Rommel A. Poblete and
staff, Department of Interior and Local Government (DILG) thru DILG Cluster Head Mr.
Gerardo G. Gabin and MLGOO Mr. Pierre Vladimir Palogan, AKI-CBMS and to all the
Baranggay Officials, Civil Society Organizations (CSO’s) and other stakeholders who worked

HISTORY OF BARANGAY
CAPALONG

L ong time ago there was an ITA couple traveling using a boat. They stopped to rest for a while
and something caught their attention. There was this place whose shape is like “Palong Manok.”
As time flies, that place was called “PALONG” and later on became CAPALONG.
In the year 1960, Bario Capalong was then a sitio of Real within the town of Infanta Quezon.
By virtue of Executive Order No. 410 signed by President Carlos P. Garcia executed in December 15,
1960, Barrio Capalong including Barrio of Real, Cawayan, Kiloloron, Tignoan. Lubayat, and Llavac are
segregated from the Municipality of Infanta and organized into an independent municipal district of
the province of Quezon.
In 1962, Mr. Apolinario Coralde was declared as the Kapitan del Barrio. His term lasted up to
year 1966. In 1964, Capalong Elementary School was established. It is located in Coralde’s land near
Andakak Beach. Mr. Antonio was the first and only teacher who handled grade 1 with more or less 20
pupils. After a year, the class was transferred to a lot donated by Mrs. Irene Coronacion wherein the
school building was made of wooden post, leaves of coconut trees as the wall and galvanized roofs
donated by parents. The traditional bayanihan made the school building possible, however most of the
materials were donated by Real Sawmill. In year 1965, Mrs. Gloria Dizon from Tiaong Quezon was
assigned to handle Grade III and IV classes.
Mr. Ciriaco Fortunado Coronacion became the next Kapitan del Barrio. His term lasted for
five (5) years, from 1967-1971. From 1972-1976, it was Mr. Roman Evardome as the Kapitan del
Barrion. His term followed by Mr. Esperiodione Nuza Orejola, from 1977 to 1981.
Mr. Eristorio Meraña became Punong Barangay of Capalong in the year 1982 up to 1985,
however he did not finished his term because of his sudden death in June 9, 1984. Mr. Ernesto
Sanchez served as Punong Barangay in year 1986 up to 2004. He has the longest term as Punong
Barangay of Capalong. In his time, Barangay Capalong started to have some facilities that were useful
for the barangay like barangay hall, brangay outpost and Daycare Center. Those facilities were donated
by Mr. and Mrs. Cepriano and Felipa Peñamante. It was also in his term that the barangay had supply
of electricity.

PHYSICAL CHARACTERISTICS

arangay Capalong is one of the 17 barangay in Real, Quezon. It is composed of seven (7)
Purok namely: Kinalumbakan 1, Kinalumbakan 2, Centro 1, Centro 2, Centro 3, Talisay 1 and
Talisay 2. Approximately, it has a total land area of 4,114 hectares with 1,650 hectares
considered as agricultural land.
Barangay Capalong is bounded by Kiloloron in the north, Tignoan in the south, Lamon Bay
in the east and Tagumpay in the west. It is also considered as one of the tourist destination in the
municipality because of its long coastlines and tourism accommodations present in the barangay like
Janely.
Majority of the residents are engaged in fishing, farming and construction as their means of
livelihood.
Brgy. Capalong has two (2) educational facilities. One (1) of which is public elementary school
and one (1) Day Care Center.
Basic health care services and service facilities are also present in the barangay however,
majority of these services are located in 3 urban barangays (Pob.1, Pob. 61 and Ungos) and also in
Infanta Town proper which is 19kms away from the barangay.
MODE OF TRANSPORTATION
Barangay Capalong is approximately 7kms away from Real Town proper. Aside from
jeepneys, there are also tricycles and busses being used as public transportation in the barangay.
CREDIT INSTITUTIONS
Some credit institutions present in the barangay are KUMARE Inc. and CARD.
Quezon Electric Company II (QUEZELCO) provides the electric service in the barangay. In
terms of water, spring is the main water source. Other source of drinking water is from the nearest
water stations 7 kilometers away from the barangay.
WASTE MANAGEMENT
Every Friday of the week, garbage was being collected by Municipal Waste Management to be
placed in an open dumpsite 2.5kms away from the Barangay.
For the year 2014, there are 5 recorded cases of victims of crime for the last 12 months in
Barangay Capalong and because of that, all the 17 Barangay police are actively making rounds every
night to the 7 Purok of the barangay.

