of DepEd in reading which is the ECARP.

• One of the thrusts of DepEd is to make each
and every child a READER by Grade 1.
Readers who can comprehend!
• At Grade 3, they must be fluent readers in the
3 languages.

-transition period
-some are not good readers

- Many are slow and non-readers

Why focus on early grades?

 The ability to read and understand a


simple text is one of the fundamental
skills a child can learn.

 Learningto read with understanding


and at a sufficient rate is essential for
learning to read well.

 Acquiringliteracy becomes more difficult as
students grow older.
 Children who do not learn to read in the first
few grades are unable to learn the other
subject areas in the upper grades.
(learn to read; read to learn)
 Childrenwho can’t read in the lower grades are
more likely to repeat and eventually drop out.
