0 ABOUT THE INDUSTRY


1.1 INTRODUCTION The global construction equipment industry is growing at 5 per cent, while India is growing at a blistering pace of around 30 to 35 per cent annually. It is driven by huge investments by both the government and the private sector. The global construction equipment Around 71 per cent of the sector comprises of public limited companies including PSU's and 29 per cent private limited, or joint ventures including closely held private limited companies. Further around 75 per cent of the companys manufacturing in India were involved in the entire range of activities like design and engineering, manufacturing, erection, servicing and commissioning. There are only a few companies who act as selling agents for international players. There are others who manufacture and also import complete equipment or in SKD condition from their principals abroad and market them. Since each piece of the equipment in this product category has substantial value, a number of companies have a turnover of over Rs 100 crore and the larger ones have a turnover above The domestic requirement is driving the growth rates in the construction equipment industry which has resulted in relatively low in the current scenario. The demand for construction equipment is expected to exceed 10,000 units. Of these, 4,500 units comprise excavators. With massive infrastructure projects being taken up all over the country, demand for excavators is growing at almost 50 per cent annually In the overall construction sphere, Indian and foreign manufacturers should be able to supplement one another in terms of variety of models and extent of sophistication rather than competing among themselves. Earth moving equipments manufactured by the company are now being exported to Oman, Jordan, Iraq, Bangladesh, Mauritius and Libya. Cost-wise, Indian equipment can compete with European or American manufacturers but Chinese and other Asian suppliers could be even cheaper than their Indian counterparts.

On the other hand, western manufacturers have also advanced into making new, more sophisticated and more efficient models. Foreign companies should be encouraged to set up their manufacturing units in India, which will not only cut down costs but also increase job opportunities in the country. The construction equipment sector in India has evolved over the years and is at present in an intermediate stage of development. The industry is trying to bring in international levels of technology as demand and the scale of operation increases.This has also been possible due to cutting-edge technology and adaptability to new techniques and materials after-sales servicing and training of manpower to operate these machines.

Market India's construction equipment sector has a market size of 1.49 billion, a fraction of the global market of over 56.17 billion, In all there are about 200 domestic construction equipment manufacturers (small, medium and large). The construction and mining equipment industry is dominated by a few large manufacturers in each product segment. The construction equipment sector comprises four major segments: Earth moving equipment like excavators, backhoes, loaders, bulldozers, etc. Construction equipment like road rollers, concrete mixers, hot mix plants, road making machines, stonecrushers. Construction vehicles like dumpers, tippers, tankers and trailers. Materials-handling equipment like mobile cranes, gantry cranes, hoists, forklift, etc.

R&D in the sector


It is fact that overseas equipment manufacturers leave no stone unturned when it comes to R&D - and the results are there for everyone to see. Superior technology and performance do place them a notch higher. The Indian equipment industry has to move at a very fast pace to come even close to its foreign counterparts. The need of the hour is for manufacturers to expand their role beyond just sales to after-sales support and timely

availability of spares and services. Considering that major players have begun to do that, the Indian equipment industry is sure to make considerable strides in catching up.

1.2 With reference to Indian scenarios


India has only a few, mainly medium and large companies in the organized sector who Manufacture these. The technology barriers are high, especially with respect to Mining equipment and therefore the role of SMEs is restricted to manufacture of Components and some sub-assemblies. Prior to the 1960s, domestic requirements of mining and construction equipment were Entirely met by imports. Domestic production began in 1964 with the setting up of Bharat Earthmovers Ltd. (BEML), a public sector unit of the Ministry of Defence, at Kolar in South India to Manufacture dozers, dumpers, graders, scrapers, etc. for defence requirements under License from Letourneau Westinghouse, USA and Komatsu, Japan. The construction equipment also thrived in the private sector and the number of organizations increased (see Table 1.1) Private sector also saw the establishment of the construction equipment in the private sector, the Hindustan Motors Earthmoving Equipment Division, was established in1969 at Tiruvallur, near Chennaiwithtechnical collaboration from Terex, UK for manufacture of wheel loaders, dozers & dumpers. This factory has since been taken over by Caterpillar for their Indian operations. The machines manufactured by Caterpillar in the Tiruvallur factory are marketed by TIL and GMMCO. In 1974, another private sector company Larsen and Turbo (L&T) started manufacturing hydraulic excavators under license from Poclain, France. In 1980 and 1981, two more units, Telcon and Escorts JCB commenced manufacture of hydraulic excavators (under license from Hitachi, Japan) and backhoe loaders (under license from JCB, UK) respectively. An ESCORT JCB has been taken over by JC Bam ford Excavators Ltd. U.K. in 2003 and is now called JCB India Ltd. Volvo and Terex Vector are the most recent entrants in the Indian market. Volvo has set up their manufacturing unit in Bangalore. At present they are only manufacturing tippers and the other equipment are imported from their parent company and marketed in India.

