II. PURPOSE:
This Operation Plan (OPLAN) sets forth the general guidelines, procedures and
tasks of Talibon PS-BPPO in the conduct of anti-criminality, internal security and anti-
terrorism operations in order to preempt and prevent their nefarious activities. This
campaign also aims to conduct an exhaustive intelligence and information gathering
and monitoring, particularly on threats on internal security and terrorism down to the
barangay level to ensure peace and order, safety and security of the public.
III. SITUATION:
In general, the municipality of Talibon is very peaceful and in proper order, with
regard to criminality, this station has only recorded minimal crimes in the past years,
meanwhile, heinous crimes also occur but are only considered isolated cases. There is
an increase in tourist visits, both local and foreign, in the municipality that security
measures must be undertaken. As of this date, the municipality of Talibon has no
reported incidents involving organized crime groups (OCGs) or any other threat groups
that will jeopardize the safety of the citizenry but there are some personalities and
groups that are placed under watch lists for proper observation and close monitoring.
Although there are crime incidents modestly occurring in the AOR, this are properly
addressed and solved by the police force.
Recently, the Municipality of Talibon, based on intelligence gathering has

monitored movements and presence of insurgents and terrorist in the far-flung
barangays. This station is subsequently intensifying its intelligence monitoring and
properly coordinating with the higher HQS and other friendly forces to assure personnel

and station security and that the public is safe and secured especially all vital
installations which are prone for terrorisms. Moreover, BINs and BPATS were
reactivated to provide wide range of intelligence network all over the municipality.
IV. MISSION:
a. This station led by PMAJ CHRISTOPHER RAS FERNANDEZ, Chief of

Police, in close coordination of all of friendly forces and active support of the
community, Municipal LGU, Barangay Officials, BIN’s, Barangay Tanods and other law
enforcement groups and force multipliers in the locality shall work hand-in-hand to be
watchful and vigilant at all times to protect lives and properties, enforce all laws and
ordinances, maintain peace and order, ensure public safety and internal security
towards the attainment of a safer place to visit, live, work and do business.
b. This station in coordination with the other friendly forces shall conduct
discreet (covert) internal security operation and close intelligence monitoring to all
barangays in the AOR to monitor and apprehend by legal means criminals and lawless
elements and armed groups operating within the area of responsibility.
V. EXECUTION:
a. Concept of Operations
a.1 PNP Talibon shall properly implement Managing Patrol Operations thru
the conduct of frequent police patrols and police operations as
scheduled strategically;
a.2 PNP Talibon shall implement Enhanced Managing Police Operations as

scheduled;
a.3 Every Barangay shall be supervised by respective PNP personnel of

Talibon Police Station for intelligence networking and monitoring and
effective crime prevention and reporting;
a.4 The PNP Talibon thru the respective PNP barangay supervisors shall
actively organize groups from the different sectors of the barangay such
as; Barangay Peace Action Team with barangay officials, barangay
tanods, representative from the youth, womens, religious and other
sectors, farmer’s organizations, Out of School Youths and shall provide
its orientation training and seminars;
a.5 The PNP Talibon in partnership with the LGU thru the Municipal Tourism
Office shall organize a TASK FORCE BANTAY TURISTA and TASK
FORCE KAWATAN this shall be participated by Qualified Habal-Habal
Drivers and other volunteers in the municipality;
a.6 PNP Talibon shall conduct random checkpoints to be stationed in the

different strategic locations in the AOR;
a.7 PNP Talibon in partnership with LGU and stakeholders from the
community will conduct Police Community Operations activities and
Community-Outreach programs to win the hearts and minds of the
community and gain their support;
a.8 Elements of Talibon Police Station shall conduct random dry run on
responding crime incidents and make strategic plans for possible
apprehension of the criminals especially robbery groups;

a.9 PNP Talibon in coordination with LGU shall establish and activate the
SAFETY ROADS PROGRAM to safeguard and secure major roads used
by tourist in visiting the municipality. This will be participated by the
Municipal Officials, Barangay Peacekeeping Action Team and Barangay
officials, BINs, Barangay Tanods and other volunteers as members;
a.10 PNP Talibon in coordination with the LGU shall conduct regular Close
Quarter Battle (CQB), marksmanship and combat shooting training, to
include municipal officials, security guards, license firearm holders, and
other stakeholders;
a.11 Information dissemination on Crime Watching, crime observation,

monitoring for effective crime prevention;
a.12 PNP Talibon, shall deploy uniformed personnel assigned to

administrative functions to perform beat patrol duties or Motorcycle Anti-
Street Crimes Operations (MASCO) in buddy-buddy system in addition
to their usual tasks, for maximum police presence as well as to intensify
law enforcement operations, anti-criminality campaign and public safety;
a.13 PNP Talibon, shall intensify seaborne patrol operations within the
municipal territorial waters;
a.14 PNP Talibon shall intensify the campaign against wanted persons; and
a.15 Periodic review and assessments of the efficiency and effectiveness in

the execution of this operation plan.

VI. COORDINATING INSTRUCTIONS:
a. All personnel involved shall strictly observe the rights of persons arrested,
detained or under custodial investigation pursuant to RA No. 7438 and
other existing rules and regulations of the PNP in the promotion of human
rights;
b. The Police Operational Procedure (POP) shall be strictly followed;
c. Security of personnel and other participating agencies during the
operation is of paramount concern;
d. Duty personnel shall refrain indulging alcoholic beverages in public places;
e. LOI “Tamang Bihis” shall be observed; and
f. Conduct of periodic evaluation and assessment shall be done to
determine the adjustment, continuance or termination of this OPLAN.
VII. EFFECTIVITY:
This OPLAN shall take effect upon approval.
