Dear Sir,

The Subic Municipal Police Station, Zambales PPO has the over-all jurisdiction of
the municipality of Subic, Zambales in keeping peace and order in the area. It is our
desire to serve the public with integrity, guided by the principles of service, honor, and
justice.

In line with this, we are requesting your good office for the approval of Local
Anti- Criminality Action Plans (LACAP) for PATRULYA NG BAYAN to be use as
guidelines and procedures relative to the conduct of police operation of Subic Municipal
Police Station in assurance of public safety has always been the priority of the PNP but
it has been noted that crime incidences especially robbery and theft during increases
economic activity. This time criminal elements usually take advantage of the situation to
carry out their nefarious activities.

We look forward for the approval of our request.

BEST PRACTICES WITH PROJECT TITLE: PATRULYA NG BAYAN

I. REFERENCE:

Guidance of ARD, PRO3 during Commanders Time held at PANA, Camp


Captain Julian Olivas, City of San Fernando, Pampanga.

II. PURPOSE

This Action Plan prescribes the guidelines and procedures relative to the
conduct of a holistic anti-crime approach by all sectors concerned to address all form of
criminal activities particularly the Clustered Barangay in the Municipality of Subic,
Zambales.

III. SITUATION:

Patrulya ng Bayan is a proactive police-community partnership in crime


prevention and suppression effort, and other public safety services. This is being
implemented in the municipality of Subic, Zambales with active participation and
cooperation of LGUs, Barangay Officials, Barangay Tanods, and Civic Organization.

IV. MISSION:

Subic MPS ZPPO, concurrent with its mission,function and in coordination


with the Local Government Unit (LGU) of Subic, Zambales, the League of Barangay
Captains, Philippine Navy, BantayDagat, other law enforcement agencies and Non-
Government Organization (NGO), shall intensify its Police operations to address all form
of Cluster Patrulya ng Bayan particularly within five (5) Cluster Barangay namely

Cluster 1 – Barangay Pamatawan,


Aningway-Sacatihan,
Cawag,

Cluster 2 – Barangay Mangan-Vaca,


Ilwas,
Asinan Proper

Cluster 3- Barangay Asinan Poblacio,


Wawandue,
Baraca-Camachile,

Cluster-4 Barangay Calapandayan,


Calapacuan,
Matain,
Sto Tomas and

Cluster- 5 Barangay,
San Isidro,
Naugsol and
Batiawan.
V. EXECUTION:

a. Synchronization and integration of efforts of local PNP stations, Brgy Officials,


BPATS, and other force multipliers;

b. Shared commitment and strong partnership with the local government units
and the Barangay official;

c. Enhance crime prevention and suppression efforts;

d. Enhance public safety and security; and e. Police assistance and response is
immediately and promptly delivered to the populace.

A. TASKING:

1. Chief of Police

 Over all responsible for the implementation of this Action Plan.


 Coordinate with other agencies for the implementation of this plan.
 Perform other tasks as required.

2. Deputy COP

 Supervise the full implementation of this plan.


 Perform other task as required.

3. Intelligence and Investigation Section

 Provide timely and accurate intelligence information.


 Maintain updated list in PATRULA NG BAYAN activities.
 Conduct evaluation and verification of the report.
 Perform other task as necessary.

4. Operation PNCO

 OPR in the formulation and operation of this Action Plan.


 Deploy trained number of PNP personnel to conduct FOOT/MOBILE AND
SEABORNE PATROL within the Area of Responsibilities and shoreline of West
Philippine Sea of the Clustered Barangay in coordination with Philippine
Navy/Coast Guard and Maritime Group in territorial unit.
 Conduct aggressive monitoring and police operations for the daily reporting of
PATRULYA NG BAYAN activities.
 Perform other task as necessary.

5. Municipal Community Affairs and Development (MCAD)

 Conduct information campaign in coordination with the Municipal Public


Information Officer & Municipal Agriculture Office (MAO) in order to raise public
awareness and generate community support in the drive against all form of illegal
fishing activity.
 Regularly coordinate with all concerned Barangay Captain for mobilization of
Barangay Peace Action Team (BPAT’s), Barangay Tanod and BIN’s as force
multiplier.
 Perform other task as necessary.

6. Office of the Mayor

 Provide financial support on mobilization of personnel, fuel, foods and other


miscellaneous.
 Perform other task as necessary.

7. Subic Municipal Peace and Order Council (MPOC)

 Convene the council member for input and subsequent approval of the Action
Plan taking into consideration the responsibility of all holistic and effective
approach to the crime situation.
 Convene on a regular basis or when the need arises, to conduct assessment on
the effectively of the plan and to make the necessary adjustments as necessary.

8. Subic Sangguniang Bayan (SB)

 Enact ordinances for the adoption of the MPOC-approved Action Plan, for the
provision of funding and support for its implementation, to include the training
and mobilization of Barangay Peace Action Team (BPAT’s) /Barangay Tanod as
force multipliers.
 Enact other ordinances as may be necessary or when the need arises, for the
effectively of the plan.

VI. COORDINATING INSTRUCTION:

a. Respect for human rights is paramount and must be observed under all
circumstances at all times.
b. Adherence to the rule of law is required.
c. Lateral coordination is highly encouraged.
d. Other Lateral Coordination

VII. EFFECTIVITY:

This Action Plan will take effect upon approval.