The construction industry has made substantial investments in the recent past for setting up manufacturing bases, despite small volumes and uneconomic scales of production compared to global standards. Most of the technology leaders like Case, Caterpillar, Hitachi, Ingersoll-Rand, JCB, John Deere, Joy Mining Machinery, Komatsu, Lieberr, Poclain, Terex, Volvo are Present in India as joint venture companies, or have set up their own manufacturing Facilities, or marketing companies. Terex Corporation USA and Ventra Ltd. U.K. have formed a joint venture, which has started manufacturing construction equipment like backhoe loaders and skid steer loaders from May 04 at Greater Noida with an investment of USD 12 million. Other equipments in the Terex range are being sold through their agents in India. BEML is ranked as the largest and most profitable construction equipment. The market share and total market size as per CMIE (Centre for Monitoring Indian Economy) data of the product range covered by the study in the table below(table 1.2). The present Indian market for construction machinery is worth more than $ 1,312.17 million. Exports expected to grow up to 30 percent i.e., $ 100-200 million by 2010. The countries from the Middle East, Australia, and Africa look towards India while shopping for equipment. Also, for foreign majors, India's large pool of technical skills and low cost of production make it the ideal destination to outsource equipment.

2.1 History
BEML is a public limited company, which was incorporated by the Government of India in May 1964. It was placed under the administrative control of ministry of defense, for the purpose of manufacturing earth moving equipments to cater the needs of the defense ministry. BEML commenced its operation in 1965 with the transfer of rail coach division of the HINDUSTAN AIRCRAFT LIMITED at Bangalore. Todays BEML is same premier enterprise of the kind of India and the second largest in Asia, with 9001-2000 company in India. BEML has been a pioneer in the manufacturing of integral rail coachers for postal vanes, luggages etc. which are built to hi-tech standard incorporating anti-telescope framework as measures of safety to passengers. BEML has vital applications in diverse sectors of economy such as coal mining, steel, cement, power, irrigation, construction, road building & railway. It has expanded Its product range to cover high-quality hydraulics, high duty diesel engines, welding. Robots and undertaking of heavy fabrication jobs. The production units of the company are located at Bangalore, Kolar Gold fields and Mysore in Karnataka. The company is engaged in the production of rail coaches, rail bus and DC EMUs for Indian Railways, Heavy duty trucks/its variants, crash fire tenders, heavy recovery vehicles, PMS bridges, earth moving equipment and aggregates for defence. Other major customers of BEML are Coal India Limited, Naively Lignite Corporation, Associated Cement Company, Steel Authority of India Limited, the National Hydro Electric Thermal Power Corporation. A separate quality spearheads the thrust towards total quality. All the manufacturing units in the company are under ISO 9001-2000 certification. BEML equipment works in inhospitable terrain under grueling operating conditions. In order to ensure optimum performance of equipment each product is tested in working conditions in the companys own tracks and fields. Vendor assessment and development is a key component of the companys strategy for achieving total quality. Experienced professional work with vendors to improve direction to the quality improvement activities. To offer products & services to the satisfaction of customers and strive to upgrade quality continuously is the policy adopted in BEML.

2.4.2. Purchase procedure:


After getting material requisite from the planning department. Sub-planning will be done inside the department. Then decide whether the particular material has to be manufactured within company or buy from outside. Ask for the design for the particular machine from design department. Selecting vendors both from authorized vendor list(AVL)or marketing department will do a survey make the list of vendors. Vendor will be short listed on basis of considering capacity, quality, capability, technology, delivering, time etc

From the short listed vendor they will call for tenders. These tender will be opened in front of each person from audit, finance, purchase. The tenders will be valued if all the three are signed in the tender. Once quotations are approved they will compare the quotes. From the list they will select the lowest quotation they will put label as L1, L2, L3 etc. Purchase order is prepared & send to accounts department for scrutiny. Purchase department have to give justification for why they selected particular vendor. Final purchase orders have to be prepared & have to forward to the vendors. Delivery schedule also have to be prepared & send to the vendor, when making the schedule they will make sure that stock will be purchase monthly to avoid blockage if finance, storage problem etc. Vendor has to supply the goods as per the schedule.

