• The creation of this book is a collective effort of every students of
PSBRC CL 2019-01 “Delta” (BASKUG – Bagong Alagad na Sinanay sa
Katungkulan Upang Gumabay sa bayan) of Regional Training Center 12 as
one of the final requirements of Public Safety Basic Recruit Course. This
book is a record of all activities and a fruit of joint efforts of fifty (50) Police
Students of Delta Company through the conduct of Enhanced Community
Immersion Program in Purok 4, Barangay Tinagacan, General Santos City.
• Therefore, we, the members of PSBRC 2019-01 Delta class “BASKUG”
hereby acknowledge from the bottom of our heart, every institution and
individuals who have been part of the success of the said four (4) days
Enhanced Community Immersion Program:
• To our Almighty God, for the spiritual enlightenment, the wisdom and
constant flow of ideas which help a great deal: for lighting up the lamp of
hope, and to Whom we recognized that everything we have accomplished,
and achieved through His guidance, and all the blessings He showered upon
us especially the safe travel and guided first day activity until the end of all
the programs, we gave back the honor and glory into His name.
• To the Regional Training Center 12, we are very grateful for the
opportunity given to us, to be a part of this batch “SIMBAGSIK” and to this
chance to learn in order to become a good leaders and becoming part of
best police students for us to render an excellent service to the community.
We are expressing our deepest gratitude through doing our best during the
conduct of our Enhanced Community Immersion Program.

ABING SOLIBA, thank you sir for your untiring support and great leadership
to stand as the best training director and a responsible police officer outside
and inside this training camp. We achieved all of this because of your
fatherly guidance and encouragement that made us strong to face our
sleepless night, tired bodies to get up in the morning, to all the challenges
we are facing and for us to pursue what we have started despite of every
trials we encountered without thinking of quitting.

to planning until the implementation of the ECIP activity up to its end.

MESSAGE of the
REGIONAL TRAINING
DIRECTOR
• Learning to live together is one of the tenets the public safety officers
must live with as the core of their profession. It is through this pillar that the
real meaning of policing can be given an unsullied limelight. I strongly value
the school of thought that Albert Einstein introduced which goes, “Only a
life lived for others is a life worthwhile.”
• The integration of the Enhanced-Community Immersion Program
(ECIP) in the academic training of the public safety officers serves as guiding
post towards cohesion and interconnectedness. Guided by the
implementation plan, the public safety officers reach out to the community,
address social issues, and leave a mark of hope for a peaceful and just
community for all. The program is systematically and strategically designed
to bolster support to the community and help them cope up with the rising
social divide – the underlying issues and concerns of public safety. More so,
it is especially mapped out to apply learning and theoretical instruction,
social strategies, and training for the overall attainment of specific and
plausible goal which can benefit the entire community.
• From this end, I would like to congratulate the Public Safety Basic
Recruit Course 2019-01 Delta “SIMBAGSIK” Sasabuhay at Isasapuso ng mga
Makabagong Bayani and Gampaning Sinumpaan at Inatang na Katungkulan
for having been able to successfully serve the community of Purok 4, Brgy
Tinagacan General Santos City. Indeed, you have tremendously made a
difference by rekindling the trust and confidence of the people thereby
bringing the banner of PNP into a greater height. Our mindset must always
be focused on the thought that in every success of law enforcers lies the
challenge of greater responsibility to meet the high expectations of the
community as the real meaning of service is defined in our hearts and
scribbled by our actions.
• Let us march in cadence and show to the community that the PNP forces
are the modern day heroes ready to serve the best interests of the
community. May this become an impetus to propel us in becoming the great
leaders the world has ever seen.

