Management Act (RA 10121)

the way the country deals with disasters from
mere response to preparedness. RA 10121
provides a comprehensive, all-hazard, multi-
sectoral, inter-agency, and community-based
approach to disaster risk management
through the formulation of the National
Disaster Risk Management Framework.
RA 10121 also recognises local risk
patterns and trends and decentralisation
of resources and responsibilities and thus
encourages the participation of NGOs,
private sectors, community-based
organisations, and community members
in disaster management.

A state of emergency is a situation in which a government is
empowered to perform actions that it would normally not be
permitted to do. A government can declare such a state during a
disaster, civil unrest, or armed conflict. Such declarations alert
citizens to change their normal behavior and orders government
agencies to implement emergency plans. Justitium is its
equivalent in Roman law—a concept in which the senate could
put forward a final decree (senatus consultum ultimum) that was
not subject to dispute.

Republic Act No. 10639

Last June 20, 2014, President Aquino signed into


law Republic Act No. 10639 otherwise known as the
Free Mobile Disaster Alerts Act. Behind the
enactment of this law is the State policy of protecting
its citizenry in the event of natural or man-made
disasters and calamities.
The main thrust of the law is to require mobile phone
service provider or telecommunication companies to
send out alerts in the event of an impending tropical
storm, typhoon, tsunami or other calamity.

agencies can help to not only increase
youths’ awareness of particular hazards, but
can also enhance the chance that they