2.6 Present Status: Growth. Manufacturing Units


BEML has three manufacturing units in Kolar Gold Fields (KGF) Mysore & Bangalore incorporate. Hi-tech manufacturing facilities with sophisticated CNC machines. Arc welding robots. The company owns a captive foundry at Tarikere in Chikkamagalore district of Karnataka. KGF Division At Kolar Gold Fields, located 100 kms from Bangalore, is spread over an area of 1850 acres. BEML has established an extensive manufacturing base. Skilled work force of over 6000 turn out state-of-the-art Bulldozers, Hydraulic Excavators, Wheel Dozes, Rope Shovels & Walking Draglines for the mining & construction industry. Sophisticated CNC machines & latest technology welding equipment are instralled. Multi-million rupee heavy equipment shops have been set up for major fabrication with a capacity of 5000 MT. This shop out 20 structures.

Bangalore Division
BEML started in 1964 with the railway equipment division at Bangalore. It was the first rail coach factory in the Indian sub continent. This Unit has consolidated its status as a major supplier of integral railway coaches, meeting about 25% of countrys demand. It has a production capacity of over 800 coaches per annum. To meet the growing requirement of railway sector, BEML has diversified in manufacture of Overhead Equipment Inspection Cars & Track Laying Equipment. These have been developed in-house & supplied to Indian railways; recently this unit has taken up production of Electric Multiple Units & Rail bus. Development of specialized equipment like Treasury vans & Spoil disposal wagons has been successfully completed.

Mysore Division
The biggest dump track factory in India is located in Mysore. Apart from popular 35 tons & 50 rear dumpers; BEML also manufactures 60,75,85,100,120 & 160 ton dumpers here. Plans are afoot to take up manufacturers fo giant 170-ton dumpers on production line. In this plant, 28000-liter ad 35000 liter ware sprinklers, 165 & 325 HP Motor graders & Bheema loading equipment are manufactured. BEML also manufacturers 10 ton capacity Aircraft Towing Towers. Engine division has been established to manufactures diesel engines of 100-1000 HP rating at Mysore. These are used not only for captive consumption but also for application diesel generators & compressors. The company has installed flexible manufacturing systems for component manufacturing.

Palakkad Division
On 16th May 2010, BEML added one more feather to its cap by inaugurating its Manufacturing plant at Palakkad in Kerala, specially for Manufacture of Rail coaches, Wagons & Defence Products. BACKGROUND AND INCEPTION OF THE COMPANY BEML is a PSU under the effective administration of Ministry of Defence (Department of Defence supply). The organization was set up in late 40s as part of HALs Aircrafts now known as Hindustan Aeronautics Ltd to manufacture rail coaches. It gradually diversified into earth moving equipments in 1964. The company was incorporated in the first 5 year plan when India was very week economically. The main objective of setting up the organization was to manufacture heavy earth moving equipments. Rail coaches, heavy-duty trucks, truck-laying equipments etc.

EXPORT PERFORMANCE
The year 2007-08 is the year of exports, hence decided to exploit the opportunity by dividing the world into four zones: Indonesia & Australia, South America, which include Peru, Chile, Brazil & Suriname, Middle-east, which includes Egypt, Turkey & GCC countries & North Africa which includes Morocco, Algeria, Tunisia etc. BEML aims at being a prominent player in all the four sectors, keeping in view of the growing potential for construction & mining equipment worldwide. BEML vigorously pursuing new markets such as middle east & CIS countries, Africa, far east neighboring countries. Showing its machines aggressively, BEML pitched sales campaign with participation in trade fairs at various locations in the world. Additionally, the company expanded its network by roping in Dalma motors in UAE, Hamtak in Iran as local distributors and pursuing with entrepreneurs in various territories. To make major roads in Latin America BEML has

