Political Institutions
The concern in the stability and solidity of the political institution is an ancient interest of people living in a politically organized society.

Human beings are social by nature. They cannot live except in the company of others. (Aristotle)
That the realization of the common good is a vital function of the legal order.

This principle on stability and solidity of the political institutions is integrated in our national policies particularly:
On national and territorial integrity, Immunity of the state, Rearing the youth for civic consciousness and efficiency, On citizenship, Separation of powers, etc.

4. Economic Institution
The responsibility of the legal order to develop and implement sound economic goals and programs must be recognized in order to ensure the economic life of the members of the society.

The concern in the stability and solidity of the economic institution is expressed or indicated by the following national policies:
On encouragement of free and natural competition, Agricultural and industrial economic combination, Maintenance of an orderly market for both public and private securities On policy concerning the freedom to choose and engage in any profession, employment, trade, vocation, or craft and to receive adequate remuneration, On policies against unfair trade and labor practices On keeping the value of money steady On the orderly development of the agricultural economy as well as the development of the manufacturing industry, etc.

Partly disagrees with the best guess approach He posits the view that there should be thoughtful reflection on what the substantial portion of the intelligent and virtuous persons in the community would feel on a particular act or material in question. That we should ask the question: Is the solution reasonable and believable? Is it rational and plausible?