Introduction
• Enhanced Community Immersion Program aims to cope up with the
gap between realities of public safety through learning and theoretical
instruction, social strategy and training to attain common goal which is to
gain better understanding of the people and their situation and to mutually
develop the good relationship between citizen and police officer. The said
activities will be implemented by the Police Trainees to their respected
chosen community.
• PSBRC Class 2019-01 DELTA (“BASKUG – Bagong Alagad na Sinanay sa
Katungkulan Upang Gumabay sa bayan) of Regional Training Center 12 with
the theme “Commitment to Service” had chosen Purok 4, Barangay
Tinagacan, General Santos City because of its socio-economic profile, its
geographical location and common interest of the community which the
class had determined that the barangay is good enough venue to extend the
basic services of the Police Trainees as part of their Program of Instruction
and to empower communities to participate in peace and order efforts of
the local police unit.
• In spite of the common issues of the community and continuously
increasing the rate of common crimes and violations in the municipality,
common internal problems of the community such as rapid growth of the
population, lack of socio-economic resources, PNP still aim to render better
service to minimize if not to stop the addressed problems of the community.
• Aligned with the strategic plan of Philippine National Police mission by
2030 which is to prevent and control crimes, maintain peace and order and
insure public safety and internal security, the PSBRC CL 2019-01 “Delta”
conducted an actual engagement of service learning with the community
thru the “Enhanced Community Immersion Program” as part of the hands-
on application of the subject intended for the course on knowing and
serving the community with efficiency and effectiveness.
• PSBRC 2019-01 “DELTA” will engage with the community in Purok 4,
Barangay Tinagacan, General Santos City through Police Community
Activities that will emphasize unity and motivate involvement as support to
the PNP Mission and Vision which is to serve and protect.
OBJECTIVES OF
THE COMMUNITY
IMMERSION
PROGRAM (ECIP)

• The Enhanced Community Immersion Program (ECIP) plays a big role of
bringing police trainees closer to the community. Through conducting said
activity, police trainees had given a chance to mingle, engage themselves
with the community which in one way helps gaining the respect and trust of
the people. It also give a chance to touch the lives of every individual not
only for those fortunate people but all the members of a particular
community whether rich or poor. Police trainees established the essence of
equality and fairness in treating the people in the community.
• Through the conduct of Enhanced Community Immersion Program
(ECIP) of the PSBRC CL 2019-01 DELTA, they had given all the gift of time to
be completely involved in different activities or interest of a specific
community. It comprises different activities and lectures which helped the
people of Purok 4. Brgy. Tinagacan, General Santos City become aware that
the police are public servants who possess integrity, discipline and
dedication in their sworn duties and willing to serve for the welfare of the
public.
• The five (5) day series of activities aim to establish good rapport with
the community, building strong partnership and work hand in hand in the
fight against criminality, threats, disorder and terrorism.
Barangay Profile
• History of the Barangay:
• Barangay Tinagacan’s history can be traced back in the 1880’s when a mass
migration of Islamized Maguindanaons from Kutawato (Cotabato) arrived at
Sugoda-sa-Buayan. This was due to an intense campaign by the Spanish
government against a powerful Datu Otto and later against Datu Ali by the
American Colonizers. This migration brought conflict with the native B’laans
who stubbornly refused the calls of Islam. In nearby Lun Padido, Malapatan
and lower Buayan, B’laans also fought preserve their tribal lands, but were
eventually defeated by the Buayanons, some however managed to escape
the hills and those who were unfortunately captured became slaves.
• As clans grew in number, a need to establish new political territories was
inevitable. Some Buayanons moved upwards along the Buayan and Tinagacan
River.

• Early known B’laan, Buayanon and Maguindanaon leaders whose descendants are
still living in this barangay are the Baluntos, Masamloks, Balaguels, Bantaibs,
Dambongs, Kudandings, Linogs, Mamalumpongs and Panayamans. Further
interviews revealed the Tialang and Malayon clans, Manza and Duyang clans and
many others who once worked as Don Amadeo Matute Ranch, a rancher
fromDavaoCitywho, in 1903 expanded his grazing land and put up a cattle ranch
inUpper Lantonup to Malandag. He built a big house (used as a garrison by the
Japanese during the Second World War in what is now part of Purok 3 and
presently owned by the Remoroza family. The only mementos left on the house are
the concrete foundations, which were put aside a cliff to give way to agriculture.
• Demographics

• Population Distributed by Sex. Barangay Tinagacan has a total population of


6,139 consisting of 899 household. 52.37% are male, while 47.63% are female.
• Population Distribution by Religious Affiliation. There are ten identified
religious groups in the barangay and more than one half of the population are
Catholic comprising of 64% followed by the Muslims (19.4%), SDA’s comprise
5.6%, Iglesia Ni Cristo 3%, while there are few who belong to Baptist,
Pentecost, Evangelical, UCCP Jehovah’s Witness and Aglipay.
• Population Distribution by Ethnic Group. The main residents are tribes
coming from Aklan and Cebu, the Maguindanaoans of Cotabato is also as
major group. The Boholanos and B’laans are also significant groups in the
barangay. Bicolanos, Ilocanos, Warays, Mandayas and smaller tribes like the
Tausugs, Maranaos, Tsabacanos, Caulos