deputed a representative engineer in suri name to take care of local enquires & address service issues. The company is simultaneously aiming at opening service offices at

strategic location like China & Singapore to boost exports in South Asian region. Another activity being actively considered is to open assembly plants in Indonesia, Morocco & Latin America where BEML would depend on local manufacture for partnership. This would cater to West Africa & Mediterranean countries. Follow up is being made by BEML on the line of credit extended by central government to various countries to maximize share of business besides pursuing with the Indian Embassies in various target countries. Thus the company would regain business it lost from the railways ever since the division was formed. A parliamentary committee has asked the finance ministry to grant the company infrastructure status. This would enalble BEML to import component free of import duties & vastly improve its bottom line. After the successful implementation of DMRC which were supplied by BEML, they have decided to set up a state-of-the-art factory in Bangalore with Korean technology along with an R&D center. BEML has in hand certain projects such as the BMRM(Bangalore metro rail coaches), HMRC(Hyderabad metro rail coaches) after the success of DMRC. BEML has also planned to invest Rs.25 crore in computerizing the plant, machinery & factory

infrastructure to update & upgrade the facilities in line with the objective of being a global player.

The Departments in Organization The Departments in BEML LIMITED are divided into two types. Namely, 1) Direct Department 2) Indirect Department 1) Direct Department These are the Departments which are directly involved in the production activities and the employees of wages A, B, C, D, S1, S2, S3, and S4 in these departments are direct employees. The various modes of employee termination are briefed as under

Resignation
One month notice is required otherwise the basic pay of the month is deducted. After receiving the clearance from all departments his dues will be settled within 15 days & he will be relieved of his obligation. All dues relating to the employees like fine, insurance premium etc.. from various departments are collected, scrutinized & final claims are calculated. A report will also be submitted by the Vigilance commission regarding the employee. If the employee is found to be guilty, some disciplinary actions will be

taken & damages would be recovered depending upon the gravity of the crime. Misconduct
Irregularity of attendance(maximum of 3warnings & final cancellation of pay increments) Riotous & disorderly behavior inside the factory premises Theft (Immediate resignation)

An enquiry committee is set up who will consider the various factors concerning the Misconduct (the degree for instance) & a suitable action will be taken.

Death: Natural Termination


In case of death of an employee, the employees from the welfare department will rush to the house of the deceased employee & immediately a payment of Rs.5000 is made along with a provision of HEARSE van for the dead body of employees.

2. On receipt of the same, steps will be taken for personnel after obtaining approval from competent authority. Local employment exchange will be notified of filling up of vacancies in the prescribed form. Even central employment exchanged will also be notified within the company inviting applications from eligible employees who posses the prescribed educational qualification & experience. In case the employment exchange do not sponsor any suitable candidates then, it will be advertised in the news papers after obtaining nonavailability certificate. Posts reserved for Ex-servicemen will be notified to the director general of Employment & training (Ex-Servicemen cell). Selection Procedure Application received in response to the advertisement will scrutinize by the personnel department in consultation with the department. Concerned list of candidates to be called for the interview would be drawn up. The number of candidates to the called for interview should not exceed 5 times the number of vacancies to be filled. A selection committee will be constituted depending on the nature of job/post.

In case of employees the interview & selection is done at the respective divisions. In case of officers the selection is done at the corporate office. The Selection Committee as per rating sheet will assess candidates appearing for the interview. Candidates selected will be appointed only on the minimum for scale of pay to the post to which they are selected through the appointment. Appointment will be made only after verification of character. Candidates so selected will be subjected to medical examination by authorized medical attendant at the company. On appointment personnel department prepare necessary documents & send & forward the same to the department concerned. 3. Promotions
For employee category the promotions are done once in 4 years regularly. Sometimes it may become 5 years because of mis behavior of employee. In case of executive section it is based on the performance of an executive & it is not based on management objectives.

Man Power Planning Man power planning is done in production department based on the requirement to complete the yearly orders. Contract workers are appointed to do extra work & also night 11.00PM to 6.30AM shift is considered as overtime(OT) to complete the orders. Administration of man power planning is done based on the available work in the respective departments.