IMPLEMENTATION OF CBMS IN
BARANGAY CAPALONG
T he Community Based Monitoring System (CBMS) of Brgy. Capalong was initially spearheaded
by the Municipal Government of Real, Quezon thru Department of Interior and Local
Government (DILG) in partnership with AKI-CBMS. A Memorandum of Agreement between AKI-
CBMS, DILG and LGU-Real, Quezon was signed last February 24, 2014 for the implementation of
the said project. In accordance to the agreement, Hon. Joel Amando A. Diestro issued Executive
Order No. 002 Series of 2014 organizing the TWG of CBMS and later revised the composition of
TWG thru Executive Order No. 003 Series of 2016 designating its focal person with the following
members:
Real, Quezon Community Based Monitoring System (CBMS) Technical Working Group
CBMS Module I: Training on Data Collection and training of thirty one (31) enumerators were
conducted last April 28-May 2, 2014 facilitated by DILG. The Municipal Government of Real
shouldered the training expenses for the TWG and enumerators.
The data collection/interview started May 12, 2014 and concluded December 12, 2014. The
Municipality allocated thirty pesos (P30.00) per household surveyed.

ased on the Community Based Monitoring System (System) survey last 2014, the results in
13+1 core indicators in table 2 shows that a high percentage of unmet needs in households
with income below poverty threshold with a total of 175 or 49.72% and households with
income below the food threshold with a total of 124 or 35.23% .
No child died under 5 years old, no woman died due to pregnancy-related causes and there
were 23 malnourish children with a proportion of 11.68% whose aged 0-5 years old. BHWs conduct
regular home visits to every purok and massive information campaign about wellness of children 0-5
years old. It is observed that some parents are too lazy to send their children to feeding program. As
part of intervention, it is important to continuously monitor and conduct home visit to avoid death of
children and pregnancy-related cause incidence. To minimize/eradicate number of malnourish
children, it is important to continue supplemental feeding program, educate parents and conduct
values formation and provision of livelihood programs for the parents.
Shelter
Children aged 6-11 years old not attending elementary has a magnitude of 14 with 6.64% proportion.
Some major reasons of this incidence are financial problem and distance of the school. In order to
solve the problem, the communities suggested Alternative Learning System (ALS) in their barangay
and tap more scholarship program. A high percentage of children aged 12-15 years old not attending
high school with 61 individuals and proportion of 37.20%. Accroding to the community, the major
reasons of not attending high school is that they are member of Persons with Disability (PWD), lack
of interest in going to school, distance of the school, some of them are already working and some are
getting married.
Income
A total of 175 households or a proportion of 49.72% with income below poverty threshold and 124
households with income below the food threshold. This data shows a high poverty incidence in Brgy.
Capalong due to unemployment, inadequate job opportunities and job skills mismatch. Identification
of appropriate livelihood and skills training program were identified as intervention on this incidence.
Employment
The member of the labor force who’s unemployed is 79 or 16.16%. Majority of the residents are
engaged in fishing. Some of the labor forces are pre-occupied with sports activities. In order to sustain
their income, they worked as construction workers in nearby municipalities especially during bad
weather condition.
There are 5 recorded cases of victims of crime with the proportion of 0.32% for the last 12
months in Barangay Capalong. Four (4) of the five cases are physical injury wherein 3 happens
within the barangay and 1 outside the barangay. Based on the validation there are also cases of
theft happened during summer vacation where there are plenty of tourists and mostly, the
perpetrators are not residents of the barangay. They suggested that every resort owners should
have proper recordings of visitors, put signages/warnings for the tourists and obliged them to
have security personnel.

B arangay Capalong is composed of seven (7) purok namely Kinalumbakan 1, Kinalumbakan 2,
Centro 1, Centro 2, Centro 3, Talisay 1 and Talisay 2. Based on CBMS survey in 2014, it has a
total population of 1,558 with 352 households and an average household size of 4. Among the
7 purok, Purok Centro 1 has the largest population with a total of 302 or 19.38% while the least
populated is Purok Kinalumbakan 1 with 183 population or 11.74%.
Table 5 shows that majority of population distribution by age 0-5 years old in Brgy. Capalong
are male. Out of 1,558 population, 197 or 12.64% belongs to 0-5 age bracket. Purok Talisay 2 has the
highest number of this age bracket with a total of 36 children. Purok Kinalumbakan 1, Centro 3,
Centro 1 and Talisay 1 have male majority while Purok Kinalumbakan 2 and Centro 2 are dominantly
female
Table 6 illustrates that out of 1,558 population of the barangay, 411 or 26.38% belongs to age
bracket 6-16 years old with a total of 218 males and 193 females. Majority of the Purok are dominated
by male. Purok Centro 2 has the highest total number of this age bracket with 92 followed by Purok
Centro 2 with 72 children.