• Table 1. Barangay Tinagacan has a total land area 2,359 hectares or around
4.4% of the total land area of General Santos City. Its existing land use is
classified as follow: Agricultural land planted with crops-2,010 hectares;
farm trees 130 hectares or 89.9%, residential 64 hectares or 2.7%
commercial 4 hectares or .2%, institutional 18 hectares or .76%, parks and
recreation and especial use is 19 hectares or .79%, vacant lands 135 hectares
or 5.65%. It is however clear if the vacant land represents the hills that
landscaped the barangay.

• Table 2. The soil composition is classified as clay loam, and mostly fine
sandy loam. It is characterized by a “gently undulating terrain”, which
constitutes around 5% of the entire land area and can be found from Purok
4 down to Purok 3. The northern portion of the barangay is dotted with hills

• Table 3. It shows the number of male and female with a corresponding age
bracket. For ages 0 – 14, population of male is higher compare to female.
For ages 15 – 64 same with ages 65 – above male population dominates than
female. It means that there’s a lot of men than women in Barangay

• EDUCATION:

• Literacy. Of the youth population:
• 57.12% are in school
• 30.78% are out of school
• 12.10% did not have opportunity to go to school
• AGRICULTURE
• Farming System. Most farmers favor used of farm machineries because of
greater output in comparison to the traditional method of using the carabao
but even though, farmers still rely on the carabao mostly for land
preparation using the carabao entails more time and effort but farmers just
have to contend themselves with that especially those who cannot afford
the high rental rate of such machineries.

• Marketing System: Corn, coconut, rice, sugarcane, and sorghum are sold
either to local traders or cooperative. Some of these products are reserved
are the farmers consumption. However, some buyers stock these products
and wisely wait for an increase in price before they sell the crops top the
traders. There are in turn delivered to General Santos City and Davao City for
delivery to other parts of the country.
• INFRASTRUCTURE/FACILITIES

• House classification. The houses in the barangay have been classified


according to the materials used. 70% are made of concrete, 14% are semi
concrete, and 16% are made of light materials.

• Electricity. Through electricity has reached the barangay, almost 85% have
availed of this service. The remaining 15% particularly those residing on the
outskirts, have no access to electricity.

• COMMERCIAL/INDUSTRY AND TOURISM
• Several sources of income of the locals of Barangay Tinagacan are as
follows; Farming ranked first constituting 37% labor, (which includes labada,
planting, and harvesting or farm labor) constitute 9%. Several residents
engage in business like buy and sell, sari-sari store, etc. While other use their
skills in driving to earn a living. Employment, both government and private
constitute 13%. Health workers include the barangay health workers,
midwives, and nurses. Other occupations like driving livestock raising, and
weaving are also good sources of income of the residents.

Program ended at 2:30 pm with fruitful

Parlor Games

parlor games to the children, out-of-
school youth and residents to build
camaraderie and good rapport to the

participated and enjoyed by the residents

Communist Armed Conflict)

On February 14, 2020 at about 8:00 in


the morning, PSBRC CL 2019 – 01 Delta
with PLT Argen Aranas conducted a
lecture on End of Local Communist
Armed Conflict (ELCAC) to the residents
of Purok 4, Tinagacan, General Santos
City. This activity promotes
understanding and safeguarding of the
community against local communist
armed conflicts. Activity ended at about
9:30 in the morning.

Droga at Terorismo)

At about 10:00 in the morning of

Closing Program

At about 9:00 in the morning of


February 14, 2020, a closing ceremony of
Enhanced Community Immersion
Program was held at Purok 4, Brgy.
Tinagacan, General Santos with PCPT
Robert B Fores, Chief of Police, Police
Station No. 8, GSCPO as the Guest of
Honor and Speaker. The program ended
at 10:00AM with a successful result.

conducted restoration of the area at
Purok 4, Brgy.Tinagacan, General Santos
City where the ECIP was being held.
