On September 27, 2019 (Friday), 2:00 PM, at the QCPD Conference Room, Hon.

Ranulfo Z. Ludovica, Chairman, DACPTD, presided the conduct of District Advisory


Council for Police Transformation and Development (DACPTD) which was attended by
PCOL RONNIE MONTEJO, Acting District Director QCPD, five (5) DACPTD members,
five (5) Technical Working Group (TWG) members and nine (9) District Police Strategy
management Unit (DPSMU) headed by PCOL FERDINAND T NAVARRO.

3. The following were the highlights of the meeting:

a. Cascading the guidelines and mechanics for the upcoming Proficiency


Unit Revalida to all QCPD Police Stations;
 Composition of Revalida Panelist which will be composed by at
least three (3) DACPTD members;
 Score and rating
 Confidentiality and Integrity of the Revalida
 Submission of Performance Governance Report
b. Updates on the Advisory Council Project Manual (Volume 1) which
organized by Prof. Luis C. Buenaventura, Vice Chairman, DACPTD which
serve as a guide to all Station Commanders in choosing or recruiting
future Advisory Council;
c. Oath taking of Hon. Peachy V. De Leon as new member of QCPD
DACPTD to be held on October 1, 2019; and
d. Updates on the construction of proposed QCPD Evidence Building.

4. ADD, QCPD expressed his gratitude for the presence of the members of the
DACPTD in the meeting, gladly recognizing everyone whom he already knew during his
stint as former member of the QCPD before he was reassigned to other units until his
return as Acting District Director of the QCPD. He thanked everyone for their continued
support to the PNP and encouraged everybody for their active and sustained
collaboration in QCPD’s endeavor for genuine transformation as it moves forward to
Institutionalization Stage of the PGS.
The Monthly Operations Review for the Month of September 2019 was held on October 29,
2019, tuesday 2:00 PM at the QCPD Conference Room, Camp Karingal, Sikatuna Village,
Quezon City, presided by PCOL FERDINAND T NAVARRO, C, DPSMU/ CDDS, attended by
Mr. Aes Russel Domingo, Youth Rep., DACPTD Member, TWG members/ D-Staff members
and 15 DPSMU personnel.

3. The following were the highlights of the meeting:

a. PMAJ JUN G FORTUNATO, Dep.C, DLD presented the updated


dashboard for the month of September 2019. During the
presentation, NUP Emilia Cawa, Asst. Head Secretariat suggested
not to include the Beyond Economic Repair (BER) on the next
presentation and she also asked the presenter about the status of
the construction of the Multi-purpose Building.
b. The updated dashboard of DIDMD for the month of September
2019 was presented by PCPT ADONIS ESCAMILLAN, Dep. C,
DIDMD, during the presentation there were some corrections on
the “Percentage of Investigative Positions filled by Certified
Investigators”. Mr. Aes Russel Domingo said that the variance
should be negative since the target was not met. The Memorandum
Circular No. 2013-002, also known as the Guidelines for the
Certification of Investigators was also read and discussed by the
presenter.
c. PCpl Elpidio Quinco Jr., Focal person, presented the updated
dashboard of DCADD for the month of September 2019. During the
presentation, Mr. Aes Russel Domingo, suggested the presenter to
assign credible speakers in conducting lectures and dialogues to
different schools for there were few negative comments noticed by
one of the schools.
d. The Asst. Head Secretariat advised the presenters to put hyperlinks
on their next presentation. While the C, DPSMU suggested to work
on the improvement and alignment of the OR Matrix of DIDMD to
attain a 100% target.

FRANCISCO J LUCEÑA, Chief SIDMS conducted Community Anti-
Terrorism Awareness Seminar to the members of Station 6 Advisory
Council as part of the SACPTD Meeting held at Conference Room,
January 21, 2020 at PS6 Headquarters. The seminar aims to instill and to educate on the
about 10:30 AM different acts of terrorism as well on how to prevent these terrorist acts.
This is also an awareness to be more vigilant to their surroundings and
to the people around them. Also, to show the continuous effort of the
PNP in fighting terrorism.
Quezon City Police District headed by PBGEN RONNIE S MONTEJO,
DD, QCPD together with PCOL ENRICO H VARGAS, DDDO, QCPD
and Directorial Staff conducted a COMMAND VISIT in Batasan Police
Station 6 which was attended by HON. PRECIOUS H CASTELO,
Congresswoman, 2nd District, HON. WINSTON T. CASTELO,
Councilor, 2nd District, HON. ALLAN FRANZA, Punong Barangay, Old
Balara, HON. JOHN M. ABAD, Punong Barangay, Batasan Hills,
HON. MANUEL A. CO, Punong Barangay, Commonwealth, HON.
WILFREDO L. CARA, Punong Barangay, Bagong Silangan, HON.
February 21 at about MANNY N. GUARIN, Punong Barangay Payatas and HON. FELICITO
2:00 PM A. VALMOCINA, Punong Barangay, Holy Spirit and other sectors such
as Academe Sector, Religious Sector, CCTV Operators, Business
Sector, Force Multipliers, Media Sector, Youth Sector and Transport
Sector at Barangay Hall, Don Faustino, Barangay Holy spirit, Quezon
City. During the activity, PLTCOL ROMULUS R GADAONI, Station
Commander, presented updates on the Enhanced Managing Police
Operation, 8 Focus Crime Incidents and Interventions of Batasan
Police Station. The activity is geared towards strengthening the
harmonious relationship between the police and different sectors of
the community in achieving the common goal of a safer place to live,
work and do business with. Also. QUAD-Staff of the Station briefing
discussed the Tactical Dashboard and Operation Review Matrix for
January 2020 and its interventions to solve and prevent crimes within
our AOR.