HEALTH AND NUTRITION
Table 7 shows that out of 197 populations of children aged 0-5, a total of 23 or 11.68% are
malnourished. Purok Talisay 2 has the largest number with 8 or 22.22% total magnitude while no
malnourished child recorded in Purok Centro 3 and Purok Centro 2.
Table 8 shows that out of 156 populations of children aged 0-5, there is zero casualty in the
said age bracket.

Table 9 shows that out of 11 number of child births who are less than 1 year old, there is
zero casualty in women due to pregnancy related causes.

Table 11 shows that out of 352 households 136 or 38.64% uses Shared tubed/piped deep well
and 72 or 20.45% are shared faucet. Households in Brgy. Capalong uses both level 3 and level 2 water
system. However, majority of the households uses level 1 water system.

Table 12 shows the number of households with no access to sanitary toilet facilities. Based on
CBMS 2014 data, out of 352 households 23 or 6.53% have no access to sanitary toilet facilities. They
are from purok Kinalumbakan 1, Kinalumbakan 2, Centro 3 and Centro 2. The rest of the puroks
have access to sanitary toilet.
Table 13 shows the type of toilet facilities used by the households in Barangay Capalong. The
commonly used type is the water-sealed, sewer septic tank (sariling gamit) comprising 86.65% of the
total households and 3.69% using the water-sealed, sewer septic tank (kasalo ang ibang sambahayan).

Table 14 illustrates the number of households living in makeshift shelter in the barangay.
There are 10 households or 2.84% who are living in makeshift shelter out of 352 total households.
Majority of the households living in makeshift shelter is from Purok Centro 3 while others are from
Purok Kinalumbakan 1, Centro 2, Centro 1 and Talisay 1.

In Table 15, it shows the number of informal settlers/squatters in the barangay. A total of 19
households or 5.40% are informal settlers. Majority of them are living at Purok Centro 1 with a total
of 7 households followed by Purok Centro 2 with 4 while no households who are squatters in Purok
Kinalumbakan 1 and Kinalumbakan 2.
Table 16 illustrates the number of children aged 6-11 years old who are not attending
elementary school. It shows that there is 10 male and 4 female who are not attending school in the
whole barangay with a total proportion of 6.64% out of 211.

Table 17 shows the number of children aged 12-15 years old who are not attending high
school. In comparison with the data showed in table 16, there is a significant increase in number of
children who are not attending high school because many of them are already working after high
school. Majority of them are males with 38 and 23 females. The largest number can be found at Purok
Centro 1 with 16 and the least number is at Purok Centro 3 with 4 individuals.
Table 18 shows the number of children aged 6-15 years old who are not attending school. A
total of 4 children or 1.07% out of 375 are not attending school. Two of them are from Purok Talisay
2 while Purok Talisay 1 and Kinalumbakan 1 have one child each.
Table 19 shows the number of illiterate persons 10 years old and above. A total of 21 persons
or 1.70% out of 1233 are illiterate. The largest number can be found at Purok Centro 1 with 5 while
Purok Centro 2 and Kinalumbakan 1 have 4 individuals each.
There are 5 households who are victim of crime in the past 12 months that’s been recorded at
Barangay Capalong based on Table 20 data. They are from Purok Kinalumbakan 1, Kinalumbakan 2
and Centro 3.

Table 21 shows that out of 1558 total populations of Barangay Capalong, five individuals with
a proportion of 0.32% are victims of crime. These individuals were from Purok Kinalumbakan 1,
Kinalumbakan 2 and Centro 3.

A s shown in table 22, a total of 79 or 16.16% out of 489 members of the labor force are
unemployed. The largest number can be found at Purok Centro 1 with 27 or 29.35% while
the least is at Purok Centro 2 and Purok Talisay 1 both with 5 individuals each.

Table 23 shows households with income below poverty threshold. Out of 352 households
175 or 49.72% belongs to poverty threshold. This indicates that a high percentage of the households
in the barangay do not meet the minimum income required or the minimum amount to be spent by a
reference family to satisfy their basic needs. Purok Centro 1 has the highest magnitude with 42
households and the least is Purok Centro 3 with 11.

Table 24 shows households with income below food threshold. Out of 352 households 124
or 35.23% belongs to income below food threshold. This means that many of the households do not
meet the Recommended Dietary Allowance (RDA). The highest magnitudes of households are
located at Purok Centro 1 and Purok Talisay 2 both with 27 households each.