4. DISCIPLINARY PROCEDURE For the success of any organizational activity, discipline plays a very important role as it aims at modeling the conduct of the individual behavior patter, which ultimately results in effective work culture that is essential for effective performance. BEML follows a set of guidelines mentioned in its STANDING ORDER(SO) which are certified & registered by the statutory authorities concerned. The standing orders contains various details pertaining to the rules & regulations of the company, which every employee is supposed to follow during the tenure of his employment. It provides details with regard to classification of employees, identification, entry & exit hours of work, holidays, overtime, leave facilities, dismissal from employment and also with regards to the disciplinary procedure & a list of misconducts & corresponding penalty of punishments available for such misconducts. 3.2 FINANCE DEPARTMENT

INTRODUCTION It is a management activity, which is concerned with the planning and controlling of firms financial resources. Great interest to the academicians & the practicing managers are interested in the subject because among the crucial decision of the firm are those related finance. The working capital requirement was met from the internal resources and cash credit facilities from banks. The company capital structure consist of only equity & there is no debt.

There are nine sub sections working under finance department: Book keeping Bills payable Purchase scrutiny Cash office(cheque section) Pay roll Provident fund section Bills receivable Costing, Budgets & reports, estimates. BOOK KEEPING This section is completely responsible for the maintenance of the complete financial records all the accounting section present in BEML have to report to this book keeping section. The department constantly keeps in touch with other departments for information pertaining to sales & purchases, investments, loans Advances & other details for the Profit & Loss account & Balance Sheet which is to be prepared at the end of the year. BEML comes under the ministry of defence which has its own set of rules which governs the administration of the company but still it follows the rules & regulation laid down in the Companies Act of 1956. This section is also responsible for the reconciliation of accounts of other division, it also charges the depreciation on the assets of the company & is responsible to answer the government audit & also entrusted with the work of the tax audit report.

BILLS PAYABLE DEPARTMENT The bills payable department in BEML is highly sophisticatedly diversified. The bills payable role will starts after material requirement planning is done then the tender is put forward to the vendor only to those who are registered with BEML(approved vendor list). Then quotation are received only from those vendor who is rated as L1 is selected & order is placed. A copy of the purchase order is received by the bills payable department, the purchase order contains the vendor name, the material order for quantity, value, the tax to be paid on the purchase or if there is any exemption under the central excise duty if so avail it on the purchase. After the goods are received, the RR group prepares a receipt report after the stores department verifies the goods & even a pay order is prepared & forward it to the bills payable department. The bills payable department compares the purchase order sheet with receipt report for any verification. The release for payment is passes on to the cheque-processing department. If the goods are not delivered within the specified period or time then BEML deduts 5% as penalty on the payment. Any purchase beyond 50 lakhs are referred to the chief managing director. In BEML, the credit policy followed for payment is 60 days. CASH SECTION This section is responsible for all payments of cast, cheques & accounting same in the books of accounts. FUNCTIONS Receipt of cash, cheques & bank drafts etc & issue of official receipts for the same. Follow up/watch for the transfer of funds to & from regional/districts offices. Operations of bank accounts. Cash disbursement to payroll for the payment of salaries & wages & other payments. To check the bank statement.

INTRODUCTION R & D division is gearing up to meet the challenges of future


technology, which is becoming more & more interdisciplinary in nature. A well established research & development center for the company continues to play a vital role in the design and development of products, indigenization etc BEML has build up a strong R&D base, which has a state of art manufacturing technology committed to achieving superior quality in its products and services & extends marketing support to its valuable customers. The R&D departments established in the year 1964 at present there are 215 engineers in the Dept. R&D center are located in 3 centers namely KGF plant which has one of the best R&D facility in Asia, next in Mysore & finally in Bangalore complex. BEML aims to provide its customer in core sectors with state-of-the-art equipment of the quality, reliability and performance standards, towards this end, BEML R&D division is further strengthening itself as an indigenous and innovative base for mining and

construction equipment, railway and transpiration equipment, railway and on par with the best in the world. Electronics has penetration almost all areas of operations and R&D division is increasing focusing towards macaronis, robotics and industrial automatic. Since the Bangalore complex is mainly dealing in defence products there are many groups looking after individual projects. Groups change according to the requirement of research & development departments.

