SECURITY IN PROTECTIVE AND
PREVENTIVE ROLE

 The role of security is essentially protection of life and


property and prevention of crime.
 Primarily in its protective role, security seeks to protect
internal groups –
 owners, managers,
 workers, vendors,
 customers, and
 the officials of government regulatory agencies from
 threats,
 influences,
 transgression, and
 offences,
 originating from external forces.

SECURITY IN PROTECTIVE
-PREVENTIVE ROLE

 Secondarily, in its preventive role, it seeks to prevent


external forces from attacking internal groups.
 Besides this it also prevents disruptive activities
among various internal groups, and provides a
secure environment for legitimate business activities.
 The total organization should be seen as a system of
social groups.
 Security in this model is at the centre, interacting with
internal and external groups in protective preventive
role.

POLITICAL AND NON POLITICAL
CRIMES

 Although political terrorism is beyond the scope of


this presentation, yet it is of to know the diistinction
between political and non-political crimes.
 First, ‘purpose of political terrorism is advertising
cause, winning concessions or enforcing obedience,
provoking indiscriminate repression and punishment
of activity that the terrorists view as illegitimate.
 The purpose of non-political criminal activity, on the
contrary is purely personal gain through ransom
blackmail, extortion, demands and revenge.

Main targets in Political crimes

Principal targets in political crimes are ‘public buildings,


political figures, military and police establishment and
sometimes even private targets may be attempted for
dramatic effect’. As against this, non-political targets
may consists of private business, facility, property,
industrialists and their families.

Political terrorism

In political terrorism, violence may be supported by


sophisticated weapons like machine guns, rocket
launchers, mortars, and grenades, explosive and
incendiary fire besides ‘threatened use of biological
agents and atomic devices, the latter two thus far feared
than used.
Criminal gangs have neither means nor capability to use
heavy weaponry.

Tactics followed by political terrorist groups

 Kidnapping,
 Hijacking,
 barricade and hostage,
 skyjacking,
 murder, bombing armed attack, letter bomb, arson,
break-in / robbery and sabotage.
 Criminal gangs also resort to the tactics of
kidnapping, hijacking, murder, theft or break-in purely
for personal gains. (They are rarely seen using other
than these tactics for their personal gains)