Table 26 shows the Types of Program Implemented in the last 12 months. In Small Livelihood
Program 2 or 0.13% benefited in the barangay. They are from Purok Centro 1, the rest of the
puroks has zero beneficiaries.
In food for school program 7 or 0.45% benefited in the barangay wherein the highest magnitude
comes from Purok Centro 1 with 4 beneficiaries, meanwhile none from Purok Centro 3, Talisay
1 and Talisay 2 benefited from this program. On the other hand, only one member benefited
from Social Pencion for Indegent Senior Citizen program. This individual was from Purok
Kinalumbakan 2.
In 4P’s program, 151 or 9.69% benefited in the barangay wherein the highest magnitude comes
from Purok Centro 1 with 26 beneficiaries followed by Purok Centro 3 and Kinalumbakan 2
both with 24 individuals each.
There are 44 (2.82%) members of Philhealth. Majority are in Purok Centro 1 with 19 while
Purok Centro 3 has zero.

Table 27 shows other types of program implemented in the last 12 months. In Credit
Program, 64 or 4.11% benefited in the barangay wherein the highest magnitude of beneficiaries
comes from Purok Centro 2 with 36 while Purok Kinalumbakan 2 and Purok Talisay 1 has zero
beneficiaries.

Table 28 shows number of registered voters in the barangay. A total of 841 or 88.53% are
registered voters out of 950 members of 17 years old and above. Majority of registered voters are
located in Purok Centro 1 with 167 followed by Purok Talisay 2 with 136.
Table 29 shows number of electoral participation. A total of 800 or 84.21% of the total
number of 17 years old and above participate in election. It is in Purok Centro 1 with a high
magnitude of electoral participation with a magnitude of 161 or 90.45%.
Table 30 shows the type of dwelling unit in Barangay Capalong. Based on the survey
conducted, 328 or 93.18% are categorized as single house while others are duplex and apartment.

Table 31 shows number of households with access to electricity. 88.07% or 310 households
have access to electricity out of 352. Majority is at Purok Centro 1 with 59 with the proportion of
93.65%. Major source of electricity is Quezon Electric Cooperative (QUEZELCO).
Table 33 shows number of persons who migrated for the last 3 years in Barangay Capalong.
Based on CBMS survey of 2014, 4 or 0.26% out of 1558 total members had migrated. Two (2)
members each in Purok Kinalumbakan 2 and Talisay 1. A total of 2 males and 2 females.

In terms of type of disability, table 35 shows that totally deaf, partially deaf, one leg, retarded
and mentally ill are the type of disabilities found in barangay capalong. All of the above mentioned
disabilities have one individual each with 20% proportion.
Table 36 shows number of persons with disability with ID. Only 1 individual or 20% have ID
out of 5 PWD’s.
SENIOR CITIZENS
Table 37 shows number of senior citizens and senior citizens with ID at Brgy. Capalong.
There are 95 senior citizens, with 46 males and 49 females. Majority of the senior citizens are located
in Purok Centro 1 with 17 individuals. 74 senior citizens out of 95 have senior citizens ID.
Table 38 shows the number of overseas Filipino worker in Barangay Capalong. A total of 26
individuals are recorded as OFWs, the highest magnitude with 9 or 34.62% are from Purok
Kinalumbakan 2 followed by Purok Centro 3 and Centro 2 both with 5 individuals each.

Table 40 shows number of members with SSS/GSIS at Brgy. Capalong. There are 265 with
the proportion of 29.03% out of 913 total number of members 18 years old and above with
SSS/GSIS. Majority of them are from Purok Centro 3 and Centro 2 both with 55 or 48.67%. The
least are from Purok Talisay 2 with 11 or 7.75%.
Table 41 shows number of members who are solo parents. Out of 1558, 29 or 1.86% are solo
parents. Majority of the solo parents are female with 22 and only 7 male. The highest magnitudes of
solo parents are located in Purok Centro 3 with 8 followed by Purok Kinalumbakan 1 with 6
individuals.

Table 43 shows the number of entrepreneurial activities at Brgy. Capalong. Majority of the
households are engaged in construction with 60 or 17.05% while there is only one household engaged
in community, social & personal service.

According to CBMS Census 2014 there are 29 or 8.24% out of 352 total households in the
barangay who are engaged in agriculture. Unfortunately, 5 of them are recorded with decreased crop
harvested. Major reason for low harvest was pests.

Tables 45 show the effect of climate change in Livestock raising. Based on the data, there is
zero households who experience decreased livestock raised.
Graph 3 shows the number of households engaged in fishing. Based on the graph, out of
39 households who are engaged in fishing at Barangay Capalong, 9 of them experience decreased
fish catch.