Members, QUAD Staffs, Chief of Offices/PCP Commanders and other
key personnel. the salient points being discussed during the said
meeting, as follows:
April 1, 2020 at about  Request for deployment of PNP Personnel to the Supermarkets to
8:30 AM avoid and prevent looting;
 Distribution of Relief Goods within their respective Barangay;
 Their strategic action in identifying the PUM and PUI within their
respective AOR;
 Plan to conduct dialogue with the Home Owners Association
(HOA) Presidents for them to initiate their own Extreme Enhance
Community Quarantine to aid the Barangay Officials and Philippine
National Police (PNP) to observed and implement the guidelines of
Inter-Agency Task Force (IATF);
 Location of Hotspots, Crime Map and Crime Clock;
 Accomplishments on Curfew Hours/City Ordinance, Anti-Illegal
Drugs and Illegal Gambling; and
 PUI/PUM Mapping (Barangay that has positive COVID-19)

Community Quarantine on Hot Zone Areas, Random Checkpoint
and other Anti-Criminality operations.
 Distribution and proper use of the Frontliners ID to BPATs, Force
Multipliers and other volunteers;
 Continuous monitoring of COVID-19 Cases within respective
AOR;
 Location of Hotspots, Crime Map and Crime Clock;
 Accomplishments on Curfew Hours/City Ordinance, Anti-Illegal
Drugs and Illegal Gambling; and
 Implementation of Total Lockdown and proposed of 3-Teaming to
boost the morale and welfare of our PNP personnel during the
EECQ.

Fairview, QC, Advisory Council Chairman, Councilor Alfredo S Roxas

ARNEL T AROAJO, Chief SPSMU conducted Station Advisory Council for Police
Transformation and Development (SACPTD) with Station Operations Review (SOR) Meeting
for the Month of April 2020 at PS6 Headquarters Conference Room.

The said meeting which was attended by the SACPTD Members, QUAD Staffs, Chief of
Offices/PCP Commanders and other key personnel.

In this regard, hereunder are the salient points being discussed during the said meeting, as
follows:

➢ Revised Deployment of personnel during Extended Enhance Community Quarantine on


Hot Zone Areas, Random Checkpoint and other Anti-Criminality operations.

➢ Distribution and proper use of the Frontliners ID to BPATs, Force Multipliers and other
volunteers;

➢ Continuous monitoring of COVID-19 Cases within respective AOR

; ➢ Location of Hotspots, Crime Map and Crime Clock;

➢ Accomplishments on Curfew Hours/City Ordinance, Anti-Illegal Drugs and Illegal


Gambling; and

➢ Implementation of Total Lockdown and proposed of 3-Teaming to boost the morale and
welfare of our PNP personnel during the EECQ.
On February 28,2020 at about 8:30 AM, this Station led by the undersigned together
with the Station Advisory Council for Police Transformation and Development
(SACPTD) led by COUN. ALFREDO S ROXAS, President Liga ng mga
Barangay/Chairman, SACPTD conducted a Joint SACPTD and TWG Meeting at
Conference Room, PS 5 Headquarters, Pearl St., Greater Fairview, Quezon City.
The meeting was participated by PS 5 TWG members and SACPTD members. The
activity aims to assess the Station’s accomplishments and to evaluate and develop
strategies that would strengthen the relationship between PS 5 and the community.
The activity started with a prayer led by PEMS Elvira M Baliscao, SPSMU Senior
PLTCOL JEFFREY B BILARO, Station Commander/Vice Chairman, TWG
delivered the welcome remarks. He expressed his gratitude for the support and
active participation the Council gives to the PNP P. A. T. R. O. L. Plan 2030 .
Afterwhich, PCPT JERMAINE P GARAN Deputy Station Commander/Vice
Chairman, TWG presented the SACPTD Significant Contributions and the Station’s
Significant Accomplishments.
