I. Preliminaries
Message of the Punong Barangay
BARANGAY is the basic political unit which serves as the primary planning and
implementing unit of government policies, plans, programs, projects and activities in the
community, and as a forum wherein the collective views of the people may be expressed,
crystallized and considered, where disputes may be amicably settled.(Sec. 384)
Being the smallest government unit, the barangay is the basis on which the rest of the states
institutions are built. If we want to have a progressive nation, it is important that our foundation as
the implementing arm of the government be rock solid to prevent the whole structure to collapse.
This shows the fact that the barangay is indeed the smallest yet the paramount political unit.
As elected barangay officials, we were chosen by our constituents to be that solid foundation
and as the Punong Barangay, it entails a lot of hard work and perseverance in order to become a
genuine public servant and being a public servant is not an overnight job or just a hobby, it
demands your whole commitment - doing what supermans everyday task, embodied with three
(3) positions such as the Executive, Legislative and judiciary rolled into one.
With the above facts, I wouldnt able to accomplish successfully such undertakings without the
help of the seven (7) kagawads who serves as my Sanggunian, since they are my work force in
Barangay to formulate policies, ordinances and resolutions and design development plans and
programs to ensure and to provide our constituents with the basic services such as peace and
order, planning measures to eradicate drug addiction, maintained Barangay owned properties,
maintain cleanliness and beautification of the community and to promote the well being of the
youths, among athers.
As the father of my constituents, I must be sensitive to the needs of my people and I should be
responsible and accountable to the people that I serve which is my primary concern, as what our
President Benigno NoynoyAquino III famous tag Kayo ang Boss ko.
Lastly, May I encourage my constituents to journey with me for our common quest for
progress and development. Let us walk hand in hand to reach the long desire success with the
help of the ALMIGHTY.
Brief Profile of the Barangay

One among 188 Barangays in entire Caloocan, barangay 178-Kiko Camarin is the second
biggest Barangay founded on year 1968, with total area of 549.12 hectares bounded by NorthTala Leprosarium: South- Maligaya park Subdivision ; EAST- Catmon Road (Barangay 179); and
WEST- King Solomon ( Barangay 174). From 5,000 first inhabitants, populace reach now to
more than 91,485 among which about 46,657 comprises females (51%) and 42, 828 (49%)
males; population density 166,603 persons per hectares; annual growth rate 5.575% (Natural=
2.38% and migration 3.27%);0-17 ages 44.81%, 18 ages-above= 55.19%, employed 48.26%;
unemployed= 51.74% and mortality rate 1% annually; No. of Household 35, 807.
Economically, 10% of business owners were transient coming from nearby barangay, and
Cities, 40% small entrepreneurs (home-base), 20% sidewalk vendors while 30% bonafide
settlers owned commercial establishments at their own rights.
On Health, 20% paediatrics patients; 10% pre-natal, 5% mal-naurished; 2% Adults (PTB
Cases); and 20% general medicine.
Development Thrust of the Barangay

1. VISION:
Barangay 178 aimed to be technologically, technically and economically progressive,
advocating the principles and practices of good governance, promote transparency in transacting
with the public, buildup a community with secured and decent residents, clean, peaceful and
orderly environment, complete with facilities for social services, governed by responsible and
dedicated officials, working hand and hand together with different peoples organization leaders
towards realization of its goal.
2. MISSION:
It is the duty of Barangay 178 to actively carry out the mandates of the constitution, to plan
strategically, pass and implement key resolutions and ordinances fairly and justly for constituents
welfare with active coordination and participation with the different concerned agencies.
3. GOALS:
3.1 SECURITY OF LAND TENURE
Prevent and control the proliferation of squatters and mendicants
3.2 PEACE AND ORDER:

a) Drugs-Strict implementation of RA. 0259 S1998
b) Robbery/Snatching, Illegal gambling coordinate with PNP/PDEA with the aide of
barangay tanod/police who were properly trained to lessen increase or widen illegal
gambling and illegal drug and other crimes
3.3 LIVELIHOOD:
Coordinate with different private and government agencies to tap with their
livelihood program to qualified stakeholders particularly indigent to alleviate living status.

3.6 Education
It is the primary objective of present Administration to offer high quality education by
giving free tuition, books and other pre-scholars needs to begin with, aside from
coordinating with different private and government sectors to aide out school youth in
uplifting their education aspects and scholarship program through ALS
II. Executive Summary
BGPMS is a self assessment, management and development tool that will enable the
Barangay governance to determine their strength and weaknesses, opportunities and potential
threats in the deliver of basis services. The rating is neither a SCORE CARD nor a Quantitative
Mathematical Computation but a tool to benchmark specific performance of a specific local
government unit based on the establish and/or identified service area. BGPMS is aimed to identify
and define new challenges and problems by area, install corrective measure and interventions
and, thus, improve the quality of programs, policies and its services.