R&D HAS FOUR MAIN ACTIVITIES


Project initiation report this is based on the marketing report & feasibility study which has to be submitted to the management. Order based production-under this method the customer places the order and the prototype is developed & the pilot batch is launched. Collaborated project items to solve the indigenous and only critical items are reached. In house plant these are used to solve the problems within the plant. OBJECTIVES Build total self reliance in earth mover and related technology. Adopt technology to suit national requirements particularly in vital. Sectors such as constructions mining, irrigation, railways, transportation and automation. Update current products for higher performance and reliability. Design and develop products in identified technology areas. Set up test facilities for evaluation of performance & reliability of vehicles and systems. Generate design data & increase reliability of design.

FUNCTIONS OF THE DEPARTMENT


To take up the indigenization of the vehicles. Doing case study of the existing projects to reduce the cost & increase efficiency, for example some of the project undertaking by BEML are SARVOTRA, TATRA projects. Design and develop specialized type of the vehicles both for railways and defence for example some of the vehicles developed indigenously for railways are 8wheeler overhead electrical (OHE) car, 4-wheeler OHE car, PRITHVI Missile launcher and TATRA 4*4 truck for defence. With the help of advanced designing and engineering softwares like CAD/CAM the entire product is prototyped in the computer and a thorough analysis is made before the actual product design is sent to the production dept. Some of the current projects undertaken are PMS bridge system and another important project is that of Delhi Metro Rail coaches (DMRC) which is done in technical collaboration with the south Korean company ROTEM, sky bus which is launched in Goa is also one of the manor troughs of R&D department.

Production control group Its starts from the MRP by the IED department & order is placed. The material enters into Bharat Earth Movers Limited(BEML) mostly through trucks & trains. When the trucks arrive at a gate, a vehicle entry pass & the way bill is issued. Then the goods are moved to the receiving stores & goods mare separated & location is identified for the goods to be transported after this the goods are unloaded. An acknowledgement, way bill is inspected to see whether the quality, quantity as per the specification by the RR group & even testing is carried out to compare it with the way bill. Again, the materials are given back to the processing stores. From here the materials are sent to the holding store, which prepares the bin card, a voucher, the receiving report. A copy of each is given to the vendor, material accounts, purchase accounts, purchase department, bills payable department after this the production control group takes over the materials & updates the bin card when the materials are issued. FUNCTIONS OF SALES DEPARTMENT PRE-TENDER ACTIVITY: After having known the requirement of earth moving equipment produced by BEML, all the efforts needs to be exercised as pre-tender activities to motivate customer to incorporate specifications of BEML equipment only. If succeeded in a pre-tender activity, customer will place order on BEML on proprietary basis. Sales executives are required to keep in mind SWOT analysis to understand the potential of the customer. TYPES OF ENQUIRIES/TENDERS PROPRIETARY In this type of tender, purchaser who knows what he wants, releases an enquiry to the supplier. Purchaser would specify the technical specifications & time for supply of the equipment & other commercial terms & conditions. If the supplier cannot meet the requirements of the purchaser, he could go to another supplier. There is a one-to-one relationship in this case. LIMITED TENDER In this case the customer will send his inquires to few suppliers(5to6) specifying the requirements in equipment. Now the customer has to decide on purchasing of the equipment based on consideration of price, delivery time, transportation, insurance, technical specifications given by the supplier. GLOBAL OPEN TENDER In this situation the tender notifications are announced in news papers. The process is similar to limited tender except that the numbers of suppliers are more. The purchaser has to decide on different quotations sent by different suppliers on different considerations. The GM sales could do the Tender Analysis/Participation. The GM will purchase the tender document from the tenderee. The tender document is divided into following parts Technical specification Equipment specification Commercial Terms General terms & conditions of supply of stores Performa for price bid The GM is responsible to answer the specifications given by the purchased in tender. For the technical requirements the design parameter is sent to the R&D department, then they would give the technical support. The production department will give the delivery and cost estimate. The cost estimate would include manufacturing cost like material cost, labor & overheads. To this cost certain margin is added, then the price is decided. Execution of customer order for Equipment Prepare sale order and submit to production, finance and all the connected departments indicating the terms of purchase order. Improve the competitiveness through organizational transformation and

collaboration/strategic allocation/joint venture in technology. Improve the sales analysis for the organization. Provide better working environment to employees. Identify the root cause of the issue or problem so that they can be clear at the root level. Have employee representative to be a part of the decision making terms so that there voices are also heard and for better morale of employee.
